1 Current Draft Minutes Rosyth Community Council (RCC) Draft Minutes of Community Council Meeting on Tuesday 5 th April 2016 at 7.00pm in Parkgate Rosyth. Members present: Stephen Lynas - Chair, Davie Barbour - Secretary, Sven Lister Treasurer, Fiona Meade - Minutes Secretary, Danny Hughes, Tam Livingstone, Mike Cascarino, Elliot McIntyre, James Gordon, Colin McNeil Absent Members: Fife Councillors: Local Residents: Police: Walter Burt, Pauline Mack, Kenny Kerr, Martin Sleep, Stephen Murphy Cllr Mike Shirkie, Tim Bishop, Maurice Parkyn Apologies 1. Welcome After a delayed start, to allow for any absent members to arrive, the meeting got underway. The chair welcomed everyone and thanked them for their attendance. As the last meeting had gotten a bit heated, he reminded everyone to remain civil and to speak through the chair at all times. 2. Apologies George Clarke, Steven Leckie, Marilyn King, William King, Billy Potter, Cllr Sharon Wilson 3. Public Forum Local resident Tim Bishop wanted to offer his thanks for the new speed limit signs which have now been placed on Park Road. Maurice Parkyn is part of the local TA (Territorial Army) and wanted to offer their services to help out at the gala. He was invited to come along to the next gala meeting to discuss further but the help would be greatly appreciated. 4. Police Report Community Police officers are on leave at the moment and unable to attend the meeting. 5. 2 Co-op Bank M Shirkie confirmed with Caroline Lindsay that there would be no objection there re Credit Union being promoted to schools. Minutes passed Proposed D Hughes Seconded M Cascarino 6. Treasurers Report A detailed copy of the treasurer s report, listing all transactions was circulated to all members present. Balance as 4 th April Projected income including Climate Challenge Fund ( ) and Tesco community award ( 10000) is ! Projected expenditure of 1832 for the poly tunnel, for community garden. As there is quite a lot going on separate spreadsheets will be made up for the various accounts, Rosyth Gala, EATS project etc. Grant Application None Request from Inverkeithing High School for 50 for the annual awards ceremony Unanimously agreed. Proposed T Livingstone Seconded J Gordon 7. Climate Challenge Fund After a very successful application the RCC has been granted from the Scottish Government Climate Challenge Fund. A massive well done and round of applause to our chair S Lynas, as a lot of hard work went in to the proposal. This is a one year programme and the objectives are to consolidate all the work done so far with the EATS project and to grow it further and also involve 300 people in Rosyth growing and home composting in their own gardens. Effectively the RCC will become employers as there are posts available for a Project Worker and Project Gardener, this money will also be used for a multi-purpose community hub. Greener Kirkcaldy and CLEAR Buckhaven have had a lot of success doing similar. Premises the post office in Aberlour Street is now vacant and discussions have been held re rental was asking for 400pcm and 3 year lease but have managed to agree 300pcm and 1 year lease. S Lynas has spoken to Fife Voluntary Action Group for advice as we would need to change to Company Ltd by guarantee. Keen to get moving with this so needing approval from RCC to go ahead, this was approved unanimously Proposed D Hughes Seconded M Cascarino Also to commence advertising and appointing of staff straight away Proposed D Barbour Seconded T Livingstone 8. Projects Update EATS/Orchard/Community Garden Orchard planting day was on the 6 th of March a great amount of community support was offered throughout the day and 86 trees were planted. Community Garden; Bill and Mike have made sleepers into raised beds, now waiting on top soil to fill them, this is being donated by Hilton Developments. A sub meeting will be arranged regarding produce for the planters. Opened an account at Grow Forth in

3 Hillend, they will give pointers on what to plant. Going to be a busy May, updates will be put on the facebook page. Market Footfall was less this month, which was to be expected as it was Easter Sunday. Needs more signage and advertising, this is in hand. Rules are to be drawn up about stalls and a post will be put on RCC FB page asking for feedback about market. Rent for institute is too high, S Lister is going to renegotiate. Children s Gala committee Ticking over nicely. Application to Police Scotland for a temporary traffic restriction for parade. Sub meeting is next Tuesday. Funding is all in place. This is a free event, the tickets that are required are only for catering numbers. Want it to be all inclusive so no family is left out. Need volunteers on the day though. Museum Struggled to get anywhere with this project with everything that is going on. Spoke with Hilton Developments and said that if there is someone interested in taking over the premises to go ahead with it as we will not be getting there anytime soon. S Lynas is going to suggest to the Garden City association to maybe move their exhibition up there after it finishes its run in the Parish Church. Lampost Signs S Leckie asked for this to be put on the agenda, this had been previously costed but just needs someone to design them. Carol Buchanan is getting one of the stall holders to design a new market poster maybe this could be done as well? S Lynas raised about the sign posts as a whole in Rosyth; the Welcome to Rosyth is all battered and stickered. Could we not for the centenary year, use the booklet design? Going to Ian Jones. Mural Spoke about this before, has been permission in principle to put something on the side of the chemist wall at Queens Building in Queensferry Road, would this be something to consider for the centenary year? This is done on 8x4 boards and screwed onto the wall not actual painted on wall. S Lynas will find out more info and report back 9. Sub Groups S Leckie has set up sub group facebook pages, S Donaghy is going to head up the Street Team looking to get a team of 4-5 people and sort out problems around Rosyth, starting with the cellar door at the palace. The idea of the sub group is to report back at each monthly meeting. 10. Councillors Report Councillors Report for Tuesday 5 th April Cllr Mike Shirkie EATS AWARD Rosyth Community Council deserves tremendous praise for landing funding to the tune of 100,000 for their EATS project from the Climate Challenge Fund. Despite facing stiff competition, such was the quality of their bid, it was successful. It was particularly apt as Rosyth are celebrating their Centenary as a Garden City. I look forward to see the various proposed initiatives being developed to make a difference to our local community. I would urge any local resident interested in helping with this excellent project to contact Stephen Lynas, Chair of Rosyth Community Council.

4 ROSYTH CENTENARY GROUP A number of organizations in Rosyth came together over a year ago to plan and co-ordinate a series of events to celebrate Rosyth s centenary year. As a member of the Group I am only too well aware of the hard work and dedication by various groups/people that has gone into this. A Centenary Booklet, listing all the planned events has been published and distributed to Rosyth residents and local businesses. It also contains interesting articles on past history, current organizations in the town and looks forward to the future. I would ask our folk to support the various events throughout the year to show our solidarity and pride in our town. A special mention goes to Deaconess Morag Crawford for her patience and good humour in chairing the Rosyth Centenary Group. BATTLE OF JUTLAND It will be 100 years this year on 31stMay/1 st June since the historic Naval Battle of Jutland took place between the British Grand Fleet and the German Surface Fleet off the coast of Denmark s Jutland Peninsula. A special exhibition on Rosyth s role in the battle and the aftermath will form part of the Rosyth Garden City Association s Annual Exhibition in Rosyth Parish Church from Monday 23 rd to Saturday 28 th May (time every day 10am to 4pm and Wednesday 6pm-8pm). On Saturday 28 th May there is to be a special service of commemoration to mark this significant event that is Jutland, which visiting dignitaries will be invited to attend. The full exhibition will consist of displays from the Garden City Association on one side of the Church and the Naval Dockyard on the other side with the 4 school exhibitions between the two. MARINE HARVEST I visited Marine Harvest and had a discussion with Garry Paterson Head of Operations. Their new product range is selling well. The Company are now employing some 600 people making it one of the largest employers in the area. Gary advised that some 65% to 70% of the workforce were recruited locally. Clearly the company has a significant role in the local economy. PARKGATE CENTRE Following the last Ward 5 Meeting, Fife Council Officers have been remitted to re-cost the delayed upgrade of the Reception Area with a view to obtaining financial approval to proceed this financial year. At the same meeting it was agreed that the best option for the Café in the Parkgate Centre was to advertise it as a franchise. Officers to come up with a lease cost and overhead costs to enable any interested party to submit a business plan. ROSYTH EX SOCIAL WORKS OFFICES I have been contacted by a number of residents with regard to the above building. Apparently a number of people were seen at different times entering/leaving the building. The assumption being that it would be people interested in either renting or purchasing the building. I have contacted Fife Estates who have confirmed that they have had no firm offers to rent/buy. I reminded them that they have

5 committed to notify local Councillors and the Community Council should they receive any concrete offers before proceeding. ROSYTH WATERFRONT DEVELOPMENT The revised Framework Document for the Rosyth Waterfront Development will come before the South West Area Committee on 20 th April. I will report back findings to the Community Council. Councillors Report Sharon Wilson April 2016 Fleet Grounds It is looking like Option 1 is going to be the most feasible option for the Fleet Grounds. Option 1- Replacement of existing surface with a 3G long pile surface suitable for football training (91.5m long and 54.9m wide with 3m wide) Option 2 Extending and enhancement of the pitch with a 3G long pile surface suitable for football matches. (pitch area to 106m x 66m (playing area 100m x 60m) Option 3 Extending and enhancement of the pitch surface with a 3G long pile surface suitable for football matches. (pitch area to 106m x 68m (playing area 100m x 60m). SUDS pond at field near Bevan Place for flood management. There have been some concerns regarding safety as the SUDS is near St Johns and I have been liaising with Fife Council regarding residents concerns. As a result FC has instructed ROSPA to proceed with the pre-construction audit of the proposals, a risk assessment has been done (available on request - low risk outcome), barrier planting and fencing are being included in the scheme along with signage. A consultation is planned with St Johns. FC officers are making the final arrangements with the contractor regarding the works starting and have also arranged for the parks department to start removing some of the trees and hedges next week. These are advance works that are separate from the main contract. They still need the ground to dry up a bit before they can do the earthworks. Parkgate Community Centre Although footfall has been steadily increasing the cafe is still underused. Options are for the cafe to be run by a social enterprise of to be franchised out with the latter appearing as the more feasible option at present. Cllr Shirkie and myself requested more financial information at the last ward meeting as to the costs of franchising in order that the opportunity could be marketed and 'feelers' put out. Plans on hold to upgrade reception area. Backmarch Road

6 Despite the previous actions of the Police and Trading Standards, cars are again being sold from Backmarch Road. Recreation Park/Affordable Housing Lesley Brown advised that the Affordable Housing Programme Board was certain Rosyth will be amongst the priority areas. Rosyth Juniors still require to be re-homed before the Recreation Park would be available for development. There is movement in that discussions are taking place between Fife Council, MacTaggart Mickel and SWFCSP with a view to bringing a date forward. More details to follow. Post Office Has now moved to RS McColl s. Following on from my report last month I went into visit. There seem to have been a few teething problems and a lack of training for staff. However a project manager had been drafted in to manage the change. He informed me that a touch pad for the door was going to be installed as at present it is difficult for disabled people to enter and staff are now being trained. Acrobay Gymnastics The South West Area committee voted unanimously last month to award 100,000 to Acrobay Gymnastics for equipment which will be returned to Fife Council in the event of the business failing. Acrobay have now signed a lease. Acrobay however are judged to be a very successful financially viable club and I believe this will be a boon to Rosyth to have s flagship sports club in what would be an otherwise empty building. The Goth Area It has been confirmed that as part of ongoing plans for improvements (see former reports) the toilets will be removed in June. Frank The Healthy Food Truck Frank came to Parkgate last month to give way healthy takeaway food to kids in Rosyth. Recipe cards were distributed and families were fed, EATS chard was used in the recipes. Frank will be returning Friday April 22 nd. Chard has been frozen for this month s recipes and we also now have purple sprouting broccoli and leaves which can be harvested and used. The aim of this project is to teach children about healthy eating and to address inequality and hunger. Dog Fouling Fines have gone up from 40 to 80. Awesome Dog Owners campaign has attracted quite a bit of print and social media coverage. Last month I said that there would be a defined period for this campaign however I now see that the FB page is providing a focus to give out information, to raise awareness and to rally public opinion. I feel that this can be an ongoing project to keep addressing this issue. Kids Clothing Bank.

7 This has a scheduled start date of May. Further details to follow in due course. Centenary Mural I have made contact with an artist who has done murals in High Valleyfield involving people and schools in the design and implementation. Pictures attached. Do the RCC want to have centenary mural for Rosyth? Perhaps a presentation would be a first step? 11. Correspondence All s have been circulated, letter received from Fife Licensing for the Gulf garage at Primrose Lane. M Shirkie will be putting in an objection to this. 12. Planning Nothing of note 13. A.O.C.B Defribulators, is there any in the town? surgery.
