2 INITIATIVES IN HAITI AND THE CARIBBEAN REGION TO ENHANCE BORDER SECURITY In December 2015, the Policy Commission of the World Customs Organization adopted a resolution on the role of Customs in the security context. It recognizes Customs as the first line of defense against criminal, violent extremist and terrorist organizations It also stipulated that Customs has a key role to play in tackling cross-border support to terrorism and terrorist financing

3 To achieve these goals, Haiti Customs and Caribbean Administration of Customs develop many strategies. We can specify: Operation Joint operation between border agencies Joint operation between countries at regional level Joint operation worldwide Training Information sharing Ect ( use of WCO tools)

4 The World Customs Organization, in his constant concern to support members, launched in 2016 a worldwide OPERATION CHIMERA which emphasized the terrorist financing and small arm and light weapon(salw) Many customs administration in the Caribbean region participated. In the following slides, you will see the result obtained by Haiti Customs

8 ARRANGEMENTS MADE BY THE HAITIAN CUSTOMS THE DEVELOPMENT AND IMPLEMENTATION OF AN APPROPRIATE OPERATIONAL PLAN, UNDER THE NCP S LEADERSHIP, HAS RAISED THE AWARENESS OF FRONT LINE OFFICERS, INCLUDING THOSE WORKINGAT CUSTOMS OFFICES AND TARGETED SERVICES

9 DEPLOYMENT OF SPECIAL BRIGADE OFFICERS THROUGH TARGETED CUSTOMS OFFICES A CELL OF 12 OFFICERS OF THE SPECIAL BRIGADE DIVIDED INTO 4 GROUPS WAS DEPLOYED THROUGH THE CUSTOMS OFFICES AND TARGETED SERVICES. INSPIRED BY THE RISK MANAGEMENT PROTOCAL DEVELOPED AS PART OF THIS OPERATION, THE VARIOUS OFFICES, MAIN DESTINATIONS FOR USED GOODS IMPORTED UNDER A SO-CALLED PERSONNAL EFFECTS LABEL HAVE BEEN TARGETED.

10 ACTIVATION MANAGEMENT UNIT. OF A PERMANENTCELL AT THE INTELLIGENCE AND RISK THE INTELLIGENCE AND RISK MANAGEMENT UNIT ACTIVELY PARTICIPATEDIN THIS OPERATION BY TARGETING GOODS ACCORDING TO SELECTIVITY CRITERIA RELATED TO THE INFORMATION AT ITS DISPOSAL. THE NCP ENSURES THE TRANSMISSION OF TARGETING CRITERIA IN REAL TIME.

22 BENEFITS FROM OPERATION CHIMERA The Haitian customs welcomed this operation of the WCO. Its participation is a concrete sign of its involvement with WCO member states in the fight against fraud in general and the rise of terrorism in particular. Haitian customs is a major beneficiary of this operation. In addition to theses cases of seizures, it has made it possible 1-to secure borders and citizens : 2-Promote customs-business partnership needed into TFA s implementation 3-Increase revenue for fear of unanounced control 4-Increase the effectiveness of front line agents 5- Improve risk management and selectivity criteria

24 BACKGROUND The WCO s Punta Cana Resolution (2015) acknowledged Customs role in combating international terrorism. In 2016 CCLEC Enforcement Committee highlighted SALW (Small arms and light weapons) as HIGH threat for the region SALW Operation was included in JIO work plan

25 OBJECTIVES Identify, detect, intercept illicit movements, seize SALW and support subsequent investigations Enhance coordination at the national level with public and private partners in line with the mission of Operation Caribbean Shield Promote intelligence support to members by engagement with JIO, JRCC and I2C. Enhance cooperation under the CCLEC-IMPACS MOU Establish a secure communications platform through the Customs Enforcement Network Communication System (Cen Comm), to support ongoing exchange of information to facilitate SALW enforcement efforts.

26 PLANNING Conducting survey on the movement of SALW Gathering information via other agencies and open source reporting The JIO produced an intelligence threat picture The intelligence threat picture was presented at 2017 CCLEC Conference in Miami Council approved operation CARIBBEAN SHIELD The operation organized for 6 weeks commencing June 19 th 2017

27 EXPECTED OUTCOMES The operational plan listed the following expected outcomes: Establish a role for Customs in the global fight against terrorism Improve cooperation between CCLEC, IMPACS, WCO, & International agencies Reinforce the role of Customs in the control of SALW Improve cooperation between Customs administrations and Police Improve the intelligence and risk picture in this area and identify intelligence gaps.

35 SEIZURE ANALYSIS Participating countries made seizures across various forms of transport:- Sea Containers Air Freight ( inc express industry) Fishing vessels Air passengers Private aircraft

36 SALW RELATED SEIZURES 13 countries made seizures Weapons : Haiti, Jamaica and Cuba were the top 3 reporting countries. These 3 countries accounted for 77% of the regional seizures. Ammunition : Haiti, Dominican Republic and Jamaica were the top 3 reporting countries. These 3 countries accounted for 94% of the regional seizures.

37 DRUG RELATED SEIZURES 7 countries made cocaine seizures. St. Maarten made their cocaine seizure with a consignment of weapons in container arriving from Curacao. 6 countries made herbal cannabis seizures. Antigua, Haiti and Barbados were the top 3 reporting countries. Concealment included water heaters from the USA. A majority of the herbal cannabis were found in shipments/containers from the USA for example in Angullia, packages were found in the fan space of the reefer container from USA. Cayman Island seized 198 litres of liquid cannabis Cuba made NPS drug seizures. This is interesting as there was no known presence of NPS in the region.

38 PEOPLE Curacao discovered 15 Venezuelans on a fishing vessel from Venezuela whilst searching for SALWs.

39 HOW WAS THIS ACHIEVED? A CenComm group was set up in partnership with the WCO to encourage NCPs to report relevant seizure details Partner agencies given access to facilitate joint cooperation To support quick time communication a whatsapp group was set up for the participating NCP s. Daily Reports produced and circulated via CenComm group In total we had 48 registered users

40 HOW WAS THIS ACHIEVED? (CONTINUED) NCP s used the CCLEC SALW intelligence briefing to guide their activities based on their local risks Cencomm played a crucial part in accessing information and reporting seizure details The JIO was instrumental in assurance of Cencomm seizure data Overall tremendous achievement and allows for further analysis Where appropriate information will be transferred to WCO CEN and CCLEC SID

41 CO-OPERATION The operation provided an opportunity to develop relationships with Police agencies at a National and Regional level with the aim to detect, identify, disrupt and dismantle transnational networks. At an International level it offered the opportunity to improve the partnership between the CCLEC, CARICOM IMPACS, and Overseas law enforcement agencies (e.g. NCA, HSI) The UNODC AIRCOP reported detections from Dominican Republic, technical support referrals made to the WCO, air travel enquires to JRCC and gun serial numbers referrals to US HSI.

42 RECOMMENDATIONS Ensure Cencomm users are familiar with Cencomm functionality Provide refresher training for CenComm where possible Encourage inter-agency co-operation in future CCLEC operations
