(319) Fax (319) Press Releases JANUARY 2015 On Thursday, January 01, 2015, Buchanan County Sheriff s Deputies arrested Taylor Michael Hartke, 21, of Hazleton. Harkte was arrested and charged with Driving While License Suspended (simple misdemeanor). This arrest was made in the 400 blk First Avenue NE in Independence. On Friday, January 02, 2015, Buchanan County Sheriff s Deputies arrested Zachary Dillon Scovel, 20, Casey Benjamin Hook, 18, Landon Parker Lathrop, 18, all of Cedar Rapids. Hook was arrested and charged with Possession of Drug Paraphernalia (simple misdemeanor). Scovel and Lathrop were arrested and charged with Possession of Drug Paraphernalia (simple misdemeanor) and Possession of Alcohol Under Legal Age (simple misdemeanor). These arrests were made following a traffic stop in the 3000 blk Jamestown Avenue (Hwy 150) northeast of Brandon. On Friday, January 02, 2015, Buchanan County Sheriff s Deputies arrested Heather Ann Annis, 38, of Waterloo. Annis was arrested on an active arrest warrant out of Black Hawk County. She was also charged with Escape from Custody. This arrest was made in the 500 blk State Street in Littleton after the Buchanan County Sheriff s Office received a report from the Black Hawk County Sheriff s Office of Annis being considered an escapee from the Residential Facility in Waterloo. On Friday, January 02, 2015, Buchanan County Sheriff s Deputies arrested Susanne Ranee Kresser, 30, of Independence. Kresser was arrested and charged with four counts of Child Endangerment (aggravated misdemeanor). This arrest was made following an investigation into allegations of Kresser leaving her four minor children in the care of a registered sex offender. This arrest was made in the 600 blk Second Avenue NE in Independence. On Saturday, January 03, 2015 at approximately 10:00 am, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident in the 1700 blk 220th Street west of Independence. According to the investigation, a 2006 Pontiac Grand Prix operated by Tiffany Anfinson of Independence was traveling west on 220th Street when Anfinson lost control of her vehicle. The vehicle left the roadway and entered the north ditch, striking a utility pole. Anfinson was extricated from her vehicle by fire fighters and EMS personnel and transported to the Buchanan County Health Center in Independence. She was subsequently transported to the University of Iowa Hospitals and Clinics in Iowa City with serious injuries. The Buchanan County Sheriff s Office was assisted at the scene by the Independence Fire Department and Area Ambulance Service. On Saturday, January 03, 2015, Buchanan County Sheriff s Deputies arrested Nathan Alan McDowell, 20, of Rowley. McDowell was arrested and charged with Driving While License Revoked (simple A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty in a court of law.

On Sunday, January 04, 2015, Buchanan County Sheriff s Deputies arrested Kevin Lee Kautman, 30, of Lamont. Kautman was arrested and charged with Criminal Mischief (simple misdemeanor) and Trespass (simple misdemeanor). This arrest was made following an incident in the 800 blk Prospect Street in Lamont. On Sunday, January 04, 2015, Buchanan County Sheriff s Deputies arrested Emily Renee Brockmeyer, 29, of Winthrop. Brockmeyer was arrested and charged with Possession of Controlled Substance Marijuana (serious misdemeanor), Possession of Controlled Substance Methamphetamine (serious misdemeanor) and Possession of Drug Paraphernalia (simple misdemeanor), Forgery (class D felony) and fifth degree Theft (simple misdemeanor). This arrest was made in the 300 blk W Hamilton Street in Winthrop. On Sunday, January 04, 2015, Buchanan County Sheriff s Deputies arrested Michael Allen Riechmann, 39, of Rowley. Riechmann was arrested and charged with Obstruction of Emergency Communications (simple misdemeanor). Riechmann was also found to have an active arrest warrant out of Black Hawk County. This arrest was made in the 1900 blk 305 Street southwest of Rowley. On Monday, January 05, 2015, Buchanan County Sheriff s Deputies arrested Jeremy John Paris, 40, of Aurora. Paris was arrested and charged with Driving While License Barred (aggravated misdemeanor) and Driving While License Suspended (simple misdemeanor). This arrest was made following a traffic stop in the 100 blk York Street in Aurora. On Monday, January 05, 2015 at approximately 8:15 pm, Buchanan County Sheriff s Deputies responded to a motor vehicle accident in the 3100 blk Jamestown Avenue. According to the investigation, a 2007 Dodge Caravan operated by Lexie Kirkpatrick of Brandon was traveling north on Jamestown Avenue when she lost control of her vehicle. The vehicle entered the west ditch and rolled onto its top. No injuries were reported. The Buchanan County Sheriff s Office was assisted at the scene by the Rowley Fire Department and Area Ambulance Service. On Tuesday, January 06, 2015, Buchanan County Sheriff s Deputies arrested Michael Charles Hall II, 23, of Quasqueton. Hall was arrested and charged with 85 counts of Violation of No Contact Order (simple misdemeanor). These charges were made following an investigation into calls being made in violation of an active Court Order. On Wednesday, January 07, 2015, Buchanan County Sheriff s Deputies arrested Courtney Lynn Hall, 23, of Quasqueton. Hall was arrested and charged with 26 counts of Violation of No Contact Order (simple misdemeanor). This arrest was made in the 300 blk S Third Street in Quasqueton. On Wednesday, January 07, 2015, Buchanan County Sheriff s Deputies arrested Jeffery Allen Bockholt, 55, of Oran. Bockholt was arrested and charged with Violation of No Contact Order (simple misdemeanor). This arrest was made in the 5100 blk Main Street in Oran. The Fayette County Sheriff s Office assisted in this arrest. Page 2

3 On Thursday, January 08, 2015 at approximately 4:05 pm, the Buchanan County Sheriff s Office received a report of a motor vehicle accident in the 200 blk S Main Street in Hazleton. According to an investigation, a 2008 Pontiac Vibe operated by Robin Fortsch of Oelwein was traveling north on Main Street when a 2005 Dodge Neon operated by Jean Oudekerk of New Hampton, who was also traveling northbound behind the Fortsch vehicle, collided with the rear of the Fortsch vehicle. Fortsch, Oudekerk and a passenger in the Oudekerk vehicle, Bryanna Burco of Sumner, were all transported to Oelwein Mercy Hospital with unspecified injuries. This accident remains under investigation. The Buchanan County Sheriff s Office was assisted at the scene by the Hazleton Fire Department and Oelwein Ambulance. On Thursday, January 08, 2015 at approximately 6:00 pm, the Buchanan County Sheriff s Office received a report of a motor vehicle accident near the 49 mile marker on I380 southeast of Brandon. According to the investigation, a 2014 Peterbuilt semi operated by Troy Anderson of St. Peter, MN, was traveling northbound on I380 when he said he was pushed off the roadway by another semi in the outside lane that apparently got too close. Kennon s vehicle left the roadway and struck a guardrail to the approach of a bridge. Kennon then crossed the bridge and came to a stop on the other side of the bridge. No injuries were reported and damage was estimated at $15,000 and the guardrail damage was estimated at $5,000. On Thursday, January 08, 2015, Buchanan County Sheriff s Deputies arrested Chad Leonard King, 32, of Independence. King was arrested and charged with Trespassing resulting in Injury (serious misdemeanor). This arrest was made following an investigation into King walking on Canadian National Railroad tracks east of Independence. King was struck by a train and suffered minor injuries as a result. On Friday, January 09, 2015, Buchanan County Sheriff s Deputies arrested Damian Lee Welsh, 24, of Monticello. Welsh was arrested on active arrest warrants out of Buchanan County for original charges of second degree Arson (class C felony) and Fraudulent Insurance Submission Claims (class D felony). The Jones County Sheriff s Office assisted in this arrest. On Friday, January 09, 2015, Buchanan County Sheriff s Deputies arrested Brian Gregory Westpfahl, 27, of Rowley. Westpfahl was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). This arrest was made following an investigation into a motor vehicle accident in the 1400 blk 330th Street that occurred on 11/22/2014. On Saturday, January 10, 2015, Buchanan County Sheriff s Deputies arrested Pamela Kay Skinner, 62, of Jesup. Skinner was arrested and charged with Driving While License Suspended (simple misdemeanor). Skinner was also issued a citation for No Proof of Insurance. This arrest was made in the 400 blk Second Street NE in Independence. On Saturday, January 10, 2015, Buchanan County Sheriff s Deputies arrested Emily Renee Brockmeyer, 29, of Winthrop. Brockmeyer was arrested on original charges from the Independence Police Department of fifth degree Theft (simple misdemeanor). This arrest was made in the 100 blk Eighth Street NE in Independence. 4 On Tuesday, January 13, 2015, Buchanan County Sheriff s Deputies arrested Dale Robert Tournier, 47, of Waverly. Tournier was arrested on an active arrest warrant out of Buchanan County for Failure to Appear. This arrest was made in the 200 blk Fifth Avenue NE in Independence. On Thursday, January 15, 2015, Buchanan County Sheriff s Deputies arrested Nicholas Michel Spratt, 31, of Hazleton. Spratt was arrested on an active arrest warrant out of Fayette County. Spratt was taken into custody and later released to the Fayette County Sheriff s Office. On Thursday, January 15, 2015, Buchanan County Sheriff s Deputies arrested Charles Davis Conklin, 26, of Independence. Conklin was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). Conklin was also cited for Possession of Open Container. This arrest was made following a traffic stop in the 1700 blk Otterville Blvd. On Friday, January 16, 2015, Buchanan County Sheriff s Deputies arrested Elizabeth Lynn Toms, 30, of Hazleton. Toms was arrested and charged with Driving While License Suspended (simple misdemeanor). Toms was also cited for Operation without Registration and No Proof of Insurance. This arrest was made in the 1100 blk Jackson Avenue north of Hazleton. On Saturday, January 17, 2015, Buchanan County Sheriff s Deputies arrested Shawnie Lightning Lavoie, 21, of Lamont. Lavoie was arrested and charged with Domestic Abuse Assault (simple misdemeanor) and Interference with Official Acts (simple misdemeanor). This arrest was made following an incident in the 600 blk Church Street in Lamont. On Saturday, January 17, 2015, Buchanan County Sheriff s Deputies arrested Bryce Jarod Kugel, 23, of Lamont. Kugel was arrested and charged with Driving While License Suspended (simple misdemeanor), Possession of Controlled Substance Marijuana (serious misdemeanor), Possession of Drug Paraphernalia (simple misdemeanor) and Failure to File SR22 Insurance (simple misdemeanor). Kugel was also cited for Unlawful Use of Driver License. This arrest was made following a traffic stop in the 1200 blk Washburn Avenue in Lamont. On Saturday, January 17, 2015, Buchanan County Sheriff s Deputies arrested Gregory Joseph Shannon, 58, of Independence. Shannon was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). Shannon was also cited for Failure to Carry Proof of Insurance. This arrest was made following a traffic stop in the 200 blk First Street East in Independence. On Sunday, January 18, 2015, Buchanan County Sheriff s Deputies arrested Shane Roy Stephenson, 39, of Urbana. Stephenson was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). Stephenson was also cited for Traveling on Wrong Side of Highway. This arrest was made following a traffic stop in the 3300 blk Jamestown Avenue (Hwy 150). On Sunday, January 18, 2015 at approximately 5:40 pm, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident in the 2500 blk Henley Avenue southwest of Independence. According to the report, a 1996 Toyota Avalon operated by Christopher Melka of Independence was traveling northbound on Henley Avenue when it collided with a 2007 Toyota Scion operated by Amber Belle of Independence. Minor injuries were reported but no transportation to a hospital was needed. Damage was estimated at $3,000 to the Melka vehicle and $3,000 to the Belle Page 4

5 vehicle. Melka was issued citations for Failure to Yield Half the Roadway, Failure to Carry Proof of Insurance and Failure to Use Seat Belt. The Buchanan County Sheriff s Office was assisted at the scene by the Independence Fire Department and Area Ambulance Service. On Wednesday, January 21, 2015, Buchanan County Sheriff s Deputies arrested Jozef Allen Seeman, 18, of Lisbon. Seeman was arrested on an active arrest warrant out of Buchanan County for original charges of Possession of Controlled Substance Methamphetamine (serious misdemeanor) and Possession of Controlled Substance Marijuana (serious misdemeanor). Seeman was transported to the Buchanan County Sheriff s Office and held. On Wednesday, January 21, 2015 at approximately 5:05 pm, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident in the 2300 blk Benson-Shady Grove Avenue south of Jesup. According to the investigation, a 2003 Volkswagen Passat operated by Katelyn Youngblut of Jesup was traveling northbound on Benson-Shady Grove Avenue when she lost control of her vehicle. The vehicle entered the east ditch, striking a boulder and disabling the vehicle. No injuries were reported. Damage was estimated at $3,500. The Buchanan County Sheriff s Office was assisted at the scene by the Jesup Police Department. On Wednesday, January 21, 2015 at approximately 6:10 pm, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on Hwy 20 near the Henley Avenue overpass. According to the investigation, a 2007 Ford F150 operated by Matthew Wagner of Washburn was traveling west on Hwy 20 when he lost control of the vehicle. The vehicle entered the median and struck the guardrail protecting the pillars for the overpass of Henley Avenue. The truck then flipped onto its side and came to a rest. No injuries were reported and the vehicle was considered a total loss. The Buchanan county Sheriff s Office was assisted at the scene by the Independence Fire Department, Area Ambulance Service and Iowa Department of Transportation. On Wednesday, January 21, 2015 at approximately 6:45 pm, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on Hwy 20 near the Dugan Avenue overpass. According to the investigation, a 2001 Buick Lesabre operated by Mitchell Ohl of Jesup was traveling west on Hwy 20 when Ohl lost control of the vehicle. The vehicle left the roadway and collided with the guardrail that protects the overpass pillars for Dugan Avenue. Minor injuries were reported but no transportation to a hospital by ambulance was required. Damage was estimated at $5,000 to the Ohl vehicle and $3,500 to the guardrail system. The Buchanan County Sheriff s Office was assisted at the scene by the Jesup Fire Department and Jesup Ambulance Service. On Wednesday, January 21, 2015 at approximately 7:05 pm, Buchanan County Sheriff s Deputies responded to a motor vehicle accident on Hwy 20 near the 247 mile marker. According to the investigation, a 2004 Chevrolet Tracker operated by Julie Walker of Stanley was traveling east on Hwy 20 when she lost control of the vehicle. The vehicle spun around and ended up facing west in the eastbound lanes. A 2002 Honda Odyssey operated by Charles Geilenfeld of Oelwein was also traveling eastbound on Hwy 20. Geilenfeld observed the Walker vehicle and attempted to avoid a collision but both vehicles collided along the front passenger side. No injuries were reported. Damage was estimated at $1,500 to the Walker vehicle and $1,500 to the Geilenfeld vehicle. The Buchanan County Sheriff s Office was assisted at the scene by the Jesup Ambulance Service. On Thursday, January 22, 2015 at approximately 8:30 pm, the Buchanan County Sheriff s Office was notified of a single vehicle accident at 238th Street and Jackson Avenue south of Independence. 6 According to the investigation, a 2005 Toyota Avalon operated by Zachary Harland of Independence was traveling east on 238th Street when Harland failed to negotiate the turn onto Jackson Avenue. The vehicle left the roadway and came to a stop in an empty corn field. There was airbag deployment but no injuries were reported by Harland or his passenger. Damage was estimated at $9,500 to the vehicle. On Friday, January 23, 2015, Buchanan County Sheriff s Deputies arrested Christopher Lee Cummings, 34, of Independence. Cummings was arrested on an active arrest warrant out of Buchanan County for an original charge of Failure to Comply with Sex Offender Registry (aggravated misdemeanor). The Black Hawk County Sheriff s Office assisted in this arrest. On Sunday, January 25, 2015, Buchanan County Sheriff s Deputies arrested Darius Devon Nickelous, 20, of Waterloo. Nickelous was arrested and charged with Driving While License Suspended (simple misdemeanor) and Possession of Drug Paraphernalia (simple misdemeanor). Nickelous was also cited for a speed violation. This arrest was made following a traffic stop near Hwy 20 and Iowa Avenue south of Independence. On Wednesday, January 28, 2015 at approximately 2:15 pm, the Buchanan County Sheriff's Office received a 911 report of power lines down across the roadway on Jackson Avenue (Hwy 150) near 140th Street south of Hazleton. Upon arrival, the Sheriff's Office closed the roadway for a period of about 30 minutes while utility crews arrived and worked to remove the power lines from the roadway. No injuries or damages were reported. The Buchanan County Sheriff's Office was assisted by the Hazleton Fire Department and the Iowa State Patrol. On Wednesday, January 28, 2015, Buchanan County Sheriff s Deputies arrested Adam Joseph Hettinger, 21, of Manchester. Hettinger was arrested on an active arrest warrant out of Buchanan County for Failure to Appear. Hettinger was held at the Buchanan County Sheriff s Office. On Wednesday, January 28, 2015, Buchanan County Sheriff s Deputies arrested Gene Maurice Shay, 33, Oelwein. Shay was arrested on an active arrest warrant out of Buchanan County for Failure to Appear on original charges of third or subsequent Possession of Controlled Substance Methamphetamine (class D felony). The Clayton County Sheriff s Office assisted in this arrest. On Wednesday, January 28, 2015, Buchanan County Sheriff s Deputies arrested Louis Franklin Lumpkin, 21, of Oelwein. Lumpkin was arrested and charged with Driving While License Revoked (simple misdemeanor). Lumpkin was also cited for Driving with an Obstructed View. This arrest was made following a traffic stop in the 1700 blk Hwy 150 north of Independence. A passenger, Krystle Lynn Hall, 25, of Oelwein, was cited for Allowing an Unauthorized Person to Drive. She was released after being cited. On Friday, January 30, 2015 at approximately 2:40 pm, Buchanan County Sheriff s Deputies were dispatched to a report of a motor vehicle accident on I380 near the 49 mile marker. According to the investigation, a 2008 Chevrolet Uplander operated by James Francis Gehrke, 57, of Waterloo was traveling northbound on I380 near the 49 mile marker when he struck the rear of a semi-trailer traveling the same direction. The semi was a 2005 Freightliner operated by Juan Garcia of Lake Worth, FL. The Gehrke vehicle entered crossed the median and entered the southbound lanes of traffic where it came to a stop on the side of the road. No injuries were reported. Gehrke was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). Gehrke was also cited for Page 6

7 Reckless Driving and Failure to Stop in Assured Clear Distance. Damage was estimated at $3,500 to the Gehrke vehicle and no damage was reported to the semi-trailer. The Buchanan County Sheriff s Office was assisted at the scene by Iowa Commercial Vehicle Enforcement. On Friday, January 30, 2015, Buchanan County Sheriff s Deputies arrested Jason Alan Vanlaningham, 39, of Independence. Vanlaningham was arrested and charged with Possession of Controlled Substance Marijuana (aggravated misdemeanor), Possession of Controlled Substance Methamphetamine (aggravated misdemeanor), Possession of Controlled Substance Xanax (aggravated misdemeanor), Unlawful Possession of Prescription Drugs (aggravated misdemeanor), Possession of Drug Paraphernalia (simple misdemeanor) and Interference with Official Acts (simple misdemeanor). This arrest was made following a traffic stop near 280th Street and Stewart Avenue southeast of Quasqueton. On Saturday, January 31, 2015, Buchanan County Sheriff s Deputies arrested Reese Edward Gardner, 59, of Waterloo. Gardner was arrested and charged with Driving While License Suspended (simple misdemeanor). This arrest was made after a deputy stopped to check on a vehicle that had gone into the ditch in the 1700 blk 220th Street west of Independence. Page 7
