Mr. Charlie Bradt was absent. Also present for the meeting were Mr. Greg Smith, City Administrator, Mr. Byron Bevers, Director of Public Works, and Mr. Erik Smith, Planner. 1. Presentations There were no presentations. 2. Citizen s Inquiry No Citizen Comments. 3. Public Hearings a. Presentation of a Final Report regarding the proposed Comprehensive Plan amendment changing an area designated for Public/Semi-Public to allow for High Density Residential. The proposed amendment would occupy the acres located at 1018 Wellman Road and as illustrated on the attached maps. Mr. Greg Smith gave a presentation regarding the proposed senior living facility project. He also explained that with the rezoning we have to amend the Comprehensive Plan Map if the uses do not correspond. b. Public Hearing regarding the proposed Comprehensive Plan amendment changing as area designated for the Public/Semi-Public to allow for High Density Residential. The proposed amendment would occupy the acres located at 1018 Wellman Road and as illustrated on the attached maps. No comments. Adjourn Public Hearing. Adjourned at 7:02 p.m.

Mr. Greg Smith informed the Planning and Zoning Commission this item relates to the item that was just discussed. The specifications in the Planned Development District are in place to accommodate and regulate proposed and future uses of the proposed senior living facility. d. Public Hearing regarding the proposed zoning change from R2 (Medium Density Residential) to become a Planned Development District (to allow for High Density Residential). The proposed zoning change is being requested for the property located at 1018 Wellman Road, Shenandoah, Texas (4.083 acres) and could change the official zoning map if adopted. Terry Cole, 114 Bella Donna, asked what the reason was for the project. Was it financial? Mr. Greg Smith indicated that the City does own the property and there were proposed projects for the site but ultimately those proposals will be located at different sites. Due to this the City chose to sell the property. Mr. Cole also expressed concern that this is low income housing. Mr. Joe Lopez, Developer of the project, indicated that the typical income level is in the $30,000 range and are retired individuals on a fixed income. Mr. Cole also asked about trees remaining in place. Mr. Lopez said that the City has required vegetation for the project, as well as, a wall that will be similar with what the Tuscany Woods subdivision is across the street. Adjourn Public Hearing. The business will be open seven days a week with the hours being 8:00 a.m. 7:00 p.m. Monday thru Friday, Saturday from 9:00 a.m. 5:00 p.m. and Sunday from 12:00 p.m. 5:00 p.m. They will sell beer and wine. f. Public Hearing regarding the proposed zoning amendment to allow for a special use permit for alcoholic beverage sales (off premise). The proposed special use permit is being requested for LifeChek Pharmacy located at 1490 Research Forest Park Drive, Shenandoah, Texas (1.034 acres) and could change the official zoning map if adopted.
