5 WHY ARE WE HERE? Airfield congestion and aircraft delay indicates potential modification to existing airfield facilities Broward County informs FAA of need for a Federal project An Environmental Impact Statement is prepared under NEPA

6 National Environmental Policy Act (NEPA) Agencies of the Federal Government shall utilize a systematic, interdisciplinary approach which will insure the integrated use of the natural and social sciences and the environmental design arts in planning and in decision-making which may have an impact on man's environment. Generally the NEPA process entails: - Determines need - Identifies alternatives - Analyzes potential environmental impacts - Based on data, FAA selects and recommends alternative

7 WHY ARE YOU HERE? Public participation is required under NEPA FIVE communities potentially affected by the development of the proposed project: Hollywood, Fort Lauderdale, Plantation, Davie, and Dania Beach Community Relations Departments of the airport and Broward County identified homeowner and neighborhood associations in the Study Area Addresses were plotted within the Study Area boundary Representatives of the homeowner or community associations were identified

8 How was the Study Area boundary defined? Composite of previous airport noise contours (out to the 60 DNL) Provided buffer area for potential growth in the 60 DNL noise contour off the crosswind runway and the Seminole Indian Reservation Squared off boundary lines follow roadways where available

21 Proposed Extension of South Runway (FLL) BROWARD COUNTY COMMISSION PROJECT PARAMETERS County Commission approved a modified south runway expansion Stay within the confines of Northeast 7 th Avenue Value-added engineering study to identify the most effective runway length with use restrictions

22 SPONSOR S PROPOSED PROJECT Extend Runway 9R/27L to 8,600 feet (existing length: 5,276 feet) Extend the existing parallel taxiway and connecting taxiways to Runway 9R/27L Widen Runway 9R/27L to 150 feet (existing width: 100 feet) Site preparation, drainage, paving, marking, lighting, fencing, NAVAIDS, obstruction clearing, environmental mitigation, and other associated work required for the runway extension.

23 SPONSOR S PROPOSED PROJECT Proposed Project would allow commercial jet aircraft to utilize the extended runway Construction would occur on airport property and in Florida East-Coast Railway and Florida Department of Transportation rights-of-way

24 EIS ANALYSIS FOR THE SPONSOR S PROPOSED PROJECT The proposed extension would accommodate the forecast traffic through the year 2017 Analysis years: - Existing conditions (2004 Baseline) - Future 2012 forecast conditions (opening year of the project) - Future forecast conditions five years after the project becomes operational, 2017

33 Project Focus Groups Mission Statement The purpose of the Federal Aviation Administration (FAA) Project Focus Groups is to provide input and feedback to the FAA Project Management Team for the Environmental Impact Statement (EIS) process for the proposed runway extension and study results. The FAA Project Focus Groups will consist of a small number of key public stakeholders who represent communities that may be affected by the proposed project. These small groups are to create a forum where information is shared and meaningful dialogue takes place between community-based leaders and the FAA Project Management Team. FAA Project Focus Group participants will not have any policy-making authority on such issues as the project s proposed purpose and need, the range of alternatives carried forward for detailed environmental analysis or proposed mitigation measures. Information garnered from these FAA Project Focus Groups will be taken into consideration by the FAA in the conduct of the EIS.

Citizen involvement, where appropriate, should be initiated at the earliest practical time and continued throughout the development of the proposed project in order to obtain meaningful input. Examples of citizen groups are: environmental, conservation, public service, education, labor, business, or aviation and airspace user organizations, and citizen advisory committees. b. While requests for Federal airport actions originate with a local public agency, the involvement of the community at large is a necessary element in the decisionmaking process. An effective opportunity to comment at appropriate stages in the decisionmaking process shall be provided to communities, citizen groups, and other individuals affected by airport proposals submitted to the FAA. They shall also be provided an opportunity to review and comment on draft and final statements. In order to provide an effective opportunity for comment when significant portions of the affected public have a native language other than English, environmental documents may be provided or public hearings con ducted in such native language. c. In accordance with section 509(b)(6) of the 1982 Airport Act, the opportunity for public hearings shall be offered on any action involving airport location, location of a new runway, or major extension of a runway. For other actions, a public hearing shall be considered in accordance with the guidelines contained in paragraph 49. FAA Advisory Circular 150/5050 4, Citizen Participation in Airport Planning, has additional specific guidance on community involvement. Standard procedures for Federal agency public involvement are stated in CEQ
