2 Proposed Minutes Downtown Parking Board, June 28, 2017 Members Present: Members Absent: Others Present: Kristi Dunn- Chair, Phil Meyer- Vice Chair, Jack Groot, Mark Kuyers, David VanWylen Dave Jurgensen, Sally Laukitis Jill Raywood-Staff, Amy Sasamoto-Staff Item 1 Public Comment An opportunity for comment by any member of the public regarding items on or not on the agenda. Comments will be limited to no more than five minutes by each speaker. No public comment. Item 2 New Business Approval of May Minutes* Meyer asked that an amendment be made to include the suggestion of a Downtown walking tour by the Parking Board. With that addition to the minutes, a motion to approve was made by Meyer, seconded by VanWylen, all in favor. Item 3 Parking Plan Implementation 1. Brochure Updates-Staff is working to update the residential brochure, employee brochure and employee parking peer card. They will be shared at a future meeting. 2. Temp Signage-15 minutes spaces- Signage has been placed. Some tweaking has been done to the signs on River Avenue, resulting in one sign for those spaces. 1. Parking Lot Signage- The bid was awarded by City Council on June 7 to Postema Signs. It is anticipated the signs will be installed 8 weeks after bid acceptance. A total of 26 signs will be installed. 2. Parking Ambassador- The job description was shared. Staff has been working with Human Resources and expects to post the job soon. Item 4 Other Business 1. Lumir Lot Lease Adjustment- Recently, Lumir approached the City to discuss an adjustment to their parking lot leases. The adjustment would cover property taxes and a nominal return on investments made to the parcels. A budget adjustment of $6,307 was requested. After discussion, the board voted in favor of a lease adjustment with Meyer making a motion to approve, VanWylen seconding, all in favor, Kuyers abstaining. The recommendation next goes before the DDA Board. Pending their approval, staff will work with the City Attorney to update the lot lease language and bring it before City Council for their approval.
3 1. Traffic Committee Lot 7C Crosswalk Update- Staff attended the May 30 Traffic Committee meeting to discuss a possible crosswalk on 7th Street. Meeting minutes were included in the agenda packet. Next steps require a count of pedestrian traffic across 7th Street. The board feels that a crosswalk on 7th similar to those already in place Downtown (7th between Columbia and College, 9th between Columbia and College) would give a consistent feel and experience for pedestrian crosswalks. A motion in favor of pursuing this crosswalk was made by Meyer with Kuyers seconding, all in favor. 1. Parking Counts-Staff continues to take parking counts. Recent counts taken in June were shared. On average, approximately 178 spaces were available during each of the counts taken. Staff will continue to monitor available parking. Item 5 Next Meeting: July 26, 2017
