Businesses welcome hospital employees More than 60 Lakewoo businesses took the initiative to encourage people to use homegrown businesses an services. The businesses joine the City s Support Lakewoo, Shop Local campaign an welcome St. Anthony Hospital employees by onating proucts an services for nearly 1,000 gift bags to help these employees, who are new to Lakewoo, learn what s available in the city. From restaurants to ry cleaners to automobile service centers, the businesses showcase their proucts an services to the city s fourth largest Small refun prompte by state law Lakewoo property owners have starte to receive information in the mail that shows the City has refune them a small amount of money about 78 cents for the average house. The Taxpayer s Bill of Rights, part of the Colorao Constitution, prompte the refun. TABOR places limits on the amount of money all levels of government incluing cities can receive. If a city excees its cap on revenue, it must refun the amount above its cap to its employer. Mayor Bob Murphy hane out the bags to employees in October with St. Anthony Chief Executive Officer Jeff Brickman. The St. Anthony welcome bags were the secon phase of the shop local campaign coorinate by Lakewoo s Economic Development an Sustainability Division to target businesses bringing new employees in significant numbers to the city. Last year, 300 bags were provie to employees of OrthoColorao, the first phase of the St. Anthony Meical Campus to open in resients. The City learne this summer that the amount of money the City receive from property taxes in 2010 exceee the TABOR cap by $67,800. The most efficient way for the City to refun this money is to provie a refun on the annual stormwater utility bill. Using the stormwater billing system allows the City to avoi having to write an mail checks for less than a $1 each to homeowners to carry out the TABOR refun. November 2011 Looking@Lakewoo 3

4 Timing improves traffic flow, brings green rewars The ol saying may be that timing is everything, but Lakewoo has foun that the right timing is also green. After conucting a stuy last summer on the timing of traffic signals for several miles of West Alamea Avenue, West Colfax Avenue an Wasworth Boulevar, the City foun that cars were spening less time on the roa, an that leas to less consumption of gas an less emissions going into the air all goals for sustainable practices to make American lifestyles less harmful to the environment. The interesting thing about this is that for each iniviual river, you only get minor savings, sai Lakewoo Traffic Engineer Davi Baskett. But when you aggregate it all together, the savings in fuel costs alone for the three corriors were almost $1.3 million over a year s time. The lights for those corriors were retime for the weekens an the hours known as off peak, which means anytime except for rush hours in the morning an evening. The stuy looke at the weeken an off-peak hours because the City ha receive numerous complaints about the flow of traffic in those corriors uring the off-peak hours. The new timing reuce the amount of time vehicles ha to wait at a re light by 14 percent along Alamea an 8 percent on Colfax. On Wasworth, particularly in the stretch ajacent to the Belmar istrict in owntown Lakewoo, the reuctions were even more ramatic, with time spent stoppe at a light reuce by 25 percent an time spent waiting reuce by 38 percent. The areas where the timing of the traffic signals were change stretche from South Allison Parkway to Green Mountain Drive on Alamea, Kenall to Simms streets on Colfax an West Yale to West 32n avenues on Wasworth. The reuctions in time travele, gas use an emissions are calculate by having a person rive those sections several ifferent times to fin out how long it took. The shorter travel time create by the timing change is use to calculate what the reuce amount of time at lights means across hunres an even thousans of vehicles that travel those corriors. The timing stuy was pai for through a grant from the American Recovery an Reinvestment Act, more commonly known as feeral stimulus funs. Lakewoo s Traffic Engineering Division has applie for another grant for further timing stuies. Savings for Alamea, Colfax & Wasworth Time an Fuel Costs Savings $1,297,737 Reuce Vehicle Hours Travele 52,410 Decrease in Gallons of Fuel Consume 82,455 Reuce Emissions (in pouns) 18,559 Get reay for the 2012 Sustainability Awars Any business, iniviual or youth making a ifference for the environment can apply for Lakewoo s fifth annual Sustainability Awars. 5 Lakewoo Police Department Department Police Lakewoo Driving safely in winter weather Winter riving is back, an the Lakewoo Police Department provies the following safety tips for ba-weather riving. Several of the epartment s tips apply to goo or ba weather conitions, but remembering that stopping takes longer on snowy an icy roas is particularly important. Safe riving tips Drive slowly, sensibly, an steaily. Everything accelerating, stopping, turning takes longer on snow-covere roas. Maintain traction. Applying the gas slowly to accelerate is the best metho to maintain an regain traction an to avoi skiing. Leave plenty of room between you an the vehicle in front of you. In winter conitions, that can mean more than one car length. Efforts to stop unerage rinking will stretch across Jefferson County in a coorinate fashion involving several law enforcement agencies an Jeffco Public Schools, thanks to a $40,000 grant from the U.S. Department of Justice. The grant will support the Jefferson County Sheriff s Office an the Lakewoo, Arvaa, Golen, an Wheat Rige police epartments in tackling unerage rinking. Jeffco Public Schools also agree to be a co-applicant with the Lakewoo Police Department for the grant, proviing an opportunity for the istrict to evelop an istribute eucational materials about Avoi suen starts or stops. Clear ice an snow completely from winows, mirrors an lights both front an rear before heaing out on the roa. the angers an penalties of unerage rinking. We ecie to apply for these funs pitching a collaborative effort an recognizing that the problems of unerage rinking on t really stop at any one jurisiction s bounary, sai Lakewoo Sgt. Rany McNitt, who wrote the grant with input from the other agencies. It s been several years since Lakewoo has receive a grant of this kin, an it will allow law enforcement to fight unerage rinking in three ways: targeting parties, checking license If your car skis, take your foot off the gas an turn the steering wheel in the irection you want the front tires to go. Brake gently to slow own. Also try ownshifting to a lower gear to slow your car. For cars without anti-lock brakes (ABS), pump the brakes. For cars with ABS, the braking system provies the gentle pumping action for you. Avoi braking on curves. Four-wheel an all-wheel vehicles o not stop faster or steer better on ice than two-wheel rive vehicles. In fact, fourwheel-rive vehicles often are heavier an take longer to stop because of their weight. Keep healights on low beam because high beams will reflect off snow, making visibility worse. Stay well behin snowplows or move to another lane to allow the plows to sprea e-icer or rop san. During blizzars, on t leave home unless it s absolutely necessary. For statewie roa conitions, call or visit Make sure your vehicle is in goo working conition, which inclues tires with goo treas, soun brakes, aequate battery an working winshiel wipers, heater an efroster. Keep emergency equipment in the car such as tire chains, scraper/snow brush, a shovel, sleeping bag or blanket, flashlight, First Ai kit an water an foo. If you become strane, call for help on a cell phone. If you are without a phone, stay in your vehicle an get out a blanket or sleeping bag to cover yourself. Make sure the car s exhaust pipe is free of snow, an keep a winow slightly open for ventilation. Run your vehicle only a few minutes at a time to warm up. Countywie coorination focuse on unerage rinking alcohol establishments an ticketing aults who buy alcohol for teens. Lakewoo Police will aggressively target unerage rinking uring the holiays an beyon, McNitt sai. The grant will support coorinate enforcement patrols occurring simultaneously throughout the county to take action at parties where unerage rinking often occurs, with police following tips about such gatherings. Law enforcement also will increase surveillance an compliance checks of businesses selling an serving alcohol, an finally efforts will be mae to iscourage an charge those who are buying alcohol for unerage rinkers. Posters will be esigne an istribute to license establishments, highlighting possible criminal an civil sanctions for those aults who purchase alcohol for anyone uner age 21. Through enforcement, we re trying to make sure that liquor stores on t sell to people uner 21, sai Sgt. McNitt, an through eucation, we re trying to reinforce to family members an friens that it s not OK to provie alcohol to unerage rinkers. Christmas Cheer For Chilren Sponsore by the Lakewoo Police Department to provie new toys to neey Lakewoo chilren who otherwise have no gift on Christmas. Donations neee by Dec. 9. For the last 12 years, he has given out iniviually crafte plaques that rea You re a goo neighbor! when he sees a goo ee one or just to make his friens feel goo. The sensors also have been installe in all the restrooms in Lakewoo s Civic Center builings, turning off after 30 minutes of no movement in the room. The sensors can reuce electricity neee for lighting by as much as 45 percent. Not only will this save money, but it also is another step towar making the City s builings as energy efficient as possible through the use of sustainable practices often calle green. The sensors are expecte to result in an $11,000 a year savings for the City, which will recoup the City s investment in the sensors in the first year. City funs were matche with money from the American Recovery an Reinvestment Act, also known as feeral stimulus funs, to pay for the project. brothers lost their parents to black smallpox when the boys were chilren, an the boys were aopte by ifferent families. My brother an I share a lot on the Washington trip an talke about how we grew up after our aoptions. He knew a lot of things about our family that I in t know. During the war, Carlton serve in the Air Force as a photographer an member of the heavy bomb group that helpe en Hitler s march across Europe. I ha to learn everything from how to fly a B-24 Bomber to how to rop bombs from each of the four bomb bays, he sai. Only 30 percent of my group came back alive from the war, an I was one of those who mae it. After the military, Carlton spent almost 30 years as an executive with the Colorao/Wyoming Restaurant Association.
