3 MEXICO CHIHUAHUA State Police Officer and His Four Year Old Daughter Murdered in Ciudad Chihuahua, Chihuahua 08 November 2011 State Police Officer Jean Calet Aguirre, 32, was attacked by a group of hitmen while traveling with his wife and three children along Jimenez and Venustiano Carranza Streets [ , ] in Ciudad Chihuahua, Chihuahua. During the attack, Officer Aguirre and his four year old daughter were killed, while his wife was seriously wounded. His two boys walked away from the attack without injury, and are currently under police protection. Those individuals now in police custody were identified as follows: Magali Ines FLORES Baldos, 20, aka La Evelyn Jorge ZAMORA Paz, 48, aka El Tio Armando MARTINEZ Solis, 32, aka El Quemado Jose Manuel ARISTA Ortega, 25, aka El Manuel Maria HERNANDEZ Gutierrez, 45 The individuals listed above worked as drug distributors for the CIDA Cartel. 4 Spanish Source: Two Cartel Lookouts Decapitated in Acapulco, Guerrero 09 November 2011 Late on 09 November 2011, the bodies of a male and a female decapitation victim were recovered from the interior of a taxi that was abandoned on Brisas Street in the Vista Brisas neighborhood of Acapulco [ , ], Guerrero. A narco message left with the bodies read as follows: Victor Aguirre and Aldo Ramos, aka El Mortal, here are your lookouts. The now deceased individuals have not yet been identified. Spanish Source: SINALOA Municipal Police Officer Murdered in Culiacan, Sinaloa 08 November 2011 On 08 November 2011, Jorge Bejarano Lopez, a Municipal Police Officer assigned to the Elite Group of the SSP, was shot and killed by a group of hitmen. The attack in question took place while the officer was getting into a green Jeep in front of a corner store located at the intersection of Mina Plomoza and Bienestar Social Streets [ , ] in the Los Huizaches neighborhood of Culiacan, Sinaloa. 5 NUEVO LEON Los Zetas Operators Murder State Police Officer in Monterrey, Nuevo Leon 08 November 2011 On 08 November 2011 at around 0800 hours, a group of Los Zetas operators murdered José Luis Castillo Valerio, 50, a State Police officer, on Rosario and Valparaíso Streets [ , ] in the Altavista neighborhood of Monterrey, Nuevo Leon. This location was identified as being located in front of the residence of Aldo Fasci Zuazua; the former Nuevo Leon Security Secretary. In response to this situation, Jorge Domene Zambrano, the State Security Spokesman, was quick to release a statement indicating the murder of the officer was in no way a direct threat to the former Nuevo Leon Security Secretary. Fasci reported to the contrary, and assured that the murder was indeed a direct threat targeted at him. Comment: Aldo Fasci is the party responsible for representing those citizens affected by the Casino Royale attack (during which time 52 civilians were killed at the hands of Los Zetas operators). His role in this case involved amplifying investigations, and putting pressure on authorities to tell the truth, as many act as if the attack is a thing of the past. Despite the recent murder of the officer outside of his residence, Aldo Fasci, has stated that he will continue working on the case, but knows that he is already a "dead man" due to the threats he has received, and added that the narco message left with the officer mentioned above was directed to him. This message was not mentioned in the Spanish source article, but was allegedly signed with the letter Z for Los Zetas. Spanish Source: Marines Arrest Five Los Zetas Operators in Cadereyta, Nuevo Leon 13 November 2011 On 10 November 2011, Marines acting on an anonymous tip regarding armed suspects training at a ranch arrested five Los Zetas operators during two separate events in Cadereyta [ , ], Nuevo Leon. Details regarding these events were reported as follows: Incident one: Marines caught three gunmen conducting weapons training at a ranch located in Cadereyta. Individuals arrested at this location were identified as: José GALVÁN Palacios aka El Dimas, 43 Rubén Nicanor TIJERINA García aka El Dumbo, 31 Spanish Source: Soldiers Arrest Suspect for his Role in the Casino Royale Case in Monterrey, Nuevo Leon 10 November 2011 On 09 November 2011 at around 1100 hours, soldiers acting on a citizen's tip arrested Hugo Iván SANTOS Doria, aka El Monky/ Manitas, for his role in the Casino Royale massacre. The arrest in question took place in the Valle de Infonavit neighborhood [ , ] of Monterrey, Nuevo Leon. Following his arrest, Santos admitted to working as an informant/lookout during the Casino Royale massacre. He also admitted that he was involved in the attack perpetrated against Jaime Rodríguez Calderón, the Mayor of García, Nuevo Leon, and that he regularly worked with criminals to include José Carlos Alejandro Reyes, aka El Toruño, Baltazar Sauceda Estrada, aka El mata perros, and Jesús Rafael Torres Bautista, aka El Colitas. The four suspects are currently being held at the Topo Chico prison and were identified as: Heriberto VARGAS Chavira Enrique GUTIÉRREZ Tenorio José Manuel MÁRQUEZ Maldonado Daniel TORRES Muñiz Spanish Source: Marines Detain Five Los Zetas Operators in Escobedo, Nuevo Leon 10 November 2011 On 09 November 2011, Marines acting on an anonymous tip arrested five Los Zetas operators from a residence in the Hacienda Las Palmas neighborhood [ , ] of Escobedo, Nuevo Leon. Following their arrests, the suspects were identified as: Juan Carlos MORALES Magallanes aka Charly (suspect in the center of the picture), 26; worked as a financial operator in charge of processing the payroll in municipalities to include: Ciénega de Flores, China, Santiago, Monterrey, Villa García, General Escobedo, Allende, Marín, Apodaca, Montemorelos, Salina Victoria, Linares, Guadalupe, General Terán, Benito Juárez, San Nicolás de los Garza, Lampazos, Santa Catarina, and the Estanzuela sector. He also coordinated with other plaza leaders to make payments and to collect cash generated from illicit activities. Karla Viridiana SANTOS Mar aka La Mapacha, 28; in charge of leasing safe houses, making vehicle payments, and processing payroll/organizing the payment ledger. 8 Luis Enrique DE LA GARZA López aka Ramas, 22; identified as the personal assistant of aka Charly Those items seized from the now detained suspects included: 2 rifles 1 handgun 3 fragmentation grenades 9 magazines 249 rounds of ammunition 1 silencer 249 doses of cocaine 2 vehicles $(MXN) 2 million pesos/equivalent to $(USD) 147,852 dollars Spanish Source: DURANGO Authorities Unearth Multiple Narco Graves in Lerdo, Durango 08 November 2011 Army soldiers working under the framework of Operation Laguna Segura discovered three narco graves in the Ampliación Cipreses neighborhood [ , ] and on the San Fernando farming cooperative lands [ , ] in Lerdo, Durango. From the first location, authorities recovered three bodies at an abandoned farm, and a fourth from an empty lot near. Of these victims, three were identified as males, and one was identified as a female. All of the victims are believed to have been killed approximately 6 months ago. From the second location, authorities recovered the bodies of three male victims believed to have been killed approximately one year ago. Following the discovery of these graves, authorities launched a search in an attempt to unearth additional narco gravesites in the area as they believe there are more. 9 BAJA CALIFORNIA PEP Agents Seize 382 Kilograms of Marijuana and a Vehicle with California Plates near San Carlos, Baja California 07 November 2011 Authorities recently seized 382 kilograms of marijuana from the interior of a Ford vehicle (plates BM ) that was parked on a road that leads to the San Carlos village of Baja California. The packages in question were marked with three legends to include: primo, the number 9, and the picture of the pickup truck. Regarding the Ford vehicle from which the marijuana was seized, the trailer was marked with the moniker Yonke El Indio. Other items seized in the same area included a Dodge Neon with California plates and a blue Chevy Cavalier. Spanish Source: CHIAPAS Soldiers Seize Chemical Precursors near the Suchiate River in Chiapas 08 November 2011 Two separate operations conducted along the Suchiate River led to the seizure of thousands of liters of chemical precursors used to produce synthetic drugs. Details regarding these operations were reported as follows: Operation one: soldiers noted a group of individuals crossing the river near the informal border crossing point known as El Armadillo with the shipment of chemical precursors. After noting the presence of soldiers, the individuals in question abandoned the shipment during which time soldiers seized (50) 20 liter jugs filled with chemical precursors. Operation two: on 05 November 2011, soldiers from the IV Motorized Cavalry Regiment arrested five individuals attempting to transport a shipment of chemical precursors across the Suchiate River into Mexico. Spanish Source: NoticiaSubseccion=5; asubseccion=27 Soldiers Seize 34,400 Liters of Chemical Precursors in Tuxtla Chico, Chiapas 08 November 2011 Soldiers recently arrested five individuals in possession of 26 barrels filled with chemical precursors at the 8 km mark along the Tapachula- Talismán highway in Tuxtla Chico, Chiapas. Statements made by the five individuals mentioned above led police to a coffee warehouse from which they had just departed (also in Tuxtla Chico). Those items seized from this location included: 14,800 liters of Phenylethyl Acetate 19,600 liters of Methylamine Spanish Source: NoticiaSubseccion=27 CENTRAL AMERICA National Police Detain Two Colombian Drug Mules at the Tocumen International Airport in Panama 11 November 2011 On 10 November 2011, National Police arrested two Colombian nationals after it was discovered that they had swallowed cocaine pellets before arriving at the Tocumen International Airport in [ ,- UNCLASSIFIED//FOR OFFICIAL USE ONLY Page 10

11 ], Panama. The drug mules arrived in Panama on a flight that departed from Bogota, Colombia, and had they not been caught, they would have boarded a connecting flight to Honduras. Spanish Source: Customs Officials Seize More Than $200,000 from Travelers at the Tocumen International Airport in Panama 12 November 2011 On 11 November 2011, customs officials detained three individuals in possession of more than $(USD) 225,000 dollars in cash at the Tocumen International Airport in [ , ], Panama. Details regarding these incidents were reported as follows: Incident one: Authorities seized $(USD) 15,020 dollars worth of undeclared cash from the handbag of a female from Ecuador. Incident two: A female Jamaican national entered the country with $(USD) 20,000 cash that she had declared. After searching the belongings of this same individual, authorities discovered an additional $(USD) 1,873 that had not been declared in customs. Incident three: Customs officials seized $(USD) 190,000 dollars from the double bottom compartment of a suitcase belonging to a Brazilian male. Comment: The total amount of cash seized from the three travelers combined was reported as $(USD) 226,901 in the article. However, after adding up the individual amounts reported, the actual amount seized was $(USD) 226,893.
