Transformation: Five Communities, One USAG Bavaria (LOE 4) drives an operational refocus within USAG Bavaria between FY7 and FY20; it also ensures the attainment of IMCOM-E s target of filling 95% of authorized positions documented on the FY9 TDA. The hub-andspoke operations concept will demand a fundamental shift in both organizational and customer culture and a systematic redefinition of customer expectations. 3.B..A. (U) The Garrison addresses key strategic directives issued by HQ IMCOM, IMCOM-E and provides for sustainable operational support to CG USAREUR, CG 7 th ATC, Director, George C. Marshall Center and Commandant NATO School Oberammergau. USAG Bavaria s transformation is driven by resource constraints and pressing organizational redesign imperatives. 3.B..B. (U) HQ IMCOM Annual Command Guidance addressed a need to identify well-performing programs across our installations while transforming or eliminating less essential services. 3.B..C. (U) Annual Command Guidance from IMCOM-E establishes a requirement to fill 95% of positions authorized on the TDA. 3.B..D. (U) [CHANGE] This LOE is underpinned by multiple initiatives that codify and formalize operational design (authorities, responsibilities and reporting

The LOE addresses Transformation: Five Communities, One USAG Bavaria through two major objectives: Build & Systematize Organizational Design (MO 4-); Develop & Implement Hub & Spoke Operations MO 4-2, and (MO 4-3) All About Camps. 3.B.3. (U) [ADD] MO 4-3: All About Camps. The efforts directed under this LOE are delineated by four (4) planning horizons: phase one Develop Camp Management Cell SOP (NLT 5 JUN 7); phase 2 Camp Management Cell Fully 3

(U) [ADD] Installation Transformation. The efforts directed under this LOE are delineated by three (3) planning horizons: phase one Establish Space Utilization Committee (NLT 30 MAY 7); phase two European Infrastructure Consolidation (TBD); and phase three Where to Grow (TBD). 3.B.6. (U) Customer and Stakeholder Impact. A hub-and-spoke operations concept will necessitate a fundamental cultural shift amongst our staff and ultimately amongst our customers away from four distinct sites to one unified USAG Bavaria. In some instances, customer services will not be as readily available to residents of all four communities. Mitigation Strategies include the routine and systematic delivery of services that are provided with reduced frequency at spoke communities; clear communication of customer standards and expectations across the Bavaria footprint and continuous evaluation and redesign of operations to address emerging requirements. 3.C. (U) Sub-Objective Title: Implement Managerial Structure of Hub and Spoke by 3 March (U) Sub-Objective Number: (U) Sub-Objective Definition: 3.A. (U) Purpose: To realign USAG Bavaria to hub-and-spoke design through personnel restructures the systematic assessment and realignment of operations and responsibilities. 3.B. (U) Scope: Organizational Structure, operations and processes at all USAG Bavaria Communities (Tower Barracks, Rose Barracks, Hohenfels and Garmisch). 3.C. (U) [CHANGE] Description: Hub-and-Spoke operational design describes a process through which USAG Bavaria will flatten command hierarchies, concentrate support operations at Tower and Rose Barracks yet retain critical front door services that address core customer requirements at each of the garrison s four five sites. 4. Battle Rhythm is timing and scheduled presentation of situation reports, briefings, formal collaborative sessions, and other required actions during planning and execution. The purpose of battle rhythm management is the maintenance of synchronized activity and process among distributed warfighters. Successful battle rhythm implies the synergism of procedures, processes, technologies, individual activities and collective actions at warfighter, staff level, command node, and unit levels in order to facilitate military operations. 4. (U) Purpose: Synchronize events, Operations Orders and taskings. 3.B. (U) Scope: Garrison and Directorate operations and tasking management. 3.C. (U) Description: The purpose of this appendix is to improve the operations process. The operations structure is the Army s common construct for operations. It allows Army leaders to organize effort rapidly and effectively in a manner commonly understood across the Army. The operations process provides a broadly defined approach to developing and conducting operations. The operational framework provides Army leaders with some basic conceptual options for visualizing and describing operations. The Garrison primarily functions on Operations Orders and taskers. The primary battle rhythm event for the planning of operations is the In Progress Review (IPR). 4. (U) Sub-Objective Actions and Sub-Tasks: 4.A. (U) Publish new OPORD and Tasking Guidance. 4.A.. (U) NLT 0 Jan 7: Define OPORD and tasking guidance from the S3/5. Guidance should include NLT time for turn in initial draft of tasking or OPORD, timeline for events, and task completion guidance. (U) Scope: Garrison and Communities Emergency Operations Center, Crisis Action Team and Garrison Staff. 3.C. (U) Description: The purpose of this appendix is to outline the steps needed to set up a turnkey emergency operations center. The emergency operations center (EOC) is a generic tool for coordinating on-scene operations during low-frequency and high-risk incidents. Every community, large and small, faces the likelihood of an overwhelming emergency event. Often, these incidents will lack a common operating picture and can transcend political jurisdictional boundaries. The ability of a community to acquire and allocate necessary resources hinges on being prepared. The roots of a community s all-hazard preparedness program involve intergovernmental relations and a detailed planning process that includes mutual-aid assistance agreements. 4. (U) Sub-Objective Actions and Sub-Tasks: 4.A. (U) Publish EOC Duty Descriptions. 4.A.. (U) NLT 5 DEC 6: Define EOC performance objectives for all the personnel within the EOC. (U) Purpose: to document garrison authorizations in accordance with approved hub and spoke concept and align garrison personnel to approved hub-and-spoke TDA. 3.B. (U) Scope: Document process of hub and spoke concept during POM and Command Plan windows. Realign personnel to match approved TDA authorizations. 3.C. (U) Description: Document initial hub-and-spoke concept with annual adjustments during Command Plan and POM windows in order to update most efficient hub-andspoke alignments.
