McGregor Staff: Others: CALL TO ORDER Melinda Stickney, Chief Administrative Officer / Corporate Officer Natalie Garbay, Deputy Corporate Officer / Recording Secretary Terry Martens, Chief Financial Officer Tim Perepolkin, Public Works Manager 2 Members of the Public Teresa Andrews, Okanagan Advertiser Councillor O'Sullivan called the meeting to order at 2:19 pm. ADOPTION OF THE AGENDA MOVED by Councillor Werner, seconded by Councillor Drapala That the Public Works Committee Meeting Agenda be adopted as amended with one addition under Presentation of Reports. CARRIED ADOPTION OF MINUTES MOVED by Councillor Werner, seconded by Councillor Drapala That the Public Works Committee Meeting Minutes of May 25, 2015 be adopted. PRESENTATION OF REPORTS Draft for Approval CARRIED Request for New Pedestrian Crossing - Rosedale & Becker Councillor O'Sullivan reviewed the request from residents requesting a new pedestrian crosswalk be installed at Rosedale Avenue and Becker Street. Public Works Manager, Tim Perepolkin, commented on the following factors for consideration: A crosswalk exists 200 m east of the proposed crossing; and Curb and sidewalk improvements would be required to be in compliance with current standards, at a cost of approximately $2,150 plus concrete work of around $3,000 and annual maintenance costs. 4 Minutes of the Public Works Committee Meeting June 8, 2015 The Committee RECOMMENDS that Council support the existing Rosedale/Jarvis marked crossing as the safe route for Burns Avenue pedestrians to utilize and that further sidewalk infrastructure development be deferred to the 2016 budget discussions. Public Works Shop Addition Quote Results and Contract Award Manager Perepolkin commented that the Public Works Shop Addition project was put out for quotes but only one response was submitted. He commented that the quote received was significantly over the approved budget allocated for this work. Manager Perepolkin informed the Committee that due to the lack of interest, he could not analyze where the overages were. He further noted that he discussed with the bidder how the scope of work may be reduced but there was no opportunity to reduce it enough to meet the budget. Quotes have been sought for the City to do the work in-house and by hiring an independent project coordinator and it has been determined that the project could proceed in this fashion and within budget, The Committee RECOMMENDS that the Public Works Shop Addition quote from Maddocks Construction Ltd. be rejected and the City proceed with the project in-house. Mural at 2905 Wood Avenue Councillor O'Sullivan informed the Committee that the new owners of the building located at 2905 Wood Avenue, whose building abuts City Hall's parking lot, is interested in partnering with the City to have a mural painted on the side of the building. Councillor Britton joined the meeting at 2:32 pm. Administrator Stickney informed the Committee she will discuss the owner's proposal to find out more information. CORRESPONDENCE Draft for Approval Armstrong Spallumcheen Chamber of Commerce Re: Request for Road Closure and use of City Parking Lots during the 7th Annual Celebrate Canada Childrens' Bike Rodeo and Block Party - June 29, 2015 Councillor O'Sullivan reviewed the correspondence from the Armstrong Spallumcheen Chamber of Commerce regarding the annual Childrens' Bike Rodeo and Block Party to be held on Monday, June 29, 2015 from 5:00 pm to 7:00 pm. The Chamber of Commerce requested permission for the following: Use of the City's parking lot located south of the Odd Fellows Hall; Use of the parking lot between the Museum and Chamber of Commerce; and Closure of Bridge Street from Wood Avenue to Pleasant Valley Road from 4:30 pm to 7:30 pm the day of the event. 5 Minutes of the Public Works Committee Meeting June 8, 2015 The Committee RECOMMENDS that Council authorize the Chamber of Commerce to utilize the City's parking lot located south of the Odd Fellows Hall and the parking lot between the Museum and Chamber of Commerce on June 29, 2015; and that Bridge Street be closed between Wood Avenue to Pleasant Valley Road from 4:30 pm to 7:30 pm the day of the event. B) Spray lrrigation. Spray lrrigation season is well underway with no major problems. The storage reservoir level is 75o/owith usage this year at 114,500 m3 (92 aclft). G) Water Supply and Distribution. The water quality on Fortune Creek is excellent, turbidity at 0.18 NTU and UVT at 90%. There is no overflow in the spillway at the North and South Silver Star reservoirs (Lakes), therefore, the supplemented supply from the lakes is closed. D) Public Works Shop Addition o Construction on the addition is undenruay, foundation forming is scheduled next week. E) Okanagan Street Upgrading Proiect (Part A). Okanagan Street project is deemed substantially complete with only the top lift of asphalt remaining.. Completion of top lift asphalt will be completed shottly, when paving sub-contractor becomes available. This project is considered to be on schedule based on the schedule provided by the contractor. F) PV Road Water Main Replacement Project (Part B). Construction installation of the water main started June 16th.. Contractor has allocated 4 weeks for completion. As in the past, we will be contracting the services of Okanagan Traffic Control and ensure we work with the RCMP to ensure that traffic flows smoothly from 9:30am - noon. We have applied for the necessary permits from the Ministry of Transportation again - we will forward you the permits when we receive them. We are also asking for permission to close of the north exit from Highway 97A to Smith/Pleasant Valley - and to designate this as an emergency route only from 8am - 1-pm, which will be controlled by a certified flagger. ln past discussion with the RCMP, Fire Department, Search & Rescue and Ambulance, it was felt that there needed to be a designated emergency route available onto Highway 974 without going through the traffic at Smith and at Rosedale. We would also request the use of barricades from the Public Works Department, as in the past. We look forward to hearing from you soon.
