2 Editorial Force's Day - Open Day for citizens Kosovo Security Force (KSF), today on the 27th November 2015, celebrates Force's Day. The KSF marks this day with many activities throughout its all barracks, with moto KSF's Day Open Day. Today, the KSF indeed has an open day. It has opened the doors for all citizens of Kosovo, to visit its work premises, to see the equipment, demonstrations and various activities prepared for visitors. With the purpose of widest presentation of Ministry for the Kosovo Security Force's (MKSF) activities and KSF's activities, we have published the magazine titled KSF in service of citizens to be delivered to all interested visitors. The magazine is published in Albanian language and translated in English and Serbian language. The magazine, among others, is enriched also by the word of Minister Haki Demolli and the word of KSF Commander, Lieutenant General Rrahman Rama, where they give their assessment related to objectives, realizations and challenges of the year we're leaving behind, by congratulating at the same time all KSF members for the achievements so far. In Magazine, in particular, are presented many activities and the big contribution of KSF in bene t of Kosovo citizens. These activities have been realized in civilmilitary cooperation eld, where are found common points of cooperation between the military and the population. In this direction, an important contribution in realization of cooperation between the KSF and the citizens has given the Department of Civil-Military Cooperation (CIMIC) of MKSF, the CIMIC of Land Force Command (LFC) of KSF and above all those that executed FORCE'S DAY OPEN DAY eld works, soldiers and of cers of Engineering Battalion, which with their tireless work have facilitated the lives of KSF in service of citizens citizens, regardless of ethnicity, in all parts of Kosovo. On this occasion, as publisher, we congratulate the Force's Day to all soldiers, NCO's and of cers, as well as the civil staff of MKSF. Congratulations and wish you success. 3 KSF ready for new mission It is great pleasure for me as KSF Minister to express my wishes, evaluations and gratitude for the occasion of Force's day holiday, a date set for KSF, Ministry and all citizens who love and appreciate the military of our country. This day is marked with respect and appreciation for citizens, staying together not only in workplace, but also in feast days. Today, KSF has organised Open Day event for visitors. The upshot of this cooperation is KSF's approval rate by citizens, seen clearly on surveys, ranking KSF for several years among most reliable. No doubt that KSF contribution in relation to locals has been unsparing, tangible through innumerable actions, starting with demining activities, search and rescue, medical assistance, volunteer blood donation and all the way to engineering projects; building bridges, opening roads, other services for citizens no matter their ethnicity, religion or regional ones. This year marks also the accomplishment of very important objective for MKSF/KSF, anticipated personnel capacity fulfilment (soldier). 330 new soldiers have been recruited in this year, thus meeting the required number of KSF members, exactly anticipated by legal definition of KSF current mission. A like to accentuate the good cooperation we have had with NATO advising teams in MKSF and KSF, good cooperation with Iowa National Guard and other strategic partners. During this year, we also had great cooperation with neighbouring countries, gave our contribution into regional security initiatives, for the sake of peace and security, not only in region and wider. As far as KSF transformation process into Kosovo Armed Forces (FAK) and meeting strategic goals, MKSF has submitted constitutional draft amendments for Constitutional changes, to lay a path for KSF transformation into KAF. We also submitted draft law on Kosovo Security Force Transformation into Kosovo Armed Forces. These draft laws, based on procedure, are sent to Government, and then preceded to Assembly of Republic of Kosovo. Kosovo Security Force, with its many comprehensive efforts, with commitment and devotion, based on professional military standards, has accomplished all planned obligations, thus vividly seen that KSF has genuinely proved to be at the pinnacle of its performance and ready to take new mission, a mission to create Kosovo Armed Forces. 4 The KSF with achieved objectives This feast day, the KSF is marking it with a numerous activities that are organized in its entire barracks, with the motto KSF Day Open Day. Therefore, today, the KSF has opened the doors for all citizens of Kosovo for visiting its working premises, see its equipment, demonstrations and activities prepared for visitors. During this year, the KSF has successfully completed numerous activities, both in the field of training, education, local field exercises, as well as multilateral field exercises abroad. It was a fair, high assessment made for the field exercise "Eagle -4" in the mountains of Jezerc. The exercise demonstrated abilities and unsaved commitment of soldiers and officers, where on the best way has shown professional preparation level of the KSF soldiers. Also, this year has proceeded with recruitment of the new cadets of Universituy Study Center (USC). Based upon high criteria of selection, the best 10 have dressed the KSF uniform.the recruitment of this year proceeded has completed the entire structure of the KSF with Active Personenl, thus, the KSF currently has 2500 Active Members as many as set out by the Law on the Kosovo Security Force. On this Open Day, we considered that our work, commitment and readiness as the KSF members are guarantee to continue to put forward the new objectives which will bring the KSF more close to citizens. In this regard an important contribution in reaching of the cooperation between the KSF and citizens has given Department of Civil-Military Cooperation (CIMIC) within MKSF, CIMIC of Land Forces Command (LFC) of the KSF. A valuable contribution was also given by all the KSF units and sections, especially the ones that carried out tasks in the field throughout the entire Kosovo, to facilitate citizens' lives, regardeless of their ethnic background. Also in this area, extraordinary contribution has been given by EOD within the KSF, clearing the terrain from mines and save the lives of citizens, especially the younger generation. Search and Rescue Unit in collaboration with other partners, have given undeniable contribution into water and mountains. A good cooepration with NATO Advisory Liasion Team installed in teh KSF has contributed in achieved successes of the KSF. In addition to close cooperation with the armies of many friendly countries that are our strategic partners, we also had great and unsparing cooperation with the US Iowa National Guard, US Armed Forces special units as well as the United States European Command (EUCOM). The KSF with its numerous activities and commitment in accomplishing planned tasks, with its operational capabilities has strongly demonstrated that it is up to its motto KSF ready for the new tasks." Therefore, we wish that our next Force's Day finds KSF as a force transformed into Kosovo Armed Forces. This transformation is a requrement and necessity for the consolidation and further development of the defence force of the Republic of Kosovo. Congratulation Day of Force! Lt. 5 Civilian - Military cooperation during the year of 2015 Functioning of one military institution in modern times is tied closely with development of relations with citizens and civil society. The proximity and transparence are two elementary things that make one military institution to be always close to the citizens needs and vice versa, where the citizens are shown ready to cooperate with the security institution in all segments. The Kosovo Security Force, one important institution that is advancing every year, seeks to follow the road and the advices of the most improved countries of the world, with the p u r p o s e o f establishing one professional institution that will serve all citizens of Kosovo, without differences in e t h n i c i t y, s e x o r religion. This was proved also this year by realization of many humanitarian projects in various support of citizens, institutions and NGO-s. Civilian-Military cooperation is advancing more and more, by offering capacities and the will of this force for building of one cooperation and sustainable trust interinstitutional and with population. Trust, impartiality and professional access of the KSF members, that act in CIMIC activities, made that this work to be appreciated and highly evaluated from all. CIMIC was, is and it will be the main open door of the KSF for population, institutions and civil society by offering its potentials in service of all. Cooperation agreements with other institutions of Kosova The way of realization of KSF contribution in the framework of civilian-military cooperation starts by signing of cooperation agreement with bene ciary party for the de ned activity. The cooperation Agreements are part of Department for CivilianMilitary Cooperation activities. During the year of 2015 have been signed many cooperation agreements with various institutions, which have obligated the MKSF to provide its help on realizing various support projects. 5

Cooperation Agreements between the Ministry of KSF and the Kosovo Energetic Corporation, for using the premises of Batllava Lake for trainings from Civil Protection Regiment (CPR), Search and Rescue, signed on Cooperation Agreements between the Ministry of KSF and the Municipality of Malisheva for using the premises of swimming pool of Malisheva Spa, on Cooperation Agreements between the Ministry of KSF and the swimming pool LILI in Millosheva, for using the swimming pool by the KSF members, on the date of Agreement with Municipality of Suhareka, signed on the , for using the premises of social land and private ones for conducting field exercise of the KSF "Eagle 4", on October Agreement with owner of the swimming pool "Mondial Park", on the , for using the swimming pool from until for training of KSF members in diving field. 7 Training suicide prevention Apart from many activities in assistance and in support of the community, the Department for Civilian Military, plans, organizes and realizes trainings for CIMIC field., During this year in cooperation with the American Embassy in Prishtina, respectively the Office of Supporting Element CivilianMilitary, in premises of Land Command Force of KSF was organized the four day training with s u b ject S u icid e Prevention. Participants of this training, apart from the CIMIC personnel in MKSF and the Land Command Force (LFC), were also the members of various KSF units and Kosovo Police members, which during this training were equipped with a lot of knowledge of suicide prevention field. 7
8 Training for Civil - Military operations Under CIMIC department organization and Office of civil-military support element of US embassy in Pristina, in Adem Jashari barracks in Pristina took place civil-military operations2 training, attended by 27 members from all KSF units. The purpose of having this exercise was that KSF members acquire basic concept regarding the manner CIMIC functions and humanitarian support operations, in case of emergencies home or abroad.. Topic discussed in this training was: search and rescue operations, mediation, cultural and ethnic awareness and communication with main leaders. 8
9 American and Kosovo cadets cleaned city area of Ferizaj Department for civil-military operations in cooperation with American embassy in Pristina have organized joint activity, between American and KSF cadets cleaning part of the city close to Ferizaj Railway. This activity was part of visit American cadets paid in Kosovo. Inauguration of this activity was attended by Ferizaj municipal mayor, KSF Commander and American military attaché of us embassy in Pristine. 9
10 Opening and building new roads Through department for civil-military cooperation, Kosovo Security Force, during this year has supported several institutions, NGO, Municipalities and citizens of Republic of Kosovo in completion of variety of projects. Opening, building and reconstruction of roads, especially in rural places, continues to be a big need of Kosovo wide citizens. The focus of our human, material and technical capacities to help Kosovo citizens continues to be one of the main priorities of Kosovo security force. Department of civil-military cooperation is primary instance to receive, evaluate and realize projects for the benefit of all Kosovo citizens. Due to the unsparing effort of engineering battalion, have accomplished these projects. Environment regulation project of Daut Rexhepi primary school in Sterpce Based on annual plan of CIMIC department regarding the humanitarian projects for June 2015, it is accomplished a project for trimming of school yard and sport eld at Daut Rexhepi primary mid- school in village Viqe, Sterpce municipality which began on and ended on KSF personnel engaged in this activity is: 4+4 personnel, 6 vehicles ( 1 SUV, 1 transporting lorry, 2 lorries, 1 grader and 1 excavator). Engineering battalion of KSF operation support brigade has managed, with outstanding performance, within ten days to accomplish humanitarian project of schools yard and sports eld in Viqe village. Project accomplished by KF was bene cial to students and teachers of primary secondary school Daut Rexhepi, and necessary to because enabled to utilize the yard for school activities. An area where KSF worked is 56 meter long and 15 meters wide, and sports eld with 59 meter long and 16 meters wide, leveling the ground. Kosovo Security Force has perpetually accomplished projects supporting communities with its actual capacities, including this project that was executed and managed by engineering battalion. 10
11 Soccer field conctruction project in Izvor village of Artana From July 2015, Operation Support Brigade's engineering battalion has successfully accomplished humanitarian project of soccer field construction in Izvor village of Artana Municipality, a highly tangible project for locals. Within three days, Engineering battalion has managed to successfully accomplished humanitarian project for fixing and leveling the sports field ( big soccer field), where primary beneficial were the youth of this village, both Albanians and Serbs. Engineering battalion has carried out leveling of big soccer field, as well as opening side drain. Five KSF members and five vehicles were involved in wrapping up this project, including lorry, grader, excavator, leveling more than 5000 square meters and opened more than 160 meters of side drain. Decommissionin of KSF mobile bridge above river Drini i Bardhe Operation Support Brigade engineering battalion (OSB) of KSF, has successfully moved the bridge in Kramovik village of Kline city, a bridge that was placed by KSF in July 2013 after dilapidated bridge from inundations.. Bridge owned by KSF with 52 length and weighing 75 tons, has enabled the passing of citizens and vehicles traveling from Gjakove to Klina and vice versa. On May 2015, KSF operation support brigade engineering battalion, saw that main concrete bridge is fit for the movement of citizens and vehicles, decided to dislodge the mobile bridge, and returned it back to KSF barrack in Ferizaj, for any eventual cases that may arise. The overall number of members engaged in this event is 27, from engineering battalion of Training Command and Doctrine and of medical battalion.ra eventuale. 11
12 Voluntary blood donation Based on action plan of civil-military department and in coordination with MKSF medical department and national entity of blood transfusion, during this year was organized volunteer blood donation event. This kind of activity was highly regarded by MKSF/KSF members and was also supported and saw a big turnout.. They are proud, by helping citizens through blood donation, they fulfill their mission and their duties.. Volunteer blood donation unfolded in two phases during this year. First phase is conducted between January and based on the evidence of National Entity of Blood transfusion, in this phase, 300 doses of blood were collected, while second phase which lasted from 0327 august 2015 managed to collect 407 doses of blood. Lectures about students' awareness regarding the perils from mines and other unexploded ordnances. Even during this year, KSF demining units, specifically during winter time, when practical part of mine cleaning ends have continued giving lectures aimed to enhance the awareness of the primary school students of Republic of Kosovo. Initially, all coordination steps are taken with Education Ministry, and then detailed planning is done in conjunction with local education directorates and school principals. Lectures given in municipality for this year are as they follow: - Hani Elezit- in three schools with 281 students - Kaçanik- two schools - Lipjan- in six schools - Prizren- in five schools - Gjilan- I two schools - Viti- in one school 12
13 Youth Camp Under KSF civil-military cooperation department supervision continued the traditionally youth camp organization within the environment of Command of training and doctrine in Ferizaj. This is one of the most important events organized by civil-military department, thus enabling the youth of republic of Kosovo, for a week long to live the military life during their stay in KSF barrack. This activity is organized in cooperation with the Ministry of Education and municipalities of the Republic of Kosovo, where through Directories of Education in Municipality are chosen 2 to 4 best students and the same are part of the Camp that lasts 5-6 days. Despite youth camp, Department of CIMIC has conducted these lectures; v Transformation of KLA KPC KSF- done by Ltcol Afrim Veseli v MKSF-KSF structure and organization done by Major Limon Salihu v MKSF/KSF civil-military cooperation done by A3 Agron Durmishi Camp was organized from 1 to 5 June 2015, including 46 high school students from municipalities of Republic of Kosovo. Of topics discussed during this time were: KSF mission, duties and structure, Civil-military cooperation in KSF, land navigation, mines awareness, search and rescue, command learning, first aid, cultural and sport activities. Students impression pertaining the camp were pretty big. Majority of them expressed their desire to be part of KSF in future, since military life over these days made them change their mind. Moreover, students regarded highly the hospitality and unsparing efforts put by KSF instructors over the five days of their tenure in Skenderbeu barracks in Ferizaj. In the wrapping phase of this ceremony were: KSF Commander Lt general Rrahamn Rama, Commander of Doctrine and Training Command brigade general Enver CIKAQI and CIMIC director Harush Kurtaj
14 Enviornment protection project Kosovo Security Force, under Civil-military cooperation department, as conducted a variety of activities during this year to mark earth days like: Earth Day, environment day, water day etc. through this commitment in these activities, besides doing concrete cleaning activities in different places, has also managed to convey a cogent awareness message to Kosovo citizens about the crucial importance of environment into our health. KSF on action Let's clean Kosovo During this 2015, in cooperation with NGO Let's do it Kosovo organized cleaning and collecting garbage Kosovo wide. In district of Arbëria 3 of Prishtina, KSF Commander Lt General Rrahman Rama along with Minister of Ministry for Environment and Spatial planning Ferid Agani, KSF members, primary school students from Pristina, god willing citizens and representatives from NGO took part in cleaning these sites.. Commander of the Kosovo Security Force (KSF), Lt. Gen. Rrahman Rama, in this case, has welcomed the action of cleaning the environment and the participation of elementary school students, soldiers of the KSF and Kosovo citizens. At the action "Let's Clean Kosovo" were participating around 50 thousand volunteers from all strata and from all over the country, and among of them the Kosovo Security Force Personnel, vehicles; trucks, excavators, etc., so that citizens become aware of the risk that threatens us every day from inappropriate waste 14
15 Marking of earth day nd On the occasion of 22 April International Earth Day, KSF has organized various environmental activities at the KSF barracks spaces by planting decorative trees, pines and owers. All times, improvement of working and living quality environment, will remain one of priorities to the members and workers of the KSF for better life functioning. Commander of the Kosovo Security Force (KSF), Lt. Gen. Rrahman Rama along with Mayor of Municipality of Kastriot, Mr.Xhafer Gashi, dep/minister of Ministry of Environment and Spatial Planning, Mr. Ferat Shala and their collaborators were part of the activity for waste cleaning in village of Plemetin, Municipality of Kastriot where symbolically started action of cleaning of environment for marking of the Earth Day on 22nd April, The KSF has been engaged with equipment and personnel in a lot of locations which have been cleaned even in cooperation with citizens. Commander of KSF, Lt. Gen.Rrahman Rama has congratulated the Engineering KSF members who are engaged on cleaning of various environments in particular in village of Plemetin populated with members of communities such as Serbian, Roma etc. This activity is conducted throughout many various locations with intention Earth Day marking per year 15

18 Cooperation of KSF with education institutions During this year at barracks and environment of KSF a lot of visits were paid by kids of preelementary Institutions by a lot of students of Primary and Secondary schools as well students by Private Colleges. In continuity the KSF has received many requests for visits by these categories. Desire to visit our environment by students and different visitors make us feel good and motivate to continue our work with a maximal engagement. Visit of students at the KSF environment In frame of many activities that the KSF implements a special place takes reception of students of Primary and Secondary schools of Kosovo. Even during this year, a lot of requests have been received for visiting the KSF environment. Department of MKSF and G9 at LFC have coordinated all visits and taking care with different presentations about the work and activity of the KSF, as well serving lunch to visitors. 18
19 KSF engagment in Govermental Commission For Missing Persons (GCMP) Also, in the year 2015, in order to coordinate activities on resolving of the fate of missing persons during the years of , MKSF continued to be a part of Governmental Commission for missing persons. Collaboration with close national and international partners included in the process of resolving the fate of missing persons, during this time, MKSF has played an active role to the work for this Commission. It was part of regular meetings at Governmental Commission for MP where the KSF supported GCMP with ceremonial platoon of the KSF for reburial of 28 mortal remains in village Rezalle of Skenederaj Municipality as well engagement of the KSF with transportation and paying tribute to 21 victims on the case of reburial in village Çikatove e Vjetër of Drenas Municipality dated
20 Sports activities in the KSF In the area of psycho- physical skills, objective of the KSF was achieving NATO`s standards in physically preparation of the KSF members. Application of physical preparation, based on their mission has made that the KSF members be ready for intervention as in summer conditions as well as winter conditions at any time and moment when the need arises. The KSF does control of the physical skills per KSF member, subject to an annual physical test in discipline: running 3200m sit-ups and push-ups according to NATO standards. The Kosovo Security Force has organized many sports activities within its Units such as: spring running, competition on hardening, football, basketball, shooting range, chess etc. Additionally to competitions within Units, the KSF took part to soccer competitions organized by Kosovo`s Sports Federation and became championship in the year 2014 among 111 teams. The KSF has played two more important matches as with Armed Forces of Republic of Albania and match with Armed Forces of Republic of Montenegro. 20
21 Medical assistance Additionally, the KSF medical teams on daily basis a lot of their part work covers provision of medical visits, offering medical assistance and essential pills for Serbian community in villages of Istok and Novoberde Municipalities. The KSF medical personnel show there twice a month and their work also is appreciated by local Serbian citizens who for a long time receive free various medical services. Humanitarian Mission Project of the KSF medical teams conducted with c o m m u n i t i e s corresponds with MKSF and Kosovo`s state policies linked to values of an multiethnic, democratic, free and equal society. 21
