4 AIRCOM Data Link Service Provides global ACARS data link service to over 100 of the world s major commercial airlines (5,000+) commercial aircraft and 1,500+ Business Jets through: Network of VHF Stations (700+ radio s in over 166 countries) The 4 INMARSAT-3 Satellites accessed via Ground Earth Stations (GES) These airlines exchange over 500,000 kilobits over the AIRCOM Service on a daily basis 95% AOC 5 % ATS but forecast to increase rapidly
5 Worldwide VHF AIRCOM ACARS Coverage* * As of September 2004, Altitude 30,000 feet-on-line RGS** are in red, planned are in blue ** Some of the stations are actually the SITA next generation VHF Ground Stations, referred to as VGSs, which are capable of supporting VDL Mode 2 and VHF ACARS in parallel.

8 Airline Use of ACARS SITA introduced the VHF ACARS services (VHF AIRCOM) in the early 1980 s to support movement messages Today, over 100 or the world s airlines are VHF AIRCOM customers with 4,000 aircraft and and additional 1,000 BizJets The aircraft which use the service collectively generate 500,000+ messages per day In addition to basic movement information, AOC applications have evolved to include: Engine monitoring Flight planning Weight & Balance, Takeoff Data Calculation Weather Information Fuel information Gate information ACARS is considered to be a mission critical service
9 Air Traffic Service use of ACARS Pre FANS Increasing numbers of ATS providers around the world have/are planning initial ATS data link services: Departure Clearance (DCL)/Pre-Departure Clearance Services (PDC) Oceanic Clearance Services (OCM) Digital-ATIS (D-ATIS) Services In order to promote global interoperability, the AEEC and Eurocae have developed standards for these services AEEC 623 (Message formats), Eurocae ED 85, ED 89 and ED 106 (Performance Requirements) SITA provides a D-ATIS Gateway service in order to allow non 623 compliant aircraft access to 623 compliant ground systems and vice versa SITA has launched a series of low cost Air Traffic Service application systems to accelerate deployment

12 ATIS Service AIRCOM EVATIS Ground System Example * EVATIS Terminal AIRCOM Network LAN EVATIS Ground System VHF radio Meteo data Local MET system * In the general sense, Pilot sends downlink ATIS request via ACARS datalink. Ground system uplinks the corresponding ATIS. The ATIS information was previously entered by controller based on met information from local sources. If contract ATIS requested, automatically uplinks any subsequent ATIS revisions for selected airport.

16 Air Traffic use of ACARS FANS1/A According to industry estimates, there are approx. 1,200 FANS 1/A equipped aircraft today...and the number is growing! To date, FANS 1/A services have been introduced in remote and oceanic airspace, e.g. Pacific, Atlantic Oceans Eurocontrol Maastricht UACC introduced operational FANS 1/A (CPDLC) services via SITA AIRCOM in June 2003 Maastricht airspace ranks amongst the densest airspace in the world handling up to 4,000 flights/day SITA currently provides direct FANS 1/A communications services to 20 ATS providers including the FAA, Eurocontrol, France, Egypt, Spain, South Africa, Singapore, Australia, Cape Verde and India SITA AIRCOM supports FANS internetworking with other DSPs to ensure maximum availability of services to aircraft operators

18 FANS 1/A Benefits Use of CPDLC enables standard phraseology through use of preformatted messages and reduces risk of misunderstanding thus enhancing safety. Use of ADS enables position information can be automatically downlinked HF voice becomes backup Use of CPDLC and ADS enables more flexibility in routing and can enable dynamic routing such that can get more favorable track to fly. Use of CPDLC and ADS enables potential reduction in separation minima. The benefits of CPDLS and ADS can lead to reduced flight times, reduced delays, resulting in reduced costs to the airline.

23 VDL Mode 2 Deployment Drivers SITA deployment of VDL Mode 2 coverage is being driven by two main factors: Airline customer requirements for increased ACARS capacity in areas where the VHF analogue ACARS frequencies most heavily used and congestion is forecast Air traffic service providers requiring their Controller Pilot Data Link Communications (CPDLC) to use ATN over VDL Air traffic service providers have the choice to contract service provision or deploy their own VDL networks

29 ATN Implementation SITA implementation of the ATN Service is being driven by the Eurocontrol Link2000+ Programme That programme is co-ordinating the implementation of ATN/CPDLC in Western Europe The main driver for the programme is congested VHF R/T channels The Link2000+ Business Case has demonstrated that when 30% of aircraft are equipped with ATN/CPDLC there will be a significant increase in ATC Sector capacity and therefore reduction in delays that will potentially save the airlines millions of dollars The majority of West European States have committed to the programme including Spain, Portugal, Germany, Ireland, Austria and Switzerland The Eurocontrol programme comprises 3 phases Pioneer ( ) ->150+ equipped aircraft Incentives ( ) ->25% equipage Mandate (2010 ->) ->75% equipage
30 ATN Implementation The Pioneer Phase involves providing financial contributions to the airlines to equip their aircraft with ATN/CPDLC avionics The Incentives phase will involve provision of incentives to aircraft that are equipped, e.g. reduction in route charges The mandate phase will require all new aircraft to be equipped from 2010 and existing aircraft to be equipped from 2014 The US FAA plans to introduce operational ATN/CPDLC services in the 2010 timeframe

38 ADS-Broadcast ADS-B technology available today has the potential to increase the safety, capacity and efficiency of the global air navigation service The European mandate for Mode S Elementary and Enhance Surveillance will result in significant numbers of aircraft equipped with the ADS-B out capability Recognising this, Airservices Australia is pioneering the implementation of ADS-B surveillance in it s upper airspace The ICAO APANPIRG group has agreed that ADS-B out be implemented in the region from January 2006 It is essential to avoid a fragmented, un-coordinated ad-hoc roll-out of the technology that is likely to take many years SITA and Airservices are planning the deployment of a regional service that can be rolled out in a relatively short-timescale in order to yield immediate operational and financial benefits to the regions ANSPs and airspace users
39 Conclusions The majority of modern aircraft are equipped with VHF ACARS avionics that can be used to enable exchange of D-ATIS and DCL applications today The majority of long-haul aircraft are equipped with FANS 1/A (ADS, CPDLC) avionics ICAO ATN/CPDLC is now finally starting to be implemented, initially in Europe ADS-Broadcast is set to revolutionise ATC surveillance services over the next 10 years SITA continues to represent the interests of its airline shareholders by promoting the pragmatic realisation of the ICAO CNS/ATM concept
