5 FANS 1/A Data Link FANS = Future Air Navigation System FANS- 1 Developed by Boeing in the early 1990 s Comm/surveillance enhancement for in oceanic/remote areas FANS- A Later introduced by Airbus Evolved from airline dispatch communications over ACARS FANS-1/A data communication services were introduced in South Pacific oceanic operations in 1995, pioneers were Qantas, Air New Zealand, United Boeing, Airbus, Collins, Honeywell ARINC, SITA, INMARSAT U.S., Australia, New Zealand, Fiji, French Polynesia Thales ATM C&PS Flight Technical Services 7

6 FANS 1/A Data Link FANS 1/A Data Link involves two elements: Controller Pilot Data Link Communication (CPDLC) Automatic Dependent Surveillance - Contract (ADS-C) The FANS 1/A Data Link network utilizes ACARS Message traffic is routed directly to ATC via VHF and SATCOM FANS data link is available through SATCOM and HF sub-networks InmarSat and Iridium satellite networks HF Data Link is also being tested FANS 1/A data link system utilizes various communications service providers ARINC and SITA FANS-1/A + The same as FANS 1/A but has a message latency timer C&PS Flight Technical Services 8

9 ATN Data Link (PM-CPDLC) Aeronautical Telecommunications Network (ATN) VHF Datalink (VDL) Network Higher speed data link service in use and being expanded in Europe Protected Mode - Controller Pilot Data Link Communication (PM-CPDLC) Offers the Pilot and Controller the same functionality as CPDLC Stronger processes against miss-delivery Provides confirmation that the message has been delivered without loss of content integrity PM-CPDLC is not an immediate replacement for FANS 1/A Supports different airspace needs-continental airspace C&PS Flight Technical Services 11

14 ADS - Defined Automatic Dependent Surveillance (ADS) is a method of surveillance that relies on automatic downlink reports from the aircraft's avionics Aircraft position is determined by onboard avionics (e.g., FMS position) This position is reported to ATC via ADS ATC can see aircraft in a similar fashion like radar ADS- C provides accurate surveillance reports in remote and oceanic areas ATC establishes contract with aircraft for automatic position reporting thru automatic downlink messages FANS 1/A ADS- B provides surveillance reports in continental airspace No crew action required, automatic connection Ground based station receivers Provides ATC enhanced situational awareness ADS provides frequent and accurate position reports C&PS Flight Technical Services 16

20 How It Works FANS 1/A Prior to first oceanic fir boundary, crew logs on once to establish flight plan and other necessary info (ADS-C) Ground-initiated contract(s) are established with the aircraft Contract specifies information and frequency of downlinks from aircraft 3 different types of contracts (CPDLC) Clearances/Requests may be sent and responded via FMS CDU Both standard messages sets and free text are available C&PS Flight Technical Services 22

22 ATS Facilities Notification Logon The purpose of the AFN logon is to: Allows the aircraft to logon to ATC and transfer control Provide the ATSU with information such as the flight identification, registration and the aircraft address This information allows the ATSU to correlate the AFN logon information with its corresponding current flight plan C&PS Flight Technical Services 24

23 The Initial AFN Logon An initial AFN logon is needed when the aircraft does not already have an ADS-C or CPDLC connection, such as when: The aircraft is preparing to depart; or The aircraft will enter an area where data link services are available from an area where data link services are not available; or Instructed by ATC (e.g., following a failed data link transfer) C&PS Flight Technical Services 25

24 ATS Facilities Notification Logon When initiating the logon, the flight crew should verify the following: The aircraft identification provided when initiating the logon exactly matches the aircraft identification (Item 7) of the filed flight plan; The aircraft registration provided when initiating the logon exactly matches the aircraft placard, when the flight crew manually enters the aircraft registration The flight crew enters the four character ICAO identifier of the ATSU to which the AFN logon is to be sent DNLN READY DNLN C&PS Flight Technical Services 26

26 ATS Facilities Notification Logon Following the AFN logon, the ATSU sends a system level message to the aircraft avionics. This message is known as the Connection Request message ATSU establishes themselves as the Controlling data authority (CDA) Flight crew will receive a message indicating communication is established C&PS Flight Technical Services 28

28 Data Link Connection Management When transferring CPDLC and ADS- C services between FIRs, the flight crew should not need to reinitiate a logon Under normal circumstances, the current and next ATSUs automatically transfer CPDLC and ADS-C services The transfer is seamless to the flight crew The flight crew should promptly respond to CPDLC uplinks to minimize the risk of an open CPDLC uplink message when transferring to the next ATSU C&PS Flight Technical Services 30

30 How It Works ADS-C Once log on is established, the ATSU establishes one or more contracts with the aircraft: Periodic contract Event contract Demand contract Each contract may contain various information regarding the aircraft position, route, meteorological conditions, etc. ADS REVIEW CONTRACT PERIODIC 576s MSG CONTENT: FLIGHT ID PRED ROUTE EARTH REF AIR REF METEOROLOG A/C INTENT ATC INDEX 1/2 ADDRESS DDLCAXA Although the setting of these contracts requires no crew action, they can be viewed by the crew on the FMS CDU C&PS Flight Technical Services 32

31 Periodic Contract A periodic contract allows an ATSU to specify: The interval at which the avionics sends an ADS-C report The optional ADS-C groups that are to be included in the periodic report The ground system may permit the controller to alter the periodic reporting interval to allow for situations where the controller desires a longer or shorter reporting interval An ATSU can establish only one periodic contract with an aircraft at any one time. Up to 4 ATSUs can each establish their own periodic contract and specify their own conditions for the report with the same aircraft at the same time C&PS Flight Technical Services 33

32 Event Contract An event contract allows an ATSU to request the avionics to transmit an ADS-C report whenever a specific event occurs. The event contract can contain multiple event types. These types of optional events include: Level/altitude range change event Lateral deviation event Vertical rate change event Waypoint change event An event contract remains in place until either the ATSU cancels it or all the specific events in it have been fulfilled C&PS Flight Technical Services 34

33 Demand Contract A demand contract is simply a request sent by the ATSU requesting position information from the aircraft The demand contract uses the existing periodic contract for reporting criteria by the aircraft C&PS Flight Technical Services 35

35 Cancelling ADS Contracts The ATSU either automatically or manually cancels an ADS contract when it no longer needs ADS-C reports to avoid situations leading to congestion The ground system cancels ADS contracts when: The aircraft has crossed the FIR exit position and has passed beyond the normal back coordination parameter The ATSU has cancelled or finished the ATS flight plan for the aircraft The previous ATSU, the controlling authority or an adjacent ATSU needs no further surveillance or monitoring information for the flight C&PS Flight Technical Services 37

38 CPDLC Connection Management The purpose of a CPDLC connection is to allow the exchange of CPDLC messages between an aircraft and an ATSU FANS-1/A aircraft can have two CPDLC connections established concurrently, each with a different ATSU Only one of these connections can be active at any given time C&PS Flight Technical Services 40

39 How It Works - CPDLC When a clearance uplink is received, the crew will have to respond with ACCEPT, REJECT, or STANDBY If the ACCEPT response is selected, a WILCO message is inserted that will be downlinked to the ATSU C&PS Flight Technical Services 41

41 CPDLC Message Sets The CPDLC message set consists of a set of message elements most of which correspond to a radiotelephony phraseology CPDLC message elements are referred to either as: Uplinks (message elements that are sent to an aircraft), or Downlinks (message elements that are sent by the aircraft) Each message element has a number of attributes associated to it, including: A message number that uniquely identifies each type of message element. Uplink message elements are prefixed UM and downlink messages prefixed with DM A response attribute that defines whether or not a response is required for a message element, and if so, what type of response is required C&PS Flight Technical Services 43

45 Multi-Element CPDLC Messages A CPDLC message consists of either a single message element, or a combination of up to five message elements. A CPDLC message that consists of more than one message element is a multi-element message. However, only one response is required for a multi-element message C&PS Flight Technical Services 47

49 CPDLC Communications In addition to the benefits of the direct communications link, other advantages associated with CPDLC include: Allowing messages to be stored and reviewed as needed Reducing flight crew-input errors by allowing the loading of specific uplink messages into the FMS Reducing workload by supporting automatically transmitted reports when a specific event occurs, such as crossing a waypoint Automatic updating of the ATS flight plan when a specific downlink message is received (Aircraft Specific) C&PS Flight Technical Services 51

50 When to Use Voice & When to Use CPDLC When operating within airspace where CPDLC is available and local ATC procedures do not state otherwise, CPDLC should be the primary means of communication While CPDLC provides for ATC communications, voice may be a more appropriate means depending on the circumstances During an emergency, the flight crew would normally revert to voice communications However, the flight crew may use CPDLC for emergency communications if it is either more expedient or if they are unable to establish voice contact C&PS Flight Technical Services 52

51 Displays and Alerts ATC Comm Message Alerting (Gulfstream example) The crew is alerted to an incoming uplink message through a combination of CAS messages and unique aural tones Uplink Type Aural Alert CAS Message Standard Single Tone ATC MESSAGE (Flashes in cyan reverse video for 5 seconds, then remains steady Urgent Double Chime ATC MESSAGE (Flashes in amber reverse video until the master caution button is pressed, then remains steady) A new aural alert is generated each time a new uplink message is received CAS message is extinguished when the crew has viewed the MCDU message C&PS Flight Technical Services 53

57 NAT Projects and Mandates NAT FANS 1/A Datalink Mandate Project Procedures will be mandated in 2 phases Aircraft equipage FANS 1/A CPDLC with ADS-C Phase 1- February 7, 2013 implementation Implementation, carriage and operation of data link will be mandatory Between flight levels inclusive Two tracks designated as Core Tracks adjacent to each other Non data link aircraft tracks 1 Degree North, 1 Degree South of Core Tracks Phase 2 - February 2015 Not yet developed, however, it is anticipated that specified portions of NAT MNPS airspace where carriage and operation of FANS 1/A or equivalent systems would be mandated will expand C&PS Flight Technical Services 59

60 Key Dates to Remember January 1, 2011 New aircraft operating above FL285 must be delivered with a compliant system February 7th 2015 All aircraft operating above FL285 must have compliant system Exemptions Aircraft equipped with FANS 1/A prior to January 1, 2014 are exempt for the lifetime of the aircraft. 61 Automatic Exemptions Article 3 Automatic Exemptions for which no application to the European Commission is required. These are for: Aircraft with individual airworthiness certificate before 01/01/2014 and equipped with FANS ED-100, ED-100A certified data link equipment. 62 Aircraft Exemption Under Article 14 1st report to the European Commission in Nov 2010 which resulted in a decision published May nd report of the exemption cell was delivered in Sept 2011 which was passed by the Single Sky Committee on 28/09/11 which resulted in a decision published December A 3 rd and final report is being drafted by the EUROCONTROL exemption cell with a final decision expected end Q1 2013, followed by publication in Q C&PS Flight Technical Services 64
