3 Appendix B - Meadowhall connectivity package 3 1. Overview 1.1 Phase 2 of the proposed High Speed 2 (HS2) railway would include a station stop at Sheffield Meadowhall. 1.2 This would provide the South Yorkshire with a high speed rail connection south via an East Midlands Hub at Toton, to Birmingham and on to London Euston. Northbound, it would provide a high speed rail connection to Leeds, and onward to York, Darlington and Newcastle by means of a connecting spur to the East Coast Main Line (ECML), and use of Classic Compatible trains which can run on both high speed and existing rail lines. 1.3 This new high speed railway will dramatically increase capacity on the rail network, reduce journey times, enhance connectivity and improve the reliability of rail services. The transfer of long distance rail trips on to the high speed network will free capacity on the existing network, permitting new services for local and regional travel. 2. Connecting HS2 to the Sheffield City Region 2.1 To capitalise upon the opportunity created by the arrival of HS2 at Sheffield Meadowhall, there is an aspiration to establish excellent connectivity to the new station from across South Yorkshire and its neighbouring authorities. 2.2 Not only will this maximise the patronage of the new high speed line, but it will preserve and enhance the role that Meadowhall Interchange already plays as a key hub on the South Yorkshire transport network, and allow new links to be formed to centres of employment. Such connectivity will assist South Yorkshire and the wider city region in realising its Strategic Economic Plan vision of creating 70,000 new private sector jobs. 2.3 Furthermore, the Meadowhall area is already a key employment and leisure destination, and targeted for further growth. High Speed 1 demonstrated the regenerative benefits that well planned station-led development can bring; an outward facing and well-connected station would form the basis for this at Meadowhall.

4 4 Appendix B - Meadowhall connectivity package 3 The HS2 Consultation Proposals 3.1 The HS2 station and connectivity proposals form the backdrop for this Connectivity Study, which sets out to: Identify, at a strategic level, how South Yorkshire and the wider city region transport network could be expanded and optimised to provide excellent connections with the proposed HS2 station at Sheffield Meadowhall, including connections from Wakefield for southbound passengers. Identify how the station design can be improved, to achieve the desired connectivity in a seamlessly integrated manner, with the minimum of interchange time. To consider how the station may be configured so as to better integrate with its surroundings, including the Meadowhall area. To form part of the South Yorkshire ITA s response to the HS2 route consultation process, with a view to ultimately informing spatial and connectivity requirements for inclusion in the Phase 2 Hybrid Bill, and subsequent HS2 led station design, and transport network improvements. 4 The Existing Transport Network & Committed Schemes 4.1 The existing transport network provides good connectivity to the Meadowhall area, through an existing multi-modal transport interchange, and via the M1 Motorway. 4.2 Committed schemes in the vicinity of Meadowhall include heavy rail improvements, the proposed tram-train trial between Parkgate and Meadowhall South via Rotherham Central, Bus Rapid Transit North and the M1 Managed Motorways scheme. All of these will enhance connectivity to Meadowhall within the next 5 years.

5 Appendix B - Meadowhall connectivity package 5 5 Passengers Using HS2 Services 5.1 It is anticipated that passengers will transfer from across South Yorkshire and the surrounding area to HS2 services from Meadowhall, and this study seeks to achieve improved connectivity to all key destinations within the city region. Notwithstanding this, existing demographics, geography, and the configuration of the strategic transport network mean that certain areas will demand greater connectivity to the Sheffield Meadowhall station. In particular, Sheffield and Doncaster, along with regeneration areas such as Waverley, will form key patronage areas, contributing to an estimated 14,400 two way journeys on HS2 per day from Sheffield Meadowhall. 6 Potential Barriers to Connectivity Barrier - Slow and Indirect Links to Key Destinations 6.1 Whilst the HS2 proposals integrate with the Sheffield Hull Line and the Supertram network, they do not provide an express connection into central Sheffield. The limited speed, frequency and crowding on links to key destinations, including Sheffield Midland and Doncaster (using the Sheffield-Hull Line), is of concern. The single track at Holmes Chord presents a barrier to connectivity from Rotherham. 6.2 For rail passengers from areas to the south such as Bolsover, Chesterfield and the Peak District, accessing HS2 services would necessitate an additional interchange on their journey when compared with existing arrangements. Links from Wakefield, meanwhile, are constrained by a lack of convenient nonstop heavy rail connections to Sheffield Meadowhall. Barrier - Network Capacity Limitations 6.3 Analysis of future demands on the South Yorkshire transport network around Meadowhall indicates that both the road and rail networks will be over capacity when HS2 opens, unless improvements are made over the intervening years between now and This presents a barrier to connections to the HS2 station. 6.4 The capacity constraints on the network will be exacerbated by additional trips on the network, which the proposed HS2 station at Sheffield Meadowhall will generate. On certain

6 6 Appendix B - Meadowhall connectivity package routes, this may comprise an increase of up to 10% in rail passenger numbers, and approximately 2% increase in vehicle flows, during peak hour conditions. 6.5 Of course, capacity improvements will be made on these existing networks over the course of the next two decades. However, the presence of a new HS2 station at Sheffield Meadowhall, and the necessity to achieve efficient connections to it, will result in the need for further targeted investment to break down barriers to connectivity. Barrier - Access Constraints 6.6 The parkway nature of the proposed station will necessitate good strategic road connections, and congestion at Junction 34 of the M1 motorway presents a barrier to this, as does the local road network around Meadowhall at peak times. Unless addressed, these issues are likely to hinder access to the Sheffield Meadowhall station from across South Yorkshire and the wider city region. Barrier - Challenging Interchanges 6.8 The current HS2 proposals present some challenges for rail passengers in terms of walking distances between services. In particular, this applies to those using services to and from Barnsley on the Hallam Line, whether from HS2, or interchanging between other local and regional services. 6.9 The dispersed nature of the station layout, with facilities spread across a number of sites, increases interchange times and distances between different transport modes, and requires substantial land take. 6.7 The current HS2 proposals locate the station within a road gyratory, and this will form a barrier to pedestrian and cyclist access to the station, and also through the local area between communities and employment zones. This gyratory gives the station an inwardlooking appearance, constraining its regenerative potential.

7 Appendix B - Meadowhall connectivity package 7 7 Proposed Connectivity Enhancements 7.1 Responding to the potential barriers to connectivity, and based on a conceptual vision for the future of our rail and tram network (see Figure 2 on page 10), we have proposed an alternative design for the transport interchange at Sheffield Meadowhall. This promotes seamless integration of services, as demonstrated by the visual on page This solution is proposed as an essential enhancement to the current HS2 proposals. It would be realised through optimisation of the station design at Sheffield Meadowhall, along with targeted improvements to the wider rail, tram and road networks. This would overcome the identified barriers to connectivity, in the following ways: 7.3 Providing Fast and Direct Links - Barrier Overcome It provides for an increase in heavy rail and tram-train services from across South Yorkshire and the wider area to Meadowhall, through the creation of an expanded hub. Not only will this improve links to HS2, but it will create new opportunities for direct travel between destinations within the City Region itself, including direct links to and from the Peak District and Chesterfield, and faster connections to Wakefield. Modifications to infrastructure, signalling and stations on the Hallam Line and Sheffield to Hull Line will permit the introduction of tram-train services. Dualling of the Holmes Chord will improve access from Doncaster and Rotherham. Selective improvements on the Supertram network will deliver a fast and frequent Supertram Express service to central Sheffield. Extension of the Supertram network will provide direct links to key patronage areas in Sheffield and Waverley. Changes to rail timetables will sequence services with HS2 arrivals and departures, permit the introduction of an expanded tramtrain service, and account for changes in passenger travel patterns. Diversion of bus services will provide links from the local area to a new integrated facility at Sheffield Meadowhall. 7.4 Addressing Network Capacity Limitations - Barrier Overcome Capacity increases are proposed on the heavy rail network, namely the Midland Mainline, Hallam Line and Sheffield to Hull Line. Not only would these provide improved access to HS2 services, but they would also allow utilisation of freed capacity on mainline routes, i.e. an increase in local and regional services through the Sheffield Midland hub, and improved links to the ECML via Doncaster. Through consolidation of the existing transport facilities, the existing road alignment at Meadowhall can be rationalised, and capacity increased through more lane capacity, and a reduction in the number of junctions. Not only could this improve connections to the station itself, but it will also aid movement through this area to Sheffield and Rotherham.

8 8 Appendix B - Meadowhall connectivity package 7.5 Removing Access Constraints - Barrier Overcome Upgrading of the M1 motorway junctions and other junctions on the local road network in the vicinity of Meadowhall will promote ease of access to the HS2 station. The proposed road realignment takes heavy traffic volumes away from the station, creating space for pedestrian and cyclist links, and a new public realm space. This changes the focus of the station, making it far more visible and outward looking, and enhancing the arrival experience for visitors from within and outside the area alike. 7.6 Improving the Interchange Experience - Barrier Overcome By combining all station facilities in to one consolidated footprint, including rail and tram services, set-down and pick-up areas, car parking, taxis, the bus and coach station and Park & Ride facilities, seamless interchange is achieved between transport modes, over a shortened distance and time period. This also reduces the overall land take at Sheffield Meadowhall. The proposed tram-train connection on to the Hallam Line would significantly improve the interchange experience for passengers to and from Barnsley. 7.7 Further study The connectivity package is an important part of ensuring that economic growth as a result of HS2 will be experienced across the South Yorkshire and the wider city region. We are currently undertaking detailed cost assessments on the connectivity package. Furthermore, to examine the potential of this investment, a seperate study will be commissioned to examine the potential economic contribution of the overall connectivity package, beyond the HS2 scheme. The assessment will be undertaken with the application of the FLUTE model, which has been recently used to underpin decisions on the prioritisation of major scheme investment, as part of funding devolution. We will look to optimise the connectivity package by further investigating the options and alternatives that can support the overall HS2 business case.
