1 FROM THE PRESIDENT I hope everyone had an enjoyable summer. A reminder to all as we take docks, etc., out of the lake to keep a keen eye out for zebra mussels attached to poles and boat bottoms. As the list of lakes around us with exotic species continues to grow, know that your RCCCLA board continues to work to prevent these problems from occurring locally through education, testing and working with various agencies. However, prevention needs funds, as well as volunteers to help do all we can to prevent our lakes from becoming the next lakes on the list of infected lakes. This next year the board is making it a priority to increase our membership. Our membership usually floats around 45% ratio of members to lake property owners. Unfortunately, it is expensive to provide, promote and sustain good stewardship practices for the lakes we enjoy. Some may say our treasury (currently around $10,000) should be enough, but just think how fast that would disappear if we had to fund a removal of an exotic species. It is now very prudent to have funds on reserve as a safeguard for the lakes around us. I want to encourage everyone to follow your board activities, use the convenient links and information through our web page on Minnesota Water s home page. 2 RCCCLA BOARD MEETING MINUTES September 10, :00 am Woodtick Inn Present: Rad Royer, Steve Earhart, Tom Hintz, Scott Ruffing, Tom Wierzbicki, Jon Wittnebel, Carol Engebrit, Ejie & Jay Hanson, Rick West 1. Meeting called to order at The Woodtick as the Town Hall didn t get opened 2. Approval of Annual meeting minutes accepted 3. Treasurer s report relayed by Ejie from Nancy Erickson checking at $1035 and savings, $8636 Old Business 4. Motion by Rick and seconded by Jay to nominate and accept Kim Sundstrom as 2016 RCCCLA Vice President motion passed congratulations, Kim! Committee chair reports/updates a. AIS Jon & Jay still waiting on results from Zebra Mussel lake samples taken this summer b. Boat landing Gordy & Rad DNR, CW County and a state grant have been providing water inspection hours at the Rabbit Lake access c. Lake Level Jay Lake level readings at the bridge on Co Rd 31 have varied from a low of 1.4 to 3.0 feet d. Secci disc Jon Clarity has been running about 6 inches less this summer e. Lake map with owners / board lists Rad handed out a list of some 12 property owners to each board member to follow up with a contact from RCCCLA about association membership f. Buoys Rick will thank Oars & Mine for their continued implementation and maintenance of our lake buoys g. Aquatic Invaders Summit II on October 5 6 in St Cloud will be attended by one RCCCLA member New Business 5. Tent worms Jon will be in contact with the Forestry department on infestation status 6. Water washout into lake around Raider Court needs repair and will be followed up with Township Tom W will make some calls 7. July 4th Lake Activities Ejie will ask in Newsletter if someone is interested in heading up activities 8. RCCCLA Apparel will be looked into by Ejie through Aitkin shop 9. Dues increase for 2017 to $25 motioned by Rick, seconded by Jon. Discussion followed and approved 10. Cuyuna town council had a permit request last meeting to farm livestock within the RCCCLA watershed, but was denied 11. (Omit old 2 under Article III of Members). Additional members may be admitted upon acceptance and a vote of approval of a majority of then present members of the Board of Directors. (Add to Article IV under Board of Directors and Officers) A. President Shall preside over all general membership and Board of Officer and Directors meetings and see that the function and actions adopted by the Association are carried out promptly; appoint a nominating committee to provide a ballot for the Annual Meeting; appoint two (2) Board members to be auditors with the treasurer before the Annual Meeting. 6 GERMAN CHOCOLATE PECAN PIE BARS Recipe from Diane Grochowski 3 cups pecan halves 1 3/4 cups all purpose flour 3/4 cup confectioners sugar 3/4 cup cold butter, cubed 1/4 cup unsweetened cocoa powder 1 1/2 cups semisweet chocolate chips 3 large eggs 3/4 cup firmly packed light brown sugar 3/4 cup light corn syrup 1/4 cup unsalted butter, melted 1 cup sweetened flaked coconut Preheat oven to 350F degrees. Arrange pecans in a single layer of a shallow baking pan. Bake 8 10 minutes or until lightly toasted. Stir halfway through baking. Line the bottom and sides of a 9 x13 x2 baking pan with aluminum foil, leaving an overhang on two short sides. Grease foil. Whisk together the flour, confectioners sugar and cocoa. Add the cold butter and combine with a pastry blender or a food processor until the mixture resembles coarse meal. Press the mixture into the bottom and about 3/4 inch up sides of prepared pan. PICNIC PARTY BEANS Recipe from Sandy Johnson 2 1/2 lbs. ground beef 2 cups chopped onion 1 1/2 cups chopped celery 1 can tomato soup (undiluted) 1 (6 oz) can tomato paste 1/2 cup ketchup 1 (16 oz) can chili beans 1 (16 oz) can pork and beans 2 cups green bags (cooked or 1 pack frozen) 2 cups wax beans (cooked or 1 pack frozen) 1 can lima beans (drained) 1 can baby butter beans (drained) 1/4 cup brown sugar 3 tbsp. mustard In large Dutch oven, brown the beef and drain the fat. Add onion and celery. Cook until tender. Stir in soup, tomato paste and ketchup. Simmer for 20 minutes. Put all ingredients in large roaster. Mix well. Bake uncovered at 350 degrees for 1 hour. Bake the crust for 15 minutes. Remove from oven and immediately sprinkle chocolate chips evenly over crust. Allow to cool on a wire rack at least 30 minutes. Place the eggs in a large mixing bowl and beat lightly. Add the brown sugar, corn syrup and melted butter. Whisk together until smooth. Stir in the coconut and pecans. Pour evenly over the partially baked crust. Bake minutes or until the edges are golden and the filling has set. Cool completely on a wire rack. Then, refrigerate for an hour. Using foil overhang, lift the bars from the pan and place on a cutting board. Use a sharp knife to cut into bars.
7 The Rabbit Lake chain of lakes and streams preceded the Cuyuna Range, itself, history pointing to its waters being an important part of life and movement of the Indians who first inhabited this area. The vicinity came into prominence again with the birth of mining on the Range. Ore was discovered in the bed of Rabbit Lake by diamond drilling through the ice in the winter time. When weather permitted, the water was drained in the east of two bowls of the lake, the sand and boulders dredged off and open mining started. The site includes a part of the Kennedy mine, first producer on the Cuyuna Range. Development began in 1943; the first ore came out of the mine in 1949, following dredging in advance. A dike was built across the channel between the two bowls of the lake. The east bowl was dewatered by pumping into the west.one source says 15,000 a minute was pumped intermittently over a five year period. From 1952 to 1967, a total of 3,400,000 tons of ore was shipped; in 1968, the total tonnage was 960,000; the following year 1969, stockpiling was started. The site closed in 1961, reopened in 1963, and in 1968, there were 215 employed with a payroll of $900,000. In , the M. A. Hanna Mining Co. and Crow Wing County has cooperated in the restoration of County State Aid Highway 31, north of Cuyuna. The county constructed a new road across the narrows between the east and west bowls of Rabbit Lake and Hanna Mining constructed a bridge, as agreed to in an earlier permit when using the property. 9 MILFORD MINE On February 5, 1924, Cuyuna Iron Range suffered the worst mine disaster in Minnesota history when Foley Lake burst into the Milford Mine trapping 41 miners. Only 7 were able to reach safety. The Milford Mine Memorial is now designated a regional park. It is located 5 miles north of Crosby on State Highway 6 and west on County Road 30.
