In attendance: S Hodgins, T Bennett, I Price. 130/14 APOLOGIES FOR ABSENCE Cllrs Lancaster, Benson, Blades, Piper, Reavley, Odell, Howard and Dover. 131/14 DECLARATIONS OF PECUNIARY AND NON-PECUNIARY INTERESTS Cllrs Isherwood, Edwards and Mulliner disclosed non-pecuniary interests as members of the WBC Southern Area Planning Committee. They reserve the right to change the tone or content of their opinion when presented with further advice from WBC officers or other professionals. Cllrs F and M Foster disclosed a pecuniary interest for WA/2014/1993 and left the meeting for this discussion and subsequent vote. 132/14 MINUTES OF THE LAST MEETING The minutes of the meeting held 16 th October 2014 were agreed and signed as a true record. 133/14 MATTERS ARISING None 134/14 REPRESENTATIONS BY THE PUBLIC WA/2014/1900: Mr T Bennett addressed the committee with his objections to this application: The size of the barn is huge at 32 metres by 14.5 metres. Its current consent is for agriculture and forestry use however there isn t any on Barfold Farm. Chesterton Humberts have reported it is three times as large as is necessary for any conceivable farming activity. It is used to store 2 tractors which cut the grass on the polo field, which is an equestrian activity. This is the third change of use to stabling application that we have had to consider since
2 APPENDIX 1 Is there a case for stabling in this barn? The reality is that it will never happen in this form. It is too remote to exist on its own. The fact is that this is seen as the key to obtaining the new stable blocks to meet the requirement for 80 horses. It is contrary to the NPPF and policies D1 and D4 of the Waverley Local Plan. 4
5 136/14 HTC REPRESENTATION AT WAVERLEY PLANNING COMMITTEE It was agreed that Cllrs Isherwood, Edwards and Mulliner will continue to represent HTC as a when required. 137/14 DECISIONS AND APPEALS The contents of Appendix 3 to the Agenda were noted. 138/14 HIGHWAY ISSUES The committee noted Cllr King s highways report and agreed that given the nature of the hilly terrain in Haslemere that Haslemere Town Council formally asks Surrey County Council Highways if their Quad Bikes could once again be deployed to Haslemere if the snow fall conditions require it. Action: Deputy Town Clerk to contact Surrey County Council regarding the use of the quad bikes. Cllr King also raised his concerns regarding the closure of the A287. Problems with the A286 closure were also discussed. It was agreed that all of these concerns would be raised with Cllr Barton at the forthcoming meeting with her and HTC representatives. The Deputy Town Clerk reported concerns from a resident in Grayswood regarding diverted HGV s along Lower Road. Actions: Deputy Town Clerk to report this to Cllr Barton. 139/14 APPLICATION FOR STREET TRADING CONSENT RENEWAL IMEDA LIMITED, LION LANE. 140/14 EAST HAMPSHIRE DISTRICT COUNCIL STATEMENT OF COMMUNITY INVOLVEMENT Noted. 141/14 WA/2014/1828: COMMUNICATION REGARDING HTC COMMENTS ON APPLICATION The committee agreed that covenants are not a planning consideration but purely a Waverley Borough Council matter. Agreed that as Waverley Borough Council succeeded Haslemere Urban District Council s planning function this is a matter for them to deal with.
