Nov 2015 Document: Documents/Operation/ADS-B-Incidents-And-Blacklist/Blacklist-Avionics/NAT Exclusion list/nat ADSB Exclusion List v docx Version: Introduction It has been agreed in the NAT region to establish a joint ADS-B Exclusion list between the NAT ANSPs providing ADS-B services (NAT IMG Decision 45/12). Currently these ANSPs are Isavia, NAV CANADA and NAV Portugal, therefore the exclusion list will be in effect concerning ADS-B services provided in the Gander CTA, Reykjavik CTA and Santa Maria CTA. 2 Purpose of the document This document is intended to create awareness among the operators of the existence of an ADS-B exclusion list in the NAT Region and the procedures in place on how individual airframes are added and removed from the list. 3 General procedures 1. The decision to put an aircraft on or remove from the exclusion list shall be made by the appropriate unit. 2. When an ADS-B error is reported in one center the list will be updated and distributed to all three centers. 3. The ANSP that made the decision to put an aircraft on the exclusion list is responsible for reporting to the aircraft operator 4. Any aircraft on the list will be excluded from ADS-B services in all the CTAs. 5. Aircraft shall be removed from the exclusion list if a satisfactory confirmation is received from the aircraft operator that the aircraft has been brought in compliance with the ADS-B requirements in NAT DOC An approval from all three parties (Isavia, NAV CANADA and NAV Portugal) is required to remove an aircraft from the exclusion list. 2 4 Exclusion list criteria Any aircraft that has shown incorrect ADS-B position information associated with good ADS- B quality indicators shall be added to the exclusion list. Furthermore, an aircraft shall also be added to the exclusion list if an operator requests and is granted an exemption according to NAT DOC 7030 paragraph c). 5 Adding aircraft to the exclusion list 5.1 First ANSP 1. Incorrect ADS-B data is observed OR a request is received for an exemption from the requirements in Doc A decision is made to put the aircraft on the exclusion list. 3. Information is sent to the other points of contacts (the other two ANSPs) 4. ADS-B exclusion list is updated and the aircraft added to the list. 5. Internal documentation updated. 6. Information is sent to the aircraft operator. 5.2 Other ANSPs 1. Information is received from other ANSP. 2. ADS-B exclusion list is updated and the aircraft added to the list. 3. Internal documentation updated. 6 Removing aircraft from the exclusion list 6.1 First ANSP (the one that decided to put the aircraft on the exclusion list) 1. Confirmation is received from the aircraft operator that the aircraft is in fact complying with NAT DOC An agreement is sought from the other two ANSPs that the aircraft should be removed from the exclusion list. 3. When agreement is obtained, ADS-B exclusion list is updated and the aircraft removed from the list. 4. Internal documentation updated. 5. Confirmation is sent to the aircraft operator. 6.2 Other ANSPs 1. Information is received from the first ANSP. 2. Verify data and inform if each one agrees with the proposal. 3. When agreement is obtained, ADS-B exclusion list is updated and the aircraft is removed from the list. 4. Internal documentation updated. 7 Technical description The exclusion list is kept in a Microsoft Excel document. Whenever a change is made to the document it shall be saved with the correct date and version number in the file name. Then it can be sent to the other ANSPs. 4 8 Letter to the aircraft operator 8.1 Aircraft added to the list Dear sir or madam [ANSP], has discovered that your aircraft, [TYPE] [REG] with ICAO code [CODE] transmits ADS-B data that does not satisfy the requirements in the ICAO North Atlantic (NAT) Regional Supplementary Procedures (ICAO DOC 7030) paragraph (see Attachment I to this letter). [ERROR DESCRIPTION] (Example: The ADS-B data sent from the aircraft has incorrect position information along with incorrect quality indicators.) [MORE DETAILS WITH TIME, POSITION ETC.] Since the aircraft does not satisfy the NAT ADS-B safety requirements this aircraft has been added to a joint ADS-B exclusion list maintained by Isavia, NAV CANADA and Nav Portugal. As a result no ADS-B data will be processed from the aircraft and the aircraft will not receive ADS-B services. We kindly ask that the ADS-B errors present in this particular aircraft will be corrected as soon as possible. Please send a confirmation to [ANSP] when the issue has been corrected so that the aircraft can be removed from the Isavia, NAV CANADA and Nav Portugal ADS-B exclusion lists. Attachment I - ICAO Doc 7030 provisions regarding ADS-B 5.5 AUTOMATIC DEPENDENT SURVEILLANCE BROADCAST (ADS-B) The procedures contained in shall be applicable in those portions of the following FIRs where an ADS-B based ATS surveillance service is provided: Reykjavik FIR, Søndrestrøm FIR, Bodø FIR, Gander Oceanic FIR, New York Oceanic East FIR and Santa Maria Oceanic FIR An aircraft carrying 1090 MHz extended squitter (1090ES) ADS-B equipment shall disable ADS-B transmission unless: a) the aircraft emits position information of an accuracy and integrity consistent with the transmitted values of the position quality indicators; or b) the aircraft always transmits a value of 0 (zero) for one or more of the position quality indicators (NUCp, NIC, NAC or SIL), when the requirements of a) above cannot be met; or c) the operator has received an exemption granted by the appropriate ATS authority. Note. The following documents provide guidance for the installation and airworthiness approval of ADS-B OUT system in aircraft and ensure compliance with a) above: 1. Configuration standards reflected in Appendix XI of Civil Aviation Order of the Civil Aviation Safety Authority of Australia Downlinked ADS-B data shall not be used by the ATC system for determining aircraft position when any of the position quality indicators (NUCp, NIC, NAC or SIL) have a value of 0 (zero). 6 8.2 Aircraft removed from the list Dear sir or madam [ANSP] has received confirmation that your aircraft, [TYPE] [REG] with ICAO code [CODE], that was previously added to an ADS-B exclusion list, is now compliant with the requirements in the ICAO North Atlantic (NAT) Regional Supplementary Procedures (ICAO DOC 7030) paragraph Therefore the above mentioned aircraft has now been removed from a joint ADS-B exclusion list maintained by Isavia, NAV CANADA and Nav Portugal and can now be provided with ADS-B service. 8 10 FROM NAT IMG The NAT IMG agreed the following: NAT IMG Decision 45/12 Implementation of ADS-B exclusion list of aircraft by NAT Service Providers providing ADS-B services That, the NAT ANSPs providing Automatic Dependent Surveillance Broadcast (ADS-B) services in the NAT be tasked to: a) Address necessary actions to establish the NAT-wide ADS-B exclusion list of non performing aircraft, including but not limited to: i. Nomination of focal points by all ANSPs; ii. Harmonizing the exclusion list at the initiation of the service; iii. Procedures to ensure continuous maintenance of the list; iv. Procedures on identifying a new deficient aircraft for inclusion on the list; v. Procedures on clearing an aircraft from the exclusion list; vi. vii. Procedures on notifying affected operators; Identification of appropriate means of publication of information including procedures above. b) Report progress to NAT IMG/46.
