8 1 CCAR-121 Operator should have their own maintenance engineering department. Operator should be responsible for the airworthiness Operator should take comprehensive and effective surveillance on their contracted maintenance engineering tasks. The organization who implements the contracted tasks will be treated as a part of the airlines engineering department. Operators should keep sufficient qualified personnel to fulfill the remaining function and Conduct relevant audit and surveillance work Partial of the quality management work can be contracted But the responsibility cannot be contracted 8
9 5 The interface with CAAC Operator is directly responsible for the manual/document submitting, information reporting, authority surveillance and audit 7 Local authority of operators is fully responsible for the surveillance of the contacting of operator 6 Operator can contract the same maintenance engineering organization per a/c type only Cannot contract different maintenance work of one a/c type to different parties. 9

16 1 Retain maintenance engineering department Shanghai Airlines retain the maintenance engineering department and implement the administration; Take all the responsibility of aircraft continuous airworthiness; Consist of maintenance management division, engineering technical division, quality management division, production support division, training management division, contract management division. characteristic -- Shanghai Airlines 2 Personnel position training Confirm the requirements of rules and manuals; Determine the personnel position and responsibility; Develop the training course for each position; Develop the Maintenance System Training Syllabus; Ensure the retained personnel from Maintenance Engineering Department of Shanghai Airlines are qualified to their position requirement and they can carry out the surveillance and audit correctly. 3 The size of qualified personnel Predict the total labor hour according to the work load; Determine the staff number; Provide adequate qualified personnel. 4 IT system platform China Eastern will implement the maintenance engineering management though maintenance management information system, SAP system and maintenance human resource training management system etc.; Maintenance engineering department can carry out the relative surveillance and audit through the above systems 5 Surveillance checklist Develop the surveillance checklists ; Checklist will define the content, frequency and ratio of surveillance and audit; Audit content will be the key point of engineering contracting; Audit frequency and ratio will be determined according to the importance, safety and possible probability of problem occurrence of the consigned items 6 Carry out the surveillance and audit Shanghai Airlines maintenance engineering department maintenance, engineering, quality, production support, training department etc are respectively correspond to China Eastern Engineering and Technical company relative department; Carry out the surveillance and audit according to certain work procedure and checklist; Adjust the routine surveillance plan, frequency and ratio at a suitable time according to the operation of the consigned engineering items. 16
17 characteristic--china Eastern Engineering and Technical Company Responsibility system with 1 Leader in charge General manager is responsible for the contracted items which is undertaken by China Eastern Engineering and Technical Company; Assign a DGM who is responsible for the details; Each functional department should assign a leader (responsible person) who is in charge of the details of the Shanghai Airline s items which are undertaken by its own department. 2 Maintenance Engineering Management Service Manual Compile Maintenance Engineering Management Service Manual; Clarify the policy, standard of Shanghai Airlines engineering contracted items implementation; Establish the service procedure for contracted items; Ensure the engineering service provided always satisfy with Shanghai Airlines requirement, and can be carried out standardized. 3 Position Training Requirement Compile Engineering Service Training Syllabus based on China Eastern Maintenance System Training Syllabus List the position training course which must be performed to the engineering management personnel who will service for Shanghai Airlines Meet with the special requirement of Shanghai Airlines. 4 IT system platform China Eastern maintenance management information system used for engineering, maintenance management, quality management; China Eastern SAP system used for material management, maintenance program, job card management, post flight data, component control; China Eastern maintenance human resource training system used for training management. 5 Implementation The transferred personnel from Shanghai Airlines maintenance engineering department and the existing personnel from China Eastern Engineering and Technical Department will have the position training simultaneously specified in China Eastern Maintenance System Training Syllabus and Engineering Service Training Syllabus Authorized by Shanghai Airlines, implement the maintenance engineering management consigned by Shanghai Airlines according to the Maintenance Engineering Management Service Manual. 17

Currently, China Eastern Engineering and Technical Company conducts the maintenance engineering management work to Shanghai Airlines. The operation of Shanghai Airlines' fleet is stable. China Eastern and Yunnan Branch of China Eastern are now implementing the 2 nd step of pilot engineering maintenance contracting ever since the beginning of
