The following information was prepared by Eric Nelson, Senior Manager of Engineering. Background Information: The Nine Mile Creek Regional Trail West Segment in Edina spans from Highway 169 to Tracy Avenue in Edina (Reference 3A-1). The segment includes a pedestrian bridge over Highway 62, approximately 4,060 feet of timber boardwalk, and approximately 2.0 miles of paved trail. The Park District has been awarded $5.72 million in funding from the Federal Surface Transportation program. The remaining funds required to complete the project will come from a Hennepin County Bikeway Grant and Park District General Obligation Bonds. Bid Results: Advertisements for bid for this project were placed in Finance and Commerce and online through QuestCDN.com and construction documents were issued on September 13, Bids were opened on October 13, There were 30 prime contractor plan holders and 9 submitted bids (Reference 3A-2). The low bidder is Zenith Tech, Inc. of Waukesha, WI with a bid of $7,098, The Minnesota Department of Transportation (MnDOT) Office of Civil Rights reviews all bids for compliance with the Federal Disadvantaged Business
4 Enterprise Program prior to the Park District awarding a contract. MnDOT has provided approval to award the contract to Zenith Tech, Inc. The engineer s estimate of probable construction is $8,885, The construction contract is based upon unit prices and the final contract amount will be based on final measured quantities. Staff Recommendations: Zenith Tech, Inc. has completed many complex bridge projects for the Wisconsin Department of Transportation and other governmental agencies. Within the past two years, they have also successfully completed several projects for MnDOT, including projects requiring compliance with federal aid procedures. Park District staff and Short Elliott Hendrickson, Inc. (SEH) have confirmed that Zenith Tech, Inc. has sufficient understanding of the Nine Mile Creek Regional Trail West Segment project, is a responsible bidder, and has submitted the lowest responsive bid and recommends award of contract by the Board. Throughout the design and permitting processes, SEH's services have been excellent. Based on their excellent service record, and the efficiencies expected by being the engineer-of-record for the project, Staff recommends approval of a contract with SEH for the construction administration portion of the project in the hourly-not-to-exceed amount of $718, Construction administration services will be funded with financing from the 2016 Asset Management Program. The following information was prepared by Josh Bowe, Civil Engineer. Background: The Twin Lakes Regional Trail originates at the northern end of Twin Lake in Robbinsdale and extends northeast through Brooklyn Center to North Mississippi Regional Park. The regional trail has a 0.9 mile gap on 57 th Avenue North from Logan Avenue North to North Mississippi Regional Park (Reference 3B-1). In 2012, the Park District was awarded $1,120,000 in Federal Transportation Enhancement funding to construct the 0.9 mile Brooklyn Center segment. The federal funding is available beginning in At its regular meeting in June 2016, the Board rejected all bids for the Twin Lakes Regional Trail in Brooklyn Center and authorized Staff to re-bid the project at a later date due to the fact that only two contractors submitted a bid and the low bid was significantly higher than the engineer s estimate. The low bid at that time was $1,559, Financing is through the 2016 Asset Management Program (AMP) in the amount of $1,591,520; and the balance of $124,392 from the 2015 AMP project savings associated with design of the trail. Funding sources are $1,120,000 through a federal transportation
8 grant, $371,520 through Three Rivers, $124,392 through a Legacy Grant, and $100,000 through a Hennepin County Bike Grant. Bid Results: Advertisements for bid for this project was placed in Finance and Commerce and Quest CDN. Construction documents were issued on August 12, Bids for this work were received on September 13, There were fourteen contractor plan holders of which four submitted a bid. The low bidder is Veit & Company, Inc. of Rogers, MN with a bid of $1,443, (Reference 3B-2). The engineer s estimate of probable cost is $1,362,870. The construction contract is based upon unit prices and offers flexibility to increase and decrease quantities of work for pay items listed on the bid proposal form. The final contract amount may be more or less than the original contract amount. The MNDOT Office of Civil Rights reviews all bids for compliance with the Federal DBE requirements prior to the Park District Board awarding the contract. MnDOT clearance to award the contract was granted on September 20, Staff Recommendations: Park District staff and Bolton & Menk, Inc. have confirmed that Veit & Company, Inc. has sufficient understanding of the project and is equipped to perform the construction for which it bid. Therefore, Park District staff and Bolton & Menk, Inc. concludes Veit & Company, Inc. is a responsible bidder, has submitted the lowest responsive bid, and met MNDOT s minimum contract requirements for this project. Throughout the design and permitting processes, Bolton & Menk, Inc. s services have been excellent. Based on their excellent service record, and the efficiencies expected by being the engineer-of-record for the project, Staff recommends approval of a contract with Bolton & Menk, Inc. for the construction administration portion of the project in the hourly-not-toexceed amount of $189, Construction administration services will be funded with financing from the 2016 Asset Management Program.
