2 Ladies and gentlemen I am very happy to welcome you to Wielkopolska, the region where the TEN-T Baltic-Adriatic & North Sea-Baltic Core Network Corridors cross. I am also glad that the first Meeting of the joint European Commission working group for transport affairs of the urban nodes, regions and macro-regions will be held in a region which is among the co-founders and active members of the Association of Polish Regions of the Baltic-Adriatic Transport Corridor. I believe that the venue is anything but accidental. On top of the general debates, the meeting in Poznań will present an opportunity to gain firsthand knowledge of the successes, problems and challenges faced by transport in Wielkopolska. At the same time, we will have a chance to analyse the relations between this important point on the map of corridors and their total effectiveness. Just as the international dimension affects local and regional developments, the local and regional dimensions determine the success of cross-border projects. The transport infrastructure is the basic tool for a region s enhanced accessibility and competitiveness. In Wielkopolska, they are achieved owing to an efficient and modern regional airport coupled with a well-developed logistic infrastructure. It is imperative to improve the quality of rail and road connections with the European transport corridors and between the region s capital and the sub-regions and rural areas in order to trigger off and use their potential. The railways are a major element of the transport system. The capital of Wielkopolska hosts a crossing of two railway routes of international importance, laying the foundations for the trans-european transport network: the E20 line (the North Sea-Baltic corridor) and the E59 line (the Baltic -Adriatic corridor). Additionally, 5 railway lines of national and regional importance meet radially in Poznań. The major task awaiting the Region s Authorities is to make effective use of the railway infrastructure to transport passengers and goods. In the realm of road transport, upgrading the roads in the region should go hand in hand with the development of intelligent, more environmentally friendly transport. The region s authorities are putting the emphasis on increasing the share of public transport, and promoting ecological and energysaving vehicles. As the region stretches along the meridians, on the north-south axis, the S11 trunk road is the key element connecting the roads in the region with the TEN-T transport corridors. At present, the region of Wielkopolska needs intense activities aimed at increasing the throughput of the transport systems by means of investing in the railway and road infrastructure, supporting the development of multi-modal transport, developing systems for traffic management and control or telematics integrating transport and its users. These are topics worth discussing, and I strongly encourage you to do that during the meeting held in the capital of Wielkopolska! Marek Woźniak Marshal of the Wielkopolska Region 1

3 Ladies and gentlemen The Wielkopolska region is honoured to host a meeting of transport experts from across the European Union. It is also an excellent opportunity to present the region s dynamic transport policy, seeking to meet the needs of the inhabitants, local businesses and environment, and the policy s results and the related challenges in the context of the corridors. As part of the Wielkopolska Regional Operational Programme (WROP), the region s local authorities have earmarked approximately Pln 0.5 billion for modern rolling stock conforming to the highest standards of environmental protection and for other infrastructural investments. On top of that, more than 800 km of the region s roads have been upgraded. The rolling stock is used by the operator Koleje Wielkopolskie (Wielkopolska Railways) owned by the Wielkopolska Region. Polregio, a national player, is another provider of railway transport services in Wielkopolska. During the WROP 2014+, more than Pln 300 million have been reserved for purchasing and upgrading trains. The local authorities have also co-sponsored the upgrading of the railway connecting the region s capital (Poznań) and Piła, located in the northern part of the region. The related cost of Pln 425 million represents 85% of the investment s total costs. With the inhabitants of Poznań and the neighbouring counties in mind, the region s authorities promote public transport by co-financing shared railway and city transport tickets in the capital of Wielkopolska and by striving to establish the Poznań Metropolitan Railway with a radius of approximately 50 km around Poznań. It will significantly facilitate commuting to the region s biggest city. Every year, the region authorities increase the subsidies for regional railway connections. What is more, the local government has contributed to improving the throughput of the regional airport in Poznań by co-financing, with the WRPO, funds for the upgrading of the runway, the taxiway and the airport s apron. The Wielkopolska region is the airport s co-owner, together with the city of Poznań and the Porty Lotnicze state-owned company. The emergence and development of a number of economic initiatives, the operations of intermodal terminals and storage and distribution companies in Wielkopolska has been accompanied by the growing importance of freight transport. For this reason, the region has been making efforts to encourage investments in railway and road transport. Another challenge is posed by the adaptation of the river Warta for the development of inland navigation. These are some issues of key importance to transport in Wielkopolska which affect its international potential. I do hope that your visit to our region will initiate animated discussions of transport issues and will inspire reflections on Wielkopolska in the context of the development of an important link in the Baltic-Adriatic & North Sea-Baltic Core Network Corridors. Poznań, November 2017 Connecting Europe: this is the very purpose of our commitment as European Coordinators for the development of the trans-european transport network (TEN-T). This is vital for the European integration process as it enables our European citizens and businesses as well as Member States, regional and local communities to derive full benefit from better transport connections and accessibility across Europe. Poznań is at the cross-road of two TEN-T corridors which provides great opportunities to this city. The City is a crucial gateway for the Baltic-Adriatic Corridor linking the Baltic ports of Poland with the Adriatic ports of Italy and Slovenia and for the North Sea-Baltic Corridor linking Western Europe with Poland and further North with the three Baltic States, through key rail, road, inland waterway, maritime and air transport connections. Acting jointly for European high standard transport connections, across borders, is our major goal. To this aim, we engage very closely with Member States, regions, cities and infrastructure managers of all transport modes. With our working group of the urban nodes, regions and macro-regions on our two corridors, taking place on 28 and 29 November in Poznań, we try to find concrete solutions of how to remove existing and future bottlenecks in urban areas and how to promote a modal shift from road to more sustainable modes of transport. As traffic is heavily generated and attracted by urban nodes, high performance connectivity between the urban nodes and the axes of our corridors is vital. Having this ambitious objective in mind, we are very grateful that the City of Poznań and the Region of Wielkopolska invited the representatives of twelve Member States, around 60 regions, 28 urban nodes, four European macro-regions, infrastructure managers as well as the European Commission to Poznań in order to jointly reflect about smart, sustainable and safe urban and regional transport solutions. 5 6 Ph.: UMWW Welcome to Wielkopolska. We locals proudly refer to the region as Polonia Maior i.e. Greater Poland. In the late 10th and the early 11th centuries, the region witnessed the emergence of the Polish state, with the most significant power centres in Gniezno and Poznań. Wielkopolska is open to the world and to everyone, combining modernity, history and the preservation of Poland s national heritage. Here, the past and the present meet. The intellectual potential, thriftiness, diligence and reliability of the local people are Wielkopolska s biggest assets, which contribute to the region s dynamic growth. Its good, friendly investment climate, well-developed transport infrastructure, favourable geographic location and experience accumulated in the course of long cooperation with foreign partners add to Wielkopolska s image as a region that is attractive and interesting to investors. For years, multinational concerns have been based here, together with financial and business institutions. We are one of Poland s economic leaders. Today s Wielkopolska Region is located at the meeting point of Eastern and Western Europe, historically and culturally identified with the area referred to as Wielkopolska. Poznań, the region s capital, is a road, rail and air connections hub and a place where the cultural traditions of the West and the East intertwine. Poznań is the region s showpiece, offering a wide range of diverse services, shopping and exhibition facilities. The city is friendly to entrepreneurs and investors, be they domestic or foreign. The Poznań International Fair, together with the growing network of international flights from Poznań-Ławica airport, facilitate contacts. The region s other cities: Gniezno, Kalisz, Konin, Leszno and Piła also enjoy interesting historical backgrounds and are important social and economic centres in their respective parts of the region. WIELKOPOLSKA - POLONIA MAIOR Wielkopolska is among the most dynamic academic centres in Poland with more than four and a half thousand schools of various levels of education. Poznań is the most important academic centre in the region, hosting 8 public tertiary institutions, including 5 universities and more than 20 private colleges. Wielkopolska is also an important cultural venue, hosting numerous modern art and large-format cultural events, folklore festivals and historical enactments. Culture lies at the basis of the region s operations; it inspires, teaches and creates a friendly environment for the inhabitants. Wielkopolska has made a name for itself with its strong local communities, whose members are both the audience and co-creators of cultural events. The skills of professional artists intertwines with the creative passion of amateurs. Its geographic location is a major advantage of the region. The A2 Motorway, bridging Eastern and Western Europe, runs horizontally across the region. Parallel to the motorway runs the E20 railway, integrated with the European transport system of rapid passenger and goods rail services, including intermodal transport. This is Wielkopolska s major transport axis, connecting the region with central Poland, EU countries and, further on, Eastern Europe and the North Sea-Baltic Transport Corridor. This axis is intersected by the Baltic-Adriatic Transport Corridor, another important structure located in Poland. Both corridors are a part of the TEN-T core network. They run through Poznań, the region s capital city, located 300 km away from Warsaw and 260 km away from Berlin. The motorway now runs between Świecko and Konotopa near Warsaw (454.2 km) and between Choszczówka Stojecka and Kałuszyn (20.8 km). In late 2011, the section combining Nowy Tomyśl and the German border was opened, so incorporating Poland 7

6 into the European motorway system. The part of the motorway running through Wielkopolska hosts 14 interchanges: locations where trunk roads and regional roads lead to the motorway. Owing to its exceptional transport accessibility, the adjacent land has been deemed among the most attractive investment sites in the region, hosting a variety of potential types of business operations (industry, logistics centres, hubs and warehouses, services or recreational activities). Programme-zoning studies have been carried out for the interchanges and adjacent areas in order to identify the spatial structure of the investment sites and the rules of handling them with respect to the technical infrastructure. Poznań-Ławica Henryk Wieniawski Airport also performs important transport functions in Wielkopolska. The airport offers direct connections predominantly with Europe but also Africa and Asia. In order to increase the airport s throughput, the passenger terminal has been expanded, the runway and the apron extended and another taxiway has been built. 7 HELSINKI The transport routes which are a part of the TEN-T Trans-European Transport Networks are of special importance to the development of Wielkopolska. According to the REGULATION (EU) No 1315/2013 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 11 December 2013, the networks are to allow the seamless, safe and sustainable mobility of persons and goods, ensuring accessibility and connectivity for all regions of the Union, and contributing to further economic growth and competitiveness in a global perspective. The goal of the European Union s policy in the context of developing the TEN-T networks is the interconnection and interoperability of national transport networks. Nine transport corridors have been identified in the European Union, two of them crossing Wielkopolska: The Baltic-Adriatic Corridor connecting the Baltic Sea ports in Świnoujście, Szczecin, Gdańsk and Gdynia with ports in the Adriatic Sea (within the region, a corridor is formed by railways no. 271, 351 i 131, Poznań Ławica airport and the Poznań road and railway terminal) The North Sea-Baltic Corridor connecting the North Sea ports and the Baltic Sea ports via Poland (within the region, the corridor includes railroad no. 3, the A2 motorway, Poznań Ławica arport, the Poznań road and railway terminal and a section of the planned High Speed Rail Warsaw Łódź Poznań) The corridors intersect in the Poznań urban node, providing a connection between the capital city of Wielkopolska and the remaining nodes of the TEN-T core network corridors. Upgrading a railway of national importance no. 351 Poznań Main Station - Szczecin Dąbie Building a High Speed Rail link between Warsaw - Łódź - Poznań/Wrocław national border The railway network in Wielkopolska suffers from the lack of a high ranking railway connection from Poznań to the north of the country. This connection is a part of railway no. 354 Poznań - Piła and no. 405 Piła - Ustka which are not of national importance. However, they provide an important connection between Wielkopolska and Central Pomerania, and for this reason their standard should be raised and efforts should be made to include them in the TEN-T Network. Recently, the ERTMS infrastructure has been maintained on numerous upgraded railway sections. For this reason, it is important that in the future, the S11 expressway connecting Poznań and Central Pomerania and Upper Silesia is an element of the Baltic-Adriatic corridor. 13 AIR AND WATER INVESTMENT IN WIELKOPOLSKA COMPLETED: Upgrading of the Poznań Ławica airport. PLANNED: Raising the parameters and upgrading the hydrotechnical structures as part of the navigable route of the Lower Noteć. The waterways in Wielkopolska are in a poor technical condition and therefore development of inland navigation is impossible. Raising the technical parameters of the waterway infrastructure and integration of inland ports with railway and road infrastructure will contribute to increasing the importance of inland navigation in freight transport. Among Wielkopolska s waterways, of importance is only the Noteć river which is a part of the waterway connecting the Rotterdam port at the North Sea and the Klaipeda port at the Baltic Sea.
