1 CITY OF BUDA TO HOST HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENT The City of Buda, in partnership with the City of San Marcos and through a grant from the Capital Area Council of Governments (CAPCOG) and the Texas Commission on Environmental Quality (TCEQ), will host a Household Hazardous Waste Collection Event on Saturday, November 17, 2018, from 9 am noon. The collection event will be located at Tom Green Elementary located at 1301 Old Goforth Rd, Buda, Texas The event is free and open to City of Buda residents only. Saturday, November 17, am Noon Tom Green Elementary 1301 Old Goforth Rd. Buda, Texas Materials such as oil-based paint, aerosols, oil, antifreeze, pool chemicals, lawn fertilizers and chemicals, household cleaners, light bulbs, and batteries will be accepted at the event. Items should be brought to the event in their original containers. Please bring a picture I.D. and proof of residency to the collection event. Compressed gas, electronics, medical waste, pharmaceuticals, and tires are NOT accepted through this program. No business or commercial-based waste products can be accepted as part of this collection event. Only materials from residences may be accepted. Customers looking to dispose of latex-based paint can save a trip by opening the cans and letting them dry out. Once dried, the paint can then be disposed of through the residential trash service. If you can t make it to the event, Hays County residents may dispose of HHW materials at the City of San Marcos HHW facility located at 634 East Hopkins, San Marcos, Texas. 2 Dual Cornerstone Ceremony: Buda Masonic Lodge #800 will hold a dual cornerstone ceremony for the new City of Buda Municipal and Public Safety buildings. The ceremony will take place on Saturday, November 17, 2018, at 11:00 AM. Right Worshipful Orville L. O Neill, PGM will represent MW Tommy F. Chapman in conducting the ceremony. 4 TRAIL OF LIGHTS Trail of Lights at Stagecoach Park is just around the corner! The free holiday event features lighted and decorated displays that are provided by local businesses and organizations. Visitors are able to walk the lighted trail in the park to view the dazzling exhibits, sip hot chocolate, and meet Santa himself. And this year we are adding a third weekend! ***Starting at 6 a.m. on November 12, Stagecoach Park will be closed to vehicular traffic. However, you can still walk/run in the park. During the day, the parking lot at Clint's Cabin will be open for parking, but that is as far as you can go in your vehicle. 5 CITY OF BUDA GEARING UP FOR 39 TH ANNUAL BUDAFEST BUDA, TX The City of Buda is gearing up for the 39 th Annual Budafest celebration! Admission to Budafest is free, so bring the whole family. Walk the festival grounds and behold the art of glassblowing, catch local performers, snag a picture with Santa and say hi to him as he rides down Main St. on the fire truck during the lighted parade, or walk your dressed up dog in the Reindog Parade--all for free! 39 TH A N N U A L B U D A F E S T H O U R S Saturday, Dec 1, 12:00 PM - 9:00 PM & Sunday, Dec 2, 12:00 PM - 5:00 PM Night Parade and Fireworks: Saturday, Dec 1, 6:30 PM Downtown Buda Activities Lighted Parade: This lighted, nighttime parade goes directly through the heart of Downtown Buda. Watch as community organizations decorate their floats to bring out the spirit of the holidays. The parade ends with a fireworks show where Santa Claus will count down with all the parade goers and kick-off the beginning of the holidays in Buda, Texas! The parade takes place Saturday, Dec 1 at 6:30 p.m. and will travel down Main Street from Buda Mill and Grain Co. to Buda City Park. Reindog Parade: Dogs from all around will gather to trot down the street in their best holiday costumes and outfits. The petparent of the most festive dog will win a prize! The Reindog Parade will take place on Sunday, Dec. 2 at 2:00 PM to kick-off the festivities. Craft Vendors: Craft vendors from all across Texas will display their merchandise and hand-made wares for you to explore and discover the perfect unique gift for your loved ones this holiday season. 9 City of Buda Public Comment Procedure VIDEO The City often receives questions about how the public comment period works during city council, board, and commission meetings. A public comment item is included as part of each item to allow citizens to provide comments and input on items not listed on the agenda. Citizens can also sign up to provide public comment on specific items that are listed on the agenda. To view the City s upcoming meetings go to the City s website at Click on the government tab at the top of the page and in the drop down menu click view council, board, and commission meetings. There you will find agendas on upcoming meetings, as well as videos and agendas from previous meetings. The City also displays upcoming meeting agenda s on the outside monitor near the entrance to the Municipal Building. CITY OF BUDA PUBLIC COMMENT PROCEDURE All of the City s council, board and commission meetings take place in city council chambers, unless otherwise noted. Outside the city council chambers you will find this blue public comment form. Please complete the form in its entirety, and give it to the City Clerk of the staff liaison prior to the start of the meeting. To distribute supporting documents or other information, the document and/or information must be submitted to the City Clerk or staff liaison prior to the start of the meeting. The Mayor or Chairperson may place restrictions on the length of comments. If you are speaking on a non-agenda item, you will be called up during the public comment period at the beginning of the meeting. If you are speaking on an agenda related item, you will be called up during that specific agenda item. If you are speaking on different subjects, a separate form must be completed for each topic. When you are called to the podium, you will be asked to state your name and address for the public record. Comments made by the public are recorded in the official minutes of the meeting. State law prevents the city council, board, or commission from engaging in conversations or answering questions related to public comment because those specific items are not posted on the agenda. The city council, board, or commission may direct staff to follow-up with the citizen on their public comments or may request a future agenda item to discuss the item. If you would like to fill out the public comment form before you get to the meeting, no problem. Go to our website and click on the government tab. In the drop down menu, click city council. Scroll down the page and under citizen comments, there is a link to the form that you can download and print out. The City of Buda welcomes your participation at council, board, and commission meetings.

10 Starting Nov. 1, 2018, the City of Buda's S.T.A.R. (Seniors Taking A Ride) Program will add an extra day to its schedule. The S.T.A.R bus will now also provide services on Thursdays from 11 a.m. to 2 p.m. The S.T.A.R Transportation Bus is ADA accessible and seats up to 11 riders. The van can seat two wheelchair passengers and has a wheelchair lift for boarding. The ADA accessible bus was paid for with a Federal Transportation Agency grant, specifically for the city s senior transportation service. The S.T.A.R. Program provides the following services: Transportation for independent ambulatory seniors Service from rider s curbside to their destination FREE for seniors (persons 60 years or older residing within Buda city limits) Service area includes Buda, Kyle, and San Marcos Destinations include grocery store, bank, hair salon, etc. Non-emergency/routine medical appointments S.T.A.R. Schedule Monday, Wednesday, Friday 8:00 a.m. to Noon Thursday, 11 a.m. to 2 p.m. Reservations can be made 30 days in advance, with a MINIMUM OF 2 business days notice. 11 Week of Oct. 29, 2018 WarnCentralTexas Notification System Changes AUSTIN, TEXAS The Capital Area Council of Governments (CAPCOG) is upgrading the regional notification system that powers WarnCentralTexas.org to bring residents emergency and public safety warnings they need to protect their families, properties and selves. As part of the upgrade, CAPCOG recommends that previously self-registered participants update their notification information by using the link inside an sent through the new Everbridge system. Current self-registered participants should have received an from Warn Central Texas using either a noreply@everbridge.net, noreply@everbridge.com or noreply@everbridg .com address. Following the link inside the will give them access to a user account portal that lets them update multiple voice and text phone numbers as well as addresses and physical addresses. They can also opt-in to receive particular national weather alerts, such as severe thunderstorm warnings, tornado warnings, and flashflood warnings. After updating their notification information, the portal grants them access to make future updates and read active notifications in their area sent by their local governments. WarnCentralTexas.org is a free public service provided by CAPCOG in conjunction with the region s cities and counties for individuals living, working or visiting Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson counties. Using this system, emergency responders can send hyper-local, targeted messages to people in specific neighborhoods or streets. Local governments communicate primarily in English, and make every effort where possible to also send critical alerts in Spanish. The notification information is strictly used by local governments to send emergency warnings and opted-in messages. If a resident receives multiple s from the system requesting they update their information, it is extremely important they do so using the link in the . Updating their information will ensure its accuracy letting them continue to receive emergency warnings for their current address and preventing them from receiving the same notification multiple times. Residents who haven t registered to receive emergency warnings at WarnCentralTexas.org should do so. It is important to note newer cellphone models receive federal notifications, such as Amber Alerts. WarnCentralTexas.org is a separate system and a critical tool for local first responders to reach the affected public during an emergency. All jurisdictions in the ten-county region can use the system to share critical emergency information events, such as: Evacuations from floods and wildfires Shelter-in-place information during law enforcement incidents Public health and medical emergency messages About the regional notification system: CAPCOG uses a regional notification system (RNS), WarnCentralTexas.org, as a crucial public-safety tool. The Web-based tool is used by Central Texas governments to alert the public to emergency and optional nonemergency situations. It's an effective tool for notifying a relatively large number of people in a short period of time. Its current vendor for the RNS is Everbridge. CAPCOG and Everbridge will not distribute any information provided by residents. About CAPCOG: The Capital Area Council of Governments, governed by elected officials from the ten-county region it serves, has worked for more than 45 years as an advocate, planner and coordinator on important regional issues. Programs and services related to public safety and emergency response, environmental planning, economic and community development and the elderly are delivered at a regional level to leverage funding, maximize cooperation and eliminate duplication. CAPCOG serves Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis and Williamson counties.
