1 MEMORANDUM TO: Bob Zagozda, Chief Financial Officer Westside Community Schools FROM: Mark Meisinger, PE, PTOE Felsburg Holt & Ullevig DATE: June 11, SUBJECT: Sunset Hills Elementary School Boundary Study Felsburg Holt & Ullevig (FHU) has conducted a school boundary study for Sunset Hills Elementary School in Omaha, Nebraska. Westside Community Schools is investigating a possible boundary change for Sunset Hills, moving the east boundary from 9 th Street to 87 th Street, and moving the north boundary from Pacific Street to Leavenworth Street. This study includes analysis of traffic counts and MUTCD traffic signal warrants at the study intersections, a pedestrian walking map located within the school s boundary area, and recommendations for improvements. The following sections summarize the study area, data collection and observations, analyses / evaluation, and recommendations. Study Area The current boundary for Sunset Hills Elementary School includes Pacific Street on the north, 9 th Street on the east, and the Big Papio Trail on the south and west. With the proposed boundary change, the north boundary will move to Leavenworth Street and the east boundary will move to 87 th Street. The following unsignalized intersections were analyzed as part of this study: 93 rd Street & Pacific Street 9 th Street & Hickory Street Pacific Street and Hickory Street run east-west and 9 th Street and 93 rd Street run north-south. Sunset Hills Elementary School (Westside Community Schools) is located long Walnut Street between 93 rd Street and 96 th Street. Roadway Geometrics and Pedestrian Facilities In the study area, 9 th Street is a four-lane roadway undivided roadway with a speed limit of 35 miles per hour (mph). In the study area, signalized intersections are provided on 9 th Street at Pacific Street and Arbor Street. Pacific Street is a four-lane undivided roadway with a speed limit of 35 mph east of 96 th Street and 4 mph west of 96 th Street. The intersections of Pacific Street with 96 th Street, 87 th Avenue, and 87 th Street are signalized. The current lane arrangements and traffic control for the study area intersections are described below: 93 rd Street & Pacific Street On 93 rd Street, a single shared left/through/right lane is provided on both the northbound and southbound approaches. Both side street approaches are stop-controlled. The speed limit on 93 rd Street is 25 mph. 9 th Street & Hickory Street On Hickory Street, a single shared left/through/right lane is provided on both the eastbound and westbound approaches. Both side street approaches are stop-controlled. The speed limit on Hickory Street is 25 mph.

2 June 11, 218 Sunset Hills Elementary School Boundary Study Page 2 Pedestrian Facilities A sidewalk network is provided along Pacific Street and 9 th Street in the study area. The existing pedestrian facilities include: Sidewalk is located on both the north and south sides of Pacific Street within the study area. Between 96 th Street and 93 rd Street, several utility poles obstruct the sidewalk on the north side of Pacific Street. This forces pedestrians and bicyclists to move closer to the street creating uncomfortable conditions. There is sidewalk on both the west and east sides of 9 th Street within the study area. Sidewalk is located on the south side of Walnut Street in front of Sunset Hills Elementary School. There are also areas of sidewalk provided in the residential neighborhood north of Pacific Street between 96 th Street and 93 rd Street. The Big Papio Trail is located southwest of Sunset Hills Elementary School and connects to the school by the Sunset Hills Pool. Data Collection Peak period turning movement counts were conducted by MNRG, LLC at the intersection of 93 rd Street and Pacific Street on Wednesday, March 21 st, 218. The AM peak hour was determined to be 7:15 AM to 8:15 AM, and the PM peak hour was 4:45 PM to 5:45 PM. Counts were also collected at the intersection of 9 th Street and Hickory Street on Thursday, March 22 nd, 218. The AM peak hour was determined to be 7:15 AM to 8:15 AM, and the PM peak hour was 4:3 PM to 5:3 PM. The City of Omaha also provided historical traffic counts for the study area intersections, including estimated ADTs. The traffic count data was summarized and is attached. Figure 1 displays the AM and PM peak hour volumes as well as 24-hour counts for the study area. Existing 218 Traffic Operations Analysis Traffic operations were analyzed for the study intersections using procedures documented in the Highway Capacity Manual (HCM) 6 th Edition, Transportation Research Board, 216. From the analyses, a key measure or level of service rating of the traffic operational condition was obtained. In general, level of service (LOS) is a qualitative assessment of traffic operational conditions within a traffic stream in terms of the average stopped delay per vehicle at a controlled intersection. Levels of service are described by a letter designation of either A, B, C, D, E or F, with LOS A representing essentially uninterrupted flow, and LOS F representing a breakdown of traffic flow with noticeable congestion and delay. Unsignalized, or stop sign controlled, intersection capacity analyses produce LOS results for each movement which must yield to conflicting traffic at the intersection. Table 1 summarizes LOS criteria for signalized and unsignalized (stop sign controlled) intersections. Table 1. Figure 1 shows the lane geometry, traffic control, and levels of service for 218 existing traffic conditions. Capacity analysis worksheets for existing traffic conditions are attached. At the intersection of 93 rd Street with Pacific Street, the eastbound and westbound approaches currently operate at LOS B or better in both the AM and PM peak hours. The southbound approach currently operates at LOS D in the AM peak hour and LOS F in the PM peak hour and the northbound approach operates at LOS E is the AM peak hour and LOS F in the PM peak hour. At the intersection of 9 th Street with Hickory Street, the northbound and southbound approaches currently operate at LOS B or better in both the AM and PM peak hours. The westbound approach currently operates at LOS D in both the AM and PM peak hours and the eastbound approach operates at LOS D in the AM peak hour and LOS F in the PM peak hour. Traffic Control Device Warrant Evaluation A review of the study area intersections was performed to determine if MUTCD traffic signalization Warrant 1 (Eight-Hour Vehicular Volume) or Warrant 2 (Four-Hour Vehicular Volume) are satisfied under existing (218) traffic volumes. Twelve-hour traffic counts were conducted, tabulated, and analyzed. Both intersections were analyzed as urban intersections. 93 rd Street & Pacific Street For this analysis, Pacific Street, the major approach, was analyzed as having two or more lanes of moving traffic and 93 rd Street, the minor approach, was analyzed as having one lane of moving traffic. Traffic volumes at the intersection did not satisfy MUTCD Warrants 1 or 2 under 218 traffic conditions. 9 th Street & Hickory Street For this analysis 9 th Street, the major approach, was analyzed as having two or more lanes of moving traffic and Hickory Street, the minor approach, was analyzed as having one lane of moving traffic. Traffic volumes at the intersection did not satisfy MUTCD Warrants 1 or 2 under 218 traffic conditions. Attached is a summary of MUTCD Warrants 1 and 2 for the study intersections. MUTCD traffic signal Warrants 1 and 2 were not satisfied at either of the study intersections. Warrants 4 and 5 (pedestrian and school) were not analyzed as there is not currently a pedestrian crossing at the study location. Proposed Traffic Conditions Westside Community Schools desires to cross pedestrians on 9 th Street between Hickory Street and Shirley Street. A pedestrian crossing of a 4-lane undivided roadway with over 2, ADT is undesirable and traffic control should be investigated; this is the condition on 9 th Street at Shamrock Road where a pedestrian signal is located. To avoid signalization between Hickory Street and Shirley Street, a two-stage crossing of 9 th Street with a pedestrian refuge island and flashing beacons could be implemented. To facilitate a two-stage crossing of 9 th Street, a lane reconfiguration was investigated on 9 th Street between Pacific Street and Arbor Street. The reconfiguration would convert the existing 4-lane undivided roadway into a 3-lane roadway with a center left turn lane. Table 2 depicts a planning level capacity analysis for 9 th Street with various lane configurations using 216 ADTs published by MAPA and an assumed 1% annual growth rate to 24. As depicted, LOS F conditions would be expected if 9 th Street was converted from a 4-lane cross section to a 3-lane cross section. Figure 2 shows the lane geometry, traffic control, and levels of service for 218 traffic conditions with a 3- lane cross section on 9 th Street at the evaluated pedestrian crossing location. At the intersection of 9 th Street with Hickory Street, the northbound and southbound approaches would be anticipated to operate at LOS B or better in both the AM and PM peak hours. The eastbound approach is expected to operate at

The proposed pedestrian walking map is shown on Exhibit A. Walnut Street, Shirley Street, Arbor Street, 88 th Street, 93 rd Street, and 96 th Street were identified as recommended routes for children walking to Sunset Hills Elementary School. A new pedestrian crossing on 9 th Street between Pacific Street and Arbor Street would serve both Sunset Hills Elementary School, Westside High School, and Westside Middle School. If a new crossing is desired, it should have a higher level of control above signs only, and it should be located between Hickory Street and Shirley Street. A pedestrian crossing was also evaluated on Pacific Street between 93 rd Street and 93 rd Avenue. However, due to the high speeds, traffic volumes, and grades on Pacific Street, the installation of a pedestrian crossing is not recommended. Proposed Improvements and Recommendations A variety of improvements are recommended to improve operations and safety in the study area: Install school crossing signs (S1-1 and W16-7P) and crosswalk markings at the intersections of 9 th Street with Pacific Street (all legs) and 96 th Street with Pacific Street (south and west legs only). Due to the high speeds, traffic volumes, and grades on Pacific Street, a pedestrian crossing is not recommended at Pacific Street between 93 rd Street and 93 rd Avenue. A pedestrian crossing at 9 th Street between Hickory Street and Shirley Street would provide children living east of 9 th Street a safe path to Sunset Hills Elementary School. A lane reconfiguration of 9 th Street from a 4-lane undivided roadway to a 3-lane roadway with center left turn lane was evaluated. Due to the existing and projected ADT of over 2,, with a 3-lane cross section the V/C ratio is over 1. and LOS F conditions would be expected. As such, the 4-lane cross section should remain. An unsignalized pedestrian crossing of 9 th Street is not recommended. If a crossing is installed, a higher level of control above signs should be used.
