4 Next Steps Seek Clarity on Amendment Status Engage Legislators Decision Point Update during meeting. A modification to the amendment is being considered by the House of Representatives to Increase funding incrementally over a period of time. Motion from the floor: The Massport CAC give full authority to the Executive Committee to hire an Executive Director either full-time or part-time in its full discretion base on the status of the pending legislation to increase funding. 5 BLANS Website Update Question on Whether to Assume Cost and Stewardship of BLANS Website and Possible Vote Massport and FAA Agree to maintain the website through December 31, 2017 Website maintenance past 2017 uncertain Issues related to stewardship are: Cost, Administration, Public Records Law requirements, and Liability Recommendation: Massport and/or FAA to maintain bostonoverflight.com for required public records retention period. 12/07/2017 Massport CAC 5
6 Massport Adopt a 21 st Century Noise Based Landing Fee Motion: Massachusetts Port Authority Community Advisory Committee recommends Massport adopt a 21 st Century Noise Based Landing Fee based on the noise certification data for each aircraft type arriving at Logan, using an overweight on Approach and Take Off noise in combination with Sideline noise, and a standard seating component for each aircraft type. RESOLUTION ADOPTED BY MCAC, March 7, /09/2017 Massport CAC 6
7 Discussion and Possible Vote on Noise Based Landing Fee Resolution Massport CAC Resolution Motion: Massport Community Advisory Committee requests the Massachusetts Port Authority to: 1) to provide information and comparative information on Noise Based Landing Fees in Europe and Japan; and 2) to provide collaboration, continued dialogue and concrete suggestions to achieve Noise Base Landing Fees or alternative programs that meet similar goals. 10 Aviation Operations Sub-Committee RNAV Study Block 1 Recommendations 1. Moved by Richard Malagrifa and seconded that the Aviation Operations Sub-Committee supports the Reduced Speed Departures 1-D1 (ref. Procedure Design Concepts by R. John Hansman of 11/14/2017) from runways 33L and 27 consisting of a thrust reduction to approximately 1,000 AGL followed by an acceleration to 220 knots climb speed or minimum clean maneuvering speed whichever is greater until an altitude of 6,000 or 10,000 or NAPD-1 to 6,000, whichever will result in the greatest noise reduction for the greatest number of people. Approved Unanimously 2. Moved by Richard Malagrifa and seconded that the Aviation Operations Sub-Committee supports the runway 15R and 22R/L departure way point relocations 1-D3a, b and c, whichever will result in the greatest noise reduction for the greatest number of people (ref. Procedure Design Concepts by R. John Hansman of 11/14/2017) consisting of a climb on runway heading to a post-takeoff turn as early as possible, then direct to waypoints as far as possible north and east. Approved Unanimously 3. Moved by Richard Malagrifa and seconded that the Aviation Operations Sub-Committee supports the runway 33L overwater RNAV instrument approach procedure with RNP overlay 1-A1a (ref. MIT ICAT RNAV GPS Draft v5 overlay of 11/14/2017) which, as closely as possible, flies the Jet Blue RNAV Visual track. Approved Unanimously 4. Moved by Richard Malagrifa and seconded that the Aviation Operations Sub-Committee supports the runway 33L overwater RNAV visual procedure 1-A1b (ref. Procedure Design Concepts by R. 14 Fly-Quiet Operational Data Reports Logan International Airport s Operational and Fly Quiet Data Reporting Program is a Massport/Massport CAC initiative to be implemented by Massports s Noise Abatement Office. Its purpose is to provide data in an easily understood format in support of reasonably obtainable noise mitigation opportunities, and to encourage individual airlines to operate as quietly as possible at BOS. The suggested category of reports in priority order are: 1. Fleet Noise Quality 2. Dwell & Persistence 3. Noise Exceedance 4. Departure & Arrival Quality 5. Ground Noise 6. 15 Operational Data Report Description 1. Fleet Noise Quality The Fly Quiet Program Fleet Noise Quality Rating evaluates the noise contribution of each airline s fleet as it actually operates at BSO. Airlines generally own a variety of aircraft types and schedule them according to both operational and marketing considerations. Fly Quiet assigns a higher rating or grade to airlines operating quieter, new generation aircraft, while airlines operating older, louder technology aircraft would rate lower. The goal of this measurement is to fairly compare airlines not just by the fleet they own, but by the frequency that they schedule and fly particular aircraft into BOS. 12/07/2017 Massport CAC 15
16 Operational Data Report Description 2. Dwell and Persistence The dwell and persistence rating tabulates and compares the incidence of excessive short term and long term exposure to aircraft overflights by community. The purpose is to inform discussion of the relative impact of the events per day of aircraft overflights. The data would be presented both as a relative comparison between communities, and events per day per community. The data is weighted by frequency of over flights i.e., a succession of frequent events or dwell, persistence over time i.e., continuation of existing conditions, and, time of event ie. waking vs sleeping hours. 17 Operational Data Report Description 3. Noise Exceedance Eliminating high-level noise events is a long-standing goal of the Airport and the Massport CAC. As a result, the Airport has established relative single event maximum noise level limits at each noise-monitoring site. These thresholds were set to identify aircraft producing noise levels higher than are typical for the majority of the operations. Whenever an aircraft overflight produces a noise level higher than the maximum decibel value established for a particular monitoring site, the noise threshold is surpassed, and a noise exceedance occurs. An exceedance may take place during approach, takeoff, or possibly during departure ground roll before lifting off. Noise exceedances are logged by the exact operation along with the aircraft type and airline name. 12/07/2017 Massport CAC 17
18 Operational Data Report Description 4. Departure and Arrival Quality Aircraft departing BOS using Runways 4R, 9, 15R, 22R, 27 and 33L are also considered by the Fly Quiet grading system that measure deviation from gate coordinates and established altitudes. The gates are established to create corridors that keep noise away from residential properties, over water and at higher altitudes when crossing impacted residential neighborhoods. In order to evaluate each airline s performance, the system will log deviation from established gates and expected minimum altitudes for each departure route scored according to the deviation from the gate or altitude with negative scores for aircraft that deviate from the gates by closer approaches to and/or lower altitudes over populated areas. Deviations are logged by the exact operation along with the aircraft type and airline name shown as a graph of descending order of deviation. 12/07/2017 Massport CAC 18
19 Massport CAC Resolution with Respect to Operational Data Reports Motion: Massport Community Advisory Committee ( MCAC ) requests the Massachusetts Port Authority collaborate with the MCAC in the development of easy-tounderstand, quantifiable operational data reports, and where appropriate, grade airlines, flight personnel, controllers and Massport on noise reduction performance and lead to noise reduction initiatives over time. The following reports in priority order are requested: 1. Fleet Noise Quality 2. Dwell & Persistence 3. Noise Exceedance 4. Departure & Arrival Quality 5. Ground Noise 6.
