Welcome KM welcomed and thanked the members for attending the meeting. KM introduced the newest member of CLG Sam from Romeos Foodland, all the members welcomed Sam and introduced themselves and what area of the project they represent.

Action list from meeting # KM to outline the community art engagement process and timing at a future CLG meeting for member feedback, prior to implementation (deferred to first meeting in 2017) Action: KM informed the members she has been having ongoing conversations with Nicole from City of Charles Sturt and we will start the community art engagement process early next year. 2.2 BM to investigate if there is a hardware issue with the traffic light loops on the Lamont Street/Days Road and Torrens Road intersection and report back at the next CLG meeting. BM reported there is no issue with the hardware for the traffic light loops, he outlined there was an issue with the priority of lights for Lamont Street. BM informed the members we are working through some new design elements at that intersection. BM will provide an update at the next CLG meeting in February and to KMC and BP prior to the next meeting. Action: BM to provide an update to the members about what the project is doing to help motorists who use the intersection at South Road/Days Toad and Lamont Street 2.3 BM to provide BP a copy of the landscaping plans north of Torrens. Completed: BM informed the members he is working closely with the Urban Design team to produce some Urban Design images of the green spaces in the north. BM explained the project is also in the process of sourcing the correct plants species for the area Discussion occurred around when will the green spaces be handed over the council to maintain. Discussion occurred around when the landscaping will begin particularly in the Croydon area. Action: BM to provide urban design images of the project area north of Torrens Road to BP and KMC. Action: KM to investigate when the project can start beautifying the local streets especially around Queen Street businesses. 2.4 BM to provide an update on the Pym Street/South Road intersection and what the final design will look like. Completed: BM explained we are currently working through the design with council and the DPTI, we are investigating the removing of right hand turns from South Road into Pym Street. KM informed that the right hand turns would have been removed as part of the greater North South Corridor project. KM explained we have undertaken an engaged process with the Dudley Park business distinct to reach a desired outcome.
3 2.5 KM to follow up with Rebecca Giles as to what the white tags on the plane trees mean. Completed: TM informed the members the white tags on the trees along Day and Euston Terrace are to identify the type of tree they are and are on a register for the Environmental Team. 2.6 BM to investigate what the trench next to the rail line is for and report back to TML. Completed: BM provided TML a cross section of the rail corridor and will inform TML about it after the meeting TM to remind members of the October meeting cancellation date and advise the last meeting date for the year is Thursday. Completed: TM sent an to the members regarding the cancellation of the October meeting. 3.1 Upcoming construction program of works December 16/ January 17 Grange Road/Manton Street and South Road - intersection is currently in its final configuration, - works will continue on Top of Wall (TOW) barriers - construction of the lowered motorway Port Road bridge Outer Harbor rail line Torrens Road - Relocations of services - Decommissioning of the SAPN poles and completion of undergrounding the overhead wires. Torrens Road - Continuing service relocations - Works continuing on the Torrens road traffic switch moving the intersection further west to build Torrens Road bridge Torrens Road to Pym Street - Most of the houses have been demolished - Most of the major services have been relocated - Installation of the noise wall panels and posts have begun and will continue throughout the first half of 2017 Discussion occurred around the completion of the Outer Harbor pedestrian bridge and the Hawker Street pedestrian bridge.
4 3.2 Summary of Community Engagement Activities for October and November OCTOBER 2016 Letter drops A total of 40 notices were distributed during October These included: 24 night works 5 - Interruptions to water supply and water main upgrade works (Service Authority works) Temporary local road closures for water main works on Paget Street, Hythe Street and Monmouth Street 13 to 20 October 2016 Upcoming Weekend Works on the Outer Harbor rail line 5-6 November 2016 Day and weekend works for directional drilling Pym Street 15 and 16 October 2016 (3) Hurtle Street and Thomas Street temporary road closure 28 October 2016 (2) South Road footpath closure between Torrens Road and Overland Road until January 2017 Weekend and service relocation works at the South Road Torrens Road intersection 28 to 31 October 2016 Works update notice for the Lamont Street sewer main December 2016 Preparatory works for asphalting at the South Road intersection with Grange Road and Manton Street 31 October 3 November 2016 Other key engagement activities A total of 288 contacts with community members occurred during August 2016, as follows: 48 meetings - noise walls, acoustic treatments and night works phone calls made to the 1300 number s received at enquiries@t2talliance.com.au One on one property inspections to determine eligibility for noise façade treatments Liaison with various business and residents regarding temporary driveway restrictions, such as Lamont Street sewer main works. 5 UPDATE Day and weekend works affecting driveways Gawler Ave 8 to 12 November 2016 Over the fence measurement of acrylic panels 12 and 13 November (2) Surface road and noise wall works at South Rd intersection with Overland Rd 18 Nov 2016 Day works sewer main works on William Street Croydon 22 Nov to 7 Dec 2016 EMERGENCY WORKS Paget, Forster Streets and Monmouth St (2) Temporary footpath closure Torrens Road intersection 25 Nov 2016 Other key engagement activities A total of 263 contacts with community members occurred during September 2016, as follows: 35 meetings - Noise walls, acoustic treatments and night works phone calls made to the 1300 number s received at enquiries@t2talliance.com.au KM informed the members about an event being held at Gaganis Bros to thank the community. There will be kids activities plus Gaganis will be cooking a free BBQ on Saturday 26 November, 10 12pm. KM explained to the members about the January rail overpass works and localised events throughout these works. Discussion occurred around the access to Queen Street throughout the rail overpass works. AR would like to know what will be happening with transport throughout the rail overpass works, KM explained he would have to contact Adelaide Metro directly to find out the bus substitute timetable. 4. Around the table & other business 4.1 Traffic light sequencing on Queen Street and Port Road intersection GF believes the sequencing has improved at the intersection of Queen Street and Port Road, BM informed the members some changes had been made there to help with the flow of traffic. 4.2 Sustainability Focus Group KM informed the member further to the release of the Annual Sustainability Report and the discussion that occurred at the CLG meeting on 6 October 2016 the Environmental Manager, Rebecca Giles would be interested in meeting with some members of the CLG to discuss the report further. KM asked if any members would be interested, TML, SG and IK showed their interest. 4.3 Around the table & other business Discussion occurred around the rail overpass works and whether changes would be made to the level crossing at Queen Street. GF offered to fill BM about the investigations he had made on the level crossing. Action: BM to investigate if there are any plans to undertake works on the Queen Street level crossing while the rail occupation is happening in January 2017.
6 AC expressed concerns around Ellen Street access. BM informed the members right hand turns from Ellen Street onto Torrens Road will be banned due to safety concerns at the junction, currently the Alliance, DPTI and council are having ongoing conversations to come to a conclusions. Discussion occurred around the Croydon Link, BR explained the link is not related to traffic flow it is related to providing a safe environment for people who walk and cycle in the area. SG expressed concerns about driver behaviours at the intersection of Grange Road/Manton Street and South Road. PS explained to the members the traffic management team are regularly monitoring the intersection. Discussion occurred around the gabion wall on the rail corridor between Euston and Day Terrace, TML would like to know why the gabion wall steps out from the concrete walls. Action: BM to investigate why the newly installed gabion wall on the Outer Harbor rail corridor steps out from the concrete walls. TC thanked the project for the newly installed signs along South Road. TC discussed his concerns around the Croydon area and how it needs to be beautified to bring people back to the area. Discussion occurred around ensuring GPS s in cars are up to date with the changes in the area like road closures, permanent road closures and road works. Action: BM to investigate how the project can ensure GPS s are kept updated with any road works and road closure due to the project. IK thanked the team for organising the stobie pole to be fixed. Discussion occurred around damage infrastructure in the Croydon area roundabouts. IK expressed concerns around Ellen Street accesses changing. IK was interested in knowing whether the stobie poles that are being removed on South Road if they can be repurposed in the Croydon area- painted and on display. Action: KM to discuss with SAPN if the local community can use the stobie poles that are being removed on South Road, as features throughout the Croydon area. SH expressed his concerns about rumours he have heard from his delivery drivers about access off South Road into Ridleyton Shopping Centre being removed. BM informed he was not aware of this occurring but will investigate and meet with SH offline to discuss. Action: BM to investigate if the project will be restricting access from South Road into Romeos Foodland for long periods of time or permanently. Discussion occurred around increasing the signage on South Road for the local business, could there be more. Discussion occurred around lowering the concrete barriers in the middle of South Road near Ridleyton Shopping Centre to increase visibility for motorists to see the shops. PS informed the barriers are at a standard height and they cannot be lowered.
7 GF expressed concerns around dust concerns throughout the summer months and rail overpass works. PS explained we have more water carts starting on the project soon and they will be operating 24 hours 7 days a week. PS also explained we would be laying an Environmental spray in the Princes Street car park that will suppress the nuisance dust. GF would like to know if the squeakers on the machinery throughout the January could they all be set to a low level or the same level. Action: KM to investigate when the rail occupation works occur in January 2017 that all pieces of machinery have their squeakers set at the same low level. Discussion occurred around the soil that is removed some site and being reused on other DPTI projects throughout South Australia. Discussion occurred around the engagement process for the green spaces throughout the Croydon area. Action: KM to provide GF the contact details of Nicole from Place Makers. AR would like to ask about an agenda item from the previous minutes; 2.7 CT to investigate the current noise wall gap at Hurtle Street, to ensure it is the correct size and whether a temporary measure is required to be implemented prior to its final state; what can be done about the noise mitigation in that area. The landscaping in that area is very underwhelming what can be done about it. Action: BM to investigate what opportunities are available to enhance Hurtle Street green spaces. BP thanked Brett and Kath for meeting with him offline. BM and KM to report back to BP with his concerns raised in the offline meeting. Discussion occurred around vibration and what sort of vibrations we will feel once the lowered motorway digging starts. PS informed the member it will be a different type of operation that we will be performing using different machinery and low level vibrations. Discussion occurred around the construction of Torrens Junction and the timeline for completion. 5. Next meeting KM thanked everyone for their input and wished all the members are very Merry Christmas and a Happy and safe New Year. Next meeting of the CLG will be held at 6pm on Thursday 23 February ACTIONS KM to outline the engagement process and timing at a future CLG meeting for feedback, prior to implementation BM to provide an update to the members about what the project is doing to help motorists who use the intersection at South Road/Days Toad and Lamont Street BM to provide urban design images of the project area north of Torrens Road to BP and KMC.
