5 INTRODUCTION The City of Olathe Parks & Recreation system is a significant contributor to the City s infrastructure and to the overall well-being of the City s 135,000 residents. The implementation of master plans for Cedar Lake Park, Lake Olathe Park, and the Cedar Creek Trail will be one of the most significant park and recreation investments in recent years, not only in the City of Olathe, but also within the entire Kansas City Metro area. When complete, these park facilities will provide the citizens of Olathe with opportunities to engage in a user experience seldom seen in the region. The facilities recommended in the master plans will provide users with a broad range of activities for all ages and abilities. Whether winding down a park road with spectacular views to the lake, or soaring through the tree canopy with your family and friends, each park will be a unique and exciting destination - a must do recreation experience. The addition of these facilities and programs will further enhance the City s Parks & Recreation system and the quality of life for residents and visitors for many years to come. 7 PURPOSE HEATHERSTONE LAKE FRISCO TRAIL For nearly 100 years, Cedar Lake and Lake Olathe have served residents as a source of both household drinking water and recreation. As Olathe has grown, a variety of changes have impacted lake function and character. These park facilities remain unique places in the fabric of Olathe and are identified in the 2014 Olathe Parks & Recreation Department Strategic Master Plan as opportunities to establish signature destination facilities to serve as a local and regional draw. To continue the City of Olathe s excellence in providing its residents with diverse recreational opportunities and activities, the City commissioned these new master plans in After issuing a Request for Proposals (RFP) and conducting interviews, a Design Team led by Confluence and supported by SFS Architecture, PROS Consulting, Burns + McDonnell, and Kaw Valley Engineering was selected. The team was tasked with creating a vision for these signature facilities that provides a wide range of recreation and activity space within each of the parks. The master plan is intended to serve as a guide for future development of Cedar Lake, Lake Olathe, and Cedar Creek Trail, the 2.34 mile pedestrian/bicycle trail that will connect the two sites. The plan establishes a vision for these facilities and outlines phased development, combining community input and desires with a holistic and environmentally responsible approach. 9 PROCESS WALK THE PARKS REVIEW To begin the design process, the Design Team, Parks & Recreation Staff, and City Staff completed a Walk the Parks analysis on September 18, This step in the master planning process allowed for both the Design Team and Client Group to gain an indepth knowledge and understanding of the various aspects of each park site. This also provided input to the Design Team regarding maintenance, operations, and programming of the current park facilities. Upon completion of this day-long review, the Design Team summarized the information gleaned into an analysis diagram for each park. The site analysis dia gram identified various elements on and surrounding the site that influenced how the site s final program might be incorporated. This information, along with research and information from the site inventory, was then used as a tool to guide the design recommen dations of the future park master plans. 11 GOAL / VISION STATEMENT SCULPTURE GARDENS The next step in the design process was for the Design Team and City Staff to develop Goal and Vision Statements as a means to set a level of expectation for these important projects and to become the guiding principles for the project. Design options and recommendations were weighed against the Goal and Vision Statements as a means to validate their ability to meet the expectations set forth. GOAL To create a destination unique to the Kansas City metropolitan area drawing a multi-generational population for awe-inspiring, memorable, and repeated visits while still preserving wildlife habitat. Develop a timeless aesthetic that is complementary to the existing park character to create a memorable and iconic experience for all users. Highlight and incorporate experiences with the water. 13 BENCHMARKING + MARKET ANALYSIS LEGACY PARK - LEE S SUMMIT The next step in the design process was a Design Team-facilitated workshop with the Steering Committee on September 24, 2015 to begin the process of Understanding the Market. The process included analysis of the City s demographics in order to identify the key factors that could impact design decisions. Next, a Comparative Analysis of ten similar facilities within the region was conducted to understand and identify facilities or programs to be considered in order for each park to become a unique regional destination which provides one of a kind recreational opportunities. 15 STAFF/COUNCIL/PUBLIC PROGRAMMING INPUT AND FINDINGS STAFF PROGRAMMING MEETING PUBLIC PROGRAMMING MEETING INITIAL MASTER PLAN REVIEW The Design Team then began soliciting input on each of the design concepts developed for the park and trail sites. Multiple workshops on September 24, October 22, and November 3, 2015 were held with City Staff, City Council, and the Public. At the first workshop, each group was given the opportunity to provide their input regarding potential amenities and programs to be considered for each park. Using key pad polling, the participants provided their preferences on: structural program; aquatics program; land program; art + sculpture; architectural character; and signage + wayfinding. Results were shared instantly with the participants, allowing them to see the group s desired amenities and site character. Next, participants indicated location preferences including where participants felt the preferred elements would be most appropriately located within each park site. This information was gathered using comment cards and dot polling on exhibit boards which held images of potential facilities and program elements. In order to gather as much input as possible from the public and engage those who were not able to attend the public workshops, addresses were provided for each park site to which residents and the public at large could send their thoughts and ideas. Residents were notified of this opportunity via the City website, social media, and post cards handed out at City events. Upon completion of the site review and various programming workshops the Design Team developed two master plan alternatives each for Cedar Lake, Lake Olathe, and Cedar Creek Trail. The plans were then presented at a second workshop on December 3, 2015 and the public was invited to provide their thoughts regarding each of the proposed master plan alternatives and the facilities and programs each provided. Those attending the workshop were also encouraged to provide any additional thoughts and ideas via . PUBLIC INPUT MEETING The design team then held a workshop with the City Council on January 5, 2016 to review the alternatives and the comments made by workshop attendees and respondents. The Council provided valuable input through their comments and insight. Based on input received from the Steering Committee, the public, and City Council, the Design Team developed the Final Master Plan Recommendations for Cedar Lake, Lake Olathe, and Cedar Creek Trail. The plan maximizes visitor interaction with the lake, allowing for fishing, boating, and nature exploration along the shoreline, which were identified as desired elements in the public input process. Three vehicular connections and two pedestrian trail connections are included with the plan to accommodate a variety of different uses from organized activities to the drop-in recreational user. In addition to the trail connections to the site, a perimeter trail around the park provides users with a pleasant means of access to the numerous amenities available to park visitors. 19 LAKE OLATHE FINAL MASTER PLAN LAKE OLATHE BEACH/MARINA LAKE OLATHE BEACH/MARINA LAKE OLATHE EVENT CENTER/BOTANIC GARDENS The Lake Olathe Park Master Plan provides a wide variety of recreational facilities and programs for park users to experience within the rolling topography of the site. The master plan includes a variety of amenities geared towards drop-in passive activities, small and large scale gatherings/events, and active recreational users alike. The locations of the various features capitalize on the scenic rolling topography and the dramatic limestone outcroppings within the picturesque site. The numerous aquatic amenities including fishing, boating, swimming beach, blob, and water slide. A total of five vehicular access points are provided to provide easy access from the surrounding community to the amenities offered in the park. Pedestrian trail connections to and within the park provide the visitor the opportunity to experience the many amenities within the park along gently curving paths carefully aligned within the landscape. 21 CEDAR CREEK TRAIL PLAN OLATHE TRAILS RUNNERS BLACK BOB PARK DAY CAMP The final plan for the 2.34-mile trail connection between Lake Olathe and Cedar Lake meanders along and across Cedar Creek, providing views of the creek bed and its native limestone outcroppings. The trail passes through an area rich in history including the historic Elm Grove Campground along the Santa Fe and Oregon-California trails. The campground was used for approximately thirty years beginning in 1827 and is located along one of the region s earliest transportation routes during the westward expansion. The recommended alignment includes six creek crossings as well as connections under Old Highway 56, Dennis Avenue, and the existing BNSF Railroad bridge as it crosses Cedar Creek. Pedestrian safety and user experience were the top priority in developing this alignment. The proposed alignment also includes trailheads and overlook seating areas for the users of this important trail connection as well as a parking area and fishing/aquatic amenity area south of Dennis Road. SUMMARY ARROWHEAD PARK PLAYGROUND LONE ELM PARK PRAIRIE The completed Master Plans for Cedar Lake, Lake Olathe, and the Cedar Creek Trail will establish a new beginning point for these remarkable public amenities. Due to the strong vision and leadership provided by the Olathe City Council, Parks & Recreation Department, and City Staff coupled with the thoughtful input of the residents of Olathe, the resurgence of these incredible public assets has begun. Through creative design and careful implementation, the completed facilities will provide the City of Olathe and the Kansas City Metro area with extraordinary park experiences and recreational programs to benefit countless park users. The deliberate connection between the natural environment and diverse programming will create a destination unique to the Kansas City Metropolitan area that draws repeated visits from a multi-generational population while still preserving wildlife habitat.
