3 Education for All in Latin America and the Caribbean: Balance y Challenges post PRESENTATION Education for All (EFA) was promoted by five multilateral organizations (UNESCO, UNICEF, UNDP, UNFPA and the World Bank) in the World Conference on Education for All held in Jomtien (1990) where it was assumed an expanded vision of learning and it was agreed to establish universal access to basic education and to massively reduce illiteracy before the end of the decade. This global commitment to provide quality basic education for all children, youth and adults was assumed by our country in the World Education Forum in Dakar (2000), where there were established six objectives aiming to meet the learning needs of all children, youth and adults by The priority activities of EFA are related to early childhood education, high quality universal primary education, education for youth and adults, literacy, gender equality and quality of education. Regarding the upcoming post-2015 debate in the agendas of development and education, the United Nations system has started a process of consultation about the progress made towards the Millennium Development Goals (MDGs) and the Education for All targets set for Therefore, it has been considered to identify the existing gaps for the fulfillment of the 2015 goals; to develop realistic tasks together with UNESCO and the countries to accelerate the progress made by 2015; and to identify emergent topics and tendencies. In this framework, the Government of Peru, through its Ministry of Education, has committed to develop, in coordination with the UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC), the regional consultation about education and development post 2015 with the objective of accomplishing collective agreements that will constitute the regional vision that will be presented in the World Education Forum next year. In this respect, the Ministry of Education of Peru is pleased to invite the Ministers of Education of UNESCO s Member States of Latin America and the Caribbean and other key stakeholders to participate in the Ministerial Regional Meeting of Education for All in Latin America and the Caribbean: Balance and Challenges post 2015, that will be held on October 30 th and 31 st, 2014, in the city of Lima, Peru. The objective of the meeting is to generate a dialogue space to validate the progress of the region towards the EFA goals and generate agreements on challenges and priorities for the Post-2015 Education Agenda, considering the transformations that face the region.

Participants may request the entry visas in the nearest Peruvian diplomatic mission to their place of residence. G. HEALTH SERVICES The organizers have foreseen permanent health assistance capable of attending medical emergencies for the entire event. In addition, an ambulance will be available at the place of venue in case transportation to Medical Centers is needed. H. SMOKERS According to Peruvian law, it is prohibited to smoke in closed publics spaces.

7 Education for All in Latin America and the Caribbean: Balance y Challenges post FACILITIES MINISTERS The Ministry of Education of Peru will offer the following accommodations to the Ministers and Heads of Delegations Transportation A vehicle will be provided to each Member state delegation, assigned to the Head of the Delegation upon their arrival to Lima until their leave, with the transportation to the airport. The organizers will provide a driver as well. Security In coordination with State Security, Ministers and Heads of Delegation will have designated a security escort to accompany them from their arrival and during their stay in Lima. In addition, there will be security units inside and around the venue permanently. Lodging and Food The Ministry of Education of Peru will cover lodging and food services expenses of the Ministers or Heads of Delegation of the participating states at the hotel of venue. The following accommodations will be covered: A master bedroom. Breakfast buffet, available from am. until am. Free internet access and Wi-fi. Welcome dinner. Note: Check-in starts at pm on October 29 and checkout will end at pm. on October 31. Travel Expenses The expenses related to air tickets for the Ministers of Education will be cover by UNESCO.

10 GENERAL INFORMATION LIMA H O S T C I T Y The city of Lima, known as the City of Kings, was founded on January 18 th, 1535 and is located on the Midwestern part of the country. On one end we find the waters of the Pacific Ocean and, on the other, the Andes of the highlands. It has an extension of 33, 820 km2and a population of 8 million habitants, almost a third of the entire country s population. It is one of the most important cities in South America. Its Historic Downtown is made up of the Main Square, the Government Palace, the Cathedral and the Municipal Palace. UNESCO has declared Lima a Cultural Heritage of Humanity in We can also find other touristic destinations such as the archeological areas and on site museums of Huallamarca y Pucllana located in the modern district of San Isidro y Miraflores. Miraflores is also a district with modern shopping centers with a broad variety of cultural and artistic activities every day. There can be found numerous restaurants and cultural centers. In the Barranco district we can still find traits of the early years of the Republican era. It is home to renowned artists and writers and to traditional taverns and restaurants. The Costa Verde is the coastal beach area that links 6 districts of the capital. It is of easy and immediate access for those who love the sea and seek to do activities such as surfing, paragliding or hang gliding.

11 CLIMATE The climate in Lima on October is mild, influenced by the cold Humboldt current which produces an average temperature of 14 C, the lowest, and 21 C, the highest, in the first days of the month. Precipitations are practically absent, with an annual average of 70 mm. On the other hand, humidity is very high which causes the presence of thick fog. CURRENCY The Peruvian currency is the Nuevo Sol (S/.) and its coins have the following denominations: 1 cent, 5 cents, 10 cents, 20 cents, 50 cents, 1 Nuevo Sol, 2 Nuevos Soles and 5 Nuevos Soles. The local bills are issued in 10, 20, 50, 100 y 200 Nuevos Soles.

12 Hotels, restaurants and stores accept credit cards and sometimes traveller checks in the main cities of the country. However, it is always recommended to carry some cash in the local currency. MONEY EXCHANGE The American dollar is accepted at the exchange rate of the day in most of the stores, restaurants and other service points. It is recommended to change money in Banks, money exchange offices or at the hotel of stay. Do not change money in the streets. Referential Exchange Rate: S/.2.83 per US$1.00

13 COMMERCE Stores: Usually open Monday through Saturday from to hours. Shopping malls and handcraft markets open Monday through Saturday from to hours and Sunday mornings. A few small stores close a couple hours at lunch time and work on Saturdays only in the morning. Banks: Public office hours are Monday through Friday from 09:00 to hours and Saturdays from to hours. LOCAL TIME Local Peruvian time is -5 in regards to the Greenwich Meridian (G.M.T.) BUSINESS HOURS Local Banking entities are open Monday through Friday from to hours and Saturday from to hours. Businesses in general open Monday through Saturday from to hours (in shopping malls they are open including Sundays).

14 PLACES OF INSTEREST Historic Downtown: Its doors enclose more than four centuries of history, the ancient clerical order in Peru and the various manifestations of colonial art. Catacombs: These passages and underground chambers served as burial place for members of fraternities. Ceased to function as such in the early nineteenth century and has ever since been the biggest touristic attraction of this building. It is one of the most representative public spaces of the city of Lima, Peru. It is located in the 9th block of the Colmena Avenue in the historic center of Lima, within the area declared as World Heritage in 1988 by UNESCO. It is the main church of Peru and is located in the historic center, occupies the east side of the Plaza Mayor of Lima on the Gradas de la Catedral Street. The facade of the Cathedral of Lima has a Renaissance style with plateresque ornaments. Its high towers with spires of slate have a neoclassical style influenced by the scorial school and northern Europe. It was built during the colonial era of Peru. It stands over the ruins Novitiate of Dominican Fathers, which was destroyed by the earthquake of It is one of the largest houses in the center of Lima and is noticeable for its broad facade and excellent quality balconies. Don Jeronimo de Aliaga, a nobleman from the city of Segovia, Castilla, Spain, and treasurer of the conqueror Francisco Pizarro, built his home in 1535 on top of the Palace of Taulichusco, the last Inca chief of the Rimac Valley (Lima). It is home of 16 Aliaga generations. This mansion is the oldest inhabited private house of the Western Hemisphere. It is a large house built during the colonial era of Peru that currently serves as the headquarters of the Ministry of Foreign Affairs. The facade is Andalusia Baroque with stone arches and porches and two artistic wooden, cedar and mahogany, carved Moorish balconies. The origin of the large house known as the "House of Pilate", now the Headquarters of the Constitutional Court of Peru, is the late sixteenth century. The house took its name from the resemblance to its main courtyard to that of Pilate's house in Seville (Spain). Also known as Pizarro s House, It is the current headquarters of the Peruvian executive and the official residence of the President of Peru. It is located in the Plaza Mayor in Lima's historic center, on the banks of the Rimac River. The facade of the palace is French-inspired neobaroque style, while the side wall and where the front door sits is neocolonial style (neoplateresque). It was built in The Goyeneche house is a palatial colonial building in the Historic Center of Lima. It can be noted for being one of the first French-influenced Peruvian buildings, but with aspects of Lima. In 1859 it was sold to Colonel Juan Mariano de Goyeneche and Barreda.

15 Museums and Cultural Centers: It contains the remains of several civilizations, dating from the Early Intermediate period (third century AD) to the Late Horizon period (fifteenth century AD), being the buildings of the Inca period ( AD) the best preserved. There was an ancient pre-hispanic oracle, basically built of mud bricks, which, similarly to Cuzco in the highlands, served at the time as the main place of worship to the god Pachacamac in the coast, to whom the creation of the universe and all that it contains was attributed.. Founded in 1926, the Larco Museum showcases remarkable chronological galleries of excellent overview of 3000 years of Pre-Columbian Peruvian history. It also features the finest gold and silver collection from Ancient Peru as well as the famous erotic archaeological collection, one of the most visited touristic attractions in Peru. La Casona of San Marcos University is one of the most important monuments in Lima, both from historical and architectural standpoints. Its history is linked to the process of adaptation and evolution of its architecture according to the changes of the last four centuries, being consecutively Jesuit novitiate, royal college, convictorio, headquarters and currently San Marcos University s Cultural Center.. It is the oldest and most important museum that shows Peru through the years. It was founded in 1822 by José Bernardo de Tagle, Don Bernardo de Monteagudo and its first director, Don Mariano Eduardo de Rivero and Ustariz, who later, in 1826, took the task of installing the project of the National Museum of Peru. Located in the district of Pueblo Libre in Lima, the National Museum has a huge variety of historical and cultural objects of the Peruvian civilization. The quality of the objects that are on display as well as the stored in its museographic reserves, make it the most important museum in Peru. The Lima Art Museum was inaugurated in 1959 and opened to the public on March 10th, 1961 by President Manuel Prado y Ugarteche, who donated to the Board the collection started by his brother, Javier Prado and Ugarteche, taking office officially in June of that year.. The Amano Museum was founded by Mr.Yoshitaro Amano (Akita, Japan, Lima, Peru, 1982), who came to Peru in His love for ancient Peruvian cultures led him to the rescue of looted archaeological sites. The Amano Museum was inaugurated on August 22nd, 1964 and in 1973 the Amano Museum Foundation was established.

16 Other Places of Interest: It is an international level commercial center, located on a cliff with a spectacular view of the Pacific Ocean. It was inaugurated on February 14th, 1876 during the administration of the first Mayor of Barranco. Its construction was a necesity in order to unite the ends of the creek and allow the passage fromo the Ayacucho Street banks and the chapel. There is a tradition that says that the whoever sees the bridge for the first time and crosses it withouth breathing, their wishes will come true. The bridge served as an inspiration to Chabuca Granda, a famous song composer, for her song entitled "The Bridge of Sighs" in In Brisas del Titicaca you can enjoy the best of Peruvian culture. It is not only the place to find the finest and most representative dishes of Peruvian food, but also you can see the best of their typical dances such as: Marinera, Tondero, Afro, Huaylas, Huayno, Saya, Diablada and Caporales among others. The Costa Verde Beach Circuit is a road located in the city of Lima, which runs along the south central coast of Lima, linking the districts of San Miguel, Magdalena, San Isidro, Miraflores, Barranco, and Chorrillos. The traditional MAMACONA HACIENDA is located 20 minutes away from Lima, at Km 25th of the Panamericana Sur Highway, on the road to Lurin. It is a place full of mysticism, culture and tradition. It is an archaeological site that belongs to the Lima culture and is located in the district of Miraflores. It has been explored, preserved and restored since 1981 by a multidisciplinary team led by specialist Isabel Flores Espinoza. It was built almost entirely with adobe bricks and filled with boulders and sand. It consists of a 25 meter high pyramid and a set of courtyards, squares and compound on the Northeast.

17 GASTRONOMY The Peruvian cuisine is one of the most diverse in the world. It has the largest number of traditional dishes, result of the encounter of different cultures and tilted by the mestizaje (mixture of cultures) that has characterized the history of our country. The Peruvian cuisine is attractive for its hues and flavors caused by spicy Peruvian pepper that gives color to the presentation of our traditional dishes and greater flavor. Rice is an essential side that accompanies many dishes of our gastronomy. It was popularized mainly in the nineteenth-century by the Chinese- Cantonese influence.
