We will meet in Hangar #2785. Patty Viall, retired FAA traffic controller, will tell the story of restoring her 46 Air Knocker (aka Aeronca Champ). I know it will be very interesting and hopefully the weather will allow us to fly down. in Because club members and demographics change, I think the By-laws should be reviewed at least every 10 years. It was a very good meeting with lots of thoughtful suggestions. No major changes suggested, just some clean up and clarifications. As soon as the recommended revisions are completed to the satisfaction of the Board, it will be posted on the OACAC website for all to read and will be printed in the July Antiquer. Please read them and compare them to our current By-laws so that you will be able to cast an informed vote at our Annual meeting in July. 2 Patty Viall will Present: From Oregon to Illinois & Back at Our April Meeting in Roseburg Former home base at Kankakee, Ill Koerner Aviation established in 1927 The daughter of a WWII glider pilot, Patty began her flying with the University of Illinois Illini Glider Club. After graduation and obtaining her private pilot license she was hired by the FAA, spending her career as an air traffic controller and quality assurance/training specialist. In 1989 she obtained her 1946 Aeronca Champ 7AC, flying it everywhere up and down the Willamette Valley. Transferring back home to the Great Lakes, she took a lllonnnnnngggg cross-country from Oregon to Illinois. Fond memories of friendships and flying experiences in Oregon decided her choice for retirement, and in 2011 she returned with her Champ. She'll talk about the restoration of her Champ and her cross-country experiences. Greeted by Debra (Nutsch Aviation) and Toto at end of flight from Kankakee to 7S5, September 2011 Beaverton Outlaws, Bernard Field and the Wimpys by Jon Husser At the January OACAC meeting, we voted to give some funds to OAHS to use for the restoration of the Wimpy. When I was asked by someone in the group, What is a Wimpy? it dawned on me that a lot of people may not know of the airplane and its historical significance to the experimental homebuilt aircraft movement that began here in Oregon. In 1912 Silas Christofferson flew his Curtis Pusher off the roof of the Multnomah Hotel in Portland OR, across the Columbia River, and landed at Fort Vancouver. Among the thousands of people crowding the streets of Portland to see their first airplane fly was the high school student, Charlie Bernard. That flight infected young Charlie with the incurable flying disease that most of us have also contracted. The street car ride back to Beaverton passed by the Adcox Aviation Trade School where the students were building a glider launched by an elasticized line. Soon Charlie was spending more time there than in his high school. He invited the students to bring the glider to his farm where they would sometimes get a horse drawn launch. The flights at the farm ended when his father found out what was going on. Charlie was sent back to his school to graduate and forget the flying foolishness and get a real job. Charlie did graduate and began selling cars. Charlie kept his flying dreams to himself until his father passed away in He then obtained some land from an uncle and began cleaning it for an air strip. He had met a garage owner, Elmer Stipe, and his mechanic, George Yates. Both Stipe and Yates were interested in aviation so Charlie built Stipe a hangar on his land. Yates would become one of the best aircraft designers and builders in the country. Soon, other aviation enthusiasts also wanted hangars on the field. And that is how Bernard Field began. It would soon be known as the home of the Beaverton Outlaws. Besides this group in the Portland area, there were hotbeds of homebuilt aviation in the Eugene/ Springfield area and Klamath Falls. However, Bernard Field was the most active. In the 1920 s Oregon became the first state to have a State Department of Aeronautics and the only state to license homebuilt aircraft. They issued aircraft license plates that were very similar to automobile plates. Buz Buswell hung one on the front OR license of our Bonanza 2

3 at a Quarterly meeting in Cottage Grove. The CAA (Civilian Aviation Administration) did not like a state usurping their power and tried hard to stop the outlaws in Beaverton from doing their thing. The Feds would show up unannounced at Bernard Field to inspect aircraft. They were not welcome and at least once, a federal employee was escorted off the field by one hand on his collar and the other on his belt. Also, aviators on the ground closed one hangar door to signal those in the air that an inspector was on the field and to land elsewhere. After the war, Storey s Wimpy was bought by George Bogardus. George modified the plane by putting a canopy on it; and he named it the Little Gee Bee. He flew it to Washington DC in 1947 to show Congress that homebuilt aircraft were safe and practical. Then he did it again in 1949 and 1951, landing on the White House lawn a least once. Finally in 1952, Congress passed the law allowing us to build our planes and license them under the Experimental Amateur built category. It was later that year that Paul Popberezny started the EAA. Our Wimpy (owned by the Oregon Aviation Historical Society) was bought by Myron Buz Buswell in The CAA tried in vain to stop the flying of homebuilt aircraft, but the Oregon guys felt that they had the right to fly their state licensed aircraft as long as they stayed in Oregon. They kept right on flying and building their planes. Finally, the CAA declared Federal airways between most of the airports in the state. This made it almost impossible to fly in the state without breaking Federal law. Oregon, however, didn t bow to the Feds pressure and kept on licensing aircraft. Finally, just before WWII, the Feds sued two of the Beaverton Outlaws for continuing to fly. The state of Oregon provided legal support, since they were the licensing agent. However, before the law suit came to trial, WWII started and all civilian aircraft where grounded within 150 miles of the coast (which included the entire area west of the Cascades) for the duration of the war. That made the struggle between Oregon and the CAA a moot point and when the case did come before the judge, he threw it out Buz was one of the Beaverton Outlaws flying out of Bernard Field and dodging the Feds. Buz installed a sliding Canopy making it almost identical to the Little Gee Bee. Buz was a member of OAHS, an honoree of the Oregon Aviation Hall of Fame and a neighbor of ours here at the Independence Airpark until just before During the time preceding WWII, a young man named Les Long was designing a series of airplanes (in Cornelius, OR) culminating in a low wing steel tube framed airplane with wood wings.the Wimpy. Two Wimpys were built by Swede Ralston and Al Ball in Les Long s shop in 1935, and one built by Tom Story just before World War II. 3

4 his death. After the war, Tom Story built two more planes based on the Wimpy design. One was bought by Pete Bowers and became the basis for the FlyBaby design. The other one was purchased by Richard Van Grunsven and was modified to become the RVI. EAA Chapter 105 and Richard Van Grunsven restored the Little Gee Bee and donated the plane to the Udvar-Hazy National Museum at Dulles Airport, where it is currently on display. WHERE WERE WE? It is one of the most significant aircraft designs of the homebuilt movement and Oregon is the birthplace of Experimental Amateur built aircraft. Arrive between 11:00 am and 2:00pm to connect with arranged transportation by three mini-vans. Transportation to the Travelodge in Fort Bragg. Once you check in, it is a free day for exploration. The hotel is within walking distance to town and to the beach. A list of restaurants within walking distance will be provided. Twenty rooms have been blocked at $84.89 plus taxes per night. 5 Skunk Train Ride Through the Redwoods 2nd (Wednesday) An excursion on the Skunk Train is planned. A group reservation has been made for 40. The group rate for this is $45.30 per person and will individually be paid at the depot before boarding. Please tell them at the window that you are part of OACAC. The train depot is within walking distance for most, but transportation can be provided. Transportation will start at 9:00 am for those requesting it. Check-in is 9:30 am and return time is 2:00-2:30. There is a snack shack mid-trip and snacks can also be purchased on the train. Dinner will be on your own at a place of your own choosing. 3rd (Thursday) Transportation to Mendocino, a beautiful Victorian village by the ocean, with good restaurants and nice gift shops. On the way back to Fort Bragg we ll stop at the Mendocino Coast Botanical Gardens, with beautiful gardens and a walkway to the ocean. Transportation back to the hotel for a short rest. At 5:30, we ll begin transporting folks to the restaurant, Silver s at the Wharf, for dinner. It is located at the south end of town, at Noyo Harbor. Select one of the three entrees: 1) Fresh Rock Cod (pan seared to perfection and sauced with a light prawn and lemon cream; served with scallion rice and seasonal steamed vegetables) 2) Linguini Alfredo Pasta with Chicken Breast or Vegetarian (grilled free-range boneless chicken breast over linguini tossed with alfredo sauce and topped with asiago cheese with seasonal steamed vegetables) 3) Petite Rib Eye Steak (charbroiled and served with garlic mashed potatoes and seasonal steamed vegetables with a cabernet sauvignon beef essence) The cost is $35 per person and will be paid individually at the restaurant. OACAC Quarterly Meeting Minutes January 19, 2013 Independence, Oregon Jon Husser opened the general meeting at 1:00 pm. He began by thanking Debra Plymate and Wayne Nutsch for hosting us in their FBO hangar. He brought to our attention that Nutsch Aviation has an inventory of aviation supplies. Jon welcomed the members present and asked guests, of which their were several, to stand and introduce themselves. He then proceeded with a brief history of OACAC and some information about our connection to the Oregon Aviation Historical Society. Old Business Jon asked for a motion and approval for the October quarterly meeting minutes. The minutes were accepted as published. Bev Clark presented the 4 th quarter treasurer report. Bev also presented the financial summary for 2012, and a budget draft for Dorothy Austin motioned to accept the treasurer report; Ron Hanna seconded and the members present approved it. As always, upon request, a copy of the report is available for your review. Dorothy Austin showed members our available merchandise. OACAC now has bucket hats, tote bags, and polo shirts. She suggested we buy early before the summer rush! Marilyn Husser reported on membership. We have a total of 118 members. Paid members for 2013 are 46. New and reinstated memberships for 2012 are 5. Total paid advertisers for 2013 are 2. Marilyn Husser gave us an update on the Fly-Out to Mendocino/Fort Bragg in October. Transportation details are getting firmed up and some of our registration funds pay for this in advance. Marilyn reviewed the itinerary beginning on October 1 with check-in and local Pilot: Date: Passenger(s) Date: 6

More information will be forthcoming in the near future from Judy and Bob Watkins. New Business Bev Clark presented the 2013 budget draft to the membership. Jon Husser stated that the Board has approved the 2013 budget. A motion was made to accept the projected 2013 budget, seconded and the members present approved it. Jon Husser opened the discussion on the disbursement of our excess funds by talking about how we have traditionally supported the Oregon Aviation Historical Society. He spoke of the 20 years of restoration devoted to the Stinson SR-5E, along with the Springfield Cadet, the Wimpy, and the Great Lakes. Hal Skinner offered some history of the Wimpy, the last aircraft designs by Leslie Long. Myron Buz Buswell flew it prior to and during WWII. It is part of Oregon s aviation history and is currently #3 on the list of projects. Doug Kindred, current president of OAHS, briefly spoke of the current projects and invited everyone to go to the website: them is worthwhile. All we have to do is put these thoughts on paper while the autopilot is engaged! Or at our earliest convenience after landing! Thank you, Lauren, for taking us along with you for the ride! John Sedey made a motion that the general membership accepts this vote by the Board. Dorothy Austin seconded the motion. The membership approved the funds disbursement to the Wimpy project. At this time, about 2:00 pm, Jon Husser, closed the business portion of the meeting. He suggested a short break before Dave Thiel was to introduce our guest speaker, Lauren Paine, Jr. Dave Thiel introduced Lauren Paine, Jr., aviation writer and pilot with admiration and enthusiasm! Lauren is retired military of 24 years having flown 39 missions in Vietnam. He is also retired after 26 years as an airline pilot. He currently owns and flies his Stearman, Champ and RV-8. We all know and enjoy him from his aviation column Plane Talk in Sport Aviation magazine. Lauren Paine, Jr. has been writing his aviation related stories for the past 12 years with the help of his wife s encouragement and proof reading for good grammar. He offered his latest book to us with his signature. They went quickly, but he took the names of eager future recipients. Everyone enjoyed listening to Lauren tell some of his favorite pilot life stories.
