2 2. Welcome KM welcomed members to the meeting. 3. Action list from meeting #6 3.1 Action: Members to review the CLG Terms of Reference for further discussion at the next meeting. Completed: See item Action: Community Relations team to investigate additional methods to communicate project updates to the broader community. Suggestions made for future community events / project information to the community were discussed and included options such as: shopping centre notice boards, holding more street corner meetings Social media Facebook and Twitter Local newspaper articles i.e. Messenger Newspaper / Council columns Project information cards for businesses Project information displays at hospitals including RAH and QEH Web app for smart phones /tablet that advises when there is a new notification on the website. 3.3 Action: AH to provide details on the SA Water Sorry we missed you card. AH advised these details were provided to Wendy. The details were passed on to SA Water, it appears there was an error with a new staff number in the SA Water call centre. Completed. 4. CLG Terms of reference (TOR) and membership review. The TOR were reviewed and members were asked if these represented the Group going forward into the construction phase. KM asked for group agreement, that if a member misses 2 consecutive meetings without sending an apology (or a proxy) then a replacement will be sought for the same zone / representative group. This was agreed by the group. It was also agreed that proxy must be briefed by the member before attending the meeting and each member should only have 1 proxy, to ensure that there is consistency in attendance. KM reminded all
3 that the meeting records were on the website and this was another mechanism whereby proxy s could familiarise themselves with items previously discussed at meetings. KM encouraged members to send agenda items for discussion to enquiries@t2talliance.com.au at least a week prior to each meeting date to enable time for the project team to consider the response and make the meetings more efficient, with less items for discussion under other business. Action: TOR need to reflect that meetings are the last Thursday of the month. 5. Project update: 5.1 Summary of Community Engagement Activities for September Letter drops Community Notice -Upcoming works installation of Traffic barriers Port Road, to over 1,300 properties Essential Gas Services Upgrade on Queen and Elizabeth Streets, Croydon to over 300 properties Night works - Alterations to overhead power lines, to over 120 properties Installation of temporary traffic barriers on the eastern side of South Road, between Orsmond Street, Hindmarsh and Forster Street, Ridleyton, to over 140 properties. Doorknocking 8 September Tree removals and pot holing on South Road/ Grange Road / Manton Street intersection and South Road/Port Road intersection. 9 September 2015 Tree removals on Robert St, Henry St, William St, Cedar Ave, Harriet St and Hurtle St. Stormwater pipe on Port Road. 11 September 2015 Stormwater pipe investigations on Torrens Road. 15 September 2015 Tree removals on Bedford St, Dartmouth St, Scotia St and South Road and pot holing and tree removals on Day and Euston Terrace. 21 September 2015 Pot holing on Henry St, William St, Cedar Ave, Harriet St, Hurtle St, Bedford St, Dartmouth St and Scotia St. 23 September SA Power Networks temporary service relocation works night works on Manton St, Grange Rd, South Road and Orsmond Street, Princes Street and Ridley Street. 4 86 - phone calls were made to the 1300 number s have been received at enquiries@t2talliance.com.au Rail Overpass workshop held on Wednesday 2 nd September, 2015 Liaison with Port Road businesses re: Port Road median traffic barrier installation, service depthing and tree removals. 5.2 Upcoming construction program of works 6 week look ahead BJ, the Alliance General Manager provided an overview of the upcoming works as tabled below: Six week look ahead (end September to mid-november, 2015) subject to change Clearing, topsoil stripping and northbound surface road preparation works (end September- end October, 2015) Excavation and compaction of existing materials between Gawler Ave and Grange Road for the northbound surface road (October 2015) Southbound surface road clearing, stripping around the Outer Harbor Rail Bridge through to Port Road (end September, 2015 Early October 2015) SA Power Networks service depthing and temporary service trenching night works - Grange/Manton/South Road intersection, eastern side of South Road between Port Road and Orsmond Street, Orsmond Street, northern side of Port Road near Rose Street, Princes Street at the South Road end, Ridley Street (28 September 30 October, 2015) Set up of gated/fenced car parking facilities for T2T personnel, corner of South Road and McInnes Street and corner of South Road and Princes Street ( late September early October, 2015) Tree removals / pruning South Road, Port Road, rail overpass (continuing ) Sewer Main Relocation:- preparation of minor diversion of South Road to enable sewer tie in works (early October- mid-november, 2015) Installation of traffic barriers on the western side of South Road, between Port Road and Torrens Road (6 9 October, 2015) Outer Harbor Rail Overpass service relocation and sewer diversion works (Occupation 1 from 8pm, 30 October to 4.30am, 2 November, 2015) Noise wall footings and posts (October 2015 January 2016) 5.3 Status of Hawker/Hurtle Street intersection LR advised the project team is currently waiting for the outcome of the City of Charles Sturt Council s meeting. The Council will be discussing the Hawker/Hurtle Street intersection at the meeting of Monday 28 September. CLG members and the community will be advised of the outcome of the decision when known. Action: Status of the Hawker / Hurtle Street intersection to remain as an agenda item until resolved.
5 7. Round Table Any other business Construction worker vehicles were parked on the yellow line on Queen Street (APA Gas) during weekend works. Action: T2T Alliance to advise Service Authority of this concern and BJ to ensure all workers are reminded at pre-starts and inductions that parking restrictions must be adhered to. Port Road median will have kerbs with no new median openings. Council has been working with St Joseph s Catholic School regarding signage and school zones. Query about dust control measures was raised. BJ advised that there are project policies and procedures in relation to dust control measures. Members of the public are encouraged to contact the project if the dust is particularly bad. Dust monitors will be in place. JI advised that City of West Torrens will be doing some PLEC works on West Thebarton Road, most likely in early 2016 and will advise DPTI when the dates are confirmed. TM and GF expressed their concerns about cyclists using the road way on Day Terrace and not a separate path, due to safety concerns with motorists entering Day Terrace and cyclists travelling out of Day Terrace onto the rail overpass. They asked the project team to consider creation of a cycle path next to the verge on Day Terrace. Action: Project team to investigate if there is sufficient room for a cyclist path on Day Terrace next to the verge and report back at the next meeting. A resident was not able to access their home during APA gas works on Euston Terrace. Notice was not clear as to when the closures would occur. Action: T2T Alliance to provide this feedback onto APA Gas, requesting clearer communications about any traffic restrictions due to works. TM asked if the noise wall on the rail overpass could be textured to deter graffiti? Action: T2T Alliance to investigate this request and report back at the next meeting. TM asked how far does the rail embankment extend in the rail corridor? Action: Measurements of the rail embankment to be provided at the next meeting. TM asked if every second tree on Euston Terrace would be removed for the rail overpass works. BJ advised as many trees as possible would be saved on Euston Terrace. Some will be require removal to bring in construction equipment and lift the concrete barriers and noise walls in place. At this stage, it was too early to know which ones would need to go and which ones would stay. GF advised that Day Terrace residents are happy to have all the trees on this street taken out and newly planted. GF raised a query regarding the design solution for the Queen Street level crossing. Action: T2T Alliance to provide a copy of the design for further discussion. GF queried the status of on street parking on Queen Street. MB advised that the parking plan for Queen Street is being looked at but not finalised.
6 Concern regarding traffic getting in and out of Croydon during construction was raised. MB advised that Council was doing a traffic management strategy for the area and said there will always be limited access out of Croydon, although some of the traffic in the Queen Street precinct should be resolved with the signalised intersection on Queens Street and Port Road. 9. Next meeting The next meeting will be held Thursday 29 October, 2015 at 6pm. The meeting will be held in the community room. 10. Meeting close 7.20pm. Kath thanked everyone for their input and advised that she will be on leave next month and Wendy Thompson will be facilitating the next meeting.
