4 Comprehensive Plan #1 Noise Footprints Airspace use trends since 2006 have influenced DCA traffic 1. Determine current noise environment and effect of recent trends (operations, fleet mix, schedule, flight path variances etc.) that led to current condition. 2. Comparison of previous and current noise environment as determined through evaluation of historical noise monitor data with validation of accuracy of noise monitor system. 3. Validity of FAA and/or MWAA/DCA noise analysis supporting environmental documentation related to changes. 4. Comparison of noise level and population impacts modeled by FAA accepted noise modeling methods before and after implementation of procedures. 4

9 Comprehensive Plan #1 Noise Footprints Noise monitor impact data before/after change to procedures (LAZIR) Voids in noise monitor locations Departure/arrival trends between 10 PM and 7 AM since 2006 Complaint observations associated with noise impact and flight activity Verify accuracy of noise monitors and data collected by DCA ANOMs Evaluate if supplemental noise monitoring is appropriate Noise exposure impact related to controllable factors (time, aircraft type, runway use) Verification of modeled baselines using monitored data and historic data Noise exposure maps that enable comparison of impacts and populations for various metrics and time periods of departure routes Grid map of DNL change comparing departure routes Future 2026 noise exposure map and population impacts based on updated forecast and fleet mix projections and future Next Gen phases Noise abatement program measures and improvements for consideration Identify Next Gen related factors that are increasing community impacts and annoyance (dispersion reductions and related frequency increases) 9

Parkland and other unpopulated areas Beyond American Legion Bridge/past David Taylor facility (N) Further south past Piscataway park (S) 2. Add or move departure and IAF waypoints away from communities and further west/sw and south as possible 3. Increase departure procedure altitudes; set and eliminate variability in departure altitudes at transition turn to min of 5K or higher as safety permits 4. Disperse departure flight paths to reduce concentrated flight tracks 5. Review Rwy 1 and 19 approach procedures to ID changes that can be implemented to reduce noise exposure 6. Implement Continuous Descent Approaches for each runway 10

15 Residential Sound Insulation Program RSIP exists across US Reduce impact of aircraft noise inside homes, apartment and condos, schools within 65 DNL noise contours. Sound insulation may include new attic insulation; acoustically rated exterior doors, storm doors and windows Funded by AIP and PFC Goal is to achieve quieter environment and better quality of life within homes/schools in highest impacted areas affected by aircraft noise. 15
16 Support Dulles Matters Plan 1. Bolster VA, MD and DC efforts 2. Prevent expansion of DCA 1250 NM perimeter and allowing future additional beyond perimeter flights. 3. Bi-Partisan support from VA, MD and DC 4. Balance flights between IAD and DCA 5. Develop Long Term Strategic Plan for DCA and IAD to include economic growth and objectives, passenger needs, flight safety, air carrier requirements and noise mitigation. 16
