Noise impacts will be assessed in the environmental impact report (EIR) based in part on the data and modeling results contained in this letter. Noise Measurements Existing noise levels in the Plan area were measured on December 3, 4, and 5, 2013, using two Larson Davis Model 820 Type 1 Integrating Sound Level Meters, serial numbers 1824 and 1825, and one Larson Davis Model 720 Type 2 Integrating Sound Level Meter, serial number The meters were calibrated before the noise measurements. Sixteen short-term (15- to 30-minute) ground floor noise measurements (5 feet above the ground) were taken within the Plan area to determine the existing ambient noise conditions. The locations of these measurements are shown in Figure 1. The measurement locations were approved by the County of Santa Barbara as being representative locations in the Plan area. A summary of the measurements is presented in Table 1. As shown, measurements were taken at the housing opportunity sites, Turnpike Shopping Center, agricultural sites, rural areas, and adjacent to the Santa Barbara Airport and major roadways in the Plan area, including Highway 101, State Route 154 (SR-154), Hollister Avenue, Calle Real, Cathedral Oaks Road, and Patterson Avenue. Noise levels in the rural and agricultural areas ranged from 46.9 to 60.3 day-night average sound level (db(a) L eq ), while noise levels near roadways ranged from 62.2 to 66.4 db(a) L eq. In general, the range of speeds observed during noise measurements was consistent with the posted speed limits. Noise Contours Traffic noise occurs adjacent to every roadway and is directly related to the traffic volume, speed, and mix of vehicles. For the studied local roadways, existing and future traffic volumes were obtained from the traffic engineer (Associated Transportation Engineers 2014), traffic speeds were obtained from speed limits observed during noise measurements, and vehicle mixes were obtained from field traffic counts. For U.S. 101 and State Route 217 (SR-217), existing volumes

4 Mr. Bret McNulty Page 2 May 15, 2014 were obtained from California Department of Transportation (Caltrans) traffic counts (2012a), future volumes were calculated by applying an annual growth factor of 1.6 percent obtained from the Santa Barbara County Association of Governments (2004), traffic speeds were obtained from posted speed limits, and vehicle mixes were obtained from Caltrans truck counts (2012b) For SR-154 and SR-192, existing and future traffic volumes were obtained from the traffic engineer (Associated Transportation Engineers 2014), and vehicle mixes were obtained from Caltrans truck counts (2012b). Peak hour traffic volumes were assumed to be 10 percent of the total average daily traffic. The peak hour noise levels are assumed to be equal to the day-night average sound level. Table 2 summarizes the existing and future traffic parameters used in the noise analysis. For this program-level analysis, the topography was considered flat with no intervening terrain between sensitive land uses and roadways, and the intervening terrain was assumed acoustically hard. Because there are no obstructions, predicted noise levels are higher than would actually occur. In actuality, buildings and other obstructions along the roadways would shield distant receivers from the traffic noise. Traditionally, attenuation is expressed in terms of attenuation per doubling of distance. This approximation is usually sufficiently accurate for typical analysis. Noise attenuation from ground absorption adds to the typical attenuation associated with distance. For acoustically hard sites (i.e., sites with a reflective surface between the source and the receiver, such as a parking lot or body of water), no additional ground attenuation is assumed. For acoustically absorptive or soft sites (i.e., those sites with an absorptive ground surface between the source and the receiver, such as soft dirt, grass, or scattered bushes and trees), an excess ground-attenuation value of 1.5 db(a) per doubling of distance is normally assumed. Because no excess attenuation is included in the noise model, predicted noise levels are higher than are likely to occur. Therefore, noise levels predicted in this assessment are conservative, and the noise levels contours should be used as a guide to determine where additional noise analysis would be required and do not specifically indicate that noise levels shown at a specific location would be incompatible with a proposed land use. Table 3 summarizes the noise contour distances. Federal Highway Administration (FHWA) RD input and output are provided in Attachment 1. Noise level contours were calculated with SoundPLAN Essential 2.0 (SoundPLAN). SoundPLAN is a three-dimensional acoustical modeling software package. SoundPLAN is a regulation- and standards-based model. SoundPLAN includes FHWA s Traffic Noise Model noise reference levels and algorithms. Inputs to the model include the three-dimensional coordinates of roadways, noise receivers, topography, and barriers or structures that would affect noise propagation; vehicle volumes and speeds by type of vehicle; and ground absorption factors. Figure 2 shows the future noise contours for the Plan area. Figures 3 through 9 show the future noise contours for the housing opportunity sites. Figure 10 shows the future noise contours for the Turnpike Shopping Center. Figures 11 and 12 show the future noise contours for the San Marcos Growers and Giorgi South Hollister Housing Alternative sites, respectively. SoundPLAN data are contained in Attachment 2. The County of Santa Barbara has established criteria for noise exposure, which require that interior noise levels within residential dwelling units fall at or below 45 db(a) L dn and exterior living areas (e.g., yards, balconies and patios) be located and/or designed in such a manner so as to keep noise exposure levels below 65 db(a) L dn (County of Santa Barbara 2008). The following is a discussion of where potential land use incompatibles could occur due to predicted noise levels. Plan area (Figure 2) Noise levels are projected to exceed 65 db(a) L dn adjacent to U.S. 101 and several other major roadways. Refer to Table 2 for distances from major roadways to the 65 db(a) L dn contour line.

Housing opportunity site 2 (Figure 4) Noise levels are projected to exceed 65 db(a) L dn at the northern portion of the site. Housing opportunity site 3 (Figure 5) Noise levels are projected to exceed 65 db(a) L dn at the northern portion of the site. Housing opportunity site 4 (Figure 5) Noise levels are not projected to exceed 65 db(a) L dn at any portion of the site. Housing opportunity site 5 (Figure 6) Noise levels are projected to exceed 65 db(a) L dn at a small eastern portion of the site. Housing opportunity site 6 (Figure 7) Noise levels are not projected to exceed 65 db(a) L dn at any portion of the site. Housing opportunity site 7 (Figures 8 and 9) Noise levels are projected to exceed 65 db(a) L dn at most of the project site. Housing opportunity site 8 (Figure 9) Noise levels are projected to exceed 65 db(a) L dn at the northern portion of the site. In addition to the projected growth in residential units within eight housing opportunity sites, the Plan update includes proposed changes along the State Street and Hollister Avenue Commercial Corridor proposed for the Mixed Use-Eastern Goleta Valley (MU-EGV) zone and the existing Turnpike Shopping Center which occupies the northwest corner of South Turnpike Road at Hollister Avenue. Therefore, this site was also modeled in order to determine noise exposure to sensitive receptors which will be assessed in the EIR. Figure 10 shows the future noise contours for the Turnpike Shopping Center. Turnpike Shopping Center (Figure 10) Noise levels are projected to exceed 65 db(a) L dn immediately adjacent to Turnpike Road and Hollister Avenue. The EIR will also evaluate two alternative housing sites as an alternative to the proposed Plan update. The following is a discussion of potential land use incompatibles for the alternative housing sites due to predicted noise levels from vehicular traffic. Alternative Housing Site A (Giorgi South Hollister) (Figure 11) Noise levels are not projected to exceed 65 db(a) L dn at any portion of the site. Alternative Housing Site B (San Marcos Growers) (Figure 10) Noise levels are not projected to exceed 65 db(a) L dn at any portion of the site. Due to the potential for noise levels to exceed the County of Santa Barbara land use and noise level compatibility standards at housing opportunity sites 1, 2, 3, 5, and 7, additional analysis would be required to ensure the project sites are designed to place, or shield, exterior use areas to maintain exterior noise levels be below 65 db(a) L dn and to maintain interior noise levels below 45 db(a) L dn. Locations outside the 65 db(a) L dn contour are not anticipated to result in interior noise levels greater than 45 db(a) L dn, as typical modern residential construction with windows in a closed position provides 20 db(a) attenuation for exterior noise levels to interior locations (FHWA 2011).

6 Mr. Bret McNulty Page 4 May 15, 2014 Noise Increases Table 4 presents the existing and buildout traffic volumes as well as the predicted increase in noise levels associated with the studied roadways. A substantial noise increase is defined as an increase of 5 db(a) even if the exterior noise level would remain less than 65 Community Noise Equivalent Level (CNEL) as stated in the County of Santa Barbara Environmental Thresholds and Guidelines Manual (County of Santa Barbara 2008). As shown in Table 4, buildout of the Plan would not result in a noise increase of 5 db(a) or greater adjacent to the studied roadways. Airport Noise Contours The Santa Barbara Airport is located west of the Plan area. The Santa Barbara Airport is a public airport owned and operated by the City of Santa Barbara. Noise contours for the Santa Barbara Airport are shown in Figure 12. The existing noise contours for the Santa Barbara Airport (Santa Barbara County Airport Land Use Commission 2012) indicate that 60 and 65 CNEL contour lines extend approximately one mile east into the southern Plan area. The small portion of the Plan area that exceeds 65 CNEL is located east of Ward Drive, and is currently an agricultural use. No change to this land use is proposed under the Plan. The Giorgi South Hollister Housing Alternative site is located in the vicinity of the Santa Barbara Airport. As shown in Figure 10, noise levels due to airport operations do not exceed 65 CNEL at this site. The noise section of the EIR will be based on the modeling results, noise measurements, and contours contained in this letter.
