1 Our club, Green Valley R/C Flyers, is presenting this proposal for consideration as an alternative location for a Model Airplane Park to be included in PR96 for the 2015 Bond Election. We are recommending an area within 290 acres of county land adjacent to the Green Valley Wastewater Reclamation Facility. Benefits of the alternative site: A large flat open space (minimal grading). No nearby homes (avoids noise complaints). Easy access via the existing road to the Reclamation Facility. A safe distance from the river bed and the De Anza trail. Absence of power lines in the Overfly Area. Nearby source of water and power. Field size will allow for future growth in its usage in order to accommodate the region s expected population growth. Reduced probability that the land will be used for other non-recreational purposes. Assumptions: We have almost 100 club members from Green Valley and Sahuarita. Our membership will probably continue to grow if there is a nearby fully functional and safe model airplane park. Our club members currently use our existing flying site on a daily basis. Our club members prefer the alternative location because of the many benefits listed above. Pima County is now owner of 290 acres adjacent to the Green Valley Wastewater Reclamation Facility. There is and will continue to be a large growth of population in Sahuarita/Green Valley area. The proposal submitted below does not constitute a construction plan. It is only a conceptual guideline. We have no ability to provide costs for the county tasks itemized below. Flying field design will follow Academy of Model Aeronautics (AMA) flying site specifications (Exhibit C). Property owner liability insurance will be provided by our club through the AMA. Our proposal is described in detail below. Developmental tasks and maintenance costs follow Table A. July 28,
2 July 28, PROPOSAL Alternative Location: Green Valley Wastewater Reclamation Facility property (Exhibit A) North of the entrance road to the treatment plant. West of Old Nogales Highway. Conceptual Layout of the Park (Exhibit B): Note: dimensions are from the viewpoint of an observer who is standing on the Old Nogales Highway side of the Model Airplane Park looking to the West. Overfly Area: A 2000 (W) by 1200 (D) area of desert. The area should be cleared of all trees and shrubs to provide a safe over fly area free of large obstacles. The area should be surrounded by fencing to prevent livestock or spectators from entering the Overfly Area. Aircraft warning signs should be posted along the fence. Pedestrian gates, without locks, should be located along the fence to permit access outside the Overfly Area. Safety Zone: Within the Overfly Area a 1200 (W) by 600 (D) area that is packed, smoothed, and groomed. A runway, pit area, sun shelters, shed, toilet, and parking will be located here. The area should be surrounded by fencing to prevent access to the zone by non-authorized personnel. Aircraft warning signs should be posted along the fence. Pedestrian gates, without locks, should be located along the fence to permit access to the surrounding Overfly Area. A locked gate should be located in the fence to permit access to the parking area. A combination lock will be furnished by the club.
3 PROPOSAL (cont.) Runway and Taxiway: Within the Safety Zone, a paved strip measuring 500 (N-S) by 50 (E-W) to be used for taking-off and landing the model aircraft. Another a paved strip 250 (N-S) by 20 (E-W) next to the runway for taxiing aircraft prior to takeoff and after landing. The runway and taxiway should be leveled, rolled, crowned, and preferably paved with asphalt. Run-off extensions at either end of the runway should be groomed. Amenities: Sun shelters. Picnic tables. Storage shed for club equipment. Toilet for men and women. Potable and utility water. Electricity for club equipment and battery charging Safety Equipment: Pit area safety fences with designated pilot stations. Spectator safety fence Aircraft setup stands and tables.
