Outline Design ( 15,000) and studys (Ecology, Topo and trial holes) 12,000 27,000 LCOL Brinkley Grove roundabout with Gavin Way, Brinkley Grove A study of the Personal Injury Collision data for the period from 01/05/2008 to 31/08/2013 at this location shows that there have been 4 Personal Injury Collisions, including one serious and three slight, resulting in one serious and three slight casualties. i)reposition the eastbound roundabout ahead sign to diagram 610, so that it is located further west along Brinkley Grove Road; ii)reposition the westbound roundabout ahead sign to diagram 610, so that it is located further east along Brinkley Grove Road, prior to the bend in the road as indicated in photo 2. iii)provide distance ahead to hazard sub-plate to diagram 572 for each repositioned roundabout ahead warning sign, iv)undertaken vegetation removal on the westbound nearside of Brinkley Grove Road in order to improve the forward visibility of both the roundabout and roundabout ahead warning sign. Preliminary Design and Investigation Cost 3,000 previously agreed Detailed Design and Scheme Build Cost 13,000 LCOL Gosbecks Road / Layer Road / Berechurch Hall Road A study of the Personal Injury Collision data for the period from 01/05/2008 to 31/08/2013 at this location shows that there have been 7 Personal Injury Collisions, including two serious and five slight, resulting in two serious and six slight casualties. i)reduce the carriageway width on the south-west bound approach to Layer Road / Gosbecks Road roundabout to a single vehicle capacity at the giveway line, by increasing the central hatched areas adjacent to the centre island; ii)reduce the carriageway width on the south-west bound approach to Layer Road / Berechurch Hall Road roundabout to a single vehicle capacity at the give-way line, but increasing the central hatched areas adjacent to the centre island; and iii) Increase the diameter of the mini roundabout dome markings and circulatory arrows to diagram at both mini roundabouts; iv)refresh the give-way markings to diagram on each approach, v)undertake carriageway resurfacing throughout both mini-roundabouts Preliminary Design and Investigation Cost 5,000 previously agreed Detailed Design and Scheme Build Cost 32,000 LCOL A1124 Essex Yeomanry Way / Eight Ash Green Interchange A study of the Personal Injury Collision data for the period from 01/05/2008 to 31/08/2013 at this location shows that there have been 26 Personal Injury Collisions, including one serious and 25 slight, resulting in one serious and 30 slight casualties. i) Install a new yellow backed chevron sign (with an increased yellow reflectivity border) for northbound road users on the A1124 approaching the roundabout circulatory. This sign is to be positioned further east within the roundabout island. ii)remove vegetation on the A1124 northbound nearside approach to roundabout circulatory in order to increase the forward visibility of the nearside lane give-way markings. iii)remove vegetation from within the southeast quadrant of the centre island of the roundabout. A speed survey was carried out on Fri 31 st Jan 2014 at the speed limit change for a total duration of 7 days. It was found the average speed of north bound traffic was 46.3mph and the average speed for south bound traffic was 37.3mph. The survey shows that a buffer zone of 40mph is warranted. Fingringh oe Parish Council 3,000 LCOL London Road Copford Zebra Crossing difficulties in crossing the busy London Road and wish to encourage children from both parts of the Village to use the recreational facilities PV 2 survey shows that there are adequate numbers of pedestrians crossing at this location to warrant a zebra crossing. There is an existing pedestrian refuge in the desired crossing point area. we should convert that for use as a zebra crossing. Street lighting would need to be increased in the area to conform to standards McLean and Easthorp e Parish Council 35,000 LCOL Roach Vale 20mph Request for 20 mph in Roach Vale speed results highlight low speeds. petition submitted at full council on 14 May 2013 Southbound traffic average speed over 7 days: 18.4mph, Northbound traffic average speed over 7 days: 17.8mph Good speed compliance however 20mph can be installed. Higgins 12,200 LCOL West Bergholt: Roads around Heathlands Primary School To install 20mph limits The local community are of the opinion that a formal 20mph limit would have the effect of further ensuring that motorists notice and take heed of the potential dangers. Neither school has a crossing patrol immediately outside the schools. BOWES ROAD : Westbound mean speed is 21.4 mph, Eastbound mean speed is 21.3 mph - BROOME GROVE : Northbound mean speed is 21.5 mph, Southbound mean speed is 19.1 mph - The mean speeds for the areas suggest that the speed of vehicles falls within the boundaries of a 20 mph zone. Kay, Wivenhoe Town Council 10,000 LCOL London Rd junction Lucy Lane South Redesign very busy area - feasibility study perceived accident hot spot numerous shunts as well as witness by the school Crossing Patrol It is recommended that a feasibility study be carried out. SA2000 would need to be involved with regards to the possibility of traffic signals as they would need to do modelling work to see how effective a signalled junction would be and what the effects would be on localised congestion. Scott- Boutell 5,000 LCOL North End of Brinkley Grove Road/Mill Road/ Feasibility study into Safe cycle route from Myland School along Mill Road to Brinkley Grove Road for the Gilberd School. safety concerns It is recommended that a feasibility study is carried out with regard to the potential of a cycle route along Brinkley Grove road and looking into the possibility of providing something safe for cyclists to use along Mill Road although this may be harder to achieve along this busy road as space is limited. A speed survey has been requested to ensure that speeding cars are an issue. Residents should be consulted before design is carried out. They should be made aware that installing speed humps will increase noise in the area and may damage properties over time. Harris 35,000 LCOL B1023 through Inworth Installation of village Gateways The Parish feel that this particular area is an accident black spot and enhancing the gateway entrances would be a great assistance to changing driver behaviour. it is also recommended that the signage be raised above the existing level so as to avoid encroachment by future vegetation growth. There are stats present in the central reservation and this will add to the costs, it is unclear as to what effect it will have on the overall costs of the scheme. This has led to accidents and harm to walkers and riders. To reinstate the official line would require installing a surface or boardwalk that would accommodate horses as well as significant vegetation clearance. Improvements to this network would greatly enhance an extremely popular area which would provide excellent walks and rides in a wooded area. At the moment this can only be enjoyed during a few summer months. These PROW link in to paths that connect with the SUSTRANS network as well as routes to Colchester Zoo.
