NEW BUSINESS A. Veterans Memorial Design City Planner Kaltsas provided an overview of the process for construction of the Veterans Memorial noting that City Council determined that the initial phase of the park development will be the memorial. Kaltsas then pointed out the other items along with the memorial including flagpoles, landscaping and furniture. Kaltsas showed the Park Commissioners material options for the memorial, pavement/wall, and furniture/benches and asked for preferences and recommendations. Park Commissioners expressed that the concept plan for the Veterans Memorial is too large and complex and that they think it should be simpler. In regards to materials, Parks Commissioners shared that brick and concrete should be the primary material for the area surrounding the memorial and that the memorial itself should be made of granite. Park Commissioners envisioned having four benches (one on each side of the memorial).

Maple Plain resident Judy Sutherland shared that the City had been given plans from the Veterans Memorial in Long Lake. Park Commissioners stated they would like to see those. Assistant to the City Administrator Kathman stated this item would be brought back to Parks Commission at a future meeting. V. OLD BUSINESS A. Kathman added that the document will be used during the discussion regarding having the Parks Commission budget roll over from year to year. Kathman asked Park Commissioners to make revisions to the current plan that was included in the packet and asked for their feedback regarding her recommended changes. The following changes were made: All projects that were already completed were removed. All projects at the Gateway Park area were removed as this is no longer a planned park area. 6 5050 INDEPENDENCE STREET MAPLE PLAIN, MN Phone: (763) Fax: (763) To: Parks Commission From: Nicole Kathman, Assistant to the City Administrator Re: Hennepin County Youth Sports Fall 2018 Equipment Grant Application Update Date: November 14, 2017 Summary Update on the Hennepin County Youth Sports Fall 2018 Equipment Grant Application Background At the September 2017 meeting, the Parks Commission decided to apply for a Hennepin County Youth Sports equipment program for permanent bases and storage boxes for the fields at Rainbow Park. Following that meeting, Parks Commission Chair John Timpe contacted D. Ervasti Sales Co Inc, a company that sells sports equipment, for a quote. Promptly, Darrell from D. Ervasti provided us a quote for the permanent bases, anchors, and rakes, but needed more time to work with some of his vendors for storage boxes. After following up with Darrell he estimated that quality storage boxes that would not dent and could withstand harsh weather conditions would cost approximately $4,500 each. These boxes would be over the $10,000 grant amount. Therefore, these were not included on the grant application. If the Parks Commission would like we can apply for a grant for these in the spring. The Orono Baseball Association did offer us an extra container that they have. City Staff did contact the Orono Baseball Association to be a partner for the grant application. They also agreed to pledge $800 towards the grant. They requested to add pitching mounds at the baseball fields at Northside Park which City Staff honored. In addition, the Orono Softball Association pledged $300 towards the grant. They are also planning on adding field numbers or letters at Rainbow Park at their cost. 15 5050 INDEPENDENCE STREET MAPLE PLAIN, MN Phone: (763) Fax: (763) To: Parks Commission From: Nicole Kathman, Assistant to the City Administrator Re: Roll-Over Budget Discussion Update (Parks Project List) Date: November 17, 2017 Summary An update of where the Council is at in regards to a roll-over budget and steps for the Parks Commission. Background The Parks Commission is requesting that their funds start rolling over from year to year. The City Council has started discussions regarding this. The City Council would like the Parks Commission to provide them with anticipated projects over multi-year timeframe to understand what the usage of roll-over funds would be. One of the main concerns that has come up during City Council discussion is that funds will be stacked over long periods of time with only focusing on larger projects and not keeping up with maintenance. Therefore, I wanted to provide another opportunity for discussion and to develop a more comprehensive plan that includes maintenance and sets a clear picture of the Parks Commission s vision. Attachments and References: New CIP based on discussions from last meeting Ideas for maintenance (not all-inclusive) based on a walk-through of parks I completed Parks related question results from the Comprehensive Plan Community Survey recently completed

Possible Maintenance Projects Northside Park Remove sign and replace sod at Northside Determine what to do with this area if keeping recommend replacement of equipment and new playground fill OR recommend removal at time of playground installation at Northside which could allow for a larger playground set.

Rainbow Park Warming House Maintenance (Shelves, Painting, etc) Replace this sign and possibly add doggy bag dispenser Install Seesaws

Maintenance for boards and fence for hockey rinkreplace, paint, fix, as needed. Consider installation of different type of board that doesn t require maintenance. Purchase Nets and start thinking about footprint of Rainbow Park Playground- do we want it larger in the future, when do we want to replace playground? Is replacement far out enough into the future that we want to recommend fixing boards?

Connection of trails on heavy walking pattern areas Bryantwood Park Purchase Nets Install Seesaws

Consider Replacement of equipment- think about long term plan for this park. When do we want to replace playground set- do we want to add more equipment sooner and move current set on this side if it fits? Park Signs (City-wide)- Currently Bryantwood Park is the only park with an official sign. Do we want universal signs for all Maple Plain Parks and do we want to add a smaller sign to the other side of Bryantwood?

Pioneer Park Is a trail still desirable at the Water Treatment Plant? What is the long-term vision as a park? Connection to downtown? Directional signage on neighborhood streets nearby for pedestrians and bikes?

2040 Comprehensive Plan Community Survey Results- Parks Related Question- Rating of City Services Quality of Parks: Good: 154 Fair: 73 Poor: 18 Question- I would support using tax dollars to develop or enhance the following recreation facilities. For this question five answers were provided. It was the intention that each answer would be marked with a number 1 through 5 with each number only being used once in order to produce a priority ranking. However, many individuals marked the same number for multiple options. Unfortunately, it is infeasible to pinpoint the effects of this on the priority rankings. Sports Fields (soccer) Playgrounds Trails Baseball Fields Courts Average Priority Ranking

Question- Other recreation facility you would support the City of Maple Plain using tax dollars to develop or enhance. None/Just maintain current 14 Ice Skating Rink 3 Splash pad/pool - 3 Bandshell 1 Dog Park 1 Downtown #1 1 No preference 1 Pickleball court needed 1 Question- Other Comments Would love improvements to Rainbow Park Build a year-round walking trail around Northside Park Playground equipment on Rainbow Park is outdated, needs repairs too. We would love to see a community pool or splash pad located here - plenty of kids. Bryant park needs repair Bryant wood Park- graffiti on slide, pea rock filled with weeds. Parks- work in progress. Parks build community and we have seen this with the use now of Rainbow Park. Maintaining and keeping the area looking nice goes a long way, including the ice rink. Just maintain what we have
