2 METRO DISTRICT 10-YEAR CHIP OVERVIEW Metro District s 10-Year Capital Highway Investment Plan (CHIP) communicates the next 10-years of planned projects in the district. The planned projects align with the goals and objectives set in the Minnesota 20-Year State Highway Investment Plan (MnSHIP). This CHIP, along with those of the seven other districts in the state, will meet the investment targets outlined in the 2017 MnSHIP for the next ten years. The project information is current The 10-Year CHIP includes: An overview of the district, including a map of highway network type. (M-3) Investment strategies for the major investment categories, detailing how each MnDOT district plans to most efficiently deliver projects. (M-4) A summary of planned investments over the next 10 years. (M-5) A description of program highlights, changes from the last CHIP, and remaining risks at the district level assuming the 10 years of projects are implemented. (M-6) Historic and projected performance in the district, to give context to the impact of the planned investment program. (M-8) A list of projects for the next ten years, broken into investment categories, and mapped by year. With a few exceptions, such as district wide projects, set-asides, and landscaping projects, all of the projects in the district are listed here. Projects listed in years 5-10 are not formal commitments of the agency and are likely to change in scope, projected cost, or projected year. This CHIP is updated annually and reflects MnDOT s plans at a snapshot in time. By comparing these plans year-to-year, changes in the planned program are apparent. Updating this on an annual basis allows a greater degree of transparency with stakeholders, and aligns with MnDOT s annual Major Highway Projects Report. The 2017 MnSHIP guides the overall direction of the 10-Year CHIP until the next MnSHIP is completed. It has three regional offices located in Roseville, Golden Valley and Oakdale. The Metropolitan Council, the district s Metropolitan Planning Organization is located in St. Paul. Metro District offices are staffed by 1,247 full-time employees. There are 19 truck stations located in Metro District. The district has 1,284 bridges that are ten feet or greater in length and 605 miles of rail. Major industries in the district include manufacturing, retail trade, and health care and financial services. 3 Metro District CHIP Investment Over the next ten years, Metro District is projected to invest roughly $3.8 billion in state highway projects (Figure M-2). The majority of projects will address pavement and bridge condition. While the primary purpose of these projects will be to address pavement and bridge conditions, MnDOT also will address other needs along the project such as the condition of roadside infrastructure such as signage, culverts, and lighting, implement new safety improvements, address pedestrian infrastructure that does not comply with the Americans with Disabilities Act, and make limited investments in bicycle infrastructure. Metro District investment peaks in 2020 at roughly $544 million. Investment generally fluctuates annually between roughly $280 and $544 million. Figure M-2: Metro District 10-Year CHIP Investment by Investment Category (millions of dollars) Total Investment = $3,825M SP $7M HIGHWAY INVESTMENT STRATEGIES Over the next ten years, Metro District will incorporate different strategies for their state highway investments. The strategies have been grouped into the five major investment objective areas. System Stewardship Repair the worst sections of roads and fund highest risk bridges. Continue preventative maintenance strategies to prolong pavement life, even though this results in some road segments that need a long-term fix to appear to be in better condition than they truly are due to more frequent short-term fixes. Continue to address major roadside infrastructure issues including stormwater tunnels, culverts, pedestrian infrastructure, and overhead signs. Transportation Safety RC $94M AP $60M BI $33M FR $79M TC$612M PD $348M PC $1,496M Prioritize crash locations based on existing problems and the effectiveness of specific solutions in addressing the problem. Focus on locations where fatal and incapacitating injuries have occurred. Critical Connections Continue making progress toward achieving the vision for a MnPASS system, including the following corridors: completion of I-35W MnPASS south of downtown Minneapolis, I-35W North MnPASS from Roseville to Blaine, and I-94 between the downtowns of Minneapolis and St. Paul. Additional bond funds from the Corridors of Commerce program will help to fund other MnPASS projects that will be included in the next CHIP update for Continue making low cost/high benefit improvements where appropriate with the Congestion Management Safety Plan (CMSP) program, until mobility funding ends after Healthy Communities As local agencies pursue projects (and funding), on the trunk highway system, partner with them when possible and appropriate. Work with local partners and stakeholders to better identify community needs prior to fully scoping projects. Address key landscaping and noise wall needs. Project Delivery Fund project delivery needs for the construction program in the STIP years and early identification of projects in the CHIP years that may benefit from early scoping, including increased community engagement and complying with ADA requirements on projects by obtaining right of way for improved pedestrian facilities. 4 Metro District CHIP Highlights Metro District s program of construction projects is marked by major infrastructure projects that aim to preserve the condition of pavements and bridges while improving the mobility and accessibility of the transportation system in a metropolitan area of more than three million people. Metro District s STIP and CHIP have a number of multi-year construction projects continuing this year and programmed in the STIP. The I-35W at 94: Downtown-to- Crosstown project started in 2017 and will continue into The I-35W Minnesota River crossing in Bloomington/Burnsville will begin construction in late summer 2018 and continue into The I-35W North MnPASS project from Roseville to Blaine/Lino Lakes will start in 2019 and is a three year project. These projects have major impacts to the traveling public and freight movement. REMAINING RISKS Not all district priorities and needs will be addressed. There remains significant risks within the district. Risks Metro continues to feel the impact of the 2017 MnSHIP reduced bridge investment. Planned projects have unclear fixes that are unscoped and possibly underfunded. District Risk Management Program (DRMP) bridge targets do not adequately cover National Highway System and Non-National Highway System bridge needs in the Blatnik reconstruction years ( ). Program disruptions, from outside the regular program and MnSHIP direction, are anticipated. These impending disruptions include Corridors of Commerce projects, NW Metro Area coordination, local projects on the trunk highway system, and expectations for funding study results. There is an increasing expectation for mitigating traffic impacts of construction including mitigating impacts on the local road network. NOTABLE CHANGES TO S FROM PREVIOUS CHIP The STIP and CHIP years have had major changes due to new funding from the 2017 and 2018 Minnesota Legislative sessions. Several major projects have been advanced into the STIP: I-35 pavement project in Chisago County, advanced from 2021 to rd Ave Bridge (MN 65) in downtown Minneapolis, advanced from 2021 to 2020 I-94 Pavement and auxiliary lanes in northwest Hennepin County, advanced from 2026 to 2020 Additional bridge investment in the Minneapolis to St. Paul downtown I-94 corridor, beginning 2021 A number of projects funded with bonding from the 2017 and 2018 legislative sessions are in development and will be added to next year s STIP: Newly selected Corridors of Commerce projects will be added in the next year s STIP/CHIP updates $10M in new funding in each year from 2018 to 2021 is being used to upscope current projects and develop stand-alone roadside infrastructure projects $10M in new funding in 2020 and 2021 to upscope trunk highway main street or urban reconstruction projects. These funds will be used to close funding gaps that help MnDOT and local partners achieve long term fixes New funding for mobility projects in 2020 ($10M), 2021 ($20M), and 2022 ($25M), which are intended primarily for MnDOT participation on projects that local agencies are leading on the state highway system. In the last year, MnDOT modified MnSHIP direction and extended funding for Mobility investments past 2023, both for major investments and smaller spot mobility projects. Approximately $50M/year was moved from statewide pavement investments through 2026, with the remaining mobility funding coming from general fund revenues. MnDOT will work to plan the projects for these mobility funds in the upcoming year. After 2026, ongoing anticipated funding ranges between $20-40M/year. 5 METRO DISTRICT HISTORIC AND ED PERFORMANCE Traveler Safety From 2011 to 2015, fatalities in the Metro District remained relatively stable. In 2016, fatalities jumped to 138. The district will continue to make investments in new safety improvements throughout the district and over the next ten years. Reducing fatalities and serious injuries on Minnesota roadways is a priority led by the Toward Zero Deaths program. Pavement Condition Metro District saw a reduction in miles of poor pavement on all three systems over the past five years. All systems currently meet the statewide targets. Over the next ten years Interstate, non-interstate NHS, and Non-NHS are projected to deteriorate. By 2028, all systems will still meet statewide targets with the exception of the Interstate system. Bridge Condition Metro District saw a decrease in the percent of bridges in poor condition on the NHS over the past five years. Conditions on the non-nhs bridges declined slightly but remained within the state target.
