1 MKSF Newsletter September, 2018 Dear friends, It is important for us inform you that during the month of September, Ministry for Kosovo Security Force has signed Memorandum of Cooperation with Ministry of Defense of Italy. Also, in frame of internal view, a very important was meeting of the Government of the Republic of Kosovo, on September 13, 2018, where by unanimous vote of the Cabinet are approved three basic laws on transformation of KSF with mission and additional duties: Law on Force, Law on Forces Service and Law on the Ministry of Defense. President of Republic of Kosovo in the quality of Supreme Commander of the KSF paid a visit to Land Force Command where he held a speech through which expressed his commitment as President concerning important issues of politician right now and at the country and international level ones. He spoke on the visas liberalization process, membership of Kosovo to Interpol, dialogue between Kosovo and Serbia and the KSF transformation process into army. On 11 September, like any other year, in all barracks of the Kosovo Security Force is remembered 17th anniversary of terrorist attacks in the United States of America. Also, during September there used to be a series of meetings like with ambassador of Republic of Slovenia in Republic of Kosovo, Mr. Bojan Bertoncelj, Finnish Ambassador in Republic of Kosovo, Mrs. Pia Stjernvall, etc., as well I took part at the Fifth Ambassadors Conference of the Republic of Kosovo where I have held the main speech at the second panel on topic: Security and defense in the second decade of the Republic of Kosovo statehood. Germany Armed Forces via KFOR German Contingent in Prizren solemnly made hand takeover of donation of 44 tactical vehicles and 77 specialized sets of equipment to the KSF. Dep/Minister of Ministry for Kosovo Security Force, Mr. Burim Ramadani and the KSF Commander, LTG. Rrahman Rama stayed for an official visit in NATO Headquarter in Brussels whereas Commander for the Kosovo Security Force, LTG. Rrahman Rama, during stay in NATO HQ in Brussels was hosted by head of Military Committee, Marshall Stuart Peach. The COMKSF, LTG. Rama took part at closing ceremony of the field exercise Rrahman Rama,,,Albanian Lion 18 where, also a contingent of the Kosovo Security Force took part. Based on State Partnership Program Kosovo IOWA, respectively partnership of the Kosovo Security with IOWA National Guard (USA), 50 members from Staff Ride, among of them officers and NCOs stayed for a visit in the Kosovo Security Force. In an official ceremony at barrack,,adem Jashari of Land Force Command of the Kosovo Security Force in Prishtina, the new cadets who study at the KSF University Study Center took oath of the cadet. In the KSF Center for University Studies, this year with an open competition 16 cadets were selected, two female cadets and one cadet from the Armed Forces of the Republic of Albania. 2 BG. Enver Cikaqi completed International Senior Course on Defense Management in the U. S Monday, 03 Sept Commander of Land Force Command of the KSF, BG. Enver Cikaqi successfully completed course,,international Senior Course on Defense Management in the U. S to the Institution of Human resources Management in Montreal, California of the United States of America (USA) which was funded and supervised by the Defense Secretary. The International Senior Management Course is held once in a year, and is the second time to be offered to the Kosovo Security Force. This course is welcomed for our country in generally and specifically to the KSF because will help the process of using of much more real resources in the KSF transformation process of the KSF into Kosovo Armed Forces and in generally promotion of the system of security and defense in Republic of Kosovo. Attended: civil and military participants from 30 various countries of the world, with lecturers of the different profile of the Defense Department by offering the best experiences used in the American system of the defense resources management and military decision making process. LTG. Salvatore Farina hosted with military ceremony in the KSF Wednesday, 05 Sept Commander of Kosovo Security Force, Lieutenant General Rrahman Rama at the Ministry for the Kosovo Security Force, hosted the Chief of Staff of the Armed Forces of Italy, Lieutenant General Salvatore Farina with military ceremony. Minister Rrustem Berisha, General Rama, Deputy Ministers Burim Ramadani, Agim Çeku, Secretary General Shkelzen Sylaj and senior staff of MKSF / KSF held a joint meeting with the Italian delegation of the Armed Forces, except the head of the delegation, General Farina were also the commander of KFOR, Major General Salvatore Cuoci and the Italian Ambassador in Kosovo, Piero Cristoforo Sardi. On this occasion, Minister Berisha has thanked General Farina for his constant engagement and open handed assistance of Ministry of Defense and Italy`s Armed Forces given to Kosovo, its people, security and freedom. 2

3 The Delegation head of Italy, LTG. Salvatore Farina, on his word said that the Italy Armed Forces are ready to further support Kosovo in the security aspect and development of its security capabilities. At the end, General Farina mentioned The KSF used to be and will be an important factor and that the KSF is not a problem but it is a part of solution, promising not only to be achieved and make officially the cooperation agreement between Italy and Kosovo but opining doors of the prosperity in the future. Minister of the KSF, Rrustem Berisha hosted Slovenian Ambassador, Boris Bertoncelj Thursday, 06 Sept Minister of Kosovo Security Fordce, Mr. Rrustem Berisha hosted for a meeting Ambassador of Republic of Slovenia, Mr. Bojan Bertoncelj. In the joint meeting held between Minister Berisha and Slovenian diplomat Bertoncelj among others was talked on excellent relations between Republic of Kosovo and Slovenia, in particularly good cooperation between MKSF and Ministry of Defense of Slovenia. 3

4 The KSF at the Logistics Interoperability Symposium in Germany Thursday 06 September Major Bekim Haliti, Chief of Logistic, (G4), at Logistic Battalion within Operational Support Brigade of the Kosovo Security Force took part at the Logistics Interoperability Symposium 2018 in Germany,, (LIS 2018), which was held at NATO school in Oberammergau of Germany. Major of the KSF, Bekim Haliti was a part of panel for discussion on the topic: Integration of logistic functions best practices. On this topic the panel members have made presentation and provided some answers prepared by the organizer. In coordination of the panel moderator, Major Haliti has presented the topic; challenges, measures on overcoming challenges and bilateral cooperation of the KSF with partners in logistic area. Part of this symposium were bilateral sessions where Major Bekim Haliti, held meeting with representatives of the U. S Army Command to Europe (EUCOM), respectively J4 and J7. Based upon reports of the participants at LIS 2014 and LIS 2016 as well discussion with Department of Cooperation and Security of the MKSF and Department of Logistic in MKSF, Major Haliti has raised and addressed some topics with interest for logistic of the KSF and its promotion into direction of achieving interoperability with partner countries in the future. Minister of KSF, Rrustem Berisha panelist at The Fifth Ambassador Conference of Kosovo Thursday 06 September Minister of Ministry for Kosovo Security Force, Mr. Rrustem Berisha has held the main speech at the second panel of the Fifth Conference of Ambassadors on the topic "Security and Defense in the Second decade of Statehood of the Republic of Kosovo", which is conducting proceedings for two days in Pristina. In the second panel for security and defense in the second decade of the Republic of Kosovo statehood, also, attended Minister Berisha and COMKSF LTG. Rrahman Rama. For the internal and regional security challenges, the transformation of the KSF and NATO; before internationally recognized foreign and international experts, members of the Assembly of the Republic of Kosovo, ministers, civil society representatives, ambassadors of the Republic of Kosovo accredited in different countries and Diplomatic Corps of Embassies accredited in our country, Minister of the Kosovo Security Force spoke Mr. Rrustem Berisha. 4

5 BG. Naim Haziri visited the KSF operation in Suhareka Friday 07 September Commander of Operational Support Brigade (OSB), BG. Naim Haziri together with Engineering Battalion, LTC. Fidaim Elshani have visited members of the Engineering Battalion who are carrying out operation for provision of assistance to the people of villages of the Suhareka Municipality like in Reqan, Sopi, Savrovë, Leshan and Tërnaj, where after rainfall, on August 15, 2018, there were considerable damages on road, blockage of river beds, and floods of many village houses in this Municipality. The OSB Commander, General Naim Haziri during visit paid to the members of the Engineering Battalion was hosted by Mayor of the Municipality, Mr. Bali Muharremaj who thanked, General Haziri, for the KSF given help, hard work done as well support from Ministry of the KSF and the KSF itself to assist the population of this KSF which has suffered considerable damage from this natural disaster. The Battalion of Engineering was engaged in two-phase, emergency operation as well as in the second operation in which was made road cleaning, river beds and other road crossings that were diverted due to heavy rainfall and removal of inert waste; concrete wires, stones and other solid wastes, cleaning the river bed and rehabilitating some roads and laying them up with gravel. 5

6 The MKSF delegation visited a NATO headquarters in Brussels Tuesday 11th Sept Yesterday, Dep/Minister of Ministry for Kosovo Security Force, Mr. Burim Ramadani and the KSF Commander, LTG. Rrahman Rama stayed for an official visit in NATO headquarters in Brussels. In frame of information campaign that Ministry for the KSF has undertaken to inform from the first-hand, the partner and strategic countries, the MKSF delegation has conducted meetings at NATO HQ in Brussels where they discussed on the KSF transition, plan and readiness of Kosovo that with its operational and specialized capabilities to give contribution in the future for regional and global peace and security. Initially, Dep/Minister Ramadani and General Rama, as well the MKSF delegation conducted separate meetings with international staff headed by Assistant of NATO Secretary General, Dr. John Manza. The MKSF delegation headed by Dep/Minister Ramadani, also, conducted meetings with NATO countries representatives like USA, United Kingdom, Germany, France Italy and special meeting was conducted with representative of Greece in NATO. While staying in the NATO, the MKSF delegation used to have meeting with representative of the regional countries like with Slovenia, Croatia, Montenegro, Albania, Macedonia, Bulgaria Turkey and Hungary. Ministry for Kosovo Security Force during this year made an information campaign in many European capital cities in order to provide information linked to the KSF transition and the future plans for the Kosovo `s Force, readiness for a full transparency, moving forward within key intention declared by our country, membership to NATO and integration into European Union. LTG. Rrahman Rama met with Chairman of NATO Military Committee in Brussels, Marshal Stuart Peach Tuesday, 11 Sept Commander of Kosovo Security Force, LTG. Rrahman Rama while staying at NATO HQ in Brussels was hosted by Chairman of NATO Military Committee in Brussels, Marshal Stuart Peach. General Rrahman Rama and Marshal Stuart Peach talked on the security situation in Kosovo as well the security challenges for Kosovo, region and wider. The focus of the conversation of the KSF Commander with the Chairman of the NATO Military Committee was mainly the planning of the transition process of the KSF, the advancement of the Kosovo Force, the professional and operational capabilities of the KSF, the so far cooperation and opportunities for advancement of it with NATO in the future. Joint meeting of General Rama with Marshall Peach was conducted in frame of the information and coordination campaign that the Ministry for Kosovo Security Force is conducting this year in many European capital cities in order to provide information on the transition process of the KSF and the future plans of the Kosovo`s Force, readiness for a full transparency, moving forward within key intention declared by our country, membership to NATO and integration into European Union. 6

7 The KSF commemorated the 11 September of terrorist attacks in the United States Tuesday, 11 September Today, in all barracks of the Kosovo Security Force are commemorated terrorist attacks in New York of the United States occurred 17 years ago. Victims of the terrorist attack of the 11 September 2001 in Twin Towers in New York of the U. S where thousands of innocent civilians were killed are honored with a minute of silence by all KSF units, our US partners, officers and NCOs for the victims of the most tragic event known in history of the United States. 7

8 Minister Rrustem Berisha hosted for a meeting Finland `s Ambassador, Pia Stjernvall Wednesday, 12 September Minister for Kosovo Security Force, Mr. Rrustem Berisha hosted for meeting Finland Ambassador in Republic of Kosovo, Mrs. Pia Stjernvall. In the joint meeting was talked about excellent relations between both countries, Kosovo and Finland, in particular need for imitation of the intensive cooperation among Kosovo and Ministry of Defense of Finland. Minister Berisha firstly has thanked Ambassador Stjernvall for the continuous support that Finland has given to Kosovo in the politician view since the recognizing of our country as well diplomatic and security support in the international area. On her part, the Finland `s Ambassador, Mrs. Stjernvall after delivering of the letter on Cooperation to Minister Berisha expressed readiness of Finland and its Government on constant focus towards developments in and about Kosovo as well promotion of cooperation with Kosovo in the security and defense area to support you as partner country, as friend as well as support on its Euro-Atlantic agenda. The KSF and U. S Embassy delivered teaching equipment for the school students Shtjefën Gjeçovi in Janjevë and Vesel Muja in Ponesh Wedsn 12 September The Kosovo Security Force in cooperation with Military-Civil Support Element at the U. S Embassy in Kosovo, yesterday 11 September 2018 delivered donation, school equipment for the school children Shtjefen Gjeçovi in Janjevë, Lipjan Municipality and Primary school Vesel Muja in Ponesh, Gjilan. This donation was coordinated by the U. S Embassy, respectively Military-Civil Support Element and the KSF as well as made possible from the gathered funds from NGO Spirit of America. Beneficiary of this fund were 54 Albanian students and Croatian and RAE community of the Primary school Shtjefën Gjeçovi in Janjeve, as well 30 students of the Primary school Vesel Muja in Ponesh of Gjilan. 8

9 DRAFT-LAW ON TRANSFORMATION of MKSF /KSF UNANIMOUSLY ARE APPROVED IN GOVERNMENT OF REPUBLIC of KOSOVO Thursday, 13 September In a today session of Government of Republic of Kosovo with unanimous vote of the Government Cabinet are approved the three basic laws on the KSF transformation with a mission and additional duties: Law on Force, Law on Force Service and Law on the Ministry of Defense. At the meeting of the Government of the country, Minister of the Ministry for the Kosovo Security Force, Rrustem Berisha, presented an exposition with reasoning on the process and approval of the Law on transformation of the Kosovo Security Force, which was approved by the government cabinet of the Republic of Kosovo. In the following is given the full expose of Minister for Kosovo Security Force, Mr. Rrustem Berisha presented in the Government of Republic of Kosovo dated: 13 Sept EXPOSE Proceeding of Draft-Laws without constitutional amendments Please, allow me to present proposal of MKSF for three KSF basic draft-laws: 1. Draft-Law on Kosovo Security Force, 2. Draft-Law on Service of the Kosovo Security Force, and 3. Draft-Law on Ministry of Defense Drafting and proceeding of these laws is made within authentic constitutional standards referred to the KSF. These draft-laws projects development of the Kosovo Security Force as a Force with new duties and competencies, the new organizing, function and transition from Ministry of the KSF into Ministry of Defense. Specifically 1. Draft- Law on the Kosovo Security Force sets out competencies, organizing and functioning of the KSF as a multi-ethnic Force, professional, armed and authorized to serve for the country and abroad in compatibility with a given constitutional and legal mandate in the defense of territorial integrity, citizens, property and interests of the Republic of Kosovo and, which is subject to democratic civil control. 2. Draft-Law on service in the KSF this Draft-Law regulates general condition of serving into the KSF, as service built on basis of lawfulness, professionalism, command, discipline, respect, honor information maintenance, communication, non-discrimination and equal opportunities, politician impartiality, transparency and accountability. This draft-law sets out general criteria for service, the service parameters, duration of the service, career development, the service termination, the KSF member status, rights and obligations of the members and other issues within the service in the KSF. 3. The Draft law on Ministry of Defense By this law shall be made reorganization and transition of MKSF into Ministry of Defense within the Republic of Kosovo Government in order to provide administration and have civil democratic control over the KSF with its organizational structure which affords full functionality and fulfillment of its responsibilities. Ministry of Defense will make drafting and execution of the overall state defense policy at the strategic level, as well exercises functions and competencies of it, in accordance with the Constitution, by this law. This draft-law, sets out in detail the competences of the Ministry, the competencies of the Minister of Defense, as well as the competencies of the Secretary General. It is important to be mentioned that in the moment of creating favorable political circumstances, the name will be changed via the procedures of the respective constitutional changes. 9

10 A CIMIC delegation from the Netherlands visited the Kosovo Security Force Friday 14 September In Ministry for Kosovo Security Force and the Kosovo Security Force dated , a delegation from CIMIC of Netherland and NATO CIMIC are received by Department of Military-Civil Cooperation of MKSF together with cooperation of CIMIC of KFOR and NALT. Purpose of this visit has a character of knowing mutually with works, activities, advantages and disadvantages as well need for identification of trainings of the CIMIC STAFF, MKSF/KSF. The delegation from Excellence Center was leaded by LTC. Paul Sai, Capt. Normen Schneider, and CIMIC Chief of NATO-s, Rusanen Timo and NALT advisors: James Grimaldi, Vito Samarelli. The delegation of Excellence center was received by Hajrush Kurtaj, Director of CIMIC of MKSF who after thanking for cooperation informed them with activities and duties of the CIMIC of MKSF/KSF. For two days, the delegation of Excellence Center form Netherland and NATO conducted working visits throughout all MKSF/LFC Units and to Unit for Crisis Response where are provided two presentations linked to mission and duties and their engagement along the KSF fulfillment mission. During meetings are exchanged opinions and ideas linked to the KSF CIMIC functioning by identifying at the same time, the CIMIC need for extension, also in other Units of the KSF. There are presented: CIMIC Doctrine, Techniques, CIMIC Tactics and Procedures as well CIMIC Policy, documents that are just being approved from the NATO bodies. 10

11 Joint Concert of the Musical Band and Military orchestra of the United Kingdom Fri, 14 Sept At the amphitheater of barrack,,adem Jashari of the KSF in Pristina is held a joint concert of the KSF Musical Band as well as of instructors of Military orchestra of the United Kingdom. After a threedays training of the KSF Musical Band from instructors of the UK army have performed deeds of world-famous composers with military motives; marches and popular works, such as: The March of KSF, Sancarlo, Last Post, which are usually interpreted to remind and honor them who have fallen. 11

12 The KSF with human and technical capabilities at the country level action, Let s do it Kosovo Sat, 15 Sept In the vicinity of regional water system Prishtina, Prime Minister of Government of Republic of Kosovo, Mr. Ramush Haradinaj declared opened the action at the country level,,let s do it Kosovo, which will lasts for three consecutive months. Attended Minister of KSF Mr. Rrustem Berisha who was accompanied by Dep/Minister, Burim Ramadani and Commander of Land Force of the KSF, BG. Enver Cikaqi. Part of this action who responded voluntarily from MKSF/KSF were Officers, officials, cadets and many other soldiers. Highly appreciating importance of this action, Minister of the KSF, Rrustem Berisha extended gratitude and congratulated all participants who were engaged in various tasks to support this action. In this case,again, he invited members of MKSF and the KSF and all Kosovo citizens, to, also help individually this action in their living environment. In this action except the personnel Force, the KSF has engaged a great number of engineering techniques, transport means in seven municipalities of Kosovo. The KSF Captain Fatmir Lami was declared to be the best at Army Logistics University in Fort Lee, USA Monday, 17 Sept The KSF Officer, captain Fatmir Lami, member of Logistic Battalion of OSB form 28 Feb 2018 up to 14 Sept 2018 has attended Career Course for Captain for Logistic (LOGC3) , at Army Logistics University in Fort Lee, United States of America. Attended to this course military officers from Kosova, Japan, Egypt, Brazili, Greece, Jordan, Turkey Saudi Arabia, Estonia and Latvia. Among representatives of these countries, the captain of the KSF, Fatmir Lami was declared the best international officer among 13 of them from these countries all over the world, whereas at general level out of 119 participants, Fatmir took the seventh place. This success also shows that members of the Kosovo Security Force are very dedicated and motivated. Wherever they are participating, such as training or military training at army universities abroad, they are showed to be the best, whether in individual races or in collective ones. Captain Fatmir Lami graduated on September 12 at the Army Logistics University in Fort Lee, USA. He said that he is ready to practice the gained experience from the US in the Logistics of the KSF. 12

13 There is held certification ceremony of training Diving into water advanced level Mon, 17 Sept At Search- Rescue Training of the KSF, (SRTC) in Pomozatin is held certification ceremony of 6 members from different KSF Units who successfully completed three-weeks course of the diving advanced level. Having completed basic level of this course and the surviving one students should cope and overcome challenges in order to be qualified to continue advanced course of diving into water. The first week consisted of theoretical part taking place inside the classroom and after that testing in pool of Banja Malisheva then students spent two practical weeks in the Batlava Lake by gaining from the diving experience in difficult conditions. During the rough testing students shall carried out a range of security duties and procedures in minimal depth of 15m under water surface. It is signed Memorandum of Cooperation between MKSF and Ministry of Defense of Italy Tue, 18 Sept Minister of Ministry for Kosovo Security Force, Mr. Rrustem Berisha and Minister of Defense of Italy, Mrs. Elisabetta Trena, at the environment of the Republic of Kosovo s Government signed off Memorandum of Cooperation between Ministry for Kosovo Security Force and Ministry of Defense of Republic of Italy. Attended Prime Minister of Republic of Kosovo Ramush Haradinaj, Minister of MKSF, Rrustem Berisha, Commander of the KSF, LTG. Rraham Rama, Minister of Defense of Rep. of Italy, Elisabetta Trena and Ambassador of Italy in Kosovo, Piero Cristoforo Sardi.Memorandum of Cooperation between Ministry of KSF and Ministry of Defense of Italy foresees mutual cooperation in the training area, education, experience exchanges towards Euro-Atlantic integration path etc. 13

14 A contingent of 50 soldiers of IOWA National Guard are staying in Kosovo Wesd, 19 Sept Based on Program of State Partnership Kosovo IOWA, respectively partnership of Kosovo Security Force with IOWA National Guard (SHBA), 50 members from, Staff Ride among of them officers and NCOs of the IOWA National Guard are staying for a visit in the Kosovo Security Force. In the KSF environment, militaries of IOWA National Guard were received and welcomed by Commander of Rapid Reaction Brigade, BG. Fadil Hadërgjonaj. The members of the U. S contingent together with the KSF members started joint sports activities in some disciplines which will be conducted in the following days. During their staying in Kosovo, the U. S soldiers will be accompanied by the KSF members and closely will be known with the KSF capabilities, with culture, tradition of Albanians and other communities. Also there will be visits to important places in Kosovo as well meetings with the KSF leaders and other Institutions. The KSF, Kosovo Police and U. S Embassy conducted joint training for the K9 Thursday, 20 Sept In frame of cooperation that the KSF has with the U. S CIMIC team in Pristina dated from , at Civil Protection Regiment in Pomozotin conducted training K9 (work with dog) for the KSF and Kosovo Police. Attended 7 members of the KSF and 11 members of the Kosovo police as well Instructors and Veterans team from EMCU, at the U. S Embassy, participating Units: Search and Rescue Task Force, Demining Coy, Kosovo police, Border Police and CIMIC Team in the U. S Embassy in Pristina. In the training were held lectures and exchanged experiences on dog work in several areas such as search and rescue, demining, work on identifying narcotic substances, medical checkups for dogs etc. Participants of this training, through different scenarios, had the opportunity to practically gain different experience in terms of work in K9 aspect. 14

15 A Contingent of Kosovo Security Force attended Multinational Exercise, Albanian Lion 18 in Biza of Republic of Albania Friday, 21 Sept In Republic of Albania was conducted multinational exercise, Albanian Lion 18. Attended a contingent of 35 members form the KSF Rapid Reaction Brigade. The international exercise, Albanian Lion 18 aims establishing of the tactical interoperability with strategic partners concerning demonstration and promotion of the military skills at platoon level as well medical field support. This exercise has started from the date and will be completed on The training objectives are: Forces integration and tactical interoperability with partners, upgrading of maneuver skills either individual or in couples, increasing of surviving skills in the battlefield, increase of knowledge on drills of the combat at squadron and platoon level, increase of knowledge for operations of patrolling basis etc. The support of the Armed Forces of the Republic of Albania in establishing and advancing KSF based on bilateral agreements is ongoing. "Albanian Lion 18" exercise, during the joint activities of the KSF with the Commando Corps from the United Kingdom, was also visited by the commander of the Commando Corps of the Armed Forces of the Republic of Albania, Colonel Besim Bala. 15

16 15 members of the KSF completed successfully training Bjeshkataria (Mountaineering) Mon 24 Sept r In the military KFOR base Italian village in Peja is held ceremony of certification of 15 members of the Third Battalion of the rapid Reaction Brigade who successfully completed training Bjeshkataria (Mountaineering). Training is conducted dated Sept 2018 delivered by the Italian KFOR officers, lecturers and rater of the training This training is conducted in the combined way, practically and lectures where the KSF members are tested in marching, navigation, first aid, via ferrata, rope launch from the Rugova Mountains, as well as in some mountain-related areas. The purpose of this training was to equip members of the KSF, respectively the Third Battalion of the Rapid Reaction Brigade, with knowledge and experience in the field of mountaineering by Italian KFOR. The Italian KFOR instructors shared a great deal of satisfaction with performance of the members of the Third Battalion and the progress of the whole training, where all the participants were certified and distinguished ones were awarded with gratitude. 16

Rrahman Rama took part at the ending ceremony of field exercise Albanian Lion 18 Monday, 24th Sept In Tirana is held visitor Day on the occasion of completion of joint operation of the field exercise,,albanian Lion 2018, in which took part a KSF delegation headed by the COMKSF, LTG. Rrahman Rama, as well senior Officers from the participating countries like: Kosovo, Croatia, Albania and United Kindgom. In front of the rows of NATO military personnel, such as Albania, Croatia and the United Kingdom, were also the military personnel of the Republic of Kosovo as a participating state in the exercise aiming membership to NATO spoke the Minister of Defense of the Republic of Albania, Mrs. Olta Xhaçka, who, in her speech, highly appreciated the interoperability between the military contingents of the participating countries. Meanwhile, Commander of the KSF, Lt. Gen. Rrahman Rama, accompanied by Brigadier General Fadil Hadergjonaj, commander of the RRB, congratulated members of the KSF contingent, participating in the international "Albanian Lion 18" exercise for discipline, dedication and professionalism they demonstrated during the operations in this field exercise. The Republic of Kosovo, respectively its Security Force in this exercise was represented with a contingent of 35 members of the Rapid Reaction Brigade. International Exercise, "Albanian Lion 18", has aimed at demonstrating and advancing combat skills at ground level and field medical support in order to establish tactical interoperability with strategic partners. Germany donated to the KSF 44 tactical vehicles and other accompanying equipment Wesd 26 Sept Commander of Kosovo Security Force, LTG. Rrahman Rama and Chief of NATO Advisory and Liaison Team for Ministry and Force (NALT),BG. Uwe Becker, solemnly made handover of 44 tactical vehicles and 77 sets of special equipment which Armed Forces of Germany have granted to the KSF. 17

Enver Cikaqi, as well the KSF Generals and Officers, KFOR German Contingent and other guests. On this occasion, Minister of the KSF Rrustem Berisha said: Today is a special day for the Kosovo Security Force because German donations of 44 military vehicle will impact directly growth of the operational capabilities of the Kosovo Security Force. Whereas, the Commander of the Kosovo Security Force expressed his gratitude for the continued support that the German Armed Forces have offered and continue to offer to the KSF in many areas: "I thank t the German contingent, the Ministry of Defense and the German people for this donation, which is very important for the KSF. It was Germany that, since the beginning of the KSF upgrading in 2009, assisted the KSF with 204 tactical vehicles, medical equipment, spare parts, etc. Thanks to this support, the KSF managed to reach its first operational capacity that year. Now, another German donation comes, with 44 tactical vehicles and accompanying equipment. " 18

Dep/ Minister Ramadani, also, informed Professor Vann with overall developments in MKSF and the KSF There are certified 23 members of the Rapid Reaction Brigade for the training Peace Support Operations Fri, 28 Sept At RRB barrack in Istok are certified 23 members of the RRB from instructors of BMATT-it (British Military Advisor Training Team), in the training peace support Operation which lasted for four weeks dated up to In charge of training Peace Support Operation Lt. Kreshnik ZENELI after delivering a summary on the training he qualified the training as a useful one to the RRB wishing that the future trainings of this kind shall be arranged by the KSF instructors. The members who attended this training are assessed by a written test and based on the performance demonstrated in terrain. Based on results were given awards for the three first places: The third place was taken by OF1* Kreshnik DRESHAJ, and the second one OR3 Bujar PREKADINI and the first one OR3 Ilir HAJRA. At the end are awarded gratitude for the training organizers and winners of the three first places whereas for the participants are delivered certificates. 19

20 The new KSF cadets generation solemnly took oath Fri, 28 Sept In an officially ceremony at barrack Adem Jashari of the Land Force Command of Kosovo in Pristine, the new cadets who will be studying at the University Study Center took oath. In this special day of the cadets generation 2022, attended: Minister of the KSF, Mr. Rrustem Berisha, COMKSF, LTG. Rrahman Rama, the LFC Commander, BG. Enver Cikaqi, Commander of Doctrine and Training Command, BG. Irfete Spahiu, Director of NATO Advisory and Liaison team to the KSF, BG. Uwe Becker, other KSF Generals and Officers as well International Officers and Attaches. After drilling and intonation of the state anthem, to the Commander of the TRADOC, BG. Irfete Spahiu was reported by Commander of the University study Center, Major Vegim Kelani and both of them paraded in front of 4 months generations. On his occasional speech Minister Berisha congratulated the new cadets for starting of the new Academic Year and the oath of the cadet. Minister highly appreciated their choice for serving to the country telling them that you will cultivate and upgrade freedom values of our country. In the KSF University Study Center, this year with an open competition are selected 16 cadets among of them two female candidates and one cadet from the Armed Forces of the Republic of Albania. 20

On this occasion, the COMKSF Rrahmnan Rama has thanked Dep/Commander of KFOR, General Csombok for constantly engagement and support during his service in Kosovo given to the KSF and at the same time welcomed the newly appointed BG. Reinhard RUCKKENSTUHL, wishing him to have a successful cooperation. President Hashim Thaqi congratulated the KSF for achieved results Sat, 29 Sept President of Kosovo`s Republic in the quality of the Supreme Commander of the KSF paid a visit to the KSF Land Force Command. The president was hosted by the COMKSF, LTG. Rrahman Rama, KSF Generals, senior Officers, NCOs soldiers and the KSF cadets. In the addressing of the attendees at Grande hall of Land Force Command of the KSF (LFC), President Thaqi held a speech where he spoke on its engagements as President for important issues of the current politician status, issues at country and international level. He spoke on the liberalization process of visas, membership of Kosovo to Interpol and dialogue of Kosovo with Serbia and the KSF transformation process into army. 21
