1 Great Saling Parish Council Clerk to the Council: Mrs Cathryn Carlisle Herkstead Green Bungalow Cornish Hall End Braintree Essex CM7 4HH T: W: Minutes of the Parish Council, meeting held on Wednesday 13 th July 2016 Present Cllr Maidman (Chairman) Cllr Greenwood Cllr Bennett Cllr Beckett Cllr Martin DC Banthorpe 3 Members of the public Cathryn Carlisle (Clerk) 16/120 Apologies for Absence There were none. 16/121 Talk by Jan Stobart about Neighbourhood Plans Jan Stobart went through the different Plans; it was agreed that a Neighbourhood Plan is the best option bearing in mind the proposed new Garden Village. Jan explained what the Parish Council would need to do to get started on a Neighbourhood Plan. The Parish Council thought it might be a good idea to incorporate Bardfield Saling into the Plan. The Clerk to contact the Chairman of Bardfield Saling. Jan Stobart to send links for The Clerk to past on to Councillors. Jan Stobart explained that there is funding available to produce a Plan. Jan would work alongside the Parish Council. Once the Plan has been approved it would become a Statutory document. It was agreed that The Clerk start the process of registering to do a Neighbourhood Plan with BDC which would mean defining the Neighbourhood Area and Seek Approval from BDC. The Clerk to put something in the Parish Magazine to get people to join the Parish Council on the Steering Group to produce the plan. The Council thought an event mid September to show residents what we intend to produce. 16/122 Minutes of the meeting held on 8 th June 2016 were approved and signed as a true copy of the meeting. 16/123 Declarations of interest There were none 16/124 Public participation session with respect to items on the agenda and other matters that are of mutual interest. A resident wanted to know how making the village a Nature Reserve was coming along. Cllr Beckett explained at the moment, we were still looking into whether Agenda Great Saling July 2016 page 10

2 this can be done. She has been talking to BDC, Greenfields and various other organisations. A Resident want to know if we could plant some more trees in the Parish in the Autumn and Winter. The Clerk asked that the resident produces a plan of where she would like to plant trees and let her have this before the next meeting. 16/125 Clerks Report The Clerk reported she had been speaking with a resident at Bardfield Saling regarding the Local Plan, The Clerk invited the resident to attend meetings at anytime and explained about the possibility of the Neighbourhood Plan. The Clerk had also heard from a lady to say she would like to help with the Plan. 16/126 Village Plan 16/126.1 Action Group Liaison Officer s Report No Report 16/126 Finance 16/ Clerks Salary Salary S/O 16/ A & J Lighting Solutions Maintenance D/D 16/ E-on D/D Electricity D/ d 16/ MDLandscapes Grass Cutting / Clerks Expenses / RCCE Subs / A & J Lighting Solutions Maintenance D/D 16/ SLCC Subs Payments were approved by all councillors present, Cllr Bennett checked the invoice prior to the meeting. 16/126.8 Budget Figures and Bank reconciliation Budget and Bank reconciliation were approved 16/126.9 Clerk Salary Review This was agreed by all councillors present. 16/127 District Councillors Report Very things quite at the present time, the draft Local Plan is out for consultation. 16/127 County Councillors Report No Report 16/128Traffic Problems/Highways 16/128.1 Traffic and Speeding After the last meeting The Clerk completed a LHP form for Traffic Calming in the village. The Clerk received an back from Matt Valentine for the LHP to saying:- July 16 Gt Saling Agenda Page 11

3 I believe I looked at this request in 2014, of which I carried out the attached 7day speed survey. We must adhere to the Essex County Council Speed Management Strategy which is designed to offer clear and consistent parameters for the setting of speed limits in Essex. Between 2009 and 2012 Essex County Council carried out a Speed Limit Review throughout Essex on all Priority 1 and 2 routes as suggested by the DfT of which The Street were deemed the appropriate speed. As The Street is a Priority 2 Route within the network we wouldn t introduce any physical traffic calming measures as we need to maintain free flowing movement for all vehicles. However we could look for a Vehicle Activated Sign or Speed Indicator Device. Speed limits must continue to be implemented in a consistent way and must appear sensible to the driver. If drivers cannot understand why a limit is in force, many are unlikely to comply with it. The environment is the major determining factor in speed choice, so drivers should expect to see the same limits in similar environments. This consistency breaks down if exceptions are made and, as a result, drivers encounter unexpectedly low limits. These limits are the most likely to be abused but bring other limits into disrepute. In addition to this, our Casualty Reduction Team within Essex County Council will only consider intervention measures where there are four or more reported collisions within a 5 year period in a 50m radius. The collision data for this location indicates 1 collisions on Ashes Road in the last 5 years. However, if you wish I can arrange for a 7day speed/volume survey to be carried out again at the same location as 2014 to assess if we have any differences. The Clerk spoke with Cllr Martin about this and agreed that a new Speed and Volume Survey would be a good idea. The equipment has been put in the village this week. 16/129 Planning Application 16/00166/TPO White Hart House The Street Great Saling Tree Work It was agreed that The Clerk get Kevin Wade (Tree Warden) to look at the tree and see what he thinks. The Council felt that if the tree was to come down a new specimen tree should be planted in its place. 16/129.1 White Hart updates The last update was that the property had been taken off the commercial rates and put on residential rating. As the property is listed as a commercial property it wouldn t have to pay rates. The Council were concerned that the planning application hadn t actually been seen to change from commercial to residential. July 16 Gt Saling Agenda Page 12

4 A resident explained that a pre application had taken place but would not enlighten the council what the application would be. 16/129.2 Village Design Statement/Neighbourhood Plan The Council felt that this had been covered earlier in the meeting. 16/129.3 Braintree Local Plan The Council felt that the consultation was very poor, the maps only show orange blobs where developments were proposed, and it contained no real information. The Clerk to put an article in the Parish Magazine to get people to add their comments to the Local Plan. Cllr Martin put himself forward to be our representative on the Joint Sub Committee for the Local Plan, he suggested that Cllr Beckett and Cllr Greenwood also be on this committee. They will report back at the Parish Council meeting. Cllr Maidman had received phone calls from the local papers so far he hadn t made any comments until he got the views of all the councillors. It was agreed that the consultation did not amount to much and only showed where developments would be. 16/129.4 Broadfield Farm proposed application The Parish Council did respond to the Scoping Opinion; it went in a little late. The Council to watch what s happening. 16/130 Playing Field 16/130.1 Gym Equipment Cllr Greenwood to report It was agreed that The Clerk and Cllr Greenwood put something together for the Getting the Community on Board event in September. 16/130.2 Picnic Area It was agreed that this be consulted on at the Getting the Community on Board event in September. 16/131 Matters affecting the Village Hall Committee 16/131.1 Car Park It Was agreed that Cllr Maidman speak with Robert Bucknell about this 16/132 Village enhancement 16/132.1 Christmas Tree It was agreed that we also consult about this at the Getting the Community on Board event in September. 5 It was agreed that we also consult about this at the Getting the Community on Board event in September. 16/132.3 Elm Tree To Discuss whether to plan an Elm Tree on the Green Opposite The White Hart. The Council agreed that planting an Elm next to the Oak Tree wouldn t Work, the Oak is getting rather big and the trees would compete for ground space; it was felt that the Oak should be a stand alone tree. The Clerk to speak with the Tree Warden to see if the Oak Tree needed to have its crown lifted. 16/133 Consultations/Publications sent Network Rail crossing closure consultation SSE GUIDANCE FOR NATS DEPARTURE ROUTES CHANGE AT STANSTED POST IMPLEMENTATION Cllrs had noticed that planes had been flying over the village. The DC has put an article in the Parish Magazine.
