17 Erich Stephens, Chief Development Officer Vineyard Wind LLC 700 Pleasant Street, Suite 500 New Bedford, MA Dear Mr. Stephens: CONSENT AGENDA December 12, 2017 BOARD OF SELECTMEN TOWN ADMINISTRATOR Daniel M. Knapik On behalf of the Board of Selectmen, I wish to acknowledge our ongoing work to develop an agreement to allow passage of the undersea cable required to connect your project south of Martha s Vineyard to an onshore electrical substation. We wish to express our interest in continuing discussions with Vineyard Wind representatives. I have directed staff to continue working with Vineyard Wind to ensure that the most environmentally responsible route is taken through Yarmouth, minimizing the impacts to the residents, property owners and businesses in Yarmouth. To more fully understand the environmental impacts of an undersea cable going through Lewis Bay, the Town of Yarmouth will stipulate in the agreement that Vineyard Wind will fund at an agreed upon amount, a study to determine the benefits of dredging Lewis Bay to promote flushing. The benefits of flushing may be a reduction of nitrogen levels in Lewis Bay from onsite septic systems. Vineyard Wind may elect to not fund the study upon withdrawal of their permit application referencing Lewis Bay. Where feasible the Town will coordinate future dredging activities with Vineyard Wind in concurrence with any recommendations made from the study. The underwater cable would be installed to a proper depth even after any future dredging would occur. This study and the dredging is recognized to be a potential benefit to Vineyard Wind, the Town of Yarmouth and possibly to the Town of Barnstable. We also want to ensure that the project will not pose a danger to Cape Cod s fragile public water supply. Sincerely, Daniel M. Knapik Town Administrator, Town of Yarmouth
