To receive apologies for absence. Apologies were received from Parish Councillor Kilpatrick, 29. Declarations of interest. A non-pecuniary interest was declared by Parish Councillor G Lloyd in planning applications 15/P/1737/F 15/P/1738/LB & 15/P/1740/F as a distant relative. Parish Councillor Dr P Watkins declared a non-pecuniary interest in agenda item No To consider & decide upon any requests for dispensation from members to allow them to participate in a discussion or vote on a matter in which he/she may have a disclosable pecuniary or non-pecuniary interest. It was proposed that Dispensation was granted to both Councillors to speak and vote. Proposed: Cllr Forbes Seconded: Cllr Joyce 9 in favour 1 abstention. Cllrs Lloyd & Watkins did not vote, Cllr Boddy not yet at the meeting. 31. To approve minutes as a correct record of the previous planning committee meeting held 13th July The minutes were approved as a correct record of the meeting Proposed: Cllr G Lloyd Seconded: Cllr J Westlake. All committee members present at the last meeting were in favour 32. Minute Update from previous minutes of the Planning Committee. There was none. Councillor M Boddy joined the meeting. 33. To receive a presentation from Mead Realisations on plans for land at Broadleaze Farm. Representatives from Mead Realisations outlined the forth coming outline planning application for the Land at Broadleaze Farm, Sandford Road. They explained that they are in the early stages of gathering information and stressed that this was not a planning application. They wished to involve the community at this early stage. They hope that by the end of the year they will be ready to put an application into NSC. The site has been identified, along with other sites, in the Strategic Housing Land Allocation Assessment (SHLAA). Sites are promoted by interested land owners via the Call for Sites request that the Local Planning Authority (LPA) sends out every few years. They explained that every local authority has a requirement to have a 5 year supply of housing sites. A Flood Risk Assessment has been produced and the flood zone identified, they hope to introduce flood management as an ecology feature, with possible ponds. A full ecology assessment has been undertaken and further assessment is continuing. A buffer Zone along Towerhead Brook and The Strawberry Line is proposed. A noise Assessment has concluded that there are no noise impacts affecting the site, and that there is no contamination on the site. Access - A Transport Assessment has been done to consider the best approach to the site for vehicular and pedestrian access. This is still being worked on by a Transport Consultant. Current proposal demonstrates the connectivity to The Strawberry Line for recreational purposes. 2

2 The site will deliver a mixture of house types to create a balanced community, they will consist of 2,3,4, and 5 bedroom homes, the majority, 2 storey, possibly some 2 ½ storey,of which 30% will be Affordable. The Density will be less than 13 dwellings per acre, the site being 7.66 acres. The Affordable Houses will be available to Local people first, as there is an identified lack of affordable housing for young families wishing to stay in the local area. Feedback and comments are welcomed, some feedback forms available, and these will also be available from The Parish Office. They can be returned either direct or via The Parish Office. 34. Public Participation. The chairman suspended the meeting to allow public participation and stated that this was the only time during the meeting that members of the public present would be allowed to address the Planning Committee. Broadleaze Farm Development A number of questions were asked of the Mead Realisations representatives by both members of the public and Parish Councillors, with the main points being: a. It was pointed out that the SHLAA represents a wish list for Developers, and is in no way a list of sites that NSC are looking to develop or that should be developed. b. The site has long been meadow land, and is surrounded by various natures Reserves, and designated sites including, European designated site for Bats. Concern was raised about the amount of clearance to the site, including the ploughing of the Meadow land, removal of trees and hedges, thus removing any habitats for wildlife before the ecology assessments have been done. c. Buffer Zone between the development and The Strawberry Line needs to be more than the gardens. d. Access to the site was discussed at length, concerns raised about the use of Broadleaze Way, due to the width of the road and the parking. e. A number of people asked that the developer doesn t destroy any more habitats. f. The affordable housing will not go to the local people but go to the people on the top of the housing list, therefore could be misleading to say the Affordable housing will go to local people. g. Good idea to have official access to the Strawberry Line. h. Concerns rose about the culvert. It is very deep and measures need to be taken to ensure the safety of children. i. The size of the housing was raised as they would be looking into people s gardens. j. Concerns rose about the various schools, shops, Doctors etc. being able to cope with all the planned building in the area. k. The number of houses being built was questioned, approx. 70 with 30% being Affordable. Less than 13 houses per acre. l. Car parking will be as per NSC guidelines. m. Currently access over the railway bridge for farm machinery, the bridge must be maintained. n. Noise, it was pointed out that the Council Depot generates a lot of noise when vehicles are reversing more so during the winter months, this can be all through the night. o. Existence of a covenant was questioned? p. Cumulative effect of all developments on the surrounding road systems especially Banwell. q. Question asked about the access for the hauling of materials etc. Mead Realisations will look at this. As many people are on holiday it is the intention of Mead Realisations to hold a Public Consultation event possibly in September or October. With no further members of the public wishing to address the committee, the Chairman re-opened the meeting. 35. To approve bills for payment. Proposed: Cllr M Williamson Seconded: Cllr J Westlake 12 in favour 1 abstention 36. Planning Applications for comment or information: a) 15/P/1563/O Mr & Mrs Hancock, Valley View, Southleaze, Winscombe, BS25 1ND Outline application for the erection of single storey self-contained residential annexe and access with all other matters reserved for subsequent approval. The application site falls outside the Settlement Boundary. 340 square metres, a large remote site. There are no Flood issues or increase in traffic. Proposed: Cllr K Joyce Seconded: Cllr A Forbes 9 in favour 2 against 2 abstentions b) 15/P/1580/F Mr J Wood, 5 Homestead Way, Winscombe, BS25 1HL. 3

Proposed: Cllr M Williamson Seconded: Cllr G Luckett All in favour c) 15/P/1590/F Mr N Peretz, Land at 48 Greenhill Road, Sandford, Winscombe, BS25 5PB Erection of a bungalow to the rear of 48 Greenhill Road, with access off Helens Road. The proposed dwelling, due to scale & massing on a small site is considered to be overdevelopment. The planning committee recommended approval of the planning application Proposed: Cllr K Joyce Seconded: Cllr A Forbes 5 in favour 7 against 1 abstention Motion Failed. d) 15/P/1654/F Tuckerwood Developments, Land at The Chestnuts, Winscombe, BS25 1LD Removal of condition 18 to planning permission 12/P/1730/F (Application to remove conditions 22,23,24,25 & 26 and to vary conditions 27 & 29 attached to outline planning permission 10/P/0592/O. (Outline planning application for access layout and scale, with appearance and landscaping reserved for subsequent approval, for the erection of 24no.dwellings comprising 14 no. live/work units,3 no. retirement bungalows and 7no.affordable housing units and the provision of an area of public open space) to remove the requirement to provide for B1work space (live/work units) and retirement units) as the code for sustainable homes is no longer required. Councillor Boase requested that it be recorded in the minutes that she very much deplores the fact that we cannot do anything about the removal of this condition. Agricultural buildings. Erection of a terrace of 3 dwellings to north of converted building sharing access off Banwell Road. Access onto the Banwell Road 160m visibility towards Banwell & 90m visibility towards Winscombe. 4

4 No cars will be accessing the new dwellings from Church Road, it is hoped that there will be pedestrian access onto the footpath exiting onto Church Road, as pedestrian access onto the main Banwell Road would be extremely dangerous, as there is no pavement along the side of the main road, especially for children on bikes or walking to school., it being recommended with a condition that there is pedestrian access onto the Public footpath leading to Church Road. All representations must be received by 25 th August Request for agenda item from Councillor Watkins. 14/P/2659/F Erection of a building for the storage of cider vessels. (Base tank building). Enforcement order 2015/0239. Unauthorized changes to approved plans. Site visit to be arranged by Enforcement Officer. Councillor Watkins would like to inform councillors of lack of public notices, many people were not aware that this application had been put forward, and many people have been effected by this construction, issues with noise. It is important that people who are close to developments are kept informed and consulted. The Chairman suspended the meeting for Mr M Thatcher to reply. Mr Thatcher replied that there was nothing to say as it was more to do with General Planning than Enforcement. The Enforcement Officer had visited the site and is happy that they are complying with the plans. The Chairman re opened the meeting. 5

5 39. North Somerset Consultations. a. Consultation on Development Contributions Supplementary Planning Document. Consultation runs from Monday 13 th July to Friday 4 th September b. Consultation on NSC Neighbourhood Planning for Congresbury Creating a neighbourhood area. Comments to be submitted no later than Monday 17 th August c. Consultation on NSC Sites and Policies plan part 1: Development Management Policies Submission of Plan. Comments to be submitted no later than the 2 nd September. 40. Consultation Sedgemoor DC. Land identified as a preferred location for employment land in the adopted Sedgemoor Core Strategy, adjacent to the existing Isleport Business Park. Comments to be submitted no later than 28 th August 12 noon. 41. Matters for information The Strawberry Line will be closed between 2 nd September & 15 th September between Weston Rd & Drove Way (Nye Road) & between Wednesday 16 th September & 31 st March 2016 the same stretch will be subject to shared use for all users including construction traffic.
