5 Summary This Research Paper provides a complete list of all Members who have served in the House of Commons since the general election of 1979 until the dissolution of the 2005 Parliament on 12 April It provides basic biographical and parliamentary information for each Member. The Library and the House of Commons are frequently asked for such information and this paper is based on the data we collate from published sources to assist us in responding. An earlier edition of this Paper was produced on 20 April 2009 as Research Paper 09/31. This Paper updates, corrects and replaces the earlier version. It also gives new information on the date of the maiden speech for each Member and details of Commons committees chaired since A statistical summary draws together some salient characteristics of Members in the Parliament from 1979 to This Paper attempts to provide accurate data, but the Library would be very grateful to receive comments and corrections so that these can be corrected on the online version and in any future edition. Information about MPs who entered the Commons before 1979 is available in four volumes from Michael Stenton and Stephen Lee s Who s Who of British Members of Parliament (1981), which was compiled from the biographical records of Members given in successive issues of Dod s Parliamentary Companion. These volumes covered the years 1832 to The Library and Stephen Lees have systematically updated the entries for these volumes, so that the dates at which pre-1979 Members died are recorded. These updates form the second part of this Research Paper. The work has also enabled us to produce a list of all living former Members as of January 2010, available as a Parliamentary Information List. 1

6 1 Introduction This Paper provides a complete list of all Members who have served in the House of Commons since the general election of 1979 until 12 April 2010, the date of the dissolution of the 2005 Parliament. It updates and corrects Research Paper 09/31 published on 20 April 2009, which presented similar data for the period up to 31 March Scope of the data in Part 2 Members with any service since 1979 are included, with a cut-off date of 12 April 2010.The information published covers the following categories: Personal details (full name, gender, date of birth and death, honours awarded, peerage) Constituency representation (names of constituencies represented and dates) Other UK Parliament electoral history (elections contested but lost) Representation in other legislatures (UK devolved legislatures and European Parliament) Party allegiance (only covering the time in the UK Parliament or other legislatures) Ministerial posts (including whips, but not Parliamentary Private Secretaries) All Official Opposition Shadow Cabinet posts held, and, from 2005, all LD and Con opposition posts held Selected other posts (including Parliamentary and devolved legislature offices and party leadership) Chairs of Commons select committees and nominated House committees held since the General Election 2005 Dates of maiden speeches The details given are taken from official records, such as the swearing-in lists in the House of Commons Journal, and from records compiled by the Library. Generally the details are not sourced from the information supplied (by Members themselves) to Dods and reproduced in Who s Who of British MPs, although such sources were used to check for errors. External sources used to cross check information include: Dod s Parliamentary Companion, Who s Who, the Keele University General Elections since 1832 website 1 and the Britain Votes series (Colin Rallings & Michael Thrasher (previously FWS Craig)). Ministerial posts were checked with Nuffield College s Whitehall Programme database. 2 We are also grateful to Professor Michael Rush of the University of Exeter who provided access to his database of backgrounds and career patterns of Members since The following categories of information are not included: Select committee membership. The addition of this data is an on-going project. Information about select committee membership for individual Members is available from the House of Commons Information Office. 7 Other relevant material The dates of maiden speeches are available in two Parliamentary Information Lists that can be accessed via the internet: Maiden Speeches 1979 onward Maiden Speeches In addition, a Parliamentary Information List Living Former Members lists living former Members as at 21 January MPs since 1979 statistical summary In the 7 General Elections and 128 by-elections since 1979 to April 2010, 1,608 individuals have been elected as Members of Parliament. 655 were first elected as Conservative MPs, 724 Labour and 125 Liberal Democrat 3 ; 1,402 MPs since 1979 were men and 206 (13%) were women. Of the 206 women MPs, 139 were first elected as Labour MPs, 37 Conservative and 19 Liberal Democrat 4. Of the 1,608 MPs since 1979, 211 first entered Parliament as by-election winners and 1,397 were at general elections. Age The average age of MPs has been remarkably consistent since 1979, at around 50 years. Since 1997, the average age of MPs elected has risen, from 49.3 years in 1997 to 51.2 years in In % (363) of those elected were aged over 50, compared with 48% (319) in 1992, and 47% (302) in The 14 MPs aged over 70 elected in 2005 was higher than at any previous election since 1979, when it had also been 14. The number of women MPs rose slowly over the next three parliaments to 60 in The 1997 Labour landslide was accompanied by a doubling of the number of women MPs to 120. It fell back to 118 after the 2001 election but rose to 128 after the 2005 General Election. With 1 in 5 of MPs women, the 2005 MP intake had the highest number and proportion which were female. Three women MPs died, one resigned and one was newly-elected at a by-election during the Parliament, so that at its close in April 2010 there were 125 women MPs, 19.4% of the total. These data are restricted to the three main parties but give a reasonably consistent guide to the occupational background of MPs over the period. The following table summarises the proportions in the main groups: 4

MPs with a background in business tend to be Conservative and the decline in the number from business was reversed in As the professions have declined they have been replaced by MPs from other non-manual occupations and notable is the growth in the number of MPs who come to Westminster already with a political background. In 1979, 3% of MPs from the main parties were previously politicians/political organisers, in % were. Consequently, it is hard to obtain complete records of MPs ethnicity, particularly historically. It is generally stated that the first non-white MPs since the War were elected in 1987, when four Labour MPs were from a non-white background. Following the 2005 election, 2.3% of Members of Parliament were from non-white backgrounds. This compares with the 8% of the UK population who were from a non-white background at the time of the 2001 Census of Population. 5

Education Around one-third of current MPs have been to fee-paying schools. This proportion varies by party In 2005, from 18% of Labour MPs to 60% of Conservative and 39% of Liberal Democrat. By comparison, 8% of pupils aged 11 and over in UK schools are in nonmaintained (fee-paying) schools. 5 Around three-quarters of MPs elected in 2005 were graduates. In 1979, 36 percent of MPs from the 3 main parties had been to Oxford or Cambridge. In the 2005 election, 27 percent of MPs elected from the 3 main parties had an Oxbridge background. Parliamentary Experience Since 1979, the Member with longest service as an MP was Sir Edward Heath with 51.3 years. He is followed by Sir Peter Tapsell with 49.1 years service (to 12 April 2010) as an MP, John Parker with 47.6 years and Tony Benn with 47.1 years. The shortest service was by MPs who won by-elections. Two Members subsequently died; Bobby Sands (Fermanagh & South Tyrone) 26 days after election and Mike Carr (Bootle) after 57 days. Ossie O Brien (Darlington) was elected at a by-election but defeated 77 days later at the 1983 General Election. Of those elected in 2005, 119 (18%) had no previous parliamentary experience; 4 were elected in 2005 having previously served in parliaments prior to 2001, but not in the parliament; and 523 (81%) had been MPs in the previous parliament figure; DFES Education and Training Statistics for the UK

This was 37% of all MPs. Typically, the turnover of MPs at General Elections has been lower than this, with around 20% of MPs at each election being returned to the Commons for the very first time.
