1 Current Draft Minutes Rosyth Community Council (RCC) Draft Minutes of Community Council Meeting on Tuesday 1 st March 2016 at 7.00pm in Park gate Rosyth. Welcome The Chairman opened the meeting and welcomed those in attendance; he then gave a brief update on what has been a busy and hectic past month. He has been speaking to Fife Housing Group; they are looking to work closer with the RCC with community projects. Also attended the centenary group meeting at the Parish church, the commerative booklet, which provides a diary of events of the centenary year is all ready to be delivered to every house in Rosyth. 2. Apologies Tam Livingstone 3. Public Forum No points raised. 4. Minutes of last meeting 3 rd November 2015 Matters arising Ian Jones went to visit Mr. Miller at Granville Way, meeting in hand. Alfie Stewart Trust, planning application withdrawn. CCTV additional lighting M Shirkie still waiting on final costs Dropped Kerbs Pat Callaghan is meant to be dealing with. Treasurers Report A copy of the treasurer s report was circulated to all members present, detailing income as at 1 st March of Also listed was projected income and expenditure, however there are no projected costs for the Gala, these will be forwarded on by S Murphy. Grant Application Rosyth Garden City application Muir Dean W King is on the case Climate Challenge Fund S Lynas has submitted an application for 103k for Rosyth Community Food Project. This would be for rental of premises, project worker to manage (full time) and gardener (full time). This would be along the same lines as CLEAR in Buckhaven and Green in Kirkcaldy. 6. Dog Fouling D Hughes circulated a news story from the BBC website of a new initiative in Daventry, England to combat dog fouling. Dog owners there will be given on the spot fines of 100 if they are out walking their dog and are not carrying dog bags. Could we maybe implement something like that? Cllr M Shirkie Fines have now been doubled in Fife, however more dog wardens are needed to impose these fines as only 4 fines were issued last year! Beveridge Park in Kirkcaldy, have a separate dog walking area and Townhill have poo bag bins as soon as you enter the park. It is 250 for these bins. Really need to encourage people, if they see it happening, to report it to the dog warden. Cllr S Wilson No easy solution to this but working on a campaign with Tesco & Doug Chapman MP, which will be launched soon. To get some civic pride back in the town, good owners will be rewarded. Glow in the dark posters to be put up, using social media to create awareness. It was decided to see how it goes with this new campaign and if need be discuss later. 7. Police Report Between 2 nd to the 27 th February 2016, 218 calls received. Of those calls 38 crimes were recorded, 13 were detected, 19 ongoing, 3 road policing and 3 warnings. S Leckie asked about the used nitrous oxide canisters that were found at Park Road School. It was dealt with at the time, the janitors hours have been adjusted and police patrolling more frequently. PC Iain Moffat has moved elsewhere now so there will be a new community officer PC Angela Dryburgh. 8 Lamppost Signage S Leckie raised the idea of having advertising banners on the lamppost from Tesco s running right down Queensferry Road, advertising EATS, Market, Orchard and other relevant items. Fittings would be put

3 onto the lamppost and then these could be changed every so often. Everyone was in agreement that this would be a good idea in principle but would need to be looked into further and proposals put together. S Leckie to deal with. 9. Projects Update EATS/Orchard/Community Garden 2 small poly tunnels have been ordered for the community garden. Cllr Wilson requested that she be kept up to date with what is happening with the EATS project as still wishes to be involved with the project and that the EATS facebook page needs to be up to date to let people know. This then descended into a heated discussion and it was decided to hold a separate meeting to get this sorted. Children s Gala committee Everything progressing well, finalising flyers. By the end of March everything will be signed off and sorted. Have received 7500 for Gala from the Lottery funding. Parade license is through. Rosyther Newsletter S Donaghy, S Leckie and F Meade said they would be interested doing this, diary as a separate meeting to discuss 10. Correspondence s have all been circulated to members. A letter from Dunfermline Gala was received asking for contribution, this has been paid for years now. If the Rosyth gala is successful this will be stopped. Confirmation from the Post Office that it will be closing at 1pm in Aberlour Street and opening in RS McColls 11. Councillors Report Cllr Mike Shirkie COUNCILLOR S REPORT TO ROSYTH COMMUNITY COUNCIL FOR 1 st MARCH 2016 ROSYTH GALA DAY I am pleased to report that the funding bid for 12,500 towards the Rosyth Gala Day, approved at Ward level will go before the South West Area Committee on 16 th March for ratification. This was a well-structured bid from the Community Council and I am confident SWAC councillors will approve on the day. TOWN CENTRE UPGRADE Following discussions at our Ward meeting, it was agreed that we should now bid for funding for Phase 2 of our Town Centre upgrade, which is the general area of the Goth/Shops at that end of Queensferry Road. A Project Design Brief is now being drawn up that will encompass the following core elements: junction Improvements, car parking improvements, streetscape improvements, planting/landscape

4 improvements, street furniture improvements and street lighting improvements. Once this brief has been completed, there will be a public presentation and the opportunity for residents to comment/add their ideas before the final plan is drawn up for costing/progressive implementation. ACROBAY GYMNASTICS CLUB (AGC) I have had a number of enquiries concerning the above. I can confirm that following their withdrawal from Dalgety Bay, the club are looking for alternative premises. AGC have since grown considerably and have an active membership of217 are regularly winning national championship events in both Scotland and the UK. AGC offers grass roots introduction to physical activity from a young age right through to opportunities for participation and performance. ACG, who will operate as a SCIO(Scottish Charitable Incorporated Organisation) trading under the name of The Acrobay Gymnastics Trust, are close to securing a long lease for two adjoining units located in Primrose Lane. Phase one will see the refurbishment of the first unit (the former private Gym) and the installation of specialist gymnastic equipment. Phase two will focus on the upgrading of the adjacent unit to provide for a wider range of gymnastic activities. Permission for a change of use for these buildings has just been approved. ACG have produced a comprehensive 3 year business Plan covering costs and income generating potential. It also provides data about local membership potential and indeed the scope to increase gymnastic opportunities for the whole of the South West Area. Funding support has been applied for from Scottish Gymnastics and Fife Council and other match funding opportunities are being explored. I see this as an excellent opportunity for Rosyth in terms of making use of currently unoccupied business units, promoting a healthy lifestyle for young and old alike and giving our town a much needed boost. ROSYTH WATERFRONT DEVELOPMENT I have asked that that the revised Rosyth Waterfront Development Framework Document is on the Agenda of the South West Area Committee on 16 th March for further scrutiny/monitoring. This follows a less than satisfactory verbal presentation at the February meeting. The revised document will hopefully include positive reference to mixed use development as directed by the Executive Committee. It is my understanding the Scarborough Muir Group plan to have a series of public consultation meetings on the Rosyth Waterfront Development end April CAMDEAN (HILTON) HOUSING DEVELOPMENT Work has re-started on site to complete the remaining 36 affordable homes from the first phase and this will be followed by the construction of 90 houses for sale on the open market. Further phase to follow. There has also been interest in taking up options for the shops built in the first phase.

5 Councillors Report Sharon Wilson March 2015 Fleet Grounds plans progress subject to further scrutiny and feasibility by the council and councillors. At present these are the options on the table for Phase 1. Option 1- Replacement of existing surface with a 3G long pile surface suitable for football training (91.5m long and 54.9m wide with 3m wide) Option 2 Extending and enhancement of the pitch with a 3G long pile surface suitable for football matches. (pitch area to 106m x 66m (playing area 100m x 60m) Option 3 Extending and enhancement of the pitch surface with a 3G long pile surface suitable for football matches. (pitch area to 106m x 68m (playing area 100m x 60m). Post Office Will move to RS McColl s 31 March. I have had no official concerns in writing to me regarding this move from residents in Rosyth. I myself do have some concerns and have written countless times to the Post Office but have failed to make contact with anyone to discuss on a personal level. I can only conclude that their so called consultation is a tick box exercise rather than a rigorous examination of the pros and cons of such a move. Social Work Buildings Ward Councillors have requested that officers at Fife Council be more proactive in marketing this building in order to generate interest. FVA cannot consider occupying the building for at least 2 years and the commercial interest did not progress, they are concerned the building lies empty and is vulnerable to vandalism. Members had similar concerns about post office moving leaving another empty building, also CJ s, Sizzlers and the DIY shop still lying empty. Lynn Hoey has contacted estates to advise DM Hall to push the sale. Acrobay Gymnastics may move into the former Step It Up fitness building in Rosyth predicating three conditions being met. 1) Change of use of the adjoining unit (next to former gym) is approved. (An application for change of use is currently being considered by Economy, Planning & Employability Services, with a final decision expected by no later than the end of March 2016). 2) Securing a long term lease for the former gym commencing from 1st April 3) Meeting the conditions of the award for the 100k grant from FC for the purchase of equipment. This will go to SW Area Committee on March 16 th. The Goth Area Ward 5 Councillors had another meeting regarding this and Sharon Wilson addressed the need for a roundabout. Recommendations for improvements include removing the bothy and toilets, recycle bins moved, car parking should remain but may be reconfigured, consider a loading bay outside the Post Office, sympathetic use of planting and resurfacing whole area. Officers at Fife Council to produce three

6 costed options and distribute to members and local residents for consultation. Early summer 2016 deadline. 12,500 agreed for Rosyth Centenary Gala. Backmarch Road On 10/02/2016 a 75 year old male received 11 charges in relation to keeping vehicles at Backmarch Road and Admiralty Road with no valid Vehicle Excise Licence. Cllr Sharon Wilson is working on three ward projects that will happen in Spring Healthy Eating Food Truck giving healthy takeaway food to kids in Rosyth made out of local or waste produce alongside educational material on healthy eating. Kids Clothing Bank Dog Fouling Campaign. G Clarke asked if there are any plans for council housing to be built in Rosyth? Nothing on the agenda at the moment. He also asked if the Credit Union are they allowed to promote their services in schools as seemingly the Royal Bank of Scotland are.
