Garden, Director of Operations and Facilities O Replacement of Motor and Drive on Pump No. 6 at Cypress Creek Pump Station Award Construction Contract to lowest responsive, responsible bidder in the amount of $703,535 - Approve /^ i SUMMARY: RECOMMENDATION: Award of a contract to furnish and install a new motor and variable frequency drive on Pump No. 6 at the Cypress Creek Pump Station. This project was identified in the approved Fiscal Year 2008 budget as a Renewal and Replacement Fund project. Approve Contract No with Spectrum Underground, Inc. in the amount of $703,535. COST/FUNDING SOURCE: $703,535/Renewal and Replacement Fund DISCUSSION: The Cypress Creek Pump Station Pump No. 6 Motor and Variable Frequency Drive (VFD) Replacement project includes replacement of the existing motor on Pump No. 6 with a new 1,500-horsepower, 885-rpm, 4,160-volt motor with oil-sleeve bearings, and replacement of the existing medium voltage VFD with a new 1,500- horsepower VFD. The new VFD will convert the 2,400-volt supply voltage to 4,160-volts to feed the new 4,160-volt motor. All of the existing VFD units at the Cypress Creek Pump Station were manufactured by Robicon. Staff identified several benefits to replacing the VFD on Pump No. 6 with a Robicon VFD, including consistency of maintenance and operation. Staff requested and received a commitment letter from Robicon/Siemens in advance of preparing bidding documents for the installation of the motor and drive unit in an effort to ensure that the company would provide the necessary equipment on terms agreeable to Tampa Bay Water. The letter provided a commitment for terms, delivery schedule and price. The items in the commitment letter were negotiated, and then reviewed by Tampa Bay Water's design engineer for this project, Black & Veatch. Based on the recommendation of the design engineer (see Attachment A), the commitment letter was included in the bid documents, effectively sole-sourcing the VFD to Robicon. This is consistent with the medium voltage procurement plan described in agenda item C9 included in this agenda.

Seeber June 2, 2008 Page 2 Contract No for the installation of the Sole Sourced motor and drive unit was advertised on April 18-22, 2008, in three local newspapers: the Tampa Tribune, the St. Petersburg Times and the Florida Sentinel. The advertisement was also placed on the Tampa Bay Water website. A mandatory pre-bid conference was conducted on May 1, 2008, with seven companies in attendance. On May 15, 2008, bids were received from four qualified contractors and publicly opened and evaluated, with the following results: Vendor Spectrum Underground, Inc. Interstate Engineering Corp. Wharton-Smith, Inc. Brandes Design-Build, Inc. Base Bid $690,550 $718,000 $740,787 $971,187 Additive Alternate $12,985 $19,200 $17,213 $20,000 Base Bid + Alternate $703,535 $737,200 $758,000 $991,187 The bids were reviewed by Black & Veatch who determined that Spectrum Underground, Inc. was the lowest responsive, responsible bidder (see Spectrum Underground bid schedule, Attachment B). Staff concurs with Black & Veatch's recommendation (Attachment C) to award the contract to Spectrum Underground, Inc., in the amount of $703,535, inclusive of the additive alternate (additional electrical work). The contract has been reviewed and approved as to form by the Tampa Bay Water General Counsel's Office and a copy is available upon request. BACKGROUND: The existing variable frequency drive on pump No. 6 at.the Cypress Creek Pump Station is 17 years old and requires replacement, as replacement parts are increasingly hard to obtain. In addition, the existing 1,250 horsepower motor on pump No. 6 is undersized for the pump application as it exists today. Replacing the drive with a model in current production and replacing the motor with a 1,500 horsepower unit will allow more efficient operation and maintenance. These upgrades are consistent with the Cypress Creek Pump Station Expansion project being conducted under System Configuration II, and need to be in place no later than This project was described previously in agenda item C12 from the December 17, 2007, Board meeting. 3 BLACK & VEATCH building a world f difference ATTACHMENT A ENERGY WATER INFORMATION GOVERNMENT Tampa Bay Water B&V Project Cypress Creek Pumping Station B&V File F-1 Pump No. 6 Motor and VFD Replacement April 21,2008 Mandi Rice Project Manager Tampa Bay Water 2575 Enterprise Road Clearwater, Florida Dear Mandi: Subject: Black & Veatch Analysis of Siemens-Robicon Medium Voltage VFD Proposal for the CCPS #6 Project Black and Veatch has evaluated Siemens-Robicon's final proposal dated April 18,1008 and designated as Rev3 (See Attached). B&V believes that it represents fair market value for the goods and services provided and should be accepted. B&V's recommendation is based on several factors that lead to the decision to explore solesourcing. The first factor is that the Siemens-Robicon unit matches other units at the facility with which the Tampa Bay Water Maintenance staff has experience. B&V has reviewed the proposal for technical conformance to the VFD specification and Tampa Bay Water requirements and found it to generally meet those requirements. A second factor is the tight construction schedule with a limited window of opportunity for installation and startup of the VFD. Sole-sourcing should reduce the time to review and approve shop drawings and therefore decrease the time to delivery for the VFD. Siemens-Robicon has committed to meet the necessary schedule. To determine the fair market value of the VFD, B&V performed a price comparison between the Siemens-Robicon Perfect Harmony unit and it principal competitor, the Allen Bradley PowerFlex The comparison showed the Siemens-Robicon VFD to be $50,000 less expensive than Allen Bradley for a similar size unit with the specified features and services. Black and Veatch recommends that the proposal be accepted because Siemens-Robicon has proposed to supply a VFD that Tampa Bay Water has experience with and that meets their operational needs within the project timeline at a competitive price. The bid was determined to be responsive and was for the work as specified and indicated in the Contract Documents. Attached to this letter is a letter from Siemens, the motor manufacturer supplying Spectrum Underground, Inc., stating their compliance with the contract specifications as a US based company. Our investigation into Spectrum Underground, Inc.'s reputation and experience indicates that they are a responsible Contractor, capable of performing the work.
