3 1. Flight fatigue risk management According to the results of the accident investigation, Flight fatigue is one of the important causes of the accident, so the US Federal Aviation Administration launched the regulations of the flight duty and rest period of revision work, in 2012 to form the final draft. At the same time, the European Aviation Safety Agency has also initiated the revision of the relevant regulations and released it in In this revision, according to the latest regulations in foreign countries, combined with China's national conditions, the 121 P chapter was fully rewritten, highlighting the flight fatigue and reporting time and duty time is directly related to the concept, and reduce the flight crew and flight attendants Flight time limit. The fifth revision of these Rules shall enter into force on October 10, 2017.Unless otherwise provided, the air carrier, which has already held the current valid operating certificate issued under these Rules, shall fully comply with the requirements of this revision by 31 December 2019 before the revision of these Rules. 4 CCAR General (A) In the implementation of these Regulations, the certificate holder shall establish a system of fatigue risk management and periodic leave of the crew members to ensure that the crew members meet the duty cycle restrictions, flight time restrictions and rest requirements applicable to this chapter. Any person who contravenes this Chapter shall not be a member of the crew in the operation of these Regulations. (B) The terms in this chapter are defined as follows: Term Appropriate Accommodation Augmented Flight Crew, Calendar Day Deadhead, Flight Duty Period Definition Means a place where you can control the temperature, reduce noise, and condition, and it can control the brightness of the light so that the crew can sleep or rest in a bed or chair with a flat or near flat position. Suitable accommodation is only suitable for ground facilities, not suitable for on-board rest facilities; which means that the number of flight crew members exceeds the minimum required for the aircraft to be operated by the aircraft model, so that a member of a flight crew may be replaced by a qualified flight crew member, and the flight crew members In the rest refers to the time in accordance with the world coordination time or local time division, from the day 00:00 to 23:59 24:00; Refers to the crew members in accordance with the requirements of the certificate holder to complete the assignment of the duty, as a passenger by plane or ground transportation, but does not include its suitable places to and from the local traffic. Deadhead is considered to be duty, Deadhead time cannot be used as rest time. When deadheading during a flight duty period, the deadhead is not considered as a segment when determining the longest flight duty time in Table B of this chapter; refers to the crew members to accept the certificate holder after the flight duty (including flight, transfer or transition, etc.), from the completion of the task to the designated place to report the beginning of the time to The aircraft is in the last flight after the engine off and the crew members do not move the aircraft again the intention of the time period. A flight duty period may also include other tasks performed by the crew members on behalf of the certificate holder before or during a segment, but there is no need for a rest period (eg deadhead, training, aircraft, or simulator The training takes place between a segment and a segment, but does not schedule the necessary rest period). In a period of time, if the crew members can rest in the appropriate accommodation, the rest time may not be included in the flight duty period of duty time; Page 4

5 Term On-board Resting Facilities On Duty Reserve Rest Period Definition refer to shops or seats which can be provided in the aircraft to provide rest opportunities for crew members, which are divided into: (i) Class 1 resting facilities refer to resting berths or other flat surfaces that can lie flat, independent of the cockpit and cabin, crew members can control the temperature and light, without disturbing and noise effects; (ii) Class 2 resting facilities refer to seats in the cabin of the aircraft, separated by at least the curtains and passengers, to be disturbed by passengers, to be flat or half flat, to block the light and to reduce noise; (iii) Class 3 resting facilities are seats in the air cabin or cockpit, at least 40 degrees inclined and provide support for the feet; refers to all tasks performed by the crew members in accordance with the requirements of the certificate holder, including but not limited to flight attendance, set, Reserve (including primary and other Reserve), administrative work and training; refers to the crew members in accordance with the requirements of the certificate holder, at the airport or certificate holder specified at a particular location at any time waiting for possible tasks; Is a continuous period of time from the arrival of the crew members to the appropriate accommodation, until the next duty is to leave the appropriate accommodation. During the period, the certificate holder shall not schedule any work and give any disturbance to the crew members.
