3 KSF serving community Kosovo Security Force is a force serving all Kosovo's communities and citizens. KSF has made a huge stride in professionally upgrading its members, and carrying out tasks within its scope. Despite its daily operational engagments, KSF is willing to endorse any project, aimed at alleviating and enhancing the well -beign of our citizens. Supporting communities with projects,which directly alleviate their lifes, remains an important part of KSF commitments. KSF has completed numerous works and projects, requiring joint efforts, engaging personnel, units, tools and specialised techniques. Has proved its commitment to allways be close and in support of citizens, communities, govermental and nongovermental organisations, in all sorts of projects related to citizens needs. KSF is venerated force with pozitive image, acquiring this reputation through professionalism, readiness and its involvement in executing all tasks, deriving from its mision, especially with incessant support in variety of humanitarian projects. This has been vindicated by perpetuall support that KSF receives through different surveys and questionnaires, rating KSF as most trustfull domestic institution. Humanitarian demining, mines and excplosive device awareness, blood donating and active participation in many life-relieving activities for citizens, are perpetual activities. Infrastructure projects, such as: road opening, brige, houses and concomittant infrastructure reconstruction,especially in remote areas, serving the needs of communities, will continue with same pace. So will continue enhancing the KSF commitment towards helping citizens in terms of rendering medical assistance, delivering medication for erderly. KSF will endorse and support any project serving the needs of citizens regardles ethnicity I highly appreciate the input of all actors from all levels, commencing with civil-military departmants in MKSF and KSF for planning and arranging efforts, especially units in the field, which continually execute,in professional manner, projects aimed to support communities, regardles hurdles and weather conditions. As a commander i assure you that KSF in future, will endorse every single initiave or project, emerged either from institutions,nongovermental organisations or from community itself, that have tangible effect in improving their well- being. We will stick to our motto friends and partners with communities, when it comes to support and involvment in all citizens' well- being related projects. Will continue to support any project or action organised in cooperation with community, local governments and different nongovernmental organisations, as we have previosly done. With confidence, readiness and professionalism, KSF will continue to be the most trustfull and closest partner for Kosovo's citizens. 4 Civil-military cooperation The cooperation and attunement of activities between MKSF, central and local institutions in 2014 has been priority for civil-military cooperation Departmant, exerting an important role in this realm. Due to this great cooperation, a variety of cooperation agreements and different humanitarin projects came into being, serving the needs of Republic of Kosovo's citizens. In terms of menaging the civil-military relations, CIMIC did a lot in meeting the strategic objectives of minister, KSF commander and respective personel, cooperating with domestic and international partners, including citizens. These goals were achieved by CIMIC through close cooperation with civil organisations, local and central institutions, private and state entities as well as with all NGO-s. Civil-military cooperation initiated and institutionalised this cooperation, while through theese cooperation and coordination efforts, many humanitarin projects came into being, thus embelishig KSF image with great notoriaty. Civil-military cooperation DepartmantMKSF/KSF by fullfilling its mision through engeneering batalion of Operation Support Brigade, has managed to duly accomplishe road and bridge projects. Medical teams from medical company have conducted many medical assistences for kosova citizens. Despite demining operations, demining instructors have given lectures to primary and secondary schools of Republic of Kosovo about students awareness pertaining perils that mines and unexploded devices pose. CIMIC will continue to be avaible and open door for A working meeting between MKSF CIMIC and LFC CIMIC community at all times to render help when is needed. Cooperation agreement Reaching cooperation agreements is part of civil-military cooperation agrements throughout the year. During 2014, many cooperation agrements were signed with other institutions, thus making MKSF responsible to offer support and execute different projects/support. 6 Road opening and construction Kosovo Security Force through civil-military departament has supported many institutions, ngo-s, municipalities and citizens in executing different projects. Opening, constructing and fixing roads remains a vast need of citizens Kosovo wide, specifically in rural areas. Focusing all of our human, material and technical capacities in supporting Kosovo citizens continued to be main priority of Kosovo Security Force. Civilmilitary departmant remains an open donor of receiving, evaluting and executing projects in support of all citizens of Republic of Kosovo. Due to the unspairing efforts by KSF engeneering battalion, in cooperation with above mentioned, we have acomplished these projects: Opeining and Widening the road in Zebince village of Artana municipality Fixing road projects in Zebince willage in Artana municipality(novoberda), has commenced on , done by KSF engeneering battalion, while financial part was taken care by Great Britain embassy, European Union Office in Kosovo implemented by international organisation for migration(iom). This project was executed based on cooperation agreement initiated and prepared by MKSF civilmilitary departmant, signed by MKSF and Artana municipality. Projects itself is of paramount importance. Linking a cluster of willages with municipality center, thus KSF engeneering batalion members with unflinching commitment have widen this road, opened chanels, placing bridges and graveling the road. 7 Road opening and fixing in Verbovs village in Drenasi municipality Kosovo Security Force, specifically engeneering battalion has acomplished the project of opening, widening and gravelling the road in Verboc. Purpose of this project was mitigating the frekuency of Verbovc inhabitants. Road is more than 3 km long, 5 meters wide, and took more than 4160 cubic meters gravell, and opened side drenches. Projects ended on august 28 followed by ceremony organised by KSF and Verbovs inhabitants. Being part of this ceremony, brigade gjeneral Ilaz Derguti, Operation Support Brigade Commander said based on its mision, KSF continues to pay a special attention to executing a varietyof projects,serving the needs of all Kosovo citizens.. On the other hand, after expresing his gratitude to KSF for commitment and acomplishing this important project for inhabitnats of this willage, mayor of Drenas municipality said KSF is proving to serve all kososvo citizens, thus in behalf of our municipality i highly appreciate this deed This road has double importance, not only linking the willage with other parts, but enables visitors to visit the monument of KLA glorious commander Ilaz Kodra. 8 engeneering members with 10 heawy vehicles were engaged in this project. 7

8 Road opening and fixing in Bllagagje village in Istog municipality Answering the request made by serb community of Blagagje willage in Istog municipality, Kosovo Security Force engeneering batalion members began opening, widening and gravelling the road in Bllagagje willage, with 2 km long, including side drenches. This project came into being due to cooperation between MKSF civilmilitary departmant and Istog municipality, aiming to provide support to all Kosovo citizens. In inauguration ceremony were: KSF minister Agim Çeku, KSF commander LT general Kadri Kastrati, Nenad Rashic minister of labour and social welfare, KSF deputy minister Jasmina Vasiq, president of Istog municipality Haki Rugova, LFC Commander Major general Rrahman Rama, brigade gjeneral Ilaz Derguti, KSF officers and representatives form serb community. 8

9 Road opening and fixing in Bozhevc village of Ranillug municipality Opening, widening and gravelling road project of 2.5 km long in Bozhevs willage, Ranillug municipality, was done by Kosovo Security Force in cooperation with Ranillug municipality. The intent of having this project acomplished was to expedite the movement of inhabitants of this willage. This projects has begun on october 20 and ended on 07 november Other additional side work was part of this project, such as side chanels and leveling. In inauguration ceremony were: KSF minister mr Agim Çeku and Land Force commander major general Rrahman Rama, while minister said this road implies a lot, another living proof that KSF is serving all communities, all citizens, meaning that these citizens used to have a harsh road conditions, now way beter ones, and it is a superb feeling for all these soldiers serving the country, conducting somethinfg good, thus everybody thanks you. Gratitude for KSF expressed also the director for public utilities of Ranilug municipality Ivan Janijaveviq, who thanked Kosovo Security Force for the job done, especially the engeneering batalion involved in this project. He went further saying it was an excellent cooperation between KSF, locals municipality authorities. 9

10 Project on Elementary School 28 Nentori in village Kraikovë in Drenas Project of leveling the PLS 28 NENTORI schoolyard in Kraikovw of Drenas has commenced on KSF excavator leveling the school yard School yard at final stage Project in 'Shaban Pollluzha primary and low secondary school in Polluzhe of Drenas Work on Shaban Polluzha primary and low secondary school project in Polluzhe of Drenas municipality to level the schoolyard has begun on and ended on This project involved diging and removing 1280m3 of soil from Shaban Polluzha primary and low secondary school in Polluzha willage, schools yard leveling of 1500 square meters, as well as diging side road drains around school facility with 40 meter long for rain showers. Direct beneficiaries of this project are students of this school, and now are able to freely conduct thier sports activities. 11 Building and placing bridges KSF members, specifically bridge specialists in this year have placed and disassembled bridges, thus directly influencing and alleviating the movement of RepuBlic of Kosovo's citizens. These kind of projects remain priority for KSF, since building bridges implies connecting pople and soaring the oportunities for cooperation in all kinds of fields. This project was done in joint efforts with Klina municipality, responding to needs of locals. 11

12 Medical assistence Despite heavy daily worlkload, KSF medical teams have made medical visit, providing medical assistence and esential drugs for serb community in Istog and Novoberdo willages. KSF medical presence every fortnight and their professional help is highly regarded by local serbs, receiving different free medical support for quite a long time. This humanitarin mission related projects of KSF teams, done with communities, corresponds with integrated policy that MKSF and Kosovo state is proving with values of multiethnic, democratic Free and equal society! Volunteer blood donating Volunteer blood donating, has become an annuall activity for KSF members. Tens of hundred of KSF soldiers and officers, MKSF political and civil staff have positively responded the call for volunteer blood donating. Within plans of action of civil-military departmant, MKSF medical departmant and blood transfuzion national burea, volunteer blood donating has already been incorporated as an activity of high importance, proving once again that KSF members are always there when needed. KSF i very proud of its members, cause by giving hundred of blood doses, we manage to save many human lives, constituting the most divine duty that humans can do. Despite annual volunteer blood donating organisation, KSF is ready to perspond specific calls and requests from blood transnfusion national burea, thus saving lives of Kosovo's citizens. Lectures for students Mines and other unexploded devices KSF demining teams in 2014, specifically during winter time, which implies the end of practical working part of cleaning fields and other contaminated areas with mines and other devices, organised awarenes lectures for students of primary and secondary schools of Republic of Kosovo. These lectures are conducted jointly with Ministry of Education, and in accordance with local education directories in municipalities. Besides lectures, our teams respond to requests made by other schools and education institutions, aiming to soar the awereness of our kids about perils of unexploded ordnance. During this year, these municipalities were subject of these lectures. 13 Youth camp 2014 on barracks Skenderbeu in Ferizaj In Doctrine and Training Command in Ferizaj, from till june took place youth kamp 2014, attended by 37 students of high schools in different municipalities of Republic of Kosovo, 13 femals among them. Some of the topics and activities acomplished by KSF instructors for students were: KSF mision and structure. Civil-military cooperation in KSF Land navigation Mine awereness Search and rescue Comands learning First aid Sport culutural activities Wrapping upp this camp, commmander of basic training center, major Sami Hajrullahu presented in cronological manner the flow of this camp, saying student showed constantly oustanding behaviour, discipline and were eager to learn more about military life. I thank students and instructors of BTC for the input they provided in this youth camp, wishing all the best for this students in their studies and private lifes, said major Hajrullahu. In front of all attendees appeared also director of civil-military departmant mr Hajrush Kurtaj who said : many generations sacrificed a lot in order to have our uniform some day, a uniform that shares everything with its people, as it is with this case. It was our pleasure, to have among us the youth of Kosovo, the future of this country. This five-day stay in TRADOC hope enabled you to learn something about KSF, its duties and mission, as well as all daily activities of a soldier, sai mr Kurtaj. neve ever felt more proud and stronger than this week, carrying KSF uniform, said Adonis Deliu from Xhelal Hajda-Toni school from rahovec. It is the first time that youth kamp 2014 gets organised in BTC compound in TRADOCK in Ferizaj, supervised and controled by TRADOK, supported by civil-military departmant of Ministry of KSF and Land Force Command. 13

14 Enviornment protection projects Kosovo Security Force, under civil-military departmant organisation, throughout this year, has conducted a variey of activities marking the envirornment holidays, scuh as earth, enviornment and water days. Through KSF commitment, despite doing concrete work like cleaning different areas, we managed to convey a message of awereness to citizens about the importance the enviornment exercises in our health. Let's clean Kosovo On maj , KSF was part of let's clean Kosovo action throughout country, organised by NGO supported by local and central institutions. KSF in this action was widely engaged by its members and units, involving 250 soldiers and 50 technical equipment such as: lorries and loading equipments in 30 municiplaities in Kosovo. KSF also has engaged its divers in cleaning the depth of batllava lake, garbage, brought in by late rainshowers. In order to endorse the continuity of this action, KSF had ready demining, medical units. In this action, soldiers along with citizens have cleaned the enviroment, thus profounding the cooperation in upgrading the awereness pertaining the clean enviroment. Marking the international earth day On prill 22, international earth day, KSF has organised different ecological activities in KSF barracks, planting decorativ trees, pine trees and flowers. Improving the quality of enviroment where we live and work, sits center stage priority for KSF members and employees, aiming for beter and healthier life. 14

17 KSF cooperation with educaional institutions Throughout this year KSF cantonments were fequently visited by preliminary institutions, primary and secondary schools and students from private colleges. KSF has continually received a lot of visiting requests from these categories. A wish for visiting our compounds by students and different sorts of visitors make us feel great, motivating us to continue our work with highest commitment. We are herein outlining some of the visitis paid by education institutions during this year in MKSF and KSF: AAB UNIVERSITY COLLEGE PRESCHOOLS INSTITUTION,,Neci Fushë Kosovë Pre school institution Bota Magjike Fushë Kosovë Prishtina Primary and secondary schools Pre school institution,,rona nga Prishtina Visit by50 students from Diaspora/organised by ministry of Diasporës Organisation of persons with muscular distrophy in kosovo.25 persons Preschool institution,,fillesa nga Prishtina KSF envolvement in Government Commission for Missing Persons According to law nr. 04/L-023 for missing persons and regulation nr. 15/2012 for government comission for missing persons 'performance and duties and repsonsibilities. during this period of time, government commission for missing persons, in addition to its daily official activities, has been heavily engaged in compiling and submiting action plan for approval. In order to coordinate and attune activities tha will shed light on the fate of missing persons, during war, along with domestic nd international partners involved in sheding light to the fate of missing persons, MKSF exerted an active role duringthis time in this comission. Has rregullarly taken part in government comission for missing persons. KF units have provided countenance to government comission pertaining digging, controlling some wells with KSF diwers, carried mortal remains from border point of Mendare all the way to Prishtina, as well as taking part and paying tributes while reburing these mortal remains. KSF took part in april 27 remembering day of Kosovo missing persons and august 30 international missing persons. Ministry for Kosovo Security Force and KSF have received warm gratitude in all GCMP meetings for getting the job done, and from asociations of family missing persons for outstanding job. 17

18 Hosting students in KSF compounds Within the visiting plan in KSF compounds, a special part takes visit, reserved for students of Kosovo prime and secondary schools. Even this year, we have received many request for introduction visits in KSF members' working enviornment. CMCD and G9 in LFC have coordinated all visits, thus organising impresive reception for all visitors, showing great care regarding different presentations about KSF duties and activities, all the way to lunch provided for them. Trimming eviornment on monastery Sveti Arhangel in Prizren Under supervision of civil-military departmant, KSF has organised humanitarian project of cleaning enviornment, removing barbeb wire, sand bags( that were previously placed by KFOR, for church safety) and other obstacles around saint arahngel church in Prizren. Project started on and has ended on This project was accomplished jointly with Swiss KFOR, NLAT. Kosovo police and local institutions, while the labor was done by demining company and KSF engeneering battalion. At the conclusion of this project, priest of this church, Ahimandrit Mihailo thanked KSF and expressed his wish for further cooperation. 18

19 NATO advising team evaluation for civil-military cooperation. It is very challenging for new organisation to develop. Different functions may cope with unforeseen situations, demanding creativity and flexibility. In the demanding enviorment, civil-military cooperation has always played an important role, since inception. One of the most important taks of CIMIC is to create a positive image for KSF through cooperation and supporting different humanitarin organisations, as well as supporting civil comunity every time is needed. In order to support this important job, and to share the benefite of their experience whenever needed, NATO has assigned a special team of high advisers with abundance of field experience. Team is called NATO advising team, thus delegating an adviser specially to civil-military cooperation departmant due to its importance. CIMIC adviser provides his/her contribution by his/her experience and recommendations, in order to uprgrade and enhace the internal performance of Departmant. Since inception, adviser's function has been of paramount importance and very meaningfull for development of civil-military departmant. The upshot of executed task by CIMIC is always based on soldiers, officers, and civilians' commitment in Ministry of KSF. Together with NAT adviser, CIMIC departmant makes a strong unit, that will continue to be so, regadless of challenges that may arise! KSF sports activities. In spite of KSF physical preparedness, KSF objective was to meet NATO standards of mental-physical skills. Incorportaing physical fitness has enabled KSF members to intervene in summer and winter conditions, any time anywhere, when needed. KSF conducts physical shape checks to all KSF members, thus making them undergo annul PT, which is based on NATO standards, in 3200 run, pull-ups, push-up. Kosovo Security Force has organised many sport competitions with its units like: spring run,...football, baskeball, chess, shooting etc. Besides internal races, KSF has taken part in small football races organised by Kosovo servants sports federations, grabing first place in 2014 among 11 contenders. It is worth mentioning that KSF has played two impotnant games against Albanian Armed Forces and Montengro armed forces. 19
