Flight fatigue risk management According to the results of the accident investigation, Flight fatigue is one of the important causes of the accident, so the US Federal Aviation Administration launched the regulations of the flight duty and rest period of revision work, in 2012 to form the final draft. 4 CCAR General (A) In the implementation of these Regulations, the certificate holder shall establish a system of fatigue risk management and periodic leave of the crew members to ensure that the crew members meet the duty cycle restrictions, flight time restrictions and rest requirements applicable to this chapter. Any person who contravenes this Chapter shall not be a member of the crew in the operation of these Regulations. (B) The terms in this chapter are defined as follows: Term Appropriate Accommodation Augmented Flight Crew, Calendar Day Deadhead, Flight Duty Period Definition Means a place where you can control the temperature, reduce noise, and condition, and it can control the brightness of the light so that the crew can sleep or rest in a bed or chair with a flat or near flat position. 5 Term On-board Resting Facilities On Duty Reserve Rest Period Definition refer to shops or seats which can be provided in the aircraft to provide rest opportunities for crew members, which are divided into: (i) Class 1 resting facilities refer to resting berths or other flat surfaces that can lie flat, independent of the cockpit and cabin, crew members can control the temperature and light, without disturbing and noise effects; (ii) Class 2 resting facilities refer to seats in the cabin of the aircraft, separated by at least the curtains and passengers, to be disturbed by passengers, to be flat or half flat, to block the light and to reduce noise; (iii) Class 3 resting facilities are seats in the air cabin or cockpit, at least 40 degrees inclined and provide support for the feet; refers to all tasks performed by the crew members in accordance with the requirements of the certificate holder, including but not limited to flight attendance, set, Reserve (including primary and other Reserve), administrative work and training; refers to the crew members in accordance with the requirements of the certificate holder, at the airport or certificate holder specified at a particular location at any time waiting for possible tasks; Is a continuous period of time from the arrival of the crew members to the appropriate accommodation, until the next duty is to leave the appropriate accommodation. During the period, the certificate holder shall not schedule any work and give any disturbance to the crew members. 6 CCAR Flight crew flight time limit (A) During a period of time, the certificate holder shall not schedule for flight crew members, and flight crew members shall not accept flight time that exceeds the following requirements: (1) The flight time limits specified in Table A when the non-expansion flight crew performs the tasks; Table A- Maximum flight time limits for non-augmented flight crew Report time Maximum flight time 00: 00-04: 59 8:00 05: 00-19: 59 9:00 20: 00-23: 59 8:00 (2) The total flight time is 13:00 for an extended flight crew equipped with three pilots; (3) The extended flight crew with 4 pilots will have a total flight time of 17:00. (B) If an unforeseen circumstance occurs beyond the control of the certificate holder after the take-off of the aircraft, the flight time of the flight crew may exceed the provisions of (a) for the safe landing of the aircraft at the next destination airport or alternate airport and the cumulative flight time limits set out in (b). (C) The certificate holder must report to the office within 10 days of any maximum flight time allowed beyond this section, the report shall include the following: (1) A description of the necessary time for the extension of the flight time limit and the extension; (2) If the circumstances of the extension are within the control of the certificate holder, the certificate holder shall take the corrective action taken to minimize such control. (D) The holder of the certificate shall, within 30 days from the date of the extension of the flight time limit, carry out the remedial action provided for in (c)(2) Page 6

8 (C) Extension of flight duration during unforeseen circumstances prior to take-off: (1) The captain and the certificate holder may extend the maximum flight duty period allowed in Table B or Table C for 2:00; (2) The extension of the flight duty period of more than 0:30 provided for in (c)(1) may occur only before the rest period provided for in (b) of these Regulations; (3) If the flight attendance period specified in (c)(1) results in the flight crew members exceeding the accumulated duty period specified in (c) of these Regulations, the flight duty period shall not be extended; (4) The certificate holder shall, within 10 days, report any situation that exceeds the maximum flight duty period allowed in Table B or Table C of this chapter for more than 0:30. The report shall include the following information: (i) A description of the extension of the flight duty period and the need for this extension; (ii) If the circumstances of the extension are within the control of the certificate holder, the corrective action taken by the certificate holder in order to keep such extension to a minimum. (5) The certificate holder must carry out the corrective actions specified in (c)(4) within 30 days from the date of the extension of the flight duty period limit. (D) Extension of flight duration during unforeseen circumstances after take-off: (1) The captain and the certificate holder may extend the maximum flight duty period allowed in Table B or Table C of this chapter to safely land the aircraft at the next destination airport or alternate airport; (2) The extension of the flight duty period of more than 0:30 provided for in (d)(1) may occur only before the rest period provided for in of (b) (3) The extension of the duty period specified in (d)(1) may exceed the cumulative flight duty limit specified in (c) of these Regulations; (4) The certificate holder must report to the office within 10 days of the period beyond the limits of the flight attendance in Table B or Table C of this chapter, and the report shall include a description of the extension of the flight duty period and the necessary extension. 9 CCAR Accumulated flight time and duty time limit for flight crew (A) The restrictions provided for in this Article include all flight times carried out by a flight crew on behalf of a certificate holder over a period of time, including operations carried out in accordance with these Regulations and operations other than these Regulations, such as training, Operations flight and so on. (B) The certificate holder shall not schedule for flight crew members and the flight crew members shall not accept flight time that exceeds the following requirements: (1) Any calendar month, 100:00 of flight time; (2) Any calendar year, 900:00 of flight time. (C) The certificate holder shall not schedule for flight crew members and the flight crew members shall not accept flight duty periods subject to the following requirements: (1) Any 7 consecutive calendar days, 60:00 of flight duty period; (2) Any calendar month, 210:00 of flight duty period. Calendar period Flight Time Limitation Flight Duty Limitation 7 Calendar Days N/A 60:00 Calendar Month 100:00 210:00 Calendar Year 900:00 N/A CCAR Limitation and rest requirements for cabin crew attendance (A) The passenger flight attendance shall not exceed 14:00 when the cabin crew is provided in accordance with the minimum amount specified in regulation of these Regulations. (B) In the case of the increase in the number of cabin crews in accordance with the minimum amount specified in of these Regulations, the flight attendant duty limits and rest requirements of the cabin crew shall meet the requirements of an increase of 1 cabin crew, which shall not exceed 16:00; Increase of 2 cabin crew, flight duty period shall not exceed 18:00; increase of 3 cabin crew, flight duty period shall not exceed 20:00; (C) The extension of the flight duty period in the event of an unforeseen circumstances (1) The certificate holder may extend the duty period specified in (a) or (b) for an additional period of 2:00 or extend it to a safe landing at the next destination airport or alternate airport; (2) The extension of the period of time specified in (a) or (b) shall take place only for a period of 0:30 or more only before the rest period specified in (b) of the Regulations. 10 CCAR Weekly, monthly and annual flight time limits for cabin crews (A) The restrictions imposed by this section include all flights carried by the cabin crew on behalf of the certificate holder during an appropriate period of time. (B) The certificate holder shall not schedule for the cabin crew, nor shall the cabin crew fail to receive the cumulative flight time beyond the following: (1) Any calendar month, 100:00 of flight time; (2) Any calendar year, 1100:00 of flight time. (C) The certificate holder shall not schedule for the cabin crew, nor shall the cabin crew be allowed to accept the cumulative flight time limit in excess of the following: (1) Any 7 consecutive calendar days, 70:00 of flight duty period; (2) Any calendar month, 230:00 of flight duty period. (D) The flight attendant's flight safety and duty on the airplane shall be included in the flight time and flight duty time of the crew of the cabin. Calendar period Flight Time Limitation Flight Duty Limitation 7 Calendar Days N/A 70:00 Calendar Month 100:00 230:00 Calendar Year 1100:00 N/A CCAR Additional requirements for rest time of crew members (A) The certificate holder shall not schedule any work for the rest period specified by the members of the crew, nor shall the crew members receive any work of the certificate holder. (B) In any continuous 168:00, the certificate holder shall schedule for a rest period of at least 48:00 consecutive for members of the crew who have been scheduled for one or more duty periods. (C) If there is a time difference of 6:00 or more between the time zone of the flight site and the time zone of the base of the crew member, the certificate holder shall schedule for the time when the crew member returns to the base a rest period of at least 48:00 consecutive. This break should be scheduled before the crew member enters the next duty cycle. The base referred to in these Terms refers to the place where the members of the crew identified by the certificate holder are resident and accept the shift. (D) Any crew member shall not be scheduled and shall not be accepted by any member of the crew unless at least 10:00 consecutive of rest are obtained after the commencement of the previous flight duty period and before the commencement of the next flight duty period any flight duty task. (E) When the certificate holder schedules other duty tasks for the crew members, the duty time can be included in the flight duty period. When the flight duty period is not included, at least 10:00 of rest should be scheduled before the start of the flight duty period or reserve. Page 10
11 Annex A Definitions Cabin Flight Attendant: For the sake of passenger safety considerations, by the certificate holders assigned to the crew in the cabin to perform duty tasks on the crew members. Calendar Month: Refers to the time in accordance with the coordination of the world or local time, from 00:00 the first day to 23:59 the last day of this month. Captain: A pilot who is ultimately responsible for the operation and safety of an aircraft during flight time, as specified by the certificate holder. Crew Members: Aircraft personnel who perform missions on an aircraft during flight, including flight crew members and cabin crews. Deviation: for the provisions of the Regulations clearly allow the deviation, the certificate holder in the appropriate reasons and to prove that the same level of security can be achieved, approved by the Bureau, you can not comply with the provisions of the corresponding provisions or to comply with the provisions of the alternative, conditions Or limited.
