3 MEXICO JALISCO Soldiers Seize more than Six Metric Tons of Chemical Precursors in Jalisco 25 May 2011 Operations conducted by 15 th Military Zone soldiers in various municipalities of Jalisco yielded the following results: Operation one: conducted in El Limon village of Tuxpan, Jalisco. Seized from this location were the following items: o 425 kilograms of caustic soda o 350 kilograms of sodium acetate o 200 liters of alcohol o 60 liters of chemical substances o Multiple containers to include: (180) 200 liter plastic containers, (42) 200 liter metallic containers, (22) 50 and 20 liter plastic containers, and (16) 500 and 200 liter buckets o 10 strainers o 8 gas tanks o 7 distillers, 7 barrels, 4 pewter pots o 3 plastic gallon containers o 2 press machines o 2 distillers Operation two: conducted in San Vicente Village of Tamazula de Gordiano, Jalisco. Here, soldiers dismantled a synthetic drug lab and seized the following items: o 3,000 liters of sulfuric acid o 2,000 liters of acetone o 400 kilograms of caustic soda o Multiple containers to include: (25) 200 liter plastic containers, (10) 10 liter plastic containers with presumed crystal meth residues, (2) 500 liter stainless steel containers, (1) 200 liter stainless steel container o (1).20 caliber LMG rifle o (1) 16 gauge shotgun o (1).38 special revolver o (1).380 caliber pistol Operation three: conducted in La Cofradia de Arriba village of Tamazula de Gordiano, Jalisco. Those items seized from this location were reported as follows: o (1) rifle o (1) 12 gauge shotgun o (1).22 caliber rifle o 86 rounds of ammunition Operation four: conducted in San Francisco village of Jilotlan de los Dolores, Jalisco. Items seized from El Agostadero village included the following: o (1).30 caliber carbine o (1) 12 gauge shotgun o (1).22 caliber rifle o (1).380 caliber pistol o (1).22 caliber pistol Items seized from a camp located in El Terreado village were reported as: o (1).38 Special o (1) 12 gauge shotgun o 7 magazines Items seized from La Majada village included the following: o 12 kilograms of marijuana and 20 kilograms of marijuana seed o (1) rifle o 1 AK-47 o (1) 9mm pistol o (6) magazines o 1,470 rounds of ammunition Operation seven: conducted at the intersection of Tizapan and Tepatitlan Streets in the Lomas de la Primavera neighborhood. At this location soldiers seized the following items: o 700 kilograms of marijuana o (1).22 caliber rifle o (1).257 caliber rifle o (1).303 caliber rifle Spanish Source: de-mayo-de-2011-zapopan-jal Federal Police Arrest 36 La Familia Michoacana Operators in Jilotlan de los Dolores, Jalisco 27 May 2011 On 27 May 2011, gathered intelligence regarding a meeting between La Familia Michoacana operators led federal police to a location in Las Lomas village of Jilotlan de los Dolores, Jalisco. Information to carry out this operation was obtained after a federal police helicopter was attacked by a group of hitmen on 24 May 2011 near Apatzingan, Michoacan. Once at the location of the meeting in Las Lomas village, officers were fired upon by gunmen. However, they quickly repelled the attack. Following this confrontation, it was reported that 11 gunmen were killed while 36 were arrested. Three of the arrested individuals were subsequently identified as: Gaudiyur AMBRIZ Altamirano, 34, aka El Yogurth, Cesar BARRAGAN Valencia, 24, aka Caramelo, group leader Gerardo FERNANDEZ Covarrubias, 37, aka El Mofles, group leader After questioning, the arrested individuals confessed to working as gunmen under El Chango Mendez. At the time of their arrest, they were planning an attack against Los Caballeros Templarios. 6 40 ballistic vests 14 tactical vests Communications equipment Additional Information In December 2010, Enrique PLANCARTE Solis, aka La Chiva, and Jose de Jesus MENDEZ Vargas, aka El Chango Mendez, assumed leadership of La Familia Michoacana. At the beginning of 2011, disagreements erupted between Plancarte and Mendez and they went their separate ways. Following this split, Plancarte and Servando GOMEZ Martinez, aka La Tuta, created their own organization and named it Los Caballeros Templarios. Now, a bloody fight for the Michoacan Plaza is being fought by La Familia Michoacana and Los Caballeros Templarios. Spanish Source: Gunmen Attack Unidentified Man in Nayarit, Nayarit 29 May 2011 On 28 May 2011, a man traveling in an Uplander vehicle was pursued by gunmen traveling in two separate vehicles along Tepic-Xalisco Boulevard in Nayarit, Nayarit. After a brief chase, the gunmen were able to cut him off, at which point they opened fire before fleeing the scene. The victim in question survived the attack and was transported to a local hospital. Spanish Source: QUINTANA ROO Federal Police Arrest 10 Los Zetas Operator in Cancún, Quintana Roo 28 May 2011 On 28 May 2011, federal police responded to an anonymous citizen s tip regarding armed men operating at the El Maguey Ranch in Cancún [ ], Quintana Roo. This ranch was reported as being located near the 29 kilometer mark along the Mérida Cancún Highway. Once at the location, police arrested 10 Los Zetas operators identified as: Juan José HEREDIA Moreno, aka El Guasón, 34, from Puerto Vallarta, Jalisco. He was identified as the Los Zeta leader in Quintana Roo. César DOMÍNGUEZ Murguía, aka El Traga, 33, originally from Los Tuxtlas, Veracruz Lea FRÍAS Badal, aka La Negra, identified as a Benito Juárez municipal police officer Jasiel PÉREZ Gómez, aka El Loco, 19, from Cancún, Quintana Roo Termestino DE LA CRUZ López, aka El Seco, 34, orignally from Comalcalco, Tabasco Edgardo GARCÍA García, aka La Perejila, 22, originally from Uxpanapa, Veracruz Saúl RODRÍGUEZ Mora, aka El Llavero, 23, originally from Xalapa, Veracruz Alfredo HERNÁNDEZ Guzmán, aka El Burro, 33, originally from Veracruz Juan Pedro SAUCE Alvarado, aka El Lagartijo, 20, originally from Sabines, Coahuila UNCLASSIFIED//FOR OFFICIAL USE ONLY Page 7
8 Samantha HEREDIA Cabrera, aka La Osa, 19, originally from Córdoba, Veracruz Those items seized from the now arrested individuals were reported as: 3 AK-47 assualt rifles 5 AR-15 assualt rifles (1).38 Super An unspecified number of magazines An unspecified quantity of ammunition 1 sand colored Jeep Liberty with Quintana Roo UVZ-8949 license plates Various documents Following the arrests of these individuals, authorities reported that all of these men were involved in drug trafficking, extortion, and kidnapping operations in the area. Some of the past victims of this group were noted as a federal police officer and his wife, along with municipal police officer. These kidnappings were carried out in May of Spanish Source: &portlet_1_1_actionoverride=%2fboletines%2fdetalleboletin&portlet_1_1id=830077, SONORA Federal Police Seize 400 Kilograms of Marijuana along Federal Highway 15 in Sonora 29 May 2011 On 27 May 2011, federal police conducting routine vehicle inspections along the Hermosillo-Los Pocitos stretch of the 15 México-Nogales Highway spotted a white 1973 Ford cargo truck ( license plates DW ) that appeared to be having mechanical problems. Upon approaching the vehicle, police noticed that the driver and his passenger seemed very nervous, and that alterations have been made to the back portion of the vehicle. For this reason, police proceeded to search the vehicle, and seized kilograms of marijuana. 9 Reyna GUERRERO Ramírez, 38 Trinidad Alberto GUILLÉN Romero, 39 Following their arrests, the two individuals mentioned above indicated that two other individuals traveling in a 1992 Chevrolet Cutlass with VYA4850 license plates were accompanying them. This prompted the second operation that led to the arrests of: Dany GONZÁLEZ Guillen, 27 Juan GONZÁLEZ Rodarte, 46 Spanish Source: &portlet_1_1_actionoverride=%2fboletines%2fdetalleboletin&portlet_1_1id= Soldiers Seize 33, 000 Liters of Chemical Precursors in Huatabampo, Sonora 27 May 2011 On 26 May 2011, soldiers assigned to the 4 th Military Zone responded to a citizen's tip regarding the storage of mass quantities of chemical precursors in the Rosita neighborhood of Huatabampo [ ], Sonora. Once at the location in question, soldiers seized the following items: 33,800 liters of chemical precursors (exact chemical makeup not specified) 1,150 kilograms of potassium cyanide It was noted that all of the barrels from which the chemical precursors were seized were buried underground. No arrests were made in conjunction with this seizure. Spanish Source: Authorities Destroy 480,000 Marijuana Plants in Alamos, Sonora - 28 May 2011 On 28 May 2011, authorities destroyed marijuana fields near La Cieneguita Ranch which is located south of Alamos[ ], Sonora. Details regarding these fields and the plants destroyed were reported as follows: 480,000 marijuana plants destroyed In total, these plants were dispersed in five separate fields that covered eight hectares UNCLASSIFIED//FOR OFFICIAL USE ONLY Page 9
10 An average of six plants was planted on each square meter. These same plants measured approximately two meters in height. Comment: No arrests were made in conjunction with the destruction of these fields. Spanish Source: BAJA CALIFORNIA Soldiers Arrest El Güicho Operators in Tijuana, Baja California 31 May 2011 On 31 May 2011, soldiers assigned to the 28 th Infantry Battalion responded to an anonymous citizens tip regarding a group of individuals conducting illegal activities in the José María Morelos y Pavón neighborhood of Playas of Rosarito[ ], Baja California. Once at the location, soldiers arrested the following individuals: José Guadalupe Moreno Esparza, 30, from Playas de Rosarito Humberto Alejandro Marín Gilbert, 24, from Playas de Rosarito José Francisco Javier Villa Padilla, 37, from Playas de Rosarito Luis Enrique Bernal Villa, 28, from Sinaloa Those items seized from the now arrested individuals were reported as follows: 3 AK-47s (2) 9mm pistols 51 doses of crystal meth 7 magazines 134 rounds of ammunition 1 gold colored Ford van, that according to authorities, was used to commit several crimes. Spanish Source: OAXACA Two Decapitation Victims Recovered in Tuxtepec, Oaxaca 30 May 2011 On 29 May 2011 at approximately 1700 hours, authorities recovered the remains of two decapitation victims that had been left on the bank of the Río Papaloapan River in the Nuevo Mundo neighborhood of Tuxtepec [ ], Oaxaca. A narco message left with the bodies read as follows: This will happen to all the car thieves, motorcycle thieves, and all other degenerates. UNCLASSIFIED//FOR OFFICIAL USE ONLY Page 10

Spanish Source: Murder Victim Recovered in Tuxtepec, Oaxaca 29 May 2011 On 27 May 2011, authorities recovered the body of a murder victim that was left along the Tuxtepec-Loma Bonita Highway in Tuxtepec, Oaxaca. This victim had been shot two times in the head, and was left seminude. At this point, authorities are working to identify the victim. Comment: Tuxtepec, Oaxaca is located along the border of Veracruz. Additionally, it is located approximately 100 kilometers from the Port of Veracruz, and is most likely a Los Zetas stronghold. Spanish Source: CARIBBEAN 84 Drug Trafficking Networks Dismantled Over the Last Two Years in the Dominican Republic 31 May 2011 On 31 May 2011, the President of the National Directorate for Drug Control (DNCD), Major General Rolando Rosado, revealed that over the course of the past two years, 84 local and international drug trafficking networks have been dismantled in the Dominican Republic. Seized in combination with the dismantling of these networks were 12,605 kilograms of drugs; a large quantity of which was identified as cocaine. Major General Rolando Rosado further added that the majority of drug shipments enter the country via maritime routes, and that the use of aerial routes is virtually non-existent thanks to internal efforts to combat this type of trafficking. The Dominican Republic is working with countries to include the United States, Italy, England, Holland, Colombia, Venezuela, France, and German to counter drug trafficking activity.
