32 A MAGNET OF INTERNATIONAL INVESTMENT VALUE-ADDED PRODUCTION GSK Vaccines chose Saint-Amand-les-Eaux to develop its new manufacturing platform for vaccines - a 500 million investment. In a hotly-contested competition with sites in other European regions, Saint-Amand won out, thanks to its expertise in complex production processes, its strategic location and highly qualified labor pool. R&D Britain s Tate & Lyle is currently expanding its new European innovation center in Lille Métropole, dedicated to developing new functional ingredients. The nutrition expertise on tap at Lille Region s Nutrition-Health-Longevity competitiveness cluster was a key factor in its decision to locate here. HEADQUARTERS Bayer Healthcare France has moved its head office from the Paris region to Lille Métropole s Eurasanté Business Park.

33 GSK VACCINES GSK Vaccines - one of the world s leading vaccine manufacturers has recently invested more than 500 m in its vaccine manufacturing plant in Saint Amand Les Eaux, Northern France, to increase production capacity in formulation, filling, freeze-drying and packaging, to meet growing worldwide demand for paediatric and adult vaccines. The new site, operational since 2011, contributes to the production of many GSK s innovative new vaccines Largest investment decision made by a foreign company in Lille Region since Toyota in 1997 Largest investment realized by a foreign pharmaceutical company in a 10- year time

34 GSK VACCINES The North s legendary work ethic is just one reason GSK Vaccines chose the region for our 500 million vaccine production at Saint-Amand-les- Eaux. Geographical proximity to Belgium where the GSK Vaccines production site for the active ingredient are located was an essential logistic consideration, as was the superb transport infrastructure. The hard-working, pro-business attitude of the regional authorities before, during and after our investment was also a decisive reason we chose to expand production in Northern France over other sites in Europe. In most places, they roll out the red carpet before you invest and let you fend for yourself! Well, not in Northern France. Right from the outset, the local and regional authorities mobilized to give us everything we needed, especially very structured information about employment for our recruitment. As a result, we have recruited 80% of our 180 highly-qualified staff right here in the region, within a km radius of the facility and we ll continue to tap regional expertise to double our staff to more than 500 in 2011.

35 TATE & LYLE In September 2008, Tate & Lyle opened its Wellness & Nutrition Centre in Lille, France. 4 million investment - 60 highly qualified engineers. The center includes laboratories and pilot plant facilities for customers. It focuses on developing new ingredients in the field of wellness and nutrition, catering for beverage, dairy, bakery, and convenience food. Lille is a key European centre for functional foods and ingredients and is home to the French Nutrition, Health and Longevity Cluster. This cluster includes many internationally renowned teams involved in research on cardiovascular health, obesity, immunity and nutrition.

36 TATE & LYLE Establishing a Wellness & Nutrition Centre is a major advance in our European value added strategy. Our aim is to work closely with our FMCG customers development and marketing teams to create great tasting nutritious products. The structure of the center will enable us to respond rapidly to their need for new and innovative concepts.
