Cleveland - Serves destination areas including University Circle the largest concentration of educational, medical, and cultural institutions within one square mile in the USA - Approximately $4 billion in economic development in place or in process along Euclid (1, 2, 3, 4) - HealthLine received an Urban Land Institute (ULI) 2011 award of excellence - The HealthLine BRT, two light rail lines, and one heavy rapid rail line, all serve the Public Square/Tower City area in Downtown Cleveland - The HealthLine leaves every 15 minutes on Saturdays, with Public Square departure times (Euclid/Ontario) at 0:00, 0:15, 0:30, 0:45 - We expect to take the HealthLine eastbound for part or all of the length, exit the bus, and then take the Healthline westbound to return to Downtown 1

Please charge your entrée and beverage to your hotel room - See Item B on the last page of the agenda re morning worship services - Please check out of the hotel by 9:45 a.m. to be ready for our 10am departure Group boards reserved executive coach in front of Hyatt lobby for Pittsburgh 12:30 p.m. Arrive at Renaissance Pittsburgh Hotel - Luggage will be dropped off at the hotel, 107 Sixth Street, Downtown Pittsburgh - Arrival time is approximate 1:10 p.m. Depart hotel for tour of selected Pittsburgh transit facilities - Walk from hotel lobby to Gateway Center light rail subway station - The station entrance is located at the corner of Stanwix and Liberty, around a five minute walk from hotel 1:25 p.m. Begin tour of Port Authority light rail transit T system to South Hills - David Wohlwill, Program Manager, Longer Range Planning, Port Authority - We will view five different forms of light rail from Downtown to the South Hills area - Subway, on-bridge, shared light rail/bus transitway, exclusive at-grade, streetcar - We must board a Red line light rail train via Beechview - Our Red line train departs Gateway Center station at 1:27 pm 1:43 p.m. Brief tour of Potomac Station in Dormont area for light rail transit T - South Hills communities of Pittsburgh are older, established, predominantly residential neighborhoods developed along the rail lines - Potomac Station has elements of a 1920s-era "streetcar suburb," with one transitoriented development (TOD) in place and is the site for a proposed second TOD - We will have a few minutes to view the area around an inner suburban station - We will then board a Downtown-bound Red line train at approximately 2 pm 2:05 p.m. Continue travel on Red line back towards Downtown via Beechview 3

6 Sunday, April 22, 2012 (continued) 2:15 p.m. Tour portions of Port Authority South Busway and East Busway - David Wohlwill, Program Manager, Longer Range Planning, Port Authority - We will travel on two of the three bus rapid transit (BRT) busways in Pittsburgh - The South Busway parallels the Blue line (light rail) - The East Busway parallels an existing freight railroad - These busways are in exclusive, fully grade-separated guideways - Bus routes that use all or a portion of a busway begin with the letter corresponding to the busway color designation - We will travel via Yellow and Purple lines (South and East busways, respectively) - We will exit the light rail at South Hills Junction and board a reserved bus 2:45 p.m. Brief tour of Eastside transit-oriented development in East Liberty area - David Wohlwill, Program Manager, Longer Range Planning, Port Authority - Ken Zapinski, Sr. Vice President, Energy & Infrastructure, Allegheny Conference - Shusheela Nemani-Stanger, Dev. Manager, Urban Redevelopment Authority - The first phase of the Eastside redevelopment was completed 10 years ago with the opening of a Whole Foods Market. The second phase opened in A Target store opened in 2011, the first Target in the nation with windows - Target and Whole Foods form the east and west anchors of the development site near the station - We will have an opportunity to review the mix of both new development (Eastside) and the renovation of older existing buildings - The Eastside development was the recipient of an Urban Land Institute (ULI) 2011 award of excellence for its transformation of 14 acres of distressed land AGENDA NOTE: Note: RTA tour group members who are also participating in the Greater Raleigh Chamber of Commerce (GRCC) tour will be able to join the GRCC tour session at Google at 3:15 pm. 4

7 Sunday, April 22, 2012 (continued) 3:15 p.m. +/- RTA group leaves to tour new light rail extension to North Side - Chuck Rompala, Assistant Manager, Road Operations Department, Port Authority - David Wohlwill, Program Manager, Longer Range Planning, Port Authority - The opening of the North Shore Extension of the Pittsburgh light rail system occurs less than one month prior to our visit - The $523m project is 1.2 miles long, including a tunnel under the Allegheny River - Funding breakdown is approx. 80% federal, 17% state, 3% county - Provides access to PNC Park, Heinz Field, and other North Shore destinations - Private sector partners have underwritten the operating costs of the extension; ensuring that all patrons will travel free for at least three years - The Port Authority bus will return us to the Gateway light rail station - Light rail trains normally leave every 20 minutes (red line)/60 minutes (blue line); however, Sunday is a home Pirates game and more trains may be available - Our goal will be to board our return light rail trip at Allegheny station by 4:38p 5:00 p.m. Check in to Pittsburgh hotel > Renaissance Hotel Pittsburgh, 107 Sixth Street, Downtown Pittsburgh AGENDA NOTE: The entire RTA Group joins the GRCC group for the sessions from 6 pm to 8 pm 6:00 p.m. Depart for Welcome Reception: Tour of Pittsburgh-area rivers LOGISTICAL NOTE - We will meet in the Renaissance lobby to prepare to walk to the reception dock 6:30 p.m. Welcome Reception: Tour of Pittsburgh-area rivers - David Wohlwill and Chuck Rompala of the Port Authority will join us on the tour to provide additional background for RTA trip participants - Pittsburgh is the second busiest inland port in the US and the 20 th busiest port - The Gateway Clipper Fleet provides a tour of all three major rivers in the area - The Fleet celebrated its 50 th anniversary of serving the rivers in 2008 LOGISTICAL NOTE - The boat will depart at 6:30pm from a dock near the hotel - You must be on board by this time 8:00 p.m. Approximate end of tour, return to hotel AGENDA NOTES: - The following suggested items on Sunday evening are included for RTA trip participants - Times shown are approximate 5

Washington - Chuck Rompala and David Wohlwill of the Port Authority will join us on the tour to provide additional background for RTA trip participants - The Monongahela Incline is located adjacent to Station Square, a former freight and passenger rail terminal that has been redeveloped into shops/restaurants - The Mon Incline is the oldest continuously operated inclined plane in the USA - The Incline has the highest fare recovery ratio of the entire Port Authority system - The view from the top has been ranked the top urban vista in the US 10:00 p.m. Return to hotel via light rail transit T 6
