Abanian National Transport Plan (Louis Berger,2005 EU) CORRIDOR 8 social and regional considerations Weaknesses-New Border Crossings -new barriers for traffic along the c8 itinerary New crossings - potential sources of delay and increased transport costs With the emergence of new states since 1991, the number of border crossings in South-East Europe has increased sharply. With the accession of Romania and Bulgaria there will be 55 external road border crossings between the Western Balkans and EU member states, and a further 60 internal crossings within the Western Balkans region itself, Of these 13 external and 18 internal crossings lie on the Core Network, including 15 on the Corridors, and 16 on the Routes CORRIDOR 8 social and regional considerations Advantages Political environment-very positive Regional cooperation progressing-seeto,seci,cei. Bulgaria joined EU and NATO.Albania and Maceedonia signed SAA and soon join NATO as well. C8 is no more a periferic artery but important transnational link that joins not only three NATO countries but even countries beyond the Black Sea. Exists full understanding between countries interested to develop the project,investing proper fundings as well. legal and institutional reforms are under the way. i.perspective ANALYSIS feasible projects One scenario, which would make a trans-balkan transit route(eu Corridor VIII) attractive, would be restrictions imposed on shipping through the Bosphorus, due to environmental and other hazards resulting from congested sea lanes..regional and other transport studies referred to above indicate that there is a case both for an upgrading of Corridor 8 as well as the north-south corridor between Durres/ Tirana and Montenegro. The route n7 in the Core network,corridor Durres-Morine which is in the same time branch or extension of both paneuropian corridors,8 and 10,is expected to increase the traffic reciprocally in destinations along the corridors. ii.perspective ANALYSIS feasible projects Economic and financial viability for completing the missing railway link between Albania and Macedonia,Macedonia Bulgaria.Ii helps on total freight traffic volumes generated by Bulgaria and Trans-Balkan transit, and Roll-on-Roll-off truck traffic to and from Italy. Commitment of Albania to start rail link Lin-Struge.Dry terminal in Struga. A study of Secretariat of C8 clearly demonstrates that the potential Trans-Balkan transit traffic (with origins and destination outside the Balkans) would have cost advantage using Corridor VIII and Durres,,Bari and Brindisi ports. The alignment of Road Corridor VIII already exists with physical continuity from Adriatic sea to Black Sea. 2. In the recent years a number of upgrading/rehabilitation projects have been implemented along the main and secondary branches of the Corridor. The geometrical standards of the existing road network are not at the level required for an international road axe, however, with the exception of a number of critical points, current standards are sufficient to serve the current and the short-term term future freight traffic; 3. However, a number of quick, efficient and well defined interventions should be implemented in the very short time in order to improve the attractiveness of the Corridor to international freight traffic. 4. Logistic and horizontal issues are the most urgent problems to be solved since they have a great impact on the total cost of transport. HORIZONTAL ISSUES The analysis of logistic and, more in general, horizontal issues, has been carried out thorough direct interviews and the submission of QUESTIONNAIRES to haulier associations and single companies operating in the field of international road freight transport in the Balkan region MOST SIGNIFICANT ISSUE COMPARATIVE ANALYSIS OF COSTS AND TRAVELLING TIME BETWEEN BARI AND SKOPJE According to the study of Min of Economy the losses only for italian operators are 1 bill eur. It will reduce the heavy traffic inside of the Tirana urban area Also, its construction shall result in the reduction of distance and almost a half cost of the transport of goods through the port of Durres to other regional countries in transit through Albania. Elbasan Bypass Elbasan - Qukes 10 km Width=28m(4*3.75+2*3+2*0.75+2*0.2+2*0.65+4) Cost 70 mil The construction of this section road decreases the travel time along the corridor increasing the speed of vehicles. It will reduce the heavy traffic inside of the Elbasan urban area Also, its construction shall result in the reduction of distance and almost a half cost of the transport of goods through the port of Durres to other regional countries in transit through Albania. 43 km Width=28m(4*3.75+2*3+2*0.75+2*0.2+2*0.65+4) Cost 320 mil The construction of this section road decreases the travel time along the corridor increasing the speed of vehicles. It will connect Elbasan with Crosser Border Points of Macedonia and Greece and with take the traffic that will come from Shkoder, Durres and Kosovo through the new ongoing constructed road Tirane- Elbasan Also, its construction shall result in the reduction of distance and almost a half cost of the transport of goods through the port of Durres to other regional countries in transit through Albania. 5
