Nc April 4,2018 OTAMA BEACH RATEPAYERS 325 BLACK JACK RD RD2 WI-UTIANGA Thames Coromandel District Council Mercury Bay Community Board Concessions for 2018 applications Otama Beach Ratepayers would like to be heard in regards to the submissions for applications for concessions for Mercury Bay and surrounding areas. Now that the submissions are in we would like to remind the Council and our Mercury Bay Community Board that in the past we have submitted our Community Plan that states we DO NOT want any concessions granted for our area. There is one concession that has been granted that has used our beach for many years and we feel that it has impacted our beach in a negative way and would like the Community Board to not grant one for the next 2 years to give the Black Jack Point a rest from introducing hundreds of people to our beach. We would be willing to discuss this further in regards to the way it has impacted our beach. Otama Beach is considered a DOC beach when someone wants a permit to get married or have a group party they need to get DOC s permission not TCDC. 5 The Cooks Beach/Ferry Landing Reserve Management Group Meeting 2 April 2018 Purpose: To discuss the Review of the Reserve Management Plans in this area. General: 1. Longreach subdivision reserves need to be included in the plans 2. Longreach wetland area investigation to be done on linking this entire wetland area from fresh water wetland through to salt marsh at Cook Stream estuary 3. Resolution Rise status of the reserves in this subdivision need confirmation. is this a road reserve or another designation? 4. Ferry Landing Cemetery the cemetery does not show a designation (on legend map) annual plan and costing is required for plant and animal control 5. Hawk Hill, Cooks Beach lake margins are not identified on maps problems of encroachment of sections towards the lakes 6. Post Office reserve Cooks Beach Village The group will oppose the TCDC plans to sell this land on the basis of : a) this is the only public green space in the village b) the reserve provided logical access from the village through to the Central Reserve and the beach c) this reserve provides the only connection from the stream / Scott Ave through to the shops and beach. d) a defined pathway from the Scott Ave walkway to be established including a pedestrian crossing to the shops 7. General Access ways between streets it was noted that these access ways are poorly maintained and are often overgrown or used as vehicle access. Policies to ensure these access ways remain accessible at all times to be enforced 1 Page 3

6 annual inspections are required including the checking of boundary marking posts or markers. 8. Access through the dunes access for both vehicles and pedestrians need identification beach access marker posts at designated walkways to be installed on all beach front reserves Objectives & Policies - comments S 3.3 Ecosystems, policies Replace with: "Survey all reserves to identify then rank them for priority of protection regarding unmodified natural habitats and ecosystems." S 3.7 Plant and animal pests, objective Replace with "Council becomes a signatory to "Predator Free NZ" and supports the long-term removal of predators at sites where high natural values exist. This should include, but not be limited to, populations of threatened native flora and fauna; areas where success is more likely due to geography and/ or community support and involvement exists. All Council buildings should have rodent control programs implemented". S 4.5 Walkways. Add policy "When assessing a walkway route environmental values should be considered and sites of high unmodified habitat and ecosystem significance avoided where the construction, presence and use of the walkway will be detrimental to those values". S 4C - Restricted Activities. S 4.7 Aircraft landings and takeoffs. Add policies (d). "This includes the use of drones in environmentally sensitive sites. S Fencing. Add to policy "New subdivisions required to install suitable fences or markers to clearly mark property boundaries". Individual Reserve discussion General 2 Page 4

7 The policy document provides for an annual maintenance programme for all reserves. Such programes should be developed, implemented and maintained to support the policy document. 1. Cook s Beach Central Reserve There is an existing dune care programme. Note to approach council to clarify the state of $$ support in the management plan for dune care groups, and how this could further benefit local dune restoration 2. Cook s Stream Esplanade Reserve Compeletion of Purangi Road footpath needed. There is total support for the footbridge at Flaxmill Bay. This footbridge to include access to the bridge as part of the completion of the Purangi Road footpath. Regular maintenance of the Purangi path needed. Policy document suggestion: Implement maintenance program in accordance with policy monitoring requirements. A robust budget is required to undertake plant and animal pest control programmes Want to see $$ for undertaking control programs along the stream edge for plant and animal pest control. 3. Endeavour Reserve Enforcement needed against encroachment occurring across the sand dunes in the form of boat tracks, weed material disposal and section creep Iti lane informal boat ramp needs closing in terms of Purangi Pontoon Resource Consent. Beach access marker posts needed for pedestrians at both beach and road ends. Planting could occur either side of dune path. 4. Marine Parade Reserve Policy Note: no vehicle access suggested in policy, does this include the informal boat ramp towards the western end of Cook s beach and should this boat access be closed? Note that playground was not upgraded as mentioned in the current reserves plan 5. Purangi Reserve Support removal of pine trees behind the toilets as required with a replanting programme. 6. Shakespeare Cliff Reserve Proposed new tracks on legend map need to be deleted as not being needed or cost effective. 3 Page 5

8 Existing natural bush areas need protection. Existing tracks and signage to be up-graded and maintained. All tracks to have a regular maintenance programme. Policy suggestion: Survey, develop, cost and fully implement environmental management plan for Shakespeare cliff reserve which includes a plant and animal pest control programme. Pine tree removal programme not mentioned in funding list. This needs following up as there is still much to do. Concessions for weddings on the Shakespeare reserve (and all reserves) need looking at in terms of allowable activities. In 10 years time this could become an issue with conflicting uses. For example public recreation (sports/picnics etc.). Should rules be put in place for weddings restricting numbers, structures, vehicles (buses etc.), and alcohol? Also should the price of one off concessions be increased to reflect the benefit which is often organised by a commercial operator. Policy note suggestion: A one off concession should not guarantee the holder exclusive rights over a public reserve or part thereof. Existing recreational (public) users should be respected. 7. Flaxmill Bay Historic Reserve Ongoing issues with erosion, lack of parking, parking/launching/driving on the beach. The freedom campervan parking is in an inappropriate place, blocking pedestrian access and competing with the local campground. 8. Front Beach Whakapenui Point Reserve No safe access to lighthouse (mentioned) with encroachment issues from neighbouring property. Development costing required for upgrade and maintenance of existing track to Whakapenui Point including a plan for pest plant and animal control.. More seating required at the main access point to front beach (existing seating very popular). Support boundary marker posts along neighbouring beachfront housed to stop encroachment. 10 Dear Elected Representatives, We were interested in making a submission concerning the commercial use of the Matarangi Cove Reserve. We understood that this closed on 16 April but that is not the case. However we would like to register our thoughts on this matter. The Matarangi Cove area is a great area for families to picnic, enjoy the beach, fish, walk and swim. The recent commercialisation of that area has caused the residents and beach users much concern. Since this operation has relocated it has been evident to us that families and beach users have come back to this area, and are now using the beach and shaded reserve again. The car park is an excellent area for disabled and elderly residents to access a view of the beach, while remaining in their cars or walking to the nearby picnic tables. Any commercial operation monopolises the car park and reserve area, where new picnic tables have recently been installed. We have been property owners in the Coromandel since the 70 s, having previously owned at Whangapoua. The Coromandel has a special beauty with its natural environment one of the few left. We would like to be advised of the Council s thoughts on this area. Should you wish to discuss this any further with us, we would be happy to meet with you. 11 Attn - LTP submissions team / Reserves Management Plan submissions team SUBMISSION ON TCDC's Long Term Plan Erection of a public toilet at the western end of Otama Beach I would like to strongly advocate for the installation of a public toilet at the western end of Otama Beach. Otama beach is coming under increasing pressure from rising numbers of visitors to the beach. The western end of the beach is a popular part of the beach due to the available carparking and the natural beauty of this portion of the beach. There is an existing toilet at the eastern end of the beach but people either do not know that it exists and/or are too lazy to drive the 1km to the toilet. The result is that the lower reach of the Waimata Stream which runs into Otama Beach is used as a open toilet. Toilet paper and fecal matter are commonplace in this area over the summer period. This contaminated material is subsequently washed onto the beach. The contamination of the land and the beach is unsightly, irresponsible and poses a health and environmental hazard. Otama Beach is has very high environmental and recreational values and it is imperative that these are preserved. Page 9

12 The installation of a eco-composting public toilet at the western end of the beach would be the solution. I am advocating for an Exeloo dry vault toilet (or similar) Utilising a Dry Vault system would mean the toilet would not need to be connected to services. Furthermore it would not require a septic tank which would need regular emptying nor would it require a dispersion field which would impact on the fragile natural environment. The toilets are a cost effective option which require minimal servicing. There is a Dry Vault toilet at Hot Water Beach which provides a good representative example (pictured below). Lyon and the Whitianga Tennis Club (now Mercury Bay Tennis Club) and their intended usage are not being followed The larger Title of Lyon Park was gifted to the Community by T.H. Lyon in 1940 "For recreation and sports and to advance the welfare of the Community and in Commemoration of his daughter Isabella" The other title was gifted to the community in 1960 by the Mercury Bay Tennis Club for the purpose of 'Sports and Pleasure grounds and recreation' and this became part of what is known as Lyon Park Centennial Park. Lyon Park was originally adminstered by a committee from Kuaotunu Riding (1) Whenuakite Riding(1) Whitianga Riding (1) and one person from each sports club Rugby Tennis and cricket (I have the original minute book of these committees from 1940 to 1966). It was in 1966 that it was agreed to hand over the adminstration of Lyon Park to the Coromandel County Council. This is the only 'Reserve Active Park' in the T.C.D.C. area that has been gifted to the community by the parties T.H. Lyon 'for recreation and Sport' and the Mercury Tennis Club for 'sports and pleasure grounds and recreation'. The park therefore needs it own set of rules as to its usage now and in the future. Attached are the alterations needed to the existing Reserve Management Plan for Lyon Park and the reasons why. Cont. Page 11

Expires July 2014 Tennis Club Background This land was Vested in the Coromandel County Council by Rev.Thomas Lyon on 2 March 1940 through a Memorandum of Transfer. The land was to be held by Council as a recreation reserve and to be called Mercury Bay Centennial and Lyon Park'. The land was given in memory of his deceased daughter Isobel, and also to acknowledge the founding centenary of New Zealand. Originally the land was swampland, with local people beginning work in 1947 to get it to sports ground standard. The field was ready for the first game of rugby in This reserve originally fronted onto the Whitianga esplanade. This changed in the early 1990$ with the development of the adjoining Whitianga Marina. TanaTennis Club transferred thçir land to Council to be incorporated into Lyon Park. Lyon Park currently accommodates the Mercury Bay Rugby and Sports Club (rugby/squash/gym) and tennis clubs, with both groups having facilities on the reserve. The Scout Den, part of the Coastguard base and another building that has been used as a gymnasium, are located on the reserve, by all the teams in Whitianga. Reserve Issues The rugby ground area receives very high use during the sports season. Drainage is poor due to over use and build-up of the foreshore area by the adjacent marina. During the winter of 2004, Lyon Park was used for 20.5 hours a week by rugby and soccer groups. This exceeds the recommended seven 'use hours' per week for a soil-based field (with a high sand content) in Whilianga. Changing facilities are not adequate for at groups using the building managed by the Mercury Bay Rugby and Sports Club. Tennis courts and the building are managed by the Mercury Bay Tennis Club. The reclaimed land adjacent to this reserve (developed as a part of the marina) is to be leased from the Crown by the Marina Society. 22 LYON PARK - A GIFT TO THE COMMUNITY Lyon Park is made up of two titles of land, both gifted to the community for sport and recreation. The major part was gifted by T. H. Lyon and the smaller title was gifted by the then Whitianga Tennis Club (Now Mercury Bay Tennis Club). The original vision of Thomas Lyon of sports clubs, playing fields and a recreational area down to the waters edge of the Whitianga harbour has not eventuated. We as a community are to blame for this and must take responsibility for not adhering to the original Deed of Gift. May the next generation recognise this special piece of land so that what is len. remains as a green area is used for what it was intended for. The Whitianga Tennis Club (now Mercury Bay Tennis Club) moved to the site they occupy today in In march 1926 they purchased the said land from T.H.Lyon. You will notice the two concrete tennis courts (top left) and the direct access to the Whitianga harbour. 31 LYON PARK - A GIFT TO THE COMMUNITY The Administration Manager and Chief Planner spoke on the present available open spaces. Lyons Park - The Board spoke on the useage of this area as a recreational and sporting facility. RESOLVED: That the Mercury Bay Community Board confirm that it will retain no less than that area of Lyons Park occupied by the Rugby Club and used as a sports field as public open space for recreational use, in perpetuity. I J Gaskell/D Bourne The Board were asked to consider the provision for clubhouses on Lyons Park. Councillor Leach advised that the present building is capable of catering for a mixture of sporting and recreational clubs and it was generally felt extra buildings on the Albert Street frontage of Lyons Park would be detrimental to the park. The land on the seaward side of the playing field is estimated to hold some 100 cars which can cater for associated marina parking in peak times, leaving this available for th! Mercury Bay Rugby and Sports Club during their aøorts season. 33 S LYON PARK - A GIFT TO THE COMMUNITY The Mercury Bay Tennis Club, showing the redevelopment in the year A full development of this area was not allowed because of the positioning of the Playcentre. These courts are open to the public and is a complying activity on the park. The Playcentre building should not have been put here. At the time the Tennis Club objected as it was going to hinder the future expansion of the Tennis Club. In 1971 the council allowed a 21 year lease for the Playcentre after which the building was to be removed. This did not happen. 12 Page 31

Over the years they have leveled and groomed the sports field to the standard it is today. Up until recently the Rugby Club mowed and maintained the field. This playing field has hosted other sports such as Soccer, Summer Touch Football, Tag Football and Softball. The Rugby and Squash Club are a complying activity. Marginal Activity. Should have been built on the marina reclamation part of the land. The driveway into the building has taken the last of the grassed area of the original Lyon Park. 14 Page 33

37 2019 Reserve Management Plan Comments for Review Process Ron Egan Ph May 2017 Background I have prepared some comments and suggestions based on the following background I was on the Hahei Ratepayers Committee in and actively involved with the review of the 2007 Reserve Management Plan I have variously been on the RPA committee since then, and was on the DOC review group for the Conservation Management Strategy. This included discussion about Hahei reserves and the interaction between DOC and TCDC in relation to these. I am involved with the Te Whanganui a Hei Reserve Management Committee. I am a trustee of the Friends of Te Whanganui a Hei Marine Reserve Trust. Because of this background I have closely observed how the last Reserve Management Plan has worked and have paid attention to what people have said in conversations about local Reserves. I trust that the following observations and feedback can contribute positively to the development of the new Reserve Management Plan. On the whole the last 2007 Reserve Management Plan has worked well with little comment about the day to day running and management of Reserves. 1) General Comments Some general comments from people include: a) More seats please along the top of the banks at the Hahei Beach and Harsant Ave Reserves please. b) A ramp to the beach at the Beach Rd toilets so less able people and push chairs can access the beach without negotiating steps. Many residents of Hahei are older and less mobile c) Another set of steps to the beach from the BBQ end of the Beach Rd carpark? Less people will then climb the banks. d) There is concern that green reserve spaces may become defined parking spaces. For example quite a lot of vehicles now park on the reserve at the Wigmore Stream Bridge. Page 35

38 Kotare Reserve has in the past been suggested as a possible overflow area for the Village entry carpark. People would like to ensure that exiting green spaces are protected from becoming carparks by default or just because the space is available e) Some are concerned that the parking at Pa Rd Kotare Reserve has now become the home of the St John Station. This impacts on parking for those people using the Reserve for sports and recreation. The Hahei Memorial Garden is also planned for Kotare Reserve. We need to ensure reserve spaces also do not be used for other purposes, also just because they are available. f) Better access from Pa Rd Kotare carpark to Kotare reserve Now that the Ambulance station is located here, perhaps a footbridge across the open drain to the Reserve for access to playing fields, toilets and the planned memorial garden g) Issues such as the revamping of the playground by the Community Centre. The new playground was not well designed for younger children. So the community had to fund raise to get this fixed. Some consultation around the issue might have suggested that it did not require an upgrade and would not have required the community to subsequently fundraise to fix what wasn t broken See consultation suggestion below. h) Dune management Now that a lot of people walk from the Beach Rd carpark to Cathedral Cove, the dune area by the Dotterill nesting area is getting well worn and degraded. We need to manage this access somehow to prevent ongoing deterioration here more appropriate signage would help. i) Possible provision of a cold shower at the Beach Rd Carpark Toilets j) Improve toilets at Community Centre carpark very inadequate for tourist numbers. k) Free carpark permits for residents I pay and display ever introduced at reserves. This is a hot issue 2) Concession Operations By far the most dialogue over the last 10 years has been regarding concessions. Some of this has been very vehement and it has been largely negative. The introduction of the Water Taxi was hugely commented on and disliked almost unanimously. There was great deal of anger (also expressed at a public meeting) The major issues for people have been a) The impact on the beach space for other users. b) No limits on growth of these operations At peak season, Cathedral Cove Kayaks and the Water Taxi compete for beach space with general public. Public may be asked if they would move to make space for launching and retrieval of kayaks and water taxi. Page 36

39 When the last Plan was completed people were disappointed that while it did limit the number of concessions appropriately, it did not place any cap on the size of the operation. I note that Cathedral Cove Kayaks now has a limit on the number of kayaks at a level that is reasonable for both the public and the operator. This is a positive move that has removed some of the concerns that people had previously. With the huge increase in visitor numbers and impact on Cathedral Cove and local infrastructure, it is appropriate that a cap be placed on all operators. It would seem reasonable for this to be a cap at current operating level. Eg Hahei Explorer 2 boats of x passengers (whatever current boats are) Cathedral Cove Kayaks as now agreed. Water Taxi 1 boat max of current size Cathedral Cove Dive as currently operates Dive Zone 1 trailer/vanload of clients a) Note re Cathedral Cove Water Taxi The granting of this concession caused a huge amount of concern and distress amongst beach users for several reasons. - visual impact - danger of operating a large motorised vessel in one of the beaches most used swimming area - whether the operator can easily see swimmers while standing at back of boat - some noise and fumes - numbers of people queuing on beach to catch the taxi - impact on carparking - people believed that the provision for a land based activity had somehow turned into a motorised water concession It if fair to say that a good percentage of people here were incensed that the license had been issued apparently without consideration of the issues or effect. The decision for the last RMP at the Beach Rd recreation area was actually for 1 land and 2 water based concessions. (see attachments letters from Area Manager confirming this 2 May & 3 May 2007) The approved operators were CC Kayaks, Dive Zone and a Potato Cart in the carpark. However, between the decisions being announced and the plan published, 2 water based and 1 land based somehow morphed into just 3 unspecified concessions. When the Potato Cart pulled out the Water Taxi operation was awarded a concession. This should not have happened and it was inappropriate that a motorised concession be allowed at this part of the beach. In the busy time the operator must maneuver though many swimmers this can be quite unsafe particularly in larger sea conditions. Long Page 37

40 distance beach swimmers (there is a regular group here) must now hope that the Taxi sees them in the water. This is probably the most used part of the beach for the general public. A motorised concession should only have logically been issued for the Wigmore Stream end of the beach where all boats operate. However, now that we have the Taxi and it has been sold to a new operator, it would also be grossly unfair for the license to be removed from the current operator. But perhaps there could be a provision in the plan for this concession to revert to being a strictly land based one, if the current operator allows the license to lapse for any reason. The plan should really stipulate that only non motorised concessions can operate from this part of the beach, as was the intention in 2007 b) Unlicensed Concessions Using Reserves There are several businesses operating freedom kayak rentals as home businesses or from commercial premises. In one case they are telling clients to collect the kayaks from their launching area at the Margaret Place Reserve and delivering them there by Quad bike and Trailer. As they don t have a concession, they also do not have lodged safety plans etc. There is a great deal of concern that these freedom rentals are serious accidents waiting to happen. Some management and enforcement is required c) Noise from Concessions There should be better provision to ensure noise impact from operations is minimised. There is now a coffee cart at Purangi Estuary reserve. This uses generators and the noise can be heard throughout the Reserve area. Requiring them to use batteries and inverters, or allow connection to TCDC power sources (both options used by other operators) could easily have mitigated this issue. d) Better Definition of Land Based and Water based concessions Land based and water based should be better defined Land based in the plan should be defined as Operations only operating in the main reserve areas the green spaces and carparks, but not on the beach Water based could be defined as operations predominantly performed on the water and using beach space for their operation As it stands a Land based operator could presumably argue that they could also operate on the beach. Eg coffee carts. This may not be desirable Page 38

41 It is just a little loose and could be clarified to minimise chance of misinterpretation in future. Or perhaps they should be called Land based (from reserves) and Beach based? e) Kotare Reserve Carpark Concessions Under the old plan 2 concessions were available to operate from here. Now that the space here ahs been reduced because f the new ambulance station, these concessions should be removed from the plan (they have never been taken up anyhow) f) Village Entry Carpark Concession Perhaps could consider a land based concession for here for a coffee cart type of operation servicing people parking here? g) Concession fees Are just an admin fee at present (less than around $1000 pa for lots of spaces) Should be increased to better reflect that concessionshave an impact and effect on other reserve users eg beach space etc. Perhaps a %ge or flat rate for each customer would be better and they would then also the contribute to infrastructure they are using (carparks, toilets etc). Or a tender syatem for concessions tough on existing operators but would the reflect market value of the concession. Summary re Concessions In summary people would like a) No water taxi (but wouldn t expect and can t reasonably remove the license) b) Non motorised concessions only at Beach Rd. Motorised only from Wigmore Stream/Tractor area c) No more operators/kayaks etc on the beach than currently have (Water Taxi & Kayaks) d) Cap on size of operation so users have certainty that they won t expand further or to an extreme size with a much bigger impact on beach space e) Control of rogue operators and signage f) No concessions creating avoidable noise (generators etc) g) Clearer definition of land based vs water based h) Fees better reflecting the commercial benefit operators getting from using public spaces 3) Gazebos, flags and signage Should be limited or defined to avoid visual pollution Only licensed concessionaires are meant to have signage on reserves. 42 There are at least two non concessionaires who have signs at the Beach Rd. If this continues, every business in the village could end up with signs there. 4) Dogs Always a contentious issue (Some) dog owners are the problem not the dogs dogs are rarely under voice control and after years of education of owners it is common to come across dog droppings on the beach and reserves that have not been collected by owners. Often owners are seen not noticing that their dog leaving a mess. Maybe the only answer for that is to require dogs to be on leads on the beach and provide an off lead exercise area somewhere as well (Kotare)? Possibly provide dispensers for doggie bags? Ensure signage always there some owners have been known ro remove signage. 5) Consultation People would like some sort of consultation on acceptable types of concession operations. During the Community Board review of concessions a couple of years ago, the public were able to speak about concession applications but weren t able to find out who had actually applied in advance. So effectively could not comment constructively! Various application have been made over the years such as for coffee carts driving on the beach, helicopter landings and permanent marquee for weddings on beach front etc. Clearly these may be inappropriate and cause concern or disruption if issued (as the water taxi did) Perhaps the public could be afforded a better chance to engage and comment on what is appropriate or otherwise An issue such as the playground could have been averted (cost etc) if relevant local groups like the Ratepayers Association, the local Reserves Group and the Playgroup had been consulted on a semiformal or informal basis. Locals can see the likely impact of change and are happy to provide constructive input to achieve the best outcomes for all. Please contact me for further input or information Page 40

Yes, We were alarmed to see the proposal to cut down the pine trees at the Purangi estuary end of Cooks beach. It is our opinion that these trees are a key factor in the unique aesthetic character that is the Purangi estuary. While potential damage to facilities is cited as the reason for such an action we would like to make the following observation. Ever since the ugly rock wall was allowed on the beach in front of houses on Captain Cook Drive to mitigate erosion, we have noticed that the long shore current sweeping along the beach is now eroding the root system of these pine trees. When viewed from above it is clear that the sea is reclaiming the natural curve of the bay, and we would argue that the rock wall is the main reason the root system of these trees is eroding. We are amazed that given the extremely tight control on environmental damages and resources in the Coromandel, that a rock wall that causes so much damage to the environment was ever permitted in the first place. We would argue that there would be no reason to cut down these tress which have stood for decades, if the rock wall did not exist. We believe that future plantings here will be a waste of time, as they have been in previous attempts in the area because of environmental damage caused by the rock wall. I would like to comment on any proposed changes to Hilton Park. There has been growing concern over the last few years of use of the park by motorbike riders- quad bikes and dirt bikes. These bikes are generally very loud and rip up the surface of the park. There has been some signage erected by the council and some from local residents. This does not seem to deter the perpetrators. The park is allocated for recreational purposes which do not include motorised vehicles that are not authorised. As a rate payer whose property backs onto Hilton Park it is great to see the area used as a recreational park with dog walking, kids playing footy and what used to be rugby league but we guess that has now gone to the sports park. The Fire Brigade also make good use of it with their competitions- all fantastic. But the bikes and unauthorised use of the park by motorised all terrain vehicles is not. As local residents we do ring the council when we see and hear the bikes. There never seems to be a response by council authorities. The park needs to be fenced and gated so no motorised vehicles-including two wheeled bikes cam enter without permission and a key. More signage erected with warnings in place would also be good along with an information board on the history of the park and Hilton Robinson who I believe donated the land. Tree planting would be great if thought out not block sunlight but the noise of a children's playground would be debated by the local residents I would think. The placing of dirt and grass embankments would not be a good idea as this would be a magnet for the motrbikes to have jumps. No more buildings as the present changing rooms /toilets already offer a place for local youths to carry our nefarious activities. Ferry Landing Wharf - the recent preservation and enhancement work undertaken on the Ferry Landing wharf are a good example of co - operation of interested and affected parties coming together with solutions. However, as with most larger projects the final 5% of work is still awaiting completion. This is the provision of a safe and suitable pathway along the stone wall leading to the pathway to Whitianga Rock and Maramaratotara Track. Part of the work has been done i.e. the installation of stop logs on most of the parking places to prevent "overhang" over the pathway. However the surface is loose and the pathway is non existant over a short section towards the small boat ramp in the "bay". The small "bay" area needs a tidy up - the ramp needs extension and area around the seat landscaped to complete the enhancement of the area. 2. Maramaratotara Reserve Track; This track was enhanced by myself and others almost ten years ago when many new steps were installed and track reformed and metalled. Since then the track has become badly "worn" through use and now needs some heavy maintenance in reinstatement of a safe surface. (The DOC section is even worse and needs urgent heavy maintenence which I understood was about to start?) I suggest that Council install a pressure counter on their section to monitor use. DOC already have one on the track leading up to Whitianga Rock. Wildling pines - these need to be purged from the reserve. 3.Shakespear Cliff Reserve: This is the "showcase" reserve for the area and District. Ther are several measures that should be considered as improvements: - The "feature" entrance gateway. This whole area needs a tidy up preferably before the Cook Celebrations. 48 (a) Drainage: The reserve feature stone entrance is in a hollow with ineffective drainage which results in water ponding under the steel feature entrance fence as well as along the edge of Purangi Road causing edge break and pavement failures. There is ample fall either way for a storm water piping solution. A few years ago the then local Council rep (Dal Minogue) arranged for damaged stone work and the steel inserts both to be painted and repaired. Since then nothing more has happened. The area is a mish mash of Stockpile area for metal, off road vehicle parking, and pedestrian access along Purangi Road and up into the reserve. The drainage problem continues to affect the stability of the road proper as it seldom dries out. This exaberates seal edge break and the inherant danger that develops through seal edge break and potholes. (b)parking and pathway. This needs to be provided and defined. Currently there is no defined pathway for pedestrians and no defined parking areas. (c) Feature gateway - This was a major project for the then Coromandel County Coucil fifty years ago when HRH Queen Elizabth spent a few hours in the reserve as part of the Bi-Centennial Celebrations. The plantings behind the feature fence need some TLC and enhancement to reflect the historical importance of the entrance way. (d) The two semi-circular parking/turning areas at road ends within the reserve; both of these should be sealed(asphalt) and painted angle car parks marked accordingly. This will provide additional spaces and curtail "hoons doughnut" behavoir. (e) The Kauri at the top alongside the road should be fenced off and an appropriate sign placed regarding Kauri Dieback. (f) The grass track from Purangi Road (near the ford) up over the style or fence is dangerous (Slippery) when wet. The style needs upgrading or replacement by a "kissing gate". 4, Front Beach. (a) The seat above the main stairway down to the beach is well used and it is probably time another is installed. There is a wide section of un- maintained reserve above the beach to the North which could be enhanced through regular maintenance and some further planting on the bank down to the beach. Bollards may need to be installed to mark the boundary between private and public property. (b) A new access from Purangi Road to the beach is needed towards the Eastern end opposite the Maramaratotara Track entrance via a small gully which should be cleared of plant pests and would be a suitable access point which would replace the "unofficial" one formed and used by locals. 5, PLant and animal Pests. - These are both many and varied and include all reserves. There currently exists a groundswell of interest from those who have a conservation interest in the area- both resident and visitor. 51 1 Hahei Beach Recreation Reserve 1.1 RESERVE CLASSIFICATION Recreation / Local Purpose Reserve Utility 1.2 Background This reserve includes main car park for visitors to Hahei Beach 1.3 Reserve Issues No accessible access on to beach The car park has become unmanageable with the increase in visitor numbers, exacerbated with long term parking for visitors using the concession activities at this end of the beach. There are traffic management plans being developed for the Carpark off the end of Hahei Beach Road with a pick up/ drop off designation and pay and display. There is a recommendation that the Beach Reserve off Harsant Avenue be designated free parking for residents. The toilet block is old, outdated and inadequate to cope with the numbers of visitors. The public barbecue needs a roof. The reserve needs more seating The reserve needs a dog litter bag dispenser, bike stand and water drinking fountains 1.4 Proposed Development Traffic Management pay and display in the car park off the end of Hahei Beach Road. Free car parking for residents only in the car park off Harsant Avenue. No more concessions off the beach and limit of number of boats allowed per concession. A major upgrade of the toilets/ changing room facilities. A roof for the barbecue to provide shade and shelter More seating for picnickers and people wanting to sit and enjoy the view Page 49

55 3 Kotare Reserve 3.1 RESERVE CLASSIFICATION Recreation/Esplanade 3.2 Background This land was a golf course before being subdivided into residential lots in the 1980s The Reserve land was set aside to allow for an area for recreation and sport. The sports field and associated toilet / changing facility was established after recommendations from the last Reserve Management Plan. 3.3 Reserve Issues A drainage issue at the entrance off Hahei Beach Road. A range of utility services and a St Johns station are in the main Carpark and there is an open drain separating the Carpark from the sports field, toilets and proposed memorial garden. Work is underway to develop a memorial garden in the NE corner of the Reserve. Kotare Reserve has become a walkway for visitors exiting the village entry Carpark off Pa Road Adjoining properties discharge stormwater on to the reserve No room for bus parking or concession in the car park Page 53

57 4 Margaret Place Reserve 4.1 RESERVE CLASSIFICATION Recreation/Esplanade 4.2 Background This Reserve provides a scenic view of the Hahei Beach area. There are unmarked burial sites along the foreshore area 4.3 Reserve Issues Access to the reserve is up a steep hill from Margaret Place or via Esplanade Reserves of Wigmore Stream. Access from the beach is not possible due to steep cliffs. The Hahei Reserves group have tried to plant the cliff edge to protect from erosion and as a safety barrier to keep people from the cliff edge as there was a fall several years ago. This has met with some resistance from adjoining property owner. 4.4 Proposed Development Develop walkway from Margaret Place Maintain weed control on cliff edge and continued planting of low growing species to protect cliff edge and pohutukawas. Install boundary markers to define private property. 4.5 Suggestions Develop a walkway along esplanade reserve did this happen? what was the actual plan here? Maintain stream banks with low growing native plants in partnership with Environment Waikato where was this to happen? previous RMP mentioned this was to happen and you mentioned was met with Page 55

58 5 Tutaritari Reserve 5.1 RESERVE CLASSIFICATION Recreation 5.2 Background This reserve area covers the bottom of a small valley that includes a stream and large pohutukawas. 5.3 Reserve Issues Parts of the Reserve can be wet due to overland drainage from surrounding properties. Stream edge needs planting due to erosion from heavy rain Maintain beach access and provide a foot bridge and walkway on the northern boundary of the Reserve to take walkers along and under the pohutukawas to get on to the Cathedral Cove walkway at the Western end of Hahei Beach. This will take walkers off the beach and away from the Dotterel nesting. The walkway from the Reserve up to Tutaritari Road and further on to Grange Road and Cathedral Cove needs good signage and often becomes wet and overgrown. 5.4 Proposed Development Fix drainage and provide all weather walkway Plant to protect stream edge. Provide a foot bridge across the stream and a walking track on the northern boundary for walkers walking from the end of Beach Road to the Cathedral Cove track off the western end of Hahei Beach. 60 7 Wigmore Stream Northern Reserve 7.1 RESERVE CLASSIFICATION Recreation/Esplanade 7.2 Background These reserves provide access to the beach along the north side of Wigmore Stream from Wigmore Crescent bridge. 7.3 Reserve Issues The sea has eroded the coastal edge of these esplanade reserves. Vehicles, boat trailers, concession holders access the beach alongside Wigmore Stream. Parking on the foreshore area can be an issue during peak visitor periods. The stream can flood in periods of high rain. Encroachment onto Reserve from adjoining properties and poisoning of pohutukawas on the reserve. Water quality of Wigmore Stream 7.4 Proposed Development Stop encroachment and protect pohutukawas. Limit number of boats for concession holders. Enforce access of vehicles on the beach, e.g. Only for launching and retrieving boats. The Hahei Reserves group have established a safe walkway onto the beach adjacent to the vehicle access. 62 8 Wigmore Stream Southern Reserve 8.1 RESERVE CLASSIFICATION Recreation/Esplanade 8.2 Background The Esplanade Reserve begins at Pa Road and follows Wigmore Stream to the beach forming the Esplanade strip for the Margaret Place Reserve. More recently an Esplanade Reserve was created from the bridge on Pa road along the edge of the subdivision at the start of Orchard Road. The Hahei Reserves group have planted the Western side of this reserve adjacent to the sewage plant. This could eventually become a walkway to access the beach from the 100acres subdivision. 8.3 Reserve Issues Restricted parking for local residents for accessing the beach from Wigmore Crescent Walkway access off Pa Rd, muddy and signage inadequate Open drain on the Sunny Dunny reserve needs to pipe and filled Encroachment from adjoining property owners. Toilets on the Sunny Dunny Reserve are outdated and inadequate to cope with increasing visitor numbers. Stormwater and drainage issues. Signage to direct walkers. 65 Waikawau Boat Ramp Society Incorporated Tapu Reserve Management Plan Thames Ward TCDC Greetings, The Waikawau Boat Ramp Society is keen to establish an additional Boat Ramp at Waipatukahu - The Tapu Point Reserve, as an overflow site for when our current ramp is stretched to capacity. Waikawau is our home but for Health and Safety, our members would like us to seek an additional site and so we would like to register our interest in submitting our case to the future Tapu Reserve Management Plan. The Waikawau Boat Ramp Society has been operating for close to eighteen years now and has seen our membership grow to over 900. In addition to our members, we have more than 6,500 boats launching on a casual basis throughout the year, so this is huge for our local community. Our team of volunteers supervise the launching and retrieval of boats every weekend and especially at our holiday times to ensure the smooth running of sometimes up to 300 vessels but on these bigger occasions our ramp becomes a hazard with returning boats stretched out beyond the buoys, exposing families to the rough seas and this is heightened when the weather suddenly changes and they all want to return to shore at the same time. Having an additional ramp site that can be used by bigger boats and can take the pressure off our facility at these peak times would be a huge benefit and reduce our Health and Safety Risk Levels. Over the years our growth in membership and day trippers has proved an economic boost to the area as the fish stocks increase around the mussel farms and their food source now covers every season. This phenomenon has become a huge attraction for not just the local fishermen but also those coming from around the greater Waikato, Bay of Plenty and even stretching out to the Taranaki and Auckland. Thames has become the snapper and kahawai mecca of the North Island. Our members have helped us maintain Waikawau through the expensive dredging that we have to do several times a year and will continue to do, but it is also time to seek an additional site and this we see as best being situated at Waipatukahu Tapu Point Reserve. The Waikawau Boat Ramp Society is aware that the TCDC has limited funds to support this concept and so we are offering to pursue this venture at no cost to you the Thames Ward and Council. We propose to investigate and draw up plans for your approval that will allow ample parking and essential facilities for community picnicking and BBQs on the reserve and even toilets. We would respect the history and cemetery area, work with Iwi and locals as well as build and maintain a ramp that will cater for our overflow needs. We see this as a win/win situation for all involved. We look forward to hearing from you as to when we can talk to you face to face and submit a fuller proposal at the next meeting of the Thames Community Ward meeting for the future Tapu Management Plan.
