1 Electoral Statistics 2012 Standard Note: SN/SG/6258 Last updated: 10 July 2013 Author: Aliyah Dar Section Social and General Statistics This note provides data on electorates of parliamentary constituencies at December 2012, as published by the Office for National Statistics (ONS) in its annual statistical release Electoral Statistics for UK. At 1 December 2012 there were 46.3 million people registered to vote in UK parliamentary elections, 247,000 more than in December The average parliamentary electorate of UK constituencies was 71,314. In 500 constituencies the number of electors increased compared to 2011, while the electorate decreased in 150 constituencies. English seats tend to have larger electorates than constituencies in Scotland, Wales and Northern Ireland. The smallest growth was in Wales, where there were only 2,500 more electors (+0.1%) on the register than in December The constituency with the largest electorate continues to be the Isle of Wight, which contained 111,109 electors in December This was almost 20,000 electors more than East Ham, the second largest constituency in electoral terms. Na h-eileanan an Iar contained 22,064 electors, the smallest electorate of any constituency. The number of UK local government electors was 47.7 million in December 2012, an increase of 365,000 (+0.8%) on the previous year. The greatest growth was in Northern Ireland, where there were 20,000 more local government electors on the register (+1.6%). In London, the number of electors rose by 0.7% but the local government electorate in Wales increased by just 0.3%. British, Irish and qualifying Commonwealth citizens resident in the UK can register to vote in both parliamentary and local government elections. British nationals living overseas can vote in parliamentary elections for up to fifteen years after they move abroad, but cannot vote in local elections. EU citizens resident in the UK can vote in local elections but not in parliamentary elections, which is also the case for Members of the House of Lords. 3 2 Trends in electorate size The total number of entries on the electoral register has been increasing year on year since 2004, following a decrease in the number of register entries in the early 2000s. The December figures provided in Table 1 reflect the electorate immediately following the annual canvas undertaken by local authorities each autumn. The number of entries on Northern Ireland s electoral registers has been particularly volatile. Following the introduction of Individual Electoral Registration (IER) in 2002, the number of register entries fell by 10.5%. A carry forward mechanism was temporarily introduced prior to the 2005 General Election in an effort to address the falling electorate numbers; electors who failed to respond to the annual canvas would remain on the register for one year before being removed. As a consequence, the registered electorate increased by 10.3% in 2005 but dropped again in 2006 when the carry forward ceased to apply. The last annual canvas was conducted in 2006 after which it was replaced by a system of continuous registration. Under continuous registration, electors no longer need to register on an annual basis. 4 3 Electorate by region Across English regions, percentage growth in electorate in 2011 ranged from +0.8% in Yorkshire and the Humber to +0.1% in London. The number of electors per constituency rose by about 600 in the East of England and Yorkshire and the Humber, compared to about 60 in London. Constituency electorates are on average higher in the South East and East of England than in other parts of the UK. Constituencies in Scotland, Wales and Northern Ireland tend to have smaller electorates than English seats. Of the English regions the largest percentage increase was in London (+1.4%). Overall the UK local government electorate increased by 0.9%. 4

5 4 Constituency analysis 4.1 Electorate of county and borough constituencies Constituencies are designated as either county or borough constituencies 3 according to how rural or urban they are; generally county constituencies contain more than a small rural element. At December 2012 the average electorates of county and borough constituencies were about the same. The increase in electorates in both borough and county constituencies has been quite similar over the past two years. The average borough constituency electorate has increased by 1.1% compared to 2010, while the average number of electors in a county constituency has increased by 1.2%. There are 282 designated borough constituencies and 368 county constituencies. 6 4.3 Largest and smallest electorates The Isle of Wight has the largest parliamentary electorate of any UK constituency. It contained 111,900 electors at December The largest seat in Scotland in terms of number of electors was Linlithgow and East Falkirk, which has 82,818 electors an increase of 2.6% on Cardiff South and Penarth contained the most electors out of the 40 Welsh constituencies. Wirral West had an electorate of 55,145 at December 2012, the smallest of any English constituency and the twenty first smallest in the UK. The neighbouring Wirral South seat was the second smallest in England, with an electorate of 56,583 Belfast East contained 62,212 electors, the fewest electors of any seat in Northern Ireland. The next smallest were East Antrim and Belfast West, which had electorates of contained 62,843 electors and 62,862 electors respectively. 7 4.4 Largest changes in electorate size There was an increase in electorate in 500 out of 650 constituencies (77%) in 2012 compared to The largest growth was in Leeds Central where the number of electors rose by 3,712, a 4.7% increase. The five constituencies where there was most growth included two seats in Kent. The electorate of 150 constituencies (23%) decreased. In the Bethnal Green and Bow constituency the number of electors fell by nearly 6,000, a change of -7.5%. All 18 constituencies in Northern Ireland saw an increase in electorate. The percentage change in electorate ranged from +2.2% in Belfast South to +0.5% in Fermanagh and South Tyrone.
