3 INTRODUCTION The Northeastern Indiana Regional Coordinating Council has conducted the transportation planning activities for the Fort Wayne Metropolitan Planning Area for many years. The remaining portion of rural Allen County and the adjacent surrounding counties, including the smaller urban areas, do not meet the traditional requirements for transportation planning activities. However, an interdependent relationship exists between the smaller urban communities, the rural areas, and the Metropolitan Planning Area. These areas have a symbiotic relationship with each benefiting from the resources and socioeconomic composition of the other. A planning decision in one community can influence the planning decisions in the surrounding communities. In addition, air quality concerns and issues require an expanded role by the Metropolitan Planning Organization involving data collection and planning efforts. Coordination, cooperation, and an understanding of the problems each area faces will help to support a well designed and efficient transportation system. In an effort to promote an efficient transportation planning process, the Northeastern Indiana Regional Coordinating Council (NIRCC) extended its transportation planning activities in 2000 to the smaller urban communities and rural portions of Allen and DeKalb Counties outside of the Metropolitan Planning Area. These two counties were selected for the first rural planning initiative in NIRCC s region based on the extensive interaction of their social, economic, and transportation systems. The potential of expanding this transportation planning service to other counties remains a viable option. The objective of these activities was to facilitate a cooperative, coordinated and comprehensive transportation planning process for all areas within the region. The process resulted in a program of projects designed to solve transportation problems, improve the safety and efficiency of the transportation system, and meet the desires and needs of the citizens, businesses, and local officials of these communities. This report documents the planning activities conducted in DeKalb County in 2000 and updates that have occurred in the years following the original Transportation Plan. 1

4 TRANSPORTATION PLANNING ACTIVITIES The objective of the rural transportation planning initiative is to facilitate and coordinate transportation planning activities and improvements in the urban communities and rural area of DeKalb County. The coordination of these activities with local governments, the Indiana Department of Transportation, and other interested agencies will promote a safe and efficient transportation system that supports and encourages economic development. In 2005 and 2006 the Northeastern Indiana Regional Coordinating Council collected and recorded traffic data, roadway characteristics. In 2007 and 2008 staff updated demographic data and land use variables within the urban communities and rural areas. Analyses were preformed to reviewed identified problems, assess current conditions, and develop viable solutions. A comparison of traffic data assisted in assessing additional needs or changes in priority of projects previously identified. This report documents the transportation planning activities including the data collected, the analyses preformed, and the recommended transportation improvements. This report serves as a multi-year plan for the urban communities and rural area in DeKalb County. Transportation Planning Tasks Traffic Counting Traffic counting is the primary method for collecting information on the transportation system. The traffic counting activity includes three different types of traffic counts: ground counts; selected intersection counts; and classification counts. These three components constitute the framework of the traffic counting/classification program to obtain traffic volumes, traffic flow movements, and vehicle classification information for use in transportation planning and analysis. Ground counts are the standard technique for collecting traffic volume data on roadway sections. From these counts, twenty-four hour average daily traffic volumes are derived for the sampled locations. Intersection counts are conducted at selected intersections to collect the necessary information to assess potential problems, traffic control, and level of service. Classification counts are conducted at strategic locations to determine the mix of various vehicle types. The 2

5 principal piece of data obtained from classification counts is the percentage of truck traffic on a given roadway. A considerable amount of work was concentrated on obtaining traffic volume data. Approximately 150 locations were sampled in DeKalb County including counts conducted in Auburn, Butler, Garrett, and Waterloo. The traffic counting effort was focused on roadways classified on the Federal Functional Classified System, unclassified roadways identified by local officials as concern areas and at railroad crossings on roadways not functionally classified. The counts were conducted for a forty-eight hour period from Monday to Wednesday or from Wednesday to Friday. An average of the two-day period was derived from the forty-eight hours to obtain a twenty-four hour average daily traffic volume. Axle correction and seasonal factors were applied as appropriate. One intersection count was collected on US 6 at County Road 61 near Butler. The intersection count provided turning movement volumes necessary to assess intersection capacity, level of service and to assess if a signal was warranted. Classification counts were conducted at 51 strategic locations as part of the 2008 Transportation Plan update. Classification counts identify vehicles by type (e.g. motorcycles, passenger cars, van/pick-up trucks, buses, and various sizes of trucks), allowing a determination of the frequency and percentage for various types of vehicles utilizing a given roadway. The combination of ground counts, intersection counts, and classification counts provides information on traffic volumes, traffic flow movements, and vehicle classification information for use in transportation planning and analysis. The traffic count information assists in the identification and clarification of problem areas, assessing the magnitude of the problem, and developing viable solutions to mitigate the problem. 3

6 Intersection and Arterial Analysis The efficiency of a transportation system often is hindered due to the poor performance of highway intersections. Congestion is a growing concern in small urban and rural areas. Data collection and evaluation in these areas assists local transportation planners and engineers in developing solutions to resolve traffic conflicts. Various types of information are collected on selected intersections and arterials to conduct level-ofservice and capacity analysis. Pertinent data includes peak hour directional volumes and turning movements, signal timings and phasing, intersection geometrics, fleet mix and other travel characteristics. Capacity and level-of-service analysis performed on the selected intersections and arterials helps identify problem areas and develop viable solutions. Information was collected on specific intersections and arterials to evaluate their performance. Analyses were primarily preformed at intersections to determine the level of service, capacity problems, and to conduct warrant checks for various types of traffic control. In addition, arterials were reviewed for traffic flow and the impacts from planned and proposed developments were analyzed. The results obtained from these analyses provide valuable information for developing and refining strategies to mitigate congestion and solve traffic conflicts. The results of these analyses are incorporated in the findings and analysis sections for specific problem areas. Railroad Crossing Inventory The maintenance of information on highway and railroad at-grade crossings is important for assessing the need for safety improvements. The at-grade crossings are monitored to collect highway traffic volume data. Information contained in the railroad-crossing inventory is reviewed. The information is updated and forwarded to the Indiana Department of Transportation. Based on this information, the Indiana Department of Transportation prioritizes railroad crossings on a statewide basis. The Indiana Department of Transportation then selects railroad crossings with the highest priorities for safety improvements. 4

7 Information was collected at all at-grade highway and railroad crossings in the rural and small urban communities. The type of information collected includes crossing identification number, type of crossing protection, number of tracks, number of highway travel lanes, and other pertinent data. This information was checked against the railroad crossing inventory data for accuracy. Traffic volumes collected at these railroad crossings are provided to the Indiana Department of Transportation to assist in the update of the railroad-crossing inventory. Demographic Data and Land Use Inventory Demographic data assists planners by identifying where residents live in addition to where they travel to for work, shopping, education, or to pursue recreational activities. Comparing information from various years establishes trends to show where growth is occurring and provides insight on where future growth has a potential to take place. Knowing the demographic profiles and land uses helps to understand the travel needs, desires, and traffic patterns of a community. Census data is a primary source for demographic data. Building permits and local knowledge supplements the census information. Land use information obtained from local planning commissions provides valuable information on existing and future development. Demographic data was collected for the rural and urban communities in DeKalb County. Census information including 1990 base information on population and housing units was utilized in This information was reviewed as part of the update to ensure any changes were identified in Meetings were held with local representatives to obtain existing and proposed land uses. The land use inventories were reviewed. Maps were prepared based upon the information collected. Agricultural, commercial, industrial, institutional, open space/park, and residential land uses were identified. The land use information provides important information necessary to identify and address current and future transportation needs. 5

8 Identify Problem Areas and Recommend Improvements The culmination of data collection, analysis, and review of problem areas as part of the transportation planning process is documented in this plan for DeKalb County. The plan identifies the problem areas, provides information and analysis specific to each problem location, and recommends a transportation strategy or improvement project designed to mitigate the identified problem. The original recommendations for improvements and new were reviewed by local governments and the Northeastern Indiana Regional Coordinating Council. Upon approval, the plan update becomes a tool for implementing specific projects to increase the safety and efficiency of the transportation system. The rural transportation planning process worked closely with local elected and appointed officials, and the Indiana Department of Transportation District Office. This process insured that reasonable and acceptable projects were developed in a coordinated manner. The plan is submitted to the Indiana Department of Transportation to provide early information on projects for planning and programming needs. This transportation planning process will help facilitate better management of the entire transportation system. Safety Management Crash records from 2005, 2006 and 2007 were obtained through the Indiana State Police database. The Automated Reporting Information Exchange System (ARIES) is an electronic database that the Northeastern Indiana Regional Coordinating Council can access through the internet to extract crash records. All crashes that occurred in DeKalb County are sent to the Indiana State Police and input into this database. Staff extracted, summarized and mapped all the crashes the database has coded in DeKalb County to provide a location summary. The summary is included as an appendix in the 2008 DeKalb Transportation Plan Update to provide information for local officials and planning staff to identify and track hazardous locations. 6

9 IDENTIFICATION OF PROBLEM AREAS AND RECOMMENDED SOLUTIONS The Northeastern Indiana Regional Coordinating Council (NIRCC) initiated the rural transportation planning process by first, identifying the primary roadways. These roadways were identified through the use of the Federal Functional Classification System combined with input from local officials and staff knowledge. The transportation planning activities were focused on this roadway system. Areas of concern were identified through meetings with various county, city, and town officials to gain insight into problem areas within their respective jurisdictions. The Northeastern Indiana Regional Coordinating Council established a template to follow for identifying, documenting, analyzing and developing a solution to for specific problem areas. As problem areas were discussed, each location was identified by an appropriate description such as a highway section or intersection. The specifics of the problem were documented. Available data was reviewed and any additional information necessary to assess the problem was collected. This information was consolidated into findings for each identified problem area. Based upon the findings, analyses were preformed to further assess the problem, identify specific characteristics and operating conditions, and help in developing a strategy to remedy the problem. The following list of problem areas includes updated information for locations identified in the previously adopted transportation plan and new projects identified during the update process. The listing will address all of the current locations identified in DeKalb County including the City of Auburn, Town of Butler, City of Garrett, and Town of Waterloo. 7

10 DEKALB COUNTY 1. County Road 61 between Butler and Hamilton PROBLEM An increase in the number of trucks between Butler and Hamilton related to a new agricultural use facility. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count and a classification count 400 feet north of County Road 16. As a result of this traffic count, the AADT (annual average daily traffic) was determined to be 759. A classification count was done in conjunction with the forty-eight hour traffic volume count and it was determined that 5.08 percent of the 759 vehicles were trucks. County Road 61 is a 2-lane road that has a bituminous surface and a lane width of 9 feet in each direction. ANALYSIS The traffic volume on this roadway does not appear to be unusually high for a rural road. The percent of truck traffic indicates that approximately forty trucks use this roadway each day. The classification study shows that two percent of the total volume, or fifteen trucks, present. Trucks include all heavy trucks, ranging in size from a typical dump truck to tractor-trailer semis. The nine-foot lane width on this road is narrow for these types of vehicles. RECOMMENDATION Continue to monitor the traffic volume growth and truck percentages on County Road PLAN UPDATE The proposed agricultural facility was not constructed but expansion of the dairy farm is anticipated near County Road 16 that will double the size of the facility when complete. Updated traffic data showed an increase in traffic. Staff noted that the percent of heavy truck at this location was 4 percent of the traffic. NIRCC will continue to monitor traffic on this roadway to assess any future needs and to identify specific deficiencies. 2. County Road 29 between Auburn and DeKalb/Allen County Line Road PROBLEM County Road 29 traffic volume is increasing due to growth in the area and local officials feel that it should be listed as a functionally classified road on the Federal Functional Classification System. 8

11 FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count as well as a classification count on County Road 29. The forty-eight hour traffic volume count was done 100 feet south of County Road 52. The AADT was 1,768. Staff noted that the roadway is bituminous and is 20 feet in width, 10-foot lanes in each direction. The classification count was done 0.4 mile north of County Road 52. The percentage of trucks on County Road 29 is 2.68% percent. County Road 29/Center Street is currently classified as a local road south of Old Brick Road. Center Street from Old Brick Road to State Road 8 is classified as an Urban Minor Arterial. ANALYSIS Land use changes are occurring rapidly within this area. At the present time the first phase of the Bear Creek Subdivision is under construction on County Road 52, east of County Road 31. Upon completion this subdivision will have 225 single-family units (phase 1) and an addition 225 single-family units in phase 2. South of County Road 52 Lakewood Baptist School is anticipating an additional 400 students. The addition of 400 students without the assistance of busing will also increase the traffic volume on this corridor. A sixty-acre parcel of land on the southeast corner of the CSX railroad at County Road 29 is available for development as an industrial site. Upon development of this site, the traffic volume and truck percentage on County Road 29 would increase. The City of Auburn has extended water and sewer utilities along this corridor from Auburn Drive to County Road 62. Based on these proposed and planned developments the future traffic volume will range from 2,500 to 6,200 vehicles per day on various sections. County Road 29/Center Street is gaining importance as a corridor linking residential, educational, and industrial developments in DeKalb County and the City of Auburn. RECOMMENDATION Request the Indiana Department of Transportation to modify the Federal Functional Classification System to include County Road 29/Center Street. The following reclassification from a local road is suggested: Center Street to an Urban Minor Arterial between 18 th Street/Old Brick Road to Auburn Drive; County Road 29/Center Street an Urban Collector between Auburn Drive and County Road 52 (Urbanized Area Boundary), and County Road 29 to a Rural Minor Collector from County Road 52 to County Road 68. Due to the current amount of development along this section of County Road 29/Center Street, the provision of water and sewer utilities, and important link it serves between the residential, educational, industrial land uses to the rural and urban areas, a modification to the Functional Classification System is recommended PLAN UPDATE Since the 2000 DeKalb Transportation Plan was approved, NIRCC worked with the Indiana Department of Transportation to update the Federal Functional Classification System in DeKalb County. The newly approved system included the classification of County Road 29 as a Rural Minor Collector making the roadway eligible for federal funding. 9

12 Staff reviewed updated traffic volumes on County Road 29 and found the AADT to be 1,733, with a truck percentage of 13 percent north of County Road 52. Developable areas near this roadway are abundant and local officials feel that future development will occur at which time roadway improvements will be necessary. NIRCC will continue to work with local officials and collected needed traffic information to determine what improvements will be needed on this roadway as development and traffic increase. 3. County Road 52 between Old State Road 427 and County Road 35 PROBLEM County Road 52 is being affected by the growth of residential development and local officials feel that it should be listed as a functionally classified road on the Federal Functional Classification System. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted two traffic volume counts on County Road 52. The first count was conducted 0.1 mile east of Old SR 427 and indicated an AADT of 1,183. The second count was conducted 0.2 mile west of County Road 35 indicated an AADT of 626. A classification count was done 0.4 mile east of Old SR 427. The truck percentage was 7.25%. County Road 52 is a 2-lane road that has a bituminous surface and a lane width of 10 feet in each direction. County Road 52 is currently classified as a local road. ANALYSIS The area surrounding County Road 52 in DeKalb County south of Auburn is changing from agricultural to residential and commercial/industrial land uses. County Road 52 provides a direct connection to Old SR 427 and County Road 29. Utilizing Old SR 427 and County Road 11a, access to Interstate 69 is easily attainable from County Road 52. Staff feels that this connectivity to other routes will continue to encourage growth along this corridor. Phase one of the Bear Creek Subdivision on County Road 52 between County Road 31 and County Road 35 is underway. Upon completion of phase one, 225 single-family units will be available. The City of Auburn has extended water and sewer utility services south on County Road 29 to County Road 52 and east on County Road 52 to the Bear Creek Subdivision. When completed, the proposed developments in this area will increase traffic volumes 2,000 to 3,000 vehicles per day. It is estimated that the proposed developments will be completed during the next five to seven years. RECOMMENDATION Request the Indiana Department of Transportation to modify the Federal Functional Classification System to include County Road 52 between County Road 35 and Old SR 427. The reclassification of County Road 52 from a local road to a Rural Minor Collector is suggested. County Road 52 collects and distributes traffic from local roads to the Rural Minor Arterial Roads County Road 35 and Old SR 427. County 52 also serves as part of an access route to Interstate 69. The existing and proposed development 10

13 along this section of County Road 52 will significantly rely on this corridor as a transportation link. The recent provision of water and sewer utilities will promote additional residential and industrial development that will utilize this roadway. A modification to the Functional Classification System to classify County Road 52 as a Rural Minor Collector is recommended PLAN UPDATE Since the 2000 DeKalb Transportation Plan was approved, NIRCC worked with the Indiana Department of Transportation to update the Federal Functional Classification System in DeKalb County. The newly approved system included the classification of County Road 52 as a Rural Major Collector making the roadway eligible for federal funding. Staff collected new traffic data on County Road 52 and determined the AADT of 1,219 east of Wayne Street (Old SR 427). Two updated counts have been conducted between of County Road 31 and County Road 35 since The 2006 count showed an AADT of 1,050 and a 2008 count showed the volume at 1,111. This increase in traffic is occurring at a slower rate that anticipated in The residential development on County Road 35 has not grown as expected. As the development continues to occur near County Road 35, staff will monitor the impact on the roadway to identify needed improvements. 4. County Road 46A/Old Brick Road Intersection with County Road 35 PROBLEM The distance between the at-grade railroad crossing on Old Brick Road/County Road 46A and the intersection with County Road 35 presents an issue of congestion and safety. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count on County Road 46A south of Auburn Drive that showed the AADT to be 2,304. There were 2 counts on County Road 35. The first count was 0.15 mile south of State Road 8 that showed the AADT to be 1,738. The second count was 0.2 mile south of County Road 56 that showed an AADT of 2,193. The CSX railroad carries approximately seventy-four trains each day. Intersection counts were conducted during the morning and afternoon peak periods to monitor existing traffic patterns through the intersection. The intersection counts identified the south through movement on County Road 35 and the eastbound to southbound right turn from County Road 46A to County Road 35 as the predominant movements. ANALYSIS County Road 35 is classified as a Rural Major Collector. County Road 46A is classified as a Rural Major Collector west of County Road 35 and a local road east of County Road 35. A future proposed housing development on the northwest corner of this intersection is estimated to provide 200 single-family units. Phase one of the Bear Creek Subdivision, located southwest of this intersection, is currently under construction and when 11

14 completed, will provide 225 single-family units. Bear Creek phase two will provide an additional 225 homes. These housing developments will generate new trips that will utilize the County Road 35 and County Road 46A intersection. An additional 1000 vehicle trips are estimated to use this intersection upon the completion of these developments. The high frequency of rail traffic (average of three trains per hour) will cause significant traffic flow disruption as additional development occurs and traffic volumes increase. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends the installation of additional lanes at this intersection to allow traffic movements through the intersection regardless of a train delay. The intersection count data indicates that the eastbound approach would benefit the most from an additional lane. The current configuration of the intersection is shown below in Figure 1 as well as the shaded areas that show the proposed lane additions. Figure 1 CR 35 and Old Brick RD (46A) Intersection Existing ROW = 40' Proposed CR 35 Old Brick Rd (46A) ROW = 40' Old Brick Rd (46A) 150' to Rail Road CR PLAN UPDATE The new road construction project of Auburn Drive has had an impact on this intersection. The volume of traffic on Old Brick Rd (County Road 46A) has decreased, however the volume on County Road 35 has increased. This intersection is an all-way stop with an acceptable level of service B. The 2006 data showed an AADT on Old Brick Rd of 1,713 west of the intersection. Traffic on County Road 35 south of the intersection has increased to 2,628 since This safety issues created by the geometrics of the intersection should be considered for future improvements to accommodate growth on County Road 35. NIRCC will continue to monitor the traffic at this location. 12

15 5. County Road 35 from County Road 34 to County Road 52 PROBLEM There has been an increase in traffic on County Road 35 due to development. There has also been an increase in the number of trucks. Local officials desired base data to monitor this growing corridor. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted three traffic volume counts between County Road 72 and Waterloo and one classification count 200 feet north of County Road 40A. The classification count indicates that trucks comprise 3.68 percent of the traffic on County Road 35. The first traffic volume count was conducted 0.2 mile south of County Road 56. The AADT at this location is 2,193. The second count was taken 400 feet north of County Road 40A and yielded an AADT of 3,567. The third count was conducted 0.15 mile south of State Road 8 and showed an AADT of 1,738. County Road 35 is a bituminous road with a pavement width of approximately 19 feet providing for two 9½-foot lanes. ANALYSIS Due to the amount of housing development that is occurring in this area the future traffic volumes were estimated to be between 3,250 and 4,000 between State Road 8 and County Road 52. The future traffic volume north of State Road 8 could increase to between 6,000 and 7,000 depending on the intensity of commercial development in the area. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that this corridor be monitored every two to three years in order to maintain adequate information on the changing travel characteristics of this corridor. In addition, the Northeastern Indiana Regional Coordinating Council feels that special attention should be placed on monitoring the intersections of County Road 35 with State Road 8, County Road 40A, and County Road 46A as development occurs along this corridor PLAN UPDATE Count data on County Road 35 has increased in recent years from continued development in the area. A new elementary school is proposed to be constructed south of SR 8 in 2010 which will have an additional impact on this roadway. The 2006 count data showed an AADT of 2,628 south of SR 8. NIRCC will continue to monitor the traffic data to determine specific needs on County Road 35 as the proposed development occurs.. 13

16 6. County Road 56 between State Road 205/State Road 327 Intersection & Interstate 69 PROBLEM The roadway is too narrow for the volume of traffic and drainage problems occur along this section of roadway. There are plans for future development that Garrett feels will deteriorate current roadway conditions and operating levels. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 0.2 mile east of the intersection of State Road 205 and State Road 327. The traffic count showed the AADT to be 2,980. A forty-eight hour traffic volume count was also conducted on CR 11A 400 feet west of Interstate 69. The AADT was 3,900. County Road 56 has a bituminous surface twenty feet wide providing for one ten-foot travel lane in each direction. ANALYSIS The proposed developments on County Road 11A near the interchange with Interstate 69 will increase traffic on County Road 56 from four to five hundred trips per day. The primary impacts from this development will be on County Road 11A immediately west of Interstate 69. It appears that County Road 56 between State Road 327 and County Road 11A and County Road 11A between Interstate 69 and County Road 56 carry the majority of the east-west travel. County Road 11A southwest of County Road 56 carries less than 1,000 vehicles per day. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council proposes that County Road 56 and County Road 11A should continue to be monitored for traffic volume increases. The drainage concerns on County Road 56 should also be investigated. Since the predominant traffic flow to and from Interstate 69 appears to be between County Road 11A and County Road 56, consideration should be given to improving the intersection of these roads to support those movements. This would involve aligning the northwest leg of County Road 11A with County Road 56 and bringing the southwest leg of County Road 11A to County Road 56 at a right angle with stop control PLAN UPDATE Local officials have not developed an improvement project at this time for County Road 56 from SR 327 to County Road 17. The Indiana Department of Transportation is scheduled to improve portions of this section as part of the Interstate 69 and County Road 11A interchange improvement project. The improvements are scheduled to begin in 2010 on County Road 11 A from Old SR 427 to County Road 17. This will include improvements at the intersection with County Road 56 and County Road 11A and the interchange at Interstate 69. The current AADT on County Road 56 is 3,290. NIRCC will work with local and state officials to determine what improvements can be made to address the issues with County Road 56 between State Road 327 and County Road

17 Staff will also continue to collect traffic data to support future improvement to the roadway. 7. State Road 8 at the Intersection of County Road 19 PROBLEM The westbound traffic on State Road 8 has poor visibility upon approaching the intersection of County Road 19 due to a hill. The intersection needs to be upgraded to satisfy current demands as well as anticipated future developments. The hill also needs to be cut down to allow better visibility for vehicles making a left turn onto County Road 19 southbound. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 0.3 mile south of State Road 8. The AADT was 1,653. An eight-hour intersection count was also conducted at the intersection of County Road 19 and State Road 8. Traffic counts conducted by the Indiana Department of Transportation in 1997 indicated the traffic volume on State Road 8 was 11,360 west of County Road 19 and 15,440 east of County Road 19. ANALYSIS An intersection analysis was performed based upon the intersection count data and existing geometric configuration. The analysis indicated that the east and westbound approaches on State Road 8 are operating at a level of service A. The north and southbound approaches on County Road 19 are operating at level of service F. The analysis was conducted for the afternoon peak period. The Wal Mart Distribution Center that has been approved at the intersection of State Road 8 and County Road 15 will impact this intersection upon its completion. A traffic signal warrant analysis was conducted based upon the intersection count. The warrant analysis indicates that the intersection should be considered as a candidate for installation of a traffic signal. A major shopping center west of Interstate 69 and south of State Road 8 is currently being discussed. This shopping center has the potential to include two big box stores, a major super-discount store and a home improvement store. The Northeastern Indiana Regional Coordinating Council projects an additional vehicles per day on State Road 8 between County Road 15 and the potential shopping center site. This additional traffic will pass through the State Road 8 and County Road 19 intersection. Additional information is provided in Figure 2. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the hill east of County Road 19 be reduced to improve visibility at the intersection. A traffic signal should be installed with geometric improvements to provide for left-turn lanes. 15

Additionally, intersection improvements will occur as part of the State Road 8 added travel lanes project scheduled to begin in Preliminary engineering and right of way acquisition is scheduled to begin in Upon completion, this intersection will have dedicated center left turning lanes on State Road Intersection of US 6 and County Road 61 PROBLEM This intersection has had numerous accidents, one that resulted in a fatality. The community would like to see the intersection improved, possibly even signalized. It was also noted that at night the intersection is dark causing additional safety concerns. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 0.4 mile south of US 6. The AADT at this location is 4,116. An intersection count was also conducted. 16

19 ANALYSIS County Road 61 between State Road 8 and US 6 is surrounded by industrially zoned land establishing a major industrial corridor. Approximately 2000 acres are currently zoned for industrial land uses. It is estimated that half of this acreage has developed. The current industrial facilities are primarily engaged in steel processing and fabrication. Several of these manufacturers are currently expanding their facilities and plan to hire additional employees within the next six to twelve months. Additional truck traffic will also be associated with these expansions. All major utilities including electric, natural gas, and sanitary sewer are available to the industrially zoned sites. A large aquifer provides ample fresh water. Development of the industrially zoned acreage will increase travel on County Road 61 by 7,000 to 10,000 vehicles per day depending on the intensity and type of industrial growth. A level of service analysis was conducted on this intersection based upon the intersection count data. The analysis indicates the east bound and westbound approaches of this intersection are operating at a level of service of A during the afternoon peak period. The southbound approach is operating at level of service C for the same time period. The intersection count shows that during the daytime hours (6:00am-6:00pm) the truck traffic ranges between 21 and 31 percent. The data shows that the westbound approach is carrying 21.4 percent, the east bound approach 24.5 percent, and the south bound approach 30.1 percent truck traffic. A signal warrant analysis was performed based upon the intersection count data and the analysis indicates that a traffic signal is not warranted at this time. Signal warrants will eventually be satisfied as development occurs along US 6 and County Road 61. RECOMMENDATION The Indiana Department of Transportation has made some improvements to the intersection markings to help delineate traffic movements. The Northeastern Indiana Regional Coordinating Council recommends that this intersection continue to be monitored. Signal warrants will eventually be satisfied as development continues to occur on County Road 61 and US 6. Illumination should be considered for this intersection to improve nighttime visibility PLAN UPDATE The Indiana Department of Transportation reviewed this intersection in 2002 and determined that signal warrants have not been met. The Northeastern Indiana Regional Coordinating Council conducted a turning movement study in 2008 that showed in intersection still unable to meet signal warrants. Staff reviewed recent crash data provided to the Indiana State Police and was unable to find a history of crash frequency that would warrant improvements based on safety. A projected traffic volume on County Road 61 of 7,000 to 10,000 is still anticipated as the proposed expansions and growth near the industrialized areas occur. NIRCC will continue to work with the Indiana Department of Transportation to assess the status of 17

20 warrants for signalization at the intersections as development occurs. Crash data will also be monitored to ensure that safety issues are addressed as traffic increases. 9. State Road 8 between State Road 327 and Interstate 69 PROBLEM Pending development along this corridor will significantly increase traffic volumes including additional truck travel. Intersection improvements and road widening should be considered for this roadway to mitigate congestion. FINDINGS Traffic counts conducted by the Indiana Department of Transportation in 1997 indicated the traffic volume on State Road 8 from State Road 327 to Interstate 69 ranges from 9,430 to 15,440. An intersection count was conducted at State Road 8 and County Road 19. ANALYSIS The Interstate 69 and State Road 8 interchange is located on the western edge of Auburn. Commercial development fully occupies the northeast and southeast quadrants. Several major retail developments are considering projects in the western quadrants of the interchange. These developments have the potential to include two big box stores, a major super-discount store and a home improvement store. This type of development would add an estimated 2,000-2,800 vehicles per day to the west and 9,000 to 9,500 to the east of this area on State Road 8. A Wal Mart Distribution Center that has been approved at the intersection of State Road 8 and County Road 15. The first phase of this facility will include a 400,000 square foot cold storage warehouse employing between 325 and 400 people. A second phase is planned to include a dry storage warehouse of similar size and employment. It is estimated that each phase will generate 1,400 additional trips, with the majority of these trips using State Road 8. These developments will significantly impact the traffic volumes. Additional development is also likely between Interstate 69 and State Road 327 that will rely on State Road 8 as a major access route. The land use plans for the Cities of Auburn and Garrett show that these areas will be developed for primarily commercial and industrial uses. An intersection and traffic signal warrant analysis was conducted at the State Road 8 and County Road 19 intersection. The warrant analysis indicates that the intersection should be considered as a candidate for installation of a traffic signal. A description of this intersection and associated findings, analysis, and recommendation is provided in this report. Intersection improvements for State Road 8 and County Road 15 should occur as part of the development of the Wal Mart Distribution Center site. RECOMMENDATION 18

21 The Northeastern Indiana Regional Coordinating Council recommends that the Indiana Department of Transportation consider constructing additional travel lanes on State Road 8 between Interstate 69 and State Road 327. The most immediate need will occur west of Interstate 69 to County Road 19. As development continues along State Road 8, this need will progress to the west towards State Road 327. Intersection improvements should also be considered at County Road 19 and County Road PLAN UPDATE An added travel lanes project on State Road 8 from Interstate 69 to State Road 327 is scheduled to begin in The project will begin preliminary engineering in 2008 and right of way acquisition in The project will provide an additional travel lane in each direction with a continuous center left turn lane from Interstate 69 to State Road 327. Intersection improvements will also be included as part of the project. The improvement will include signalization at State Road 327 and County Road 15 (Taylor Road). 10. Interstate 69 Interchange with County Road 11A PROBLEM County Road 11A will continue to support additional traffic as development continues in DeKalb County. The interchange provides access to the Interstate system serving a critical role in the areas transportation system. Improvements to the interchange to insure acceptable operating service levels should be planned well in advance to avoid congestion. FINDINGS Interstate 69 currently carries over 30,000 vehicles per day south of County Road 11A based on traffic counts conducted by the Indiana Department of Transportation and the Northeastern Indiana Regional Coordinating Council. The Council conducted traffic volume counts on County Road 11A and found that between 6,500 and 7,700 vehicles travel on the section east of the Interstate and 3,900 to 4,300 use the section to the west. Construction activity on Interstate 69 has prevented the collection of more accurate data. ANALYSIS The interchange of Interstate 69 and County Road 11A provides critical access to the interstate system for a large portion of DeKalb County. Growth in DeKalb County, including the southern portions of the Cities of Auburn and Garrett, is occurring at a rapid pace. Commercial, industrial, and residential development is anticipated as the land between these two cities is converted from existing agricultural uses. As this growth continues, the distribution of people, goods, and services will rely heavily on this interchange as part of the transportation network. Immediately surrounding the interchange, planned developments in the northwest and southwest quadrants include several hotels, restaurants, and a complex including three museums. It is estimated that these developments alone will place an additional 3,000 to 3,500 vehicles on County 19

22 Road 11A when completed. A majority of these vehicles will also utilize the interchange ramps. The increased traffic on the bridge over Interstate 69, including left-turning traffic onto the interchange ramps, will inevitably lead to congestion on the bridge at the ramp intersections. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the Interstate 69 and County Road 11A interchange continue to be monitored for future improvements. Consideration should be given for future widening of the bridge to accommodate left-turn lanes from County Road 11A onto the interchange ramps. The Interchange 69 exit ramps, as they intersect County Road 11A, should also be contemplated for future improvements PLAN UPDATE Improvements to this interchange are scheduled to begin in The bridge over Interstate 69 will be reconstructed and widened to four lanes travel lanes with a center left turning lane and two 10 foot shoulders. The improvements will also include the construction of left and right turning lanes on both ramps. In addition to the bridge, County Road 11A will be reconstructed to have 4 travel lanes and a center left turn lane from Old State Road 427 (Wayne Street) to County Road State Road 8 between County Road 35 and State Road 101 PROBLEM State Road 8 is narrow with minimal shoulders. The vertical and horizontal alignment contributes to potential safety concerns along this corridor. Traffic volumes will continue to increase including additional trucks. FINDINGS Traffic counts conducted by the Indiana Department of Transportation in 1997 on State Road 8 indicate the average daily traffic volume ranges from 2,100 to 3,750 on this section. ANALYSIS Recent and continued growth on the western edge of Auburn will contribute to increased traffic volumes on State Road 8. The completion of Auburn Drive and its connection to State Road 8 east of County Road 35 will improve mobility around Auburn and increase the attractiveness for travel on State Road 8. The industrial corridor on County Road 61 between State Road 8 and US 6 has over 1000 acres available to develop. The industrial corridor has seen continuous growth since Steel Dynamics Incorporated (SDI) constructed their facility in State Road 8 provides good access to County Road 61 from the southern portion of DeKalb County and northern portions of Allen County. The utilization of State Road 8 and Auburn Drive will provide a secondary access route from the industrial corridor to Interstate

23 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends improving State Road 8 to include wider travel lanes and shoulders. Mitigating the impacts of hills and curves along this section to improve vertical and horizontal alignment should also be considered where feasible PLAN UPDATE Recent traffic count data on State Road 8 between County Road 35 and State Road 101 indicates that the traffic continues to increase. The traffic volume east of County Road 35 was determined to be 4,069 in The count data near the intersection of State Road 8 and County Road 59 has also increased. West of the intersection the AADT is 3,390 (12% trucks) and the AADT east is 2,500 (18% trucks). This data indicates that additional traffic is utilizing State Road 8 to access the industrialized areas on County Road 59/61 which has an AADT of 1,879 (28% truck). At this time there are no plans to improve State Road 8 according to the Indiana Department of Transportation. The Northeastern Indiana Regional Coordinating Council will continue to support the previous recommendations to improve State Road 8 including wider travel lanes, shoulders and mitigation of the impacts to hills and curves along this section to improve vertical and horizontal alignment where feasible. 12. County Road 19 Intersection with County Road 48 PROBLEM County Road 19 forms two slightly offset T intersections with County Road 48. The proximity of these two intersections will create a safety concern as travel continues to increase on both County Road 48 and County Road 19. A railroad crossing located immediately north of County Road 48 on County Road 19 further complicates the operation of these intersections. FINDINGS County Road 19 is offset by approximately 95 feet as it intersects County Road 48 Street from the north and south. The rail line crosses County Road 19 approximately 260 feet north of County Road 48. The Northeastern Indiana Regional Coordinating Council conducted traffic counts on County Road 19 and County Road 48. The counts indicate that County Road 19 north of County Road 48 has an average daily traffic volume of 1,650. County Road 48 west of County Road 19 has an average daily traffic volume of 5,980 and east of County Road 48 the volume is 5,740. The rail traffic is approximately seventy-four trains per day. ANALYSIS These intersections are similar in design to the South Road (County Road 48) and Taylor Street (County Road 15) intersections and will experience similar problems as traffic volumes increase. As development continues and traffic volumes increase through these intersections, the service levels will begin to diminish and the offset intersections will contribute to congestion and safety problems. In the future, when traffic signal is warranted, these intersections will be difficult to efficiently control with automatic 21

24 signals. Train movements crossing the northern section of County Road 19 will continue to contribute to the congestion and confusion at this intersection. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that County Road 19 should be aligned to eliminate the offset intersections. Right-of-way should be acquired to allow for exclusive left, through, and right lanes for the westbound and northbound approaches. When signal warrants are satisfied, signalization of a re-align intersection will be more practical. The design of the aligned intersection should include provisions for the future additional lanes on County Road 48 to stack vehicles during train related delays. The addition of a westbound right turn lane and a eastbound left turn lane would help to store vehicles during train delays and still allow the other intersection movements to continue unimpeded. This project should be a companion project with the realignment and corridor improvement project for County Road 17 and County Road PLAN UPDATE County officials have not seen any changes to this location in the past years. The traffic data reflects no change in volume on County Road 48 (South Road). The AADT on County Road 19 has decreased to 1,093 north of the intersection. The recommended improvements are still encouraged for reasons of safety and to accommodate future needs as development occurs. NIRCC will continue to monitor the operation of this intersection. 13. County Road 17 and County Road 19 from State Road 8 to County Road 56 PROBLEM County Road 17 and County Road 19 serve as a north-south corridor between the Cities of Auburn and Garrett. These roads are offset approximately 650 feet where they intersect with County Road 52. County Road 19 is offset approximately 95 feet at its intersections with County Road 48. County Road 17 and 19 should be aligned and improved to form a continuous corridor from County Road 56 to State Road 8. FINDINGS County Road 17 and County Road 19 are classified as local roads south of County Road 48. County Road 19 north of County Road 48 to State Road 8 is classified as a Rural Major Collector. From State Road 8 north to the DeKalb County Line, County Road 19 is classified as a Rural Minor Collector. County Road 19 north of County Road 48 has an average daily traffic volume of 1,650. Traffic data was not available on County Roads 17 and 19 south of County Road 48 for this report. ANALYSIS County Roads 17 and 19 provide a north-south corridor through an area that will develop as the Cities of Auburn and Garrett grow. The land use plans for these communities include a mixture of industrial, commercial, and residential land uses for the area 22

25 surrounding this corridor. As these two communities grow closer together the importance of this corridor, as a major component of the transportation system, will continue to increase. This corridor will also serve as an alternate route for local northsouth trips, eliminating the need to rely solely on Interstate 69. A project designed to serve local trips through this area is needed, unlike the interstate that is intended for longer through trips. When the area becomes urban, County Roads 17 and 19 between County Roads 48 and 56 should be added to the Urban Functional Classification System. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that County Road 17 and County Road 19 should be aligned to create a continuous north-south corridor. The major realignment projects will occur at County Roads 48 and 52. The realignment of the County Road 19 and County Road 48 intersections is also discussed separately in this report. The travel lanes should be widened and adequate shoulders provided where necessary to improve safety. As part of the corridor improvement, special consideration should be given to all intersections to ensure acceptable operating conditions and service levels can be maintained PLAN UPDATE This location has not experienced any changes since the past Transportation Plan according to County officials. The recently approved Federal Functional Classification System reflects no change to this roadway. NIRCC recommends that the location continue to be monitored for changes and would support a local project to complete the recommended improvements listed in the Transportation Plan as development occurs or traffic volumes increase. 14. County Road 59/61 from US 6 to State Road 8 PROBLEM The Federal Functional Classification System should reflect County Road 59/61 as a Rural Major Collector and not a Local Road. FINDINGS County Roads 59 and 61 are aligned approximately 1.1 mile north of State Road 8 near the Steel Dynamics Incorporated site. The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count on County Road 61 approximately one mile south of US 6. The traffic count indicates that the annual average daily traffic volume is 4,116 on this roadway. An intersection count conducted at US 6 shows the daytime truck percentage is slightly over thirty percent. County Road 61 is a 2-lane road with a bituminous surface and a lane width of 12 feet in each direction. The connecting section of County Road 59 also has a bituminous surface with slightly narrower lanes. Prior to the aligning of these two roads, County Road 59 was classified as a local road from State Road 8 to County Road 40 and as a Rural Minor Collector from County Road 40 past US 6 to County Road 22. County Roads 61 is currently displayed as a local road on the Federal Functional Classification Maps. 23

26 ANALYSIS County Road 61 is an important roadway providing access from US 6 and State Road 8 to the industrial sites located along the corridor. The importance of this road will continue to increase as additional industrial development occurs. Approximately 1000 acres of undeveloped land is currently zoned for industrial uses. The Indiana Department of Transportation built this facility as State Road 206 before reverting it to DeKalb County as County Road 61. It appears that when County Road 61 was built and aligned to the south with County Road 59 the functional classification was not modified. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the corridor consisting of County Roads 59 and 61 from State Road 8 to US 6 should be reclassified. The Indiana Department of Transportation should be requested to modify the Federal Functional Classification System to include County Roads 59/61 between State Road 8 and US 6 as a Rural Major Collector PLAN UPDATE The updated Federal Functional Classification System included the requested change for County Road 59/61. This roadway is now classified as a Rural Major Collector. 15. Auburn Drive from County Road 35 to State Road 8 PROBLEM Auburn Drive needs to be improved and extended to connect with State Road 8. FINDINGS The Northeastern Indiana Regional Coordinating conducted a traffic count on Auburn Road between Wayne Street and County Road 29. The result of this count indicates that Auburn Road currently has an annual average daily traffic volume of 6,985. Auburn Road has a bituminous surface with ten-foot travel lanes. Auburn Road is classified as an Urban Minor Arterial on the Federal Functional Classification System. ANALYSIS The Auburn Drive project includes the rehabilitation of Auburn Drive between Wayne Street and Old Brick Road/County Road 46A and new road construction between Old Brick Road/County Road 46A and State Road 8. DeKalb County and the City of Auburn have agreed to work jointly on this project. The preliminary engineering has been completed and this project is currently in the right-of-way acquisition phase. State Road 8 is the only east-west thoroughfare traversing the City of Auburn. State Road 8 accesses Interstate 69 on the west side of Auburn in an intensely developed commercial and retail area, travels east through the Auburn Business District, provides access to residential developments on the east side of Auburn including the DeKalb Memorial Hospital and JR Watson Elementary School. East of Auburn, State Road 8 24

27 provides access to the Steel Dynamics Incorporated (SDI) Steel Mill and surrounding industrial developments. State Road 8 is a heavily traveled road supporting daily traffic volumes ranging from 12,000 to 27,350 within the City of Auburn. Congestion is common along this corridor. Auburn Drive serves as the primary corridor linking the City of Garrett and City of Auburn. This corridor provides accessibility for economic and social interaction between these two communities, benefiting economic development efforts for both. Within the City of Auburn, Auburn Drive lies south of the downtown area serving industrial and commercial developments on the west side and residential on the east. The current roadway stops at Center Street/County Road 35 forcing vehicular traffic to divert north and south, meandering through Auburn, on local residential streets. The reconstruction and extension of Auburn Drive will divert traffic away from residential streets reducing neighborhood disruption due to through traffic. The extension of Auburn Drive will provide an additional access route from the east side of Auburn, including access to the SDI Steel Mill and surrounding industrial developments, to Interstate 69. Currently, State Road 8 provides the only direct route to access these areas from the south on Interstate 69. Extending Auburn Drive will provide an alternative route to and from Interstate 69 utilizing interchange 11a. In addition, the Auburn Drive project provides many benefits to the community. The project supports and compliments desirable residential and economic growth in the southern portions of the city. The Auburn Drive extension will provide relief to State Road 8 and allow it to function more efficiently. The creation of an alternate east-west route will improve mobility and accessibility for the whole community. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that Auburn Drive be reconstructed between Wayne Street and Center Street/County Road 35, and extended between County Road 35 to connect with State Road PLAN UPDATE This project has been completed. Traffic data collected by staff in 2006 showed the AADT to be 1,076. The Federal Functional Classification System reflects a classification of an Urban Minor Arterial for the roadway. 25

28 New DeKalb County Projects 1. County Road 47 and US 6 PROBLEM The proximity of the railroad crossing south of the intersection of County Road 47 and US 6 has created safety issues for motorists. The railroad crossing traverses parallel with US 6 immediately south of the intersection. An agricultural facility is located at this location which generates a significant amount of truck traffic throughout the year especially during the harvest season. Trucks utilizing this crossing also carry fertilizers and other hazardous materials. Train traffic at this location includes both freight trains and passenger trains for Amtrak. FINDINGS County Road 47 is classified as a Rural Minor Collector with an AADT of 1,204 (7% trucks). The roadway is US 6 is classified as an Rural Other Principal Arterial and carries 7,418 vehicles per day east of the intersection and 7,627 vehicles west of the intersection. US 6 traffic carries between 28 and 29% truck traffic. Crash records show that there have been 5 crashes reported in the past three years. ANALYSIS NIRCC has met with representatives from surrounding businesses, the Indiana Department of Transportation, County officials and Waterloo officials regarding this intersection. The potential for further development is also being reviewed by planners in DeKalb County. An ethanol plant has indicated an interest in the area that would add to traffic at the intersection. The current geometrics of the intersection are shown below. The intersection can accommodate one semi truck between the intersection and the railroad crossing. Given the radius of the intersection, eastbound trucks have a difficult time turning southbound onto County Road 47 from US 6. An additional safety issue is the absence of turn lanes or passing blisters on US 6 to allow a staging area for trucks attempting to access County Road 47 when a train is present. Additionally, a number of trucks have been caught on the tracks because the vertical alignment because the railroad continues to raise the rail bed and creates a vertical alignment problem of a hump crossing. Crash records show that there have been 5 crashes in the past three years. 26

29 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend a combination of solutions to address the concerns at this location. The best solution would involve a complete intersection improvement at County Road 47 and US 6 including turning lanes for US 6 and improved turning radii. The improvement would require additional right of way for US 6 and County Road 47 to relocate US 6 north of the existing alignment, creating more distance between the at-grade railroad crossing and the intersection. Interim solutions should be considered to address the existing safety concerns including innovative Intelligent Transportation System (ITS) applications. These improvements to improve safety are needed pending a major investment by the Indiana Department of Transportation for an intersection improvement. County officials are considering improvements to County Road 41 which is west of this intersection. These improvements would serve as a temporary alternative route for truck traffic to access the agriculture facility. This improvement would allow more distance between the railroad crossing and US 6. Improvements to the unclassified roadway would be needed at the intersection of US 6 and the at-grade railroad crossing (vertical alignment). The roadway would need to be upgraded with improved surface and wider travel lanes to meet the needs of heavy truck traffic. Improvements to County Road 41 would only serve motorists as a temporary access to the agriculture facility while 27

30 improvements at the intersection of County Road 47 and US 6 are planned and constructed. NIRCC also recommends that future development approved at this location should consider requesting participation in improvements to the intersection to safely accommodate the additional traffic. 2. County Road 59 at Norfolk Southern Railroad Crossing (478161T) PROBLEM County Road 59 at the Norfolk Southern railroad crossing has vertical and horizontal alignment problems. The horizontal alignment of the roadway shifts from the west to the east at the crossing. The vertical alignment of the crossing contributes to the problems as motorists are unable to recognize that the roadway shifts immediately after crossing the railroad. FINDINGS County Road 59 is classified as a rural minor collector. The two lane roadway has 10 foot chip and seal lanes in both directions. The AADT on County Road 59 at the crossing is 1,411. The current crossing has full protection including lights and gates. The elevation of the railroad and horizontal alignment of the roadway is prominent to unfamiliar motorists. ANALYSIS County officials are concerned about the safety at the County Road 59 and Norfolk Southern at-grade railroad crossing. NIRCC conducted a site survey of this location and found the horizontal alignment issues to be the primary problem that was exaggerated by the vertical alignment of the rail line. County Road 59 at this location seems to be experiencing an increase in traffic based on recent traffic data. Staff feels that the trend will continue based on the continued industrial and commercial development occurring further north on County Road 59/61. Crash records do not indicate a high frequency of crashes at this crossing. Damaged guardrails and skid marks indicate crashes have occurred but may not have been reported. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend a that County Road 59 be reconstructed at the Norfolk Southern railroad crossing (478161T) to correct the vertical and horizontal alignment issues. Current crash records do not support improvements based on crash frequency. Staff will continue to monitor crash data at this location to and encourage improvements to correct the work with state and local officials to collect additional crash records to complete a crash analysis in support of future improvements. 28

31 3. County Road 11A and County Road 60 PROBLEM County official are concerned about the safety of County Road 11A at County Road 60. The intersection is skewed and there are some sight distance issues that have been identified as potential hazards. FINDINGS County Road 11A is classified as a rural minor collector. County Road 60 was removed as a classified roadway in the recent update of the Federal Functional Classification System because of the low volume of traffic. County Road 60 carries 400 vehicles per day through the intersection of County Road 11A. County Road 11A carries 1,471 vehicles per day. Staff collected crash data at this location and found that there were 2 crashes from 2005 to 2007 reported at this intersection. ANALYSIS Staff conducted a site survey of this location and met with a County Sheriff to look at this location. Staff determined that the speed of vehicles traveling on County Road 11A to be a contributing factor in the safety of the intersection. The skewed angle and vertical alignment at the intersection make it difficult for County Road 60 traffic to cross or access County Road 11A. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that county officials consider posting and enforcing a lower speed limit on County Road 11A to increase safety. Staff will continue to monitor the traffic at this intersection and crash data to determine whether any geometric improvements are needed in the future. 4. County Road 27 and US 6 PROBLEM The recent development of a concrete block facility at this intersection has exaggerated existing safety issues at this intersection. County officials are concerned with the change to the flow of traffic at the intersection from the concrete block facility. FINDINGS County Road 27 is classified as an urban minor collector and US 6 is classified as an urban other principal arterial. This intersection is located approximately one half of a mile west of the interchange of Interstate 69. The AADT on US 6 is 10,954 east and 7,910 (23.19% truck) west of the intersection of County Road 27. A traffic count was collected on County Road feet north of US 6 that showed an AADT of 1,468 with a truck percentage of percent.. A count was also conducted 1500 feet south of US 6 that showed the AADT to be 1,663 with a truck percentage of percent. Crash records confirmed that 12 crashes have occurred from 2005 to 2007 at this intersection. Staff will review local records to ensure the safety analysis at this location is accurate. 29

32 ANALYSIS Staff conducted a site survey of the intersection to review how traffic flowed through the concrete block facility and the intersection of County Road 27 and US 6. Crash data at the intersection was reviewed to determine the current crash frequency, crash types, severity and crash rate. This analysis does not show any abnormal or elevated values that would warrant safety improvements at this time. Crash severity and crash frequency is below what is anticipated for a location similar to this location throughout the State of Indiana based on Hazard Analysis Tool software (HAT). RECOMMENDATION The Northeastern Indiana Regional Coordinating Council will continue to monitor this location. Staff would recommend periodic tuning movement counts to assess warrants for signalization. Staff will also continue to collect crash data for this location to ensure any increase in crash frequency or severity is addressed. Staff agrees that the number of trucks turning at the location and the speed of traffic on US 6 creates safety issues that should be addressed. NIRCC will continue to work with officials to collect crash data, identify specific deficiencies and potential solutions at this location. 5. County Road 29 from County Road 60 to County Road 62 PROBLEM The DeKalb County Airport is planning to expand the runway to the east. In order to facilitate the expansion County Road 29 will be removed between County Road 60 and 62. County officials would like to extend County Road 62 to County Road 35. FINDINGS County Road 29 is not a classified roadway between County Roads 60 & 62. Current traffic counts show the AADT on County Road 29 to be 623. ANALYSIS Staff reviewed the number of trips projected to be diverted onto other roadways from County Road 29. The impact of the additional trips will not have a negative impact on the transportation network in the area. RECOMMENDATION Upon completion of closing County Road 29 the Northeastern Indiana Regional Coordinating Council would recommend County Road 62 be extended from County Road 29 to County Road 35. The new roadway should be built to accommodate future trips and meeting local design standards. 6. County Road 35 at County Road 72 (North County Line Road) PROBLEM The intersection of County Road 35 and County Road 72 has sight distance issues due to the vertical alignment of County Road 35 north of the intersection. The combination of 30

33 vegetation and vertical alignment of the roadway creates safety issues for vehicles attempting to cross or access County Road 35 from County Road 72. FINDINGS County Road 35 is classified as a rural major collector while County Road 72 is not classified. The AADT on County Road 35 is 1,668 and County Road 72 is 616 west of the intersection and 878 east of the intersection. ANALYSIS Current traffic volumes and crash records do not warrant a turning movement analysis or crash review. Staff has collected the traffic volumes and reviewed crash records to establish preliminary information to continue to monitor the performance of the intersection. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that future intersection improvements be considered for this location to address the vertical alignment and sight distance as traffic increases. The current geometrics of the intersection create safety deficiencies when combined with speed and increasing traffic. Staff will continue to monitor the traffic volume and crashes at this location to determine specific needs in the future. 7. SR 327 at County Road 11 and County Road 34 PROBLEM There are two jogs on SR 327 at County Road 34 and County Road 11. The turns create unnecessary delay for motorists and safety issues. County officials have requested that the Indiana Department of Transportation improve the location to smooth the curves to reduce the delay for motorist traveling SR 327. FINDINGS This roadway carries approximately 2,656 vehicles per day through the intersection on SR 327. County Road 34 west of the jog carries 322 vehicles per day. In the last three years there have been 2 crashes identified at this intersection. ANALYSIS Crash records suggest that the motorists utilizing this intersection are aware of the deficiencies and are able to negotiate them. The roadway unnecessarily forces through traffic on SR 327 to negotiate two 90 degree turns and increase the distance traveled. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that improvements be considered to allow for free flow of north south travel on SR 327 to minimize the delay, decrease the vehicle miles traveled and improve safety by minimizing potential conflict points. 31

34 8. County Road 62 at SR 101 PROBLEM County officials have approved a proposed development of lumber treatment facility on County Road 62 east of SR 101. FINDINGS The AADT on County Road 62 east of SR 101 is approximately 100 vehicles per day. The AADT on SR 101 is 2,100 vehicles per day (14% trucks). Crash records show no crashes at this location in 2005 to County Road 62 is not classified on the Federal Functional Classification System. The roadway is gravel and has two 7 feet wide lanes. ANALYSIS The additional trips generated by the proposed lumber treatment facitiliy will have no significant impact on the SR 101. County officials are anticipating approximately 30 to 40 additional employees and 10 truck deliveries per day. This projected number of new trips would result in an AADT of less than 200 vehicles per day. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend improvements on County Road 62 from the proposed development access to SR 101 to accommodate truck traffic. The improvements should be consistent with local roadway design standards for lane width and shoulders. Traffic volumes on County Road 62 and SR 101 do not indicate a current need for dedicated turn lanes for either roadway. 9. County Road 35 from Waterloo to County Road 72 (North County Line Road) PROBLEM County Road 35 continues to experience increasing traffic volumes from Waterloo to the DeKalb / Allen County line. County officials are concerned with the capability of the existing roadway design to facilitate the increased traffic. FINDINGS County Road is classified as a rural major collector and an urban minor arterial between Waterloo and the DeKalb / Allen County line. County Road 35 carries 2000 to 3000 vehicles per day. There are vertical alignment issues on County Road 35 north of the DeKalb / Allen County line. Narrow lane widths and deteriorated shoulders are also contributing concerns in regard to safety. Minor surface improvements to County Road 35 have been made to maintain sections that have began to deteriorate. 32

35 ANALYSIS Staff reviewed traffic volumes on County Road 35 and found the traffic volumes to be increasing north of SR 8 to Waterloo and immediately south of SR 8 to County Road 56. Staff has no historical data south of CR 56 to determine the amount of increase in traffic. RECOMMENDATION The potential for future development of and increasing traffic volumes on County Road 35 support the need for improvements. The Northeastern Indiana Regional Coordinating Council would recommend that this roadway be considered for roadway improvements to improve the surface of the roadway and provide improved shoulders. Additional considerations may be needed to address hill cuts and turn lanes specific locations. 10. County Road 75 at CSX Railroad PROBLEM The bridge on County Road 75 over the CSX railroad is a narrow structure that is in need of replacement. The bridge is owned by CSX and county officials would like to have the bridge removed for safety reasons. FINDINGS County Road 75 is not a classified roadway and does not have an at-grade railroad crossing and therefore no traffic volume data was collected. However, county officials have stated that they would like to make improvements to accommodate north south traffic in this area utilizing County Road 71. County Road 71 is also an unclassified roadway that carries approximately 28 vehicles per day. ANALYSIS Staff reviewed that roadway network in this area that would be impacted by the closure of the bridge and found the volume of traffic on the north south facilities were currently under utilized. The closure of County Road 75 at the CSX railroad will not adversely impact the affected roadways. RECOMMENDATION NIRCC would recommend that County Road 75 be closed to traffic on both approaches to the grade separation at the CSX railroad. Improvements to the surface of County Road 71 should be considered to accommodate additional trips as a result of the closure. 33

36 Auburn 1. County Road 29 at the CSX Railroad Crossing (155319K) PROBLEM The vertical and horizontal alignments of County Road 29 as it approaches the intersection with the CSX Railroad create a visibility problem at the crossing. There are also a number of trucks that utilize this crossing and local engineer s feel that a grade separation should be considered. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count and a classification count at this crossing and found that the AADT is 1,512 and found that of this AADT there are 2.68 percent trucks. The contour of the land surrounding this rail-highway crossing may be conducive for a grade separation of County Road 29 over the CSX Railroad. According to records received from the Indiana Department of Transportation, there have not been any accidents in the past 10 years. The records also indicate that seventy-four trains utilize this crossing per day and due to the contour and curve of the road the site distance is a concern. There are also concerns that as the residential and industrial development continues along County Road 29 and proposed rail traffic increases occur, the grade separation will become more important. ANALYSIS The Northeastern Indiana Regional Coordinating Council projects a five-year AADT of 3,000-3,500 vehicles per day along this corridor, which is approximately twice the current AADT of 1,512 vehicles per day. The records indicate that seventy-four trains utilize this CSX rail line each day. CSX has indicated that additional train traffic will utilize this rail corridor. City utilities have been extended south of this railroad crossing along County Road 29 to County Road 52. The provision of these utilities will lead to additional developments along this corridor, further adding to the projected traffic volume. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that this location continue to be monitored for rail and highway traffic increases. This location could be a candidate for a grade separation by bridging County Road 29 over the CSX Railroad PLAN UPDATE NIRCC has updated the traffic data for this crossing and found the 2006 AADT to be 1,733. The volume has increased at a slower rate that originally projected for a number of reasons. According to the Indiana Department of Transportation there was a crash involving a motor vehicle and train in 2004 at the crossing. NIRCC will continue to monitor the volume of traffic on County Road 29 to support separation of the at-grade crossing and roadway. 34

37 2. Indiana Avenue between County Road 36A and Betz Road PROBLEM Request for a traffic volume due to growth on Indiana Avenue. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 0.4 mile north of County Road 36A. The AADT was 4, PLAN UPDATE The 2006 traffic data showed an AADT of 3,800 on Indiana Avenue between County Road 36A and Betz Road. Rieke Park is anticipating opening in Additional trips will be generated from the park that will have an impact on traffic at the intersection of Indiana Ave and Betz Road. The new roadway construction of Grandstaff Drive will include improvements at the intersection of Indiana Avenue and Betz Rd. NIRCC will continue to monitor the volumes and determine if any additional improvements are needed as traffic in the area increases. 3. Morning Star Road between Main Street and County Road 35 PROBLEM Request for a traffic volume due to growth on Indiana Avenue. Morning Star Road should be included on the Federal Functional Classification System. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 250 feet east of Main Street. The traffic count indicates that this road carries 839 vehicles each day. Morning Star Road is a 2-lane road that has a bituminous surface with a lane width of 9 feet in each direction. This road is currently classified as a local road. ANALYSIS The land uses surrounding Morning Star Road are changing from agricultural to primarily residential developments. Bridgewater, a major residential subdivision, is currently under development and will include 450 homes when completed. Morning Star Road is the only east-west corridor serving the northern portion of the City of Auburn. As urban development continues in this area, the importance and utilization of this facility will increase. Approximately one-third of this road is currently within the urbanized area. It is anticipated the entire road will be within the urban area when urban area re-designation occurs based upon the 2000 Census. RECOMMENDATION Request the Indiana Department of Transportation to modify the Federal Functional Classification System to include Morning Star Road between County Road 35 and Main Street. The reclassification of Morning Star Road from a local road to a Rural Minor Collector and Urban Collector is suggested. Morning Star Road will serve to collect and 35

38 distribute traffic from local roads to the Urban Rural Minor Arterial Roads County Road 35 and Main Street. The existing and proposed developments along this section of road will significantly rely on this corridor as a transportation link. A modification to the Functional Classification System to classify Morning Star Road as an Urban Collector within the Urbanized Area and as a Rural Minor Collector in the Rural Area is recommended PLAN UPDATE Morning Star Road was added to the Federal Functional Classification system as an urban collector. A traffic count was collected on Morning Star Road in May of 2008 and determined the AADT to be 527. NIRCC will recount the location periodically and assess future roadway needs and trends. 4. Grandstaff Drive from North Street to Betz Road PROBLEM The City of Auburn is considering extending Grandstaff Drive north to Betz Road. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted traffic volume counts on Grandstaff Drive, Indiana Avenue, Main Street/Old State Road 427 and Betz Road. The AADT on Grandstaff Drive 150 feet north of State Road 8 was 12,484. Routes that are currently used to facilitate north-south travel from State Road 8 to the north side of Auburn are Indiana Avenue, and Main Street/ Old SR 427. The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count on Indiana Avenue north of State Road 8 and two counts on Main Street north of State Road 8. The AADT on Indiana Avenue100 feet south of Michigan Avenue is 3,417. The AADT on Main Street/Old State Road 427 is 9,858 approximately 200 feet north of State Road 8. The Main Street volume drops to 3,940 approximately 400 feet south of Morning Star Road. ANALYSIS The intersection of Grandstaff Drive and State Road 8 is surrounded by a high concentration of commercial/retail development. Traffic counts conducted by the Indiana Department of Transportation on State Road 8 in 1997 indicate a volume of 20,000 west of Grandstaff Drive and approximately 19,000 east of Grandstaff Drive. The attractiveness of this area includes its proximity to the interchange of State Road 8 and Interstate 69. Grandstaff Drive serves commercial/retail development, light industrial facilities, and provides a secondary access to a mobile home park. An extension of Grandstaff Drive from North Street to Betz Road would have a number of benefits to the overall transportation system within Auburn. The extension would provide an alternate north-south corridor diverting vehicular trips from sections of State Road 8, Main Street/Old State Road 427, and Indiana Avenue. The alternate route would reduce congestion and travel time while promoting accessibility to Interstate 69. The 36

39 extension of Grandstaff Drive would also promote economic development north of the existing commercial/industrial developments. The diversion of vehicles from State Road 8 east of Grandstaff Drive would help mitigate congestion on State Road 8, Indiana Avenue and Main Street / Old State Road 427. The extension would also relieve some of the traffic utilizing the Auburn Central Business District. This extension would facilitate work and shopping trips from residential developments in the northwestern portion of Auburn along Indiana Street and Main Street/Old State Road 427 to the commercial/retail developments near Grandstaff Drive and State Road 8. Access to the interstate from these areas would also be improved. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that Grandstaff should be extended to Betz Road west of Indiana Avenue. Improvements to Betz Road east of Indiana Avenue would be needed in conjunction with the extension. The land uses along the proposed extension include a mobile home park, industrial/commercial development, and vacant land. This extension would improve mobility and accessibility for employment and shopping trips in northwestern areas of Auburn. The extension of Grandstaff Drive will also have a positive impact on economic development within this area PLAN UPDATE A federal aid project is underway on Grandstaff Drive. The project will be constructed in phases. The first phase will include improvements from SR 8 to North Street. This improvement will include reconstruction of the existing roadway and intersection improvements at the intersection at State Road 8. Improvements of Betz Road will also be packaged into this project (See Project number 7). These improvements are scheduled to be let for construction in The second phase will be a new roadway construction to extend Grandstaff Ave north to the intersection of Indiana Avenue and Betz Road. 5. Auburn Drive Intersection with Wayne Street PROBLEM This intersection has poor radii for turning as well as stacking deficiencies. It is also located near a busy CSX railroad crossing which increases stacking problems. The increase in the traffic volume on both Auburn Drive and Wayne Street has also intensified the problems. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count and a classification count near the railroad crossing on Wayne Street. An eighthour intersection count was completed at the intersection of Auburn Drive and Wayne Street to obtain turning movement data and assess the performance of the intersection. The traffic count on Auburn Drive conducted 100 feet east of Wayne Street showed the AADT to be 6,985. The count on Wayne Street conducted 400 feet south of Auburn Drive indicated the AADT on this section is 8,763. The classification study shows that 37

40 Wayne Street carries percent trucks over a twenty-four hour period south of Auburn Drive. The configuration of this intersection and the railroad crossing is shown in Figure 3. ANALYSIS A level of service analysis was preformed for the afternoon/evening peak period (4:30pm-5:30pm) based upon the intersection count data. The level of service analysis for this peak period indicates that the overall intersection is currently operating at a level of service B. The east bound and west bound approaches are operating at level of service "C and the north bound and south bound approaches are operating at level of service B. The intersection study indicates that during the morning (6:00-10:00am) and afternoon (2:00-6:00pm) the truck percentages range from 3.7 percent to 5.7 percent on the various legs of the intersection. The classification study conducted near the CSX railroad on Wayne Street shows a percentage of trucks over a twenty-four hour period. When completed, the proposed developments on Wayne Street south of Auburn will increase the current traffic volume by 3,000 to 4,000 vehicles per day. The extension of Auburn Drive to State Road 8 will also increase the amount of traffic on Auburn Drive utilizing this intersection. This extension will provide an alternate route for east-west travel and an alternate route for access between State Road 8 and Interstate 69. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends increasing the turning radii at this intersection to accommodate the high percentage of truck traffic. The level of service and peak hour queues should continue to be monitored. The future increase of traffic on Wayne Street and Auburn Drive will likely warrant intersection improvements such as extending turn lanes to provide additional stacking and adding right-turn lanes to the intersection approaches PLAN UPDATE The improvements to Auburn Drive east of the intersection and extension of the roadway to State Road 8 have been completed since the 2000 Transportation Plan. The traffic volumes have not changed significantly since the improvements were completed however it is anticipated that Auburn Drive will experience an increase in traffic. NIRCC recommends that the proposed improvements for this intersection remain in the plan to address the issues that are still present at the intersection in order to accommodate future traffic. 38

FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count and a classification count at the railroad crossing. The traffic count on Wayne Street was conducted 400 feet south of Auburn Drive. The AADT at this location is 8,763. The classification count was also conducted 400 feet south of Auburn Drive at the CSX Railroad crossing. The classification count indicates that the percentage of trucks that utilize this section of Wayne Street and navigate the railroad crossing is percent. The Indiana Department of Transportation records reveal one accident occurred at this crossing in These records also show approximately seventy-four trains utilize the two tracks at this crossing each day. 39

42 ANALYSIS The proposed developments on Wayne Street/Old State Road 427 near County Road 11A could increase traffic crossing the railroad by 3,000 to 4,000 vehicles per day. In addition, the extension of Auburn Drive to State Road 8 will provide an alternative route to access Interstate 69. This additional traffic will also utilize this section of Wayne Street. The percentage of trucks is relatively high on this roadway and the number of trucks crossing the railroad will likely increase as additional development occurs and industrial sites expand. The number of trains utilizing this rail line is high (approximately seventy-four per day) and is anticipated to increase. The projected traffic volume and increased train activity will result in numerous delays and safety concerns at this rail highway crossing. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends constructing a grade separation at this location PLAN UPDATE The updated traffic volume data on Wayne Street shows the AADT to be 6,916. According to the Indiana Department of Transportation At-Grade Railroad Crossing Inventory this crossing has not had a crash in the past five years. This crossing is ranked 10 th in DeKalb County on the inventory by Predicted Accident Ratio (PAR) with a value of This is a value determined by the Indiana Department of Transportation to calculate the probability that a collision between a train and motor vehicle will occur at the crossing in a year. The Northeastern Indiana Regional Coordinating Council would recommend this project remain in the Transportation plan and be considered for construction in the future as traffic demand increases. 7. Betz Road from Grandstaff Drive Extended to Old State Road 427 PROBLEM An increase in traffic volume and anticipated of future development around this roadway will require road improvements. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count 100 feet west of Main Street/SR 427. The traffic count indicates that Betz Road carries approximately 1,900 vehicles each day. Betz Road was recently resurfaced with bituminous material. The pavement width is twenty feet providing two ten foot travel lanes ANALYSIS The proposed developments near the Betz Road and Indiana Street intersection will increase traffic on Betz Road. The proposed extension of Grandstaff Drive to connect with Betz Road will also increase the traffic burden on Betz Road between Indiana Street and Old State Road

43 RECOMMENDATION The intersections of Betz Road and Indiana Street and Betz Road and Old State Road 427 should be monitored for safety and the assessment for level of service. When Grandstaff Drive is extended to Betz Road the project should consider the impacts to Betz Road and corresponding improvements should be included as part of the Grandstaff project PLAN UPDATE A federal aid project is scheduled to begin in 2010 to improve Betz Road from Main Street to Indiana Avenue. The project will include the reconstruction of the roadway resulting in two 12 feet travel lanes with a 16 feet center continuous turning lane. Development has occurred as anticipated in this area of Auburn. The development of Rieke Park will also create additional travel demand for Betz Road. The future extension of Grandstaff Drive to the intersection of Betz Road and Indiana Avenue will also increase demand. Intersections will be made as part of the federal aid project at the intersection of Betz Road and Main Street and Betz Road and Indiana Avenue. 8. Auburn Drive at CSX At-Grade Railroad Crossing (155322T) PROBLEM Local officials feel that a grade separation at the CSX railroad crossing is needed due to the number of trains that utilize this crossing and the importance of the Auburn Drive corridor to the transportation system. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count west of the railroad crossing. The traffic count indicated that the annual average daily traffic volume near this location is 5,750. The rail traffic is high along this rail line. An estimated seventy-four trains go through this crossing on Auburn Drive each day. ANALYSIS The primary corridor linking the communities of Auburn and Garrett together is the Auburn Drive/County Road 48/South Road. These three roads form one continuous corridor with South Road in the City of Garrett, Auburn Drive in the City of Auburn, and County Road 48 connecting the two cities between their corporate limits. The Cities of Garrett and Auburn are two thriving communities. New development along this corridor is anticipated as these communities continue to grow. The land use plans include a mixture of industrial, commercial, and residential land uses for the area surrounding this corridor. In addition, the extension of Auburn Drive to State Road 8 on the East Side of Auburn will increase the attractiveness and utilization of this corridor. The number of trains utilizing this rail line is high (approximately seventy-four per day) and is anticipated to increase. The projected traffic volume and increased train activity will result in numerous delays and safety concerns at this rail highway crossing. As the area surrounding this corridor develops, the importance of this corridor as a major link between the Cities of Auburn and Garrett will continue to increase. 41

44 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends constructing a grade separation at this railroad crossing location PLAN UPDATE Traffic on Auburn Drive at the CSX crossing has remained consistent while the train traffic on the CSX lines have increased from 74 trains per day to 85. The potential for delay of travel on Auburn Drive will continue to discourage additional trips and development. The proposed project to construct a grade separation the CSX crossing should remain in the plan to improve traffic flow on Auburn Drive and encourage economic development along the corridor. 9. Auburn Drive from Wayne Street to County Road 35 PROBLEM Auburn Drive needs to be improved and extended to connect with State Road 8. FINDINGS The Northeastern Indiana Regional Coordinating conducted a traffic count on Auburn Road between Wayne Street and County Road 29. The result of this count indicates that Auburn Road currently has an annual average daily traffic volume of 6,985. Auburn Road has a bituminous surface with ten-foot travel lanes. Auburn Road is classified as an Urban Minor Arterial on the Federal Functional Classification System. ANALYSIS The Auburn Drive project includes the rehabilitation of Auburn Drive between Wayne Street and Old Brick Road/County Road 46A and new road construction between Old Brick Road/County Road 46A and State Road 8. DeKalb County and the City of Auburn have agreed to work jointly on this project. The preliminary engineering has been completed and this project is currently in the right-of-way acquisition phase. State Road 8 is the only east-west thoroughfare traversing the City of Auburn. State Road 8 accesses Interstate 69 on the west side of Auburn in an intensely developed commercial and retail area, travels east through the Auburn Business District, provides access to residential developments on the east side of Auburn including the DeKalb Memorial Hospital and JR Watson Elementary School. East of Auburn, State Road 8 provides access to the Steel Dynamics Incorporated (SDI) Steel Mill and surrounding industrial developments. State Road 8 is a heavily traveled road supporting daily traffic volumes ranging from 12,000 to 27,350 within the City of Auburn. Congestion is common along this corridor. Auburn Drive serves as the primary corridor linking the City of Garrett and City of Auburn. This corridor provides accessibility for economic and social interaction between these two communities, benefiting economic development efforts for both. Within the City of Auburn, Auburn Drive lies south of the downtown area serving industrial and 42

45 commercial developments on the west side and residential on the east. The current roadway stops at Center Street/County Road 35 forcing vehicular traffic to divert north and south, meandering through Auburn, on local residential streets. The reconstruction and extension of Auburn Drive will divert traffic away from residential streets reducing neighborhood disruption due to through traffic. The extension of Auburn Drive will provide an additional access route from the east side of Auburn, including access to the SDI Steel Mill and surrounding industrial developments, to Interstate 69. Currently, State Road 8 provides the only direct route to access these areas from the south on Interstate 69. Extending Auburn Drive will provide an alternative route to and from Interstate 69 utilizing interchange 11a. In addition, the Auburn Drive project provides many benefits to the community. The project supports and compliments desirable residential and economic growth in the southern portions of the city. The Auburn Drive extension will provide relief to State Road 8 and allow it to function more efficiently. The creation of an alternate east-west route will improve mobility and accessibility for the whole community. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that Auburn Drive be reconstructed between Wayne Street and Center Street/County Road 35, and extended between County Road 35 to connect with State Road PLAN UPDATE A federal aid project to extend Auburn Drive east to State Road 8 and improve Auburn Drive was completed in The roadway is now carrying approximately 6,962 vehicles per day east of Wayne Street and 1,100 on the new section of roadway. The entire roadway is anticipated to experience continued growth in the future. The Northeastern Indiana Regional Coordinating Council will continue to monitor the traffic data on Auburn Drive to ensure all needs are being addressed. NEW PROJECTS 1. County Road 52 from County Road 31 to County Road 35 PROBLEM Auburn officials want to review what improvements are needed in response to continued housing development on County Road 52 near the subdivision Bear Creek. FINDINGS County Road 52 was not previously classified on the Federal Functional Classification System. The roadway is now included on the system as a rural minor collector. The roadway carries approximately 1,052 per day. The roadway has two lanes that are 10 feet in width. In the last three years there have been no crashes on this section of County Road

46 ANALYSIS Future development is anticipated and traffic accessing developments on County Road 29 utilize the roadway to avoid train delays present. Traffic accessing Lakewood Park School also utilizes County Road 52. Residential development in Bear Creek located between County Road 31 and County Road 35 has a primary plat for Bear Creek included 450 lots. At this time there are approximately 90 homes constructed and 54 lots proposed for near future construction. Local officials feel the remaining number of planned lots will not develop any time in the near future. The additional number of trips generated on to County Road 52 is anticipated to be approximately 3,000 upon completion. An additional access to Bear Creek to County Road 56 will also be constructed as the latter sections are developed. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend future improvements to County Road 52 Wayne Street to County Road 35. As traffic warrants, the roadway should improved to provide 12 foot travel lanes and improve shoulders to 4 foot. NIRCC will continue to monitor traffic data to support the proposed improvements. 2. Construction of Bicycle and Pedestrian Facilities PROBLEM Auburn officials would like to improve access for bicycles and pedestrians to Rieke Park. FINDINGS Rieke Park is scheduled in open in 2009 and is anticipated to attract many residents for multiple sporting events and recreational activities. Bicycle and pedestrian facilities are needed to connect populated residential areas to the park. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend bicycle and pedestrian facilities be considered to connect Rieke Park to surrounding areas of Auburn. Conceptual ideas for facilities in Auburn have been included as part of the Regional Bicycle and Pedestrian Plan for Northeast Indiana. NIRCC will work with local officials to determine specific projects and seek funding to support the projects. 44

47 Butler 1. US 6 in the City of Butler PROBLEM The City of Butler would like to have curbs installed and drainage upgraded along US 6 when the State resurfaces it. FINDINGS This project has been approved for construction PLAN UPDATE This project has been completed by the Indiana Department of Transportation. 2. State Road 1/Broadway and RE Jones Road/County Road 30 PROBLEM The traffic volumes on State Road 1 and County Road have increases due to new development in the southern portion of Butler. Additional development along these two corridors may require intersection improvements. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic count on County Road 30 east of State Road 1 which indicates an average daily traffic volume of approximately 2,500 vehicles. Indiana Department of Transportation traffic counts conducted in 1997 indicate that the volume of traffic on State Road 1 south of County Road 30 is 2,730 and north of County Road 30 is 3,800. The Council also conducted an eight-hour count at the intersection of State Road 1 and County Road 30 to determine the flow of traffic through the intersection. ANALYSIS As development occurs along these two corridors the traffic volumes will continue to increase. Industrial development is likely to occur on County Road 30. The school district owns 160 acres of land at the intersection of County Road 30 and will likely develop some type of educational facility at this location within the next ten years. Residential development is occurring near the intersection with access from State Road 1. A manufactured housing community is currently under development and will include 258 homes when completed. The housing community will place approximately 1,150 additional vehicle trips on State Road 1. The school district property could place 300 to 1075 additional trips depending on the type and size of facility to be built. Industrial development in the area is less predictable but will continue to both passenger vehicle and truck traffic. An intersection level of service analysis was conducted based upon the intersection count information. This analysis indicates the intersection is currently operating at an acceptable level of service. 45

48 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the intersection of State Road 1 and County Road 30 should continue to be monitored. As development continues in this area, intersection improvements will likely be necessary to maintain efficient traffic flow. The addition of left-turn lanes and traffic control options should be considered as development occurs PLAN UPDATE Traffic volumes have remained consistent on State Road 1. The proposed school was opened in 2005 creating additional safety concerns at the intersection of State Road 1 and County Road 30. The Indiana Department of Transportation has reviewed the intersection and determined the radius for truck traffic needs to be improved. At this time there are no project scheduled to improve the intersection. The Fort Wayne District office is aware of the needs at the intersection of County Road 30 and will work with local officials to develop improvements in the future as funds become available. The Northeastern Indiana Department of Transportation will continue to collect data and work with the Indiana Department of Transportation to seek funding and justification for the needed improvements. 3. US 6 and High Street PROBLEM High Street will have an increasing traffic volume due to the development of a residential subdivision. Safety and efficient traffic flow may become an issue at this intersection. FINDINGS A traffic count conducted by the Indiana Department of Transportation in 1997 indicates that US 6 carries approximately 7,700 vehicles per day. Data collected by the Northeastern Indiana Regional Coordinating Council shows that the truck percentages during daytime hours on US 6 is approximately twenty percent. High Street is currently a relatively short dead end road with minimal traffic. ANALYSIS A new housing north of US 6 will have access from High Street and Basket Factory Road/County Road 61A. The residential subdivision is planned to include 88 singlefamily homes. When fully developed, this subdivision will generate approximately 850 total trips that will utilize the two access points. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the US 6 and High Street intersection be monitored and assessed to determine if any improvements are needed. 46

49 2008 PLAN UPDATE Local officials stated that the operation of this intersection has not experience significant change in performance as a result of the residential development. Approximately one half of the homes proposed have been completed at this time. Traffic data will be collected upon completion of the development to determine what improvements may be needed at this intersection. 4. US 6 and Basket Factory Road/County Road 61A PROBLEM Basket Factory Road will have an increasing traffic volume due to the development of a residential subdivision. Safety and efficient traffic flow may become an issue at this intersection. FINDINGS A traffic count conducted by the Indiana Department of Transportation in 1997 indicates that US 6 carries approximately 7,700 vehicles per day. Data collected by the Northeastern Indiana Regional Coordinating Council shows that the truck percentages during daytime hours on US 6 is approximately twenty percent. Basket Factory Road is classified as a Local Road and travels diagonally in a northwest direction from US 6. This road connects with County Road 61. ANALYSIS A new housing north of US 6 will have access from High Street and Basket Factory Road/County Road 61A. The residential subdivision is planned to include 88 singlefamily homes. When fully developed, this subdivision will generate approximately 850 total trips that will utilize the two access points. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that the US 6 and Basket Factory Road/County Road 61A intersection be monitored and assessed to determine if any improvements are needed PLAN UPDATE A variety of uses for this land has been discussed by local officials. No specific retail development has been identified at this time. Traffic data collected showed an increase of traffic on Basket Factory Road north of the intersection of US 6. The updated AADT is 982. Traffic on US 6 has remained consistent east of the City of Butler. NIRCC will continue to monitor the traffic at the intersection and work with local officials as potential developments are identified to determine what improvements may be needed. 47

50 Garrett 1. At-Grade Railroad Crossings on County Road 15 and County Road 19 in Garrett PROBLEM Garrett would like improvements of both railroad crossings. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a site tour to both locations and then researched Indiana Department of Transportation records. The railroad crossings on County Road 15 and County Road 19 are both currently protected by flashing lights and crossing gates. RECOMMENDATION No Recommendation 2. South Road and Taylor Road Intersection (Garrett) PROBLEM Taylor Road forms two slightly offset T intersections with South Road. The proximity of these two intersections creates confusion, congestion, and safety concerns. A railroad crossing located immediately north of South Road on Taylor Road contributes to problems with these intersections. FINDINGS Taylor Street is offset approximately 85 feet as it intersects South Road from the north and south. The rail line crosses Taylor Street approximately 170 feet north of South Road. Approximately seventy-four trains utilize this rail line each day. The Northeastern Indiana Regional Coordinating Council conducted traffic counts on Taylor Road and South Road. The traffic counts indicate that South Road has an average daily traffic volume of 5,000 west of Taylor Road and 5,980 east of Taylor Road. Taylor Road has an average daily traffic volume of 1,880 south of South Road and 2,050 north of South Road. An intersection count was also conducted at this intersection during the morning and afternoon peak traffic periods. The intersection count indicates that the South Road through movements are the heaviest. The two highest turning movements are the northbound Taylor Street to eastbound South Road and the westbound South Road to southbound Taylor Street. ANALYSIS A level of service analysis of these intersections determined that during the afternoon peak period of travel the eastbound and westbound approaches operate at level of service A and the northbound and southbound approaches operate at level of service C. These service levels indicate that the intersections are currently operating adequately 48

51 although their offset alignment is somewhat confusing. As development continues and traffic volumes increase through this intersection, the service levels of the northbound and southbound approaches will diminish. In the future, a traffic signal will likely be warranted at this intersection. Train movements crossing the northern section of Taylor Road will continue to contribute to the congestion and confusion at this intersection. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that Taylor Road should be aligned to eliminate the offset intersections. Based on field observation, it appears the southern section of Taylor Road will be the least costly approach to re-align. Right-of-way should be acquired to allow for exclusive left, through, and right lanes for the westbound and northbound approaches. When signal warrants are satisfied, signalization of a re-align intersection will be more practical. Additional lanes should be considered on South Road to stack vehicles during train related delays. The addition of a westbound right turn lane and a eastbound left turn lane would help to store vehicles during train delays and still allow the other intersection movements to continue unimpeded PLAN UPDATE Traffic data collected on all approaches to the intersection and railroad crossing were collected. Taylor Road at the crossing had an AADT of 1,419 and near State Road 8 the AADT was 2,355. The traffic volume on South Road east of County Road 19 showed an AADT of 4,487. Quincy Street west of the intersection was determined to be carrying 3,671 vehicles per day. The Northeastern Indiana Regional Coordinating Council would recommend this project remain in the transportation plan for future consideration. 3. Quincy Street transition to South Road at Second Street PROBLEM The alignment of Quincy Street and South Road are offset requiring motorists to negotiate two ninety-degree curves utilizing Second Street to continue along the eastwest corridor. The intersection of Quincy Street and Second Street further complicates this transition. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted traffic counts to determine annual average daily traffic volumes on Quincy Street and South Road. The volume on Quincy Street indicates that approximately 5,680 vehicles travel the section between Second Street and Randolph Street. The volume on South Road is approximately 5,000 between Taylor Road and Second Street. A traffic count conducted on Quincy Street west of Taylor Road indicates the volume is approximately 430 at this location. 49

52 ANALYSIS Quincy Street and South Road combine to form a major east-west arterial providing access into the downtown business district of Garrett. The predominant east-west travel on Garrett s eastside utilizes this corridor. This corridor also serves as a major route connecting the Cities of Garrett and Auburn. The land uses on Quincy Street from Randolph Street to Second Street is primarily commercial/industrial with some residential. This section is classified as an Urban Minor Arterial. Quincy Street from Second Street to Taylor Road is lined primarily with single family homes and is classified as a local street. South Road from Second Street to Taylor Road has a mixture of adjoining residential and commercial/industrial land uses. This section of roadway is classified as an Urban Minor Arterial. As traffic continues to increase along this corridor, the transition from Quincy Street to South Road will become congested and create potential safety concerns. Motorists will circumvent the area, utilizing local residential streets, which is not desirable. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that Quincy Street and South Road should be aligned to provide a smooth transition. This improvement will assist east-west travel through this area of Garrett. Several streets that currently intersect Quincy Street and South Road including Quincy Street to the east, Second Street, and Third Street, will be impacted by this recommended improvement. Consideration of these impacts to the surrounding streets and the desires of the community must be incorporated into the project design PLAN UPDATE Quincy Street traffic data was collected between 2 nd Street and Britton Street. The AADT at this location was 3,671 in 2006 and 5,004 in NIRCC will continue to monitor the traffic on Quincy Street in the future. Garrett officials feel that other improvements have a higher priority based on the development activity. 4. Intersection of State Road 327 and Warfield Street PROBLEMS Volume of traffic from the high school and a hill at the intersection causes congestion at the intersection. FINDINGS The Northeastern Indiana Regional Coordinating Council staff conducted a field study of the intersection. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that parking be restricted to the east on northbound lane of State Road 327 south between Warfield Street and First Street (see Figure 4). This will increase visibility for westbound traffic on Warfield Street at the intersection of State Road

53 2008 PLAN UPDATE Parking is now restricted on State Road 327 south of the intersection of on the east side of the roadway. This restriction has improved the safety at the intersection. Southbound traffic attempting to turn east onto Warfield Street is now creating safety issues and delay on State Road 327. Parking has not been restricted on the west side of the roadway to allow through vehicles to pass turning vehicles. NIRCC would recommend that local officials continue to seek possible improvements to balance community needs at this location and work with INDOT to investigate potential solutions for southbound through traffic during peak hours. NIRCC will continue to monitor traffic data and coordinate with local officials and INDOT to identify potential solutions. If the problem persists, local officials should consider limiting parking during morning peak hours. Figure 4. 54 NEW PROJECTS 1. Fuller Drive at State Road 8 PROBLEM Garrett officials are anticipating additional growth in development at these intersections. They are concerned that the increase in traffic at these intersections combined with additional development will create safety issues and congestion. FINDINGS The Northeastern Indiana Regional Coordinating Council reviewed traffic volumes on State Road 8 and Fuller Drive. State Road 8 carries 11,672, while Fuller Drive carries approximately 1,697. Crash records identified 3 crashes at this intersection in 2005 to ANALYSIS The Indiana Department of Transportation is scheduled in improve State Road 8 from Interstate 69 to State Road 327 which will include improvements to meet the demand proposed by the access at Fuller Drive. RECOMMENDATION NIRCC would recommend that this intersection be monitored and a level of service should be obtained upon completion of the added travel lanes project scheduled for State Road 8 and reassessed periodically to determine if any improvements are needed. 2. SR 327 & State Road 8 PROBLEM An apartment complex is scheduled to be constructed southeast of this intersection. A 30,000 square foot strip mall is also proposed. Officials would like to ensure roadway capacities will be able to accommodate the additional trips from the developments FINDINGS State Road 8 east of State Road 327 has an AADT of 10,966. The AADT south of State Road 8 is 8,347. According to crash records there have been 22 crashes at this intersection in 2005, 2006 and ANALYSIS The Indiana Department of Transportation has designed improvements including signalization at this intersection as part of the added travel lanes project from State Road 327 to Interstate 69. The design of the improvements included the proposed developments. 52

55 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend this intersection be monitored to ensure the scheduled improvements resolve capacity and safety issues. 3. Bicycle / Pedestrian Facilities PROBLEM Local officials would like to provide a bicycle / pedestrian facility to connect residential areas near Iron Horse subdivision that is located southeast of the State Road 8 and State Road 327 intersection to the existing sidewalk on State Road 327 (Randolph Street) near Covell Street. FINDINGS This proposed project would provide connectivity to the local elementary, middle and high schools in Garrett. There are no projects identified on the 2007 Regional Bicycle / Pedestrian Plan for northeast Indiana for this area. Residential development north of the existing sidewalks has no connection to the downtown area or schools at this time. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that a project be developed to provide access through bicycle and pedestrian facilities to this area. Safe Routes to School funds should be sought to provide funding to this project. NIRCC will work with local officials to obtain funding and implement a project in the future as development continues. 53

56 Waterloo 1. Intersection of US 6 and Wayne Street PROBLEM The Town of Waterloo wants improvements done at this intersection. FINDINGS The Northeastern Indiana Regional Coordinating Council conducted a traffic volume count on Wayne Street 100 feet north of Marion Street. The AADT is 6,227. There was also an 8-hour intersection count done at the intersection. ANALYSIS The intersection of US 6 and Wayne Street does not have any exclusive left turn lanes. As anticipated, the intersection count indicates that the through movements on US 6 are the predominant movements. The count also indicates that the eastbound, westbound and northbound approaches have relatively high left turn movements. Compounding the problem at this intersection is the high percentage of truck traffic. The eastbound and westbound approaches carry approximately thirty- percent truck traffic. The lack of exclusive left turn lanes contributes to congestion and safety concerns at this intersection. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council recommends that left-turn lanes be installed on the east and west approach of US 6. In addition, the reconstruction of the intersection should include increased turning radii to accommodate large trucks PLAN UPDATE The Indiana Department of Transportation has completed improvements to the intersection of US 6 and Wayne Street. NEW PROJECTS 1. US 6 east of Interstate 69. PROBLEM A truck stop has been proposed on the southeast section if the interchange of Interstate 69 and US 6. FINDINGS The proposed truck top, Flying J, has conducted a traffic impact study for the proposed development at this location. Local officials feel the propose development may be scaled back in size if it is constructed. Traffic counts on US 6 east of Interstate 69 show a current AADT of 10,782 with a truck percentage of 28%. 54

57 ANALYSIS Staff reviewed the traffic impact study and level of service for the access to the proposed truck stop to determine the impacts of the additional trips. The future projected level of service was determined to be an F for the full scale development being proposed. A 30% reduction in the scale of the project was also reviewed. A level of service D was found when staff reviewed a scaled down development. If the proposed truck stop is built at full scale a signal would be warranted for the access to US 6. By decreasing the size of the proposed truck stop by 30% the signal would not be warranted given the amount of traffic on US 6 at this time. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that access to US 6 from the proposed development include a dedicated right turn lane for the eastbound right turns, a dedicated left turn lane for westbound traffic on US 6 and dedicated left and right turn lanes for the northbound approach. Staff would also recommend that the development access be no less than 1000 feet from the interchange ramps at Interstate 69. Signalization of the access would be warranted if the current plan is constructed as proposed in the traffic impact study. If the project is scaled down in size by 30% or more the Northeastern Indiana Regional Coordinating Council would recommend the signal be installed at such time that warrants are met. 2. County Road 31 between US 6 and County Road 28 PROBLEM A Transfer Recycling Center is being constructed on the west side of County Road 31 north of County Road 28. FINDINGS Waterloo officials have renamed County Road 31 North Commerce Drive from US 6 to the railroad and South Commerce Drive from the railroad to County Road 28. This roadway is classified as an urban collector and has an AADT of 810 vehicles per day. The Transfer Recycling Center being constructed is anticipated to have 65 employees and 100 trucks per day. Additional trips are anticipated by residents dropping of scrap metal items such as aluminum cans. ANALYSIS The Northeastern Indiana Regional Coordinating Council has reviewed the impacts from the transfer recycling facility on County Road 31 and the intersections of US 6 and County Road 28. The additional trips are projected to be 100 trucks and 65 vehicles. No projections were made for residential trips accessing the facility. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend improvements at the intersection of North Commerce Drive (County Road 31) and US 6 to accommodate the additional traffic accessing the transfer recycling facility. 55

58 Improvements should include a dedicated right turn for the eastbound approach on US 6, a dedicated left turn on the westbound approach for US 6 and a dedicated left turn on County Road 31 for the northbound approach. Signalization is not warranted at this time based on the projected number of vehicles per day. 3. Albright Street and Walnut Street PROBLEM The proposed housing addition, Country Village on Albright Street has increased from 20 homes to 66 homes. FINDINGS Waterloo officials stated that the proposed number of homes for the development has increased and want to ensure no improvements are needed to the affected roadways as a result of the increase. Albright Street and Walnut Street are the primary roadways affected by the additional trips from the Country Village addition. The additional 46 homes would have a minimal impact on the overall performance of the roadway increasing the daily traffic by approximately 450 vehicles per day. ANALYSIS Albright Street and Walnut Street were not classified roadways in 2005 and 2006 when traffic data was collected. Local roadways commonly carry 1000 or less vehicles per day. The Northeastern Indiana Regional Coordinating Council assumed 1000 vehicles per day for both roadways and added the additional trips from the housing to review the impacts. RECOMMENDATION The Northeastern Indiana Regional Coordinating Council would recommend that this roadway be counted in the future to determine the amount of traffic on Walnut Street east and west of Albright Street. Staff does not feel that the projected number of 1,450 vehicles per day on Albright Street and Walnut Street warrants any improvements at this time. Staff would recommend the traffic volumes be monitored in the future to ensure the roadway is operating at an acceptable level of service. 4. Amtrak Railroad Station PROBLEM The Amtrak Railroad Station is being rehabilitated in August Local officials would like to improve the platforms and parking for passenger access the station. FINDINGS Local officials have spoke to Norfolk Southern representatives about potential crossing as Wayne Street for passengers. Norfolk Southern representatives will not allow passengers to utilize this crossing. 56

59 RECOMMENDATION The Northeastern Indiana Regional Coordinating Council will work with local officials to identify potential funding options to construct parking areas and connectivity through a bridge or tunnel. 57

60 SUMMARY The Northeastern Indiana Regional Coordinating Council engaged a rural transportation planning initiative that has been extremely successful. The original planning efforts have been complemented by continued data collection and identification of problem areas, analysis, and development of solutions. The process has brought a clearer understanding of the transportation system to all participants. The first initiative in rural transportation planning developed an awareness of the need for a continuous planning process. As development has occurred, additional potential problem areas and changes to other problem areas have been addressed in the planning process. The Northeastern Indiana Regional Coordinating Council will continue to participate in monitoring the status of problem areas and work with local officials to ensure a safe and efficient transportation system for DeKalb County. The transportation planning process and program of projects will provide the different divisions of the Indiana Department of Transportation with updated information on projects for planning and programming needs. This will help facilitate better management of the entire transportation system. 58
